Byron Court strikes against forced academisation continue on Friday and subsequent weeks

NEU members at Byron Court Primary School are striking again in a fight to save their local community school which is threatened with a forced privatisation by the huge Harris Federation chain of academies. PICKET LINE OUTSIDE THE SCHOOL FRIDAY 14th JUNE 7.30-9.30am! [Subsequent dates: 18th/19th June, 25th/27th June and 2nd, 3rd and 4th July]

 

Staff at Byron Court Primary School in Wembley continue to strike to save their local community school from a forced “academy order” following an intimidating Ofsted inspection. They are striking  following their protest, alongside parents and the NASUWT outside the DfE last week in which a petition of over 2000 signatures was handed over, supported by Barry Gardiner, the constituency Labour Candidate.

 

THE NEU HAVE YESTERDAY LAUNCHED A “GO YELLOW” CAMPAIGN ACROSS ALL BRENT SCHOOLS in which staff are asked to wear yellow or black as an act of solidarity with striking members at Byron Court. Yellow and black are the current Byron Court uniform colours and the campaign is launched on the day that Harris Federation are forcing their way into the school to “consult” pupils on a new uniform.

 

Staff have today heard that the proposed TUPE consultation will not conclude until AFTER the general election, bringing real hope that the incoming Secretary of State will pause this forced academisation process.

 

Jenny Cooper of the NEU national executive has stated:

 

Forced academisation is a process opposed by most education unions and flies in the face of democracy; this should not happen in a civilised society. We call on all political parties to reverse this policy if elected and to start by intervening to save Byron Court

On the third strike day Byron Court strikers and supporters are in good heart and voice

Byron Court strikers and their parent and community supporters took their protest from the picket line to Brent Civic Centre this morning. Their energery remains undiminished on the third strike day against forced academisation and determinations has, if anything, increased.

Daniel Kebede, NEU General Secretary joined the picket line and congratulated the campign on their 'push back' on forced academisation that would stand as an example to others:

 

 

Buoyed by the support, including that of three Brent councillors, the strikers and supporters were in good voice on the picket line and at the Civic Centre. 

 

 

 

Yesterday one of the Byron Court NEU representatives, Alice Butterton, told Wembley Matters about the impact of the Ofsted judgement on staff and parents. (The Byron Court girls cricket team won their cricket tournament!)

NEU Executive recommends rejection of derisory unfunded Government pay offer

 20,000 teachers took part in a National Education Union on-line meeting this evening to hear the Government's pay offer after 6 days of intensive negotiations. As the meeting progressed, on-line comments showed teachers' anger at the offer and Co-General Secretary Kevin Courtney had to reassure them that the NEU was recommending members  reject the the ballot - which was to be sent out after the meeting.

The pay offer averaging 4.5% itself was poor but worse was it going to be unfunded apart from a Government contribution 0.5% thus creating a financial crisis for many schools, leading to potential redundancies, particularly in support staff.

The Government attempted to impose a condition that the offer would only stand if all four unions involved either recommended acceptance or were neutral, otherwise the offer would be witdrawn. The NEU will recommend rejection.

Clearly the ball is now in the Government's court.

Could teachers feel any more let down, abandoned, insulted, angry and hated by government than we do this morning? 

We don't do this for them. We do it for our young people. We keep going. 

I can only conclude that the govt despise the entire profession.

Creativity and solidarity come together in today's Great Strike March in London

 

 Despite the tube strike striking workers from across the country including teachers, junior doctors, civil servants, university lecturers and tube workers came together today for a high spirited and creative march and rally in London.

NEU on the situation of BAME workers in our schools

The National Education Union has now published the item below on the situation of BAME workers in education. Reader's won't need telling that this is a significant issue in Brent with its large number of black and ethnic minority workers in our schools.

  1.  The Government’s plans for a wider opening of schools are reckless and not supported by the NEU. We are calling on the Government to re-think their timetable urgently. The NEU is deeply concerned by the emerging data about the disproportionate effects and number of deaths due to COVID-19 for Black1 NHS staff and Black populations. The Office for National Statistics’ findings show a greater impact of the virus in areas of the country with wider health inequalities and higher rates of poverty and on Black communities even after health and deprivation is accounted for.
