Lucas disappointed and baffled by Labour failure to support NHS Reinstatement Bill

Caroline Lucas was ‘extremely disappointed’  today by the failure of MPs to turn up in Parliament today to debate the NHS Reinstatement Bill after tens of thousands of people had written to their representatives asking them to back the bill.

The Bill was only debated for around 15 minutes and wasn’t voted on. If more MPs had been present in Parliament then a ‘closure motion’ on the Bill being debated previously could have been called, thus ending Tory filibustering which delayed discussion of the NHS Reinstatement Bill.

The Labour Party did not publicly back the bill. In a letter LINK sent by many Labour MPs to constituents, the party’s MPs said:
“Whilst I support the broad objectives which lie behind this Bill, I am concerned about the scale of structural change and costs associated with any further major reorganisation of the NHS.”
Lucas said:
“It’s extremely disappointing that we didn’t have a chance to properly discuss or vote on this bill today. Though I pay tribute to the SNP and to those Labour MPs who did take the time to come to Parliament today for this crucial debate, the Tories who filibustered the bill have done our democracy a disservice. But the Labour Leadership should have done more to move this bill forward too. I had hoped they would have publicly committed to it and asked their MPs to come to today’s debate – by doing so we could have ended the filibustering and properly discussed the future of our NHS.

“The Labour Party’s stance line on the Bill is somewhat baffling. Some of their MPs back the bill, but not enough.

“On the one hand Labour's standard letter to constituents says they agree with the principles of the bill, but at the same time it suggests they say that they would remove its heart. If Labour want to gut the Bill, and take out the key provisions that save the NHS from the market, then the Labour Shadow health team, should be clear about that.

“Meanwhile, the Tory privateers, not least Andrew Lansley and His successor Jeremy Hunt can relax. So long as we leave the market in the NHS in place, the likes of Virgin Care Ltd and Optum (an off-shoot of US health giant, United Health) will find their way in.

“The NHS is in crisis - and this week tens of thousands of people have asked their MPs to say ‘enough is enough’. But the enthusiasm of the public hasn’t been met by the political commitment that’s needed to save our health service.

“This Bill isn't going away and I urge MPs to join the campaign to reinstate the founding principles of a truly public NHS.

Greens: End PFI scam and stop privatisation of the NHS

Greens have called for urgent action to cure the NHS of cancerous PFI payments and have written to the Secretary of State for Health calling for action to ensure that health care provision is maintained rather than allowing hospitals to go into administration. The Greens are the only mainstream party to oppose PFI and to campaign to stop the privatisation of the NHS.

The revelation that the South London Healthcare NHS Trust is going into administration with debts incurred by its contracts under PFI (Private Finance Initiative) has come as no surprise to the Green Party. The Green Party has warned of the financial dangers of hospitals being built under PFI. The news that up to 30 other Trusts may be facing administration has prompted the call for action to prevent closures.

Adrian Ramsay, Green Party Deputy Leader, said: "It is time to cut out the cancerous PFI deals that are killing the NHS. While successive governments seem to find billions to bail out banks and to quantitatively ease the economy they seem utterly beholden to the companies that they now rent hospitals from having sold them off in the first place.

"The PFI deals were simply an accounting fix that put money in the pockets of big companies and locked the NHS into huge debt. The taxpayer will end up paying £63bn towards hospitals that cost £11bn to build. As hospital trusts go into administration we can expect to see health care provision drastically reduced. This is unacceptable and the Green Party has written to Andrew Lansley calling for a solution that protects services.

"It is surely time to end the PFI scam and let the NHS focus on providing care for patients, not profit for shareholders."

Pile on the Pressure: e-mail your MP on NHS now

A message from 38 Degrees:

In just one week, your MPs have to vote on massive changes to our NHS. But 38 Degrees members now have something our MPs don’t – thorough, independent legal advice about what these changes really mean.

Our expert legal advice is sobering. Despite the “listening exercise”, the government’s changes to the NHS plans could still pave the way for a shift towards a US-style health system, where private companies profit at the expense of patient care.

MPs are being told by the government that the NHS is safe. If they read our evidence, they’ll know that the spin doesn’t stand up. We can put them under massive pressure to vote to save our NHS. So we need to work together to get the legal advice to our MPs right now!

Email your MP now:
https://secure.38degrees.org.uk/email-the-evidence

Our independent lawyers identified two major problems in the new legislation:
  • The Secretary of State’s legal duty to provide a health service will be scrapped. On top of that, a new “hands-off clause” removes the government's powers to oversee local consortia and guarantee the level of service wherever we live. We can expect increases in postcode lotteries – and less ways to hold the government to account if the service deteriorates.
  • The NHS will almost certainly be subject to UK and EU competition law and the reach of procurement rules will extend across all NHS commissioners. Private health companies will be able to take new NHS commissioning groups to court if they don’t win contracts. Scarce public money could be tied up in legal wrangles instead of hospital beds. Meanwhile, the legislation lifts the cap on NHS hospitals filling beds with private patients.
So who are MPs going to listen to when casting their vote – you, or lobbyists from private health companies? This is our NHS, and it’s up to us to defend it. Email your MP now:

It’s pretty extraordinary what we’ve managed to achieve together already. Nearly half a million of us have signed the petition to save the NHS. And after Andrew Lansley announced the last round of changes, thousands of 38 Degrees members immediately chipped in to get top independent legal advice on the new plans.

Barrister Rebecca Haynes found that the government's plans could pave the way for private healthcare companies and their lawyers to benefit most from changes, not patients. Another barrister, Stephen Cragg, found that we were right to be worried that Andrew Lansley was planning to remove his duty to provide our NHS.

This is the conclusion of a top legal team paid to have no other interest at heart but yours.

MPs vote in just seven days. Seven days to not only get the evidence, but be convinced there’s way too much public concern to ignore it. The good news is, with over 800,000 of us now armed with expert legal advice, we are just the people to speak up. Let’s give MPs from all parties the mandate they need to think again and vote against these changes to the NHS.

Act now on threat to our NHS

"The NHS will last as long as there are folk left with the faith to fight for it" Nye Bevan
Rather belatedly, Barry Gardiner MP for Brent North has arranged a public meeting on the NHS, to be held at Brent Town Hall on Sunday June 12th. Belatedly because the 'listening exercise' closes in four days time. Opportunities for local people  to take part and make their views known have been few so please get down to the Town Hall in large numbers.

Stuart Jeffrey, Green Party spokesperson on health, wrote in the Guardian:
Turning the wheel slightly and easing off from the accelerator are not signs that Andrew Lansley will steer the NHS away from the cliff edge of privatisation (Report, 23 May). His plan must be stopped before we lose our NHS to market management. Of course, the true driver for this sorry state of affairs is the prime minister, who has overall responsibility for the actions of his cabinet colleagues. If Cameron and Lansley are able to turn the NHS into a full-blown insurance scheme, it will be a car crash.
The website 38 Degrees continues to organise opposition. Here is their latest message:

Andrew Lansley's NHS listening exercise closes in just 4 days. We need to move fast to flood it with objections to his dangerous plans.

Thousands of personal submissions to the listening exercise will make it much harder for Lansley to spin the results. He'll have to publish the figures, whether he likes it or not. They will tell a clear story: the overwhelming response is against these dangerous changes to the NHS.

It's easy and fast to send your message to the listening exercise using the 38 Degrees website. It only takes a couple of minutes. There are suggestions for what issues to raise, and you can see what other 38 Degrees members are already saying.

Get started here:

There are signs our pressure is starting to work. Yesterday, Nick Clegg said he thought Lansley's plans need to be watered down and delayed.  But today's Daily Telegraph reports that Conservative hardliners have started planning their fightback. They are determined to rush Lansley's plan through. We need to keep the pressure growing!

We've already created a huge stir this week with our hard-hitting newspaper adverts. Next week we will submit a copy of our 400,000-strong petition. So now, let's back all of that up with thousands of personal submissions telling the listening exercise we don't want our NHS ruined.

We have got until 5 PM on Tuesday, May 31 to send messages. Send yours now:
http://www.38degrees.org.uk/nhs-listening-exercise

Lansley wants to use the listening exercise to claim he's building support for his plans, so he can plough ahead. But by working together we can make that impossible.

The British Medical Association's own submission to the listening exercise says Lansley's plans should be scrapped.  Nurses' groups, health care charities and patient groups all seem to agree. If we all keep working together, we can protect our NHS for future generations.

The listening exercise closes in four days. Please take a couple of minutes to write in now:
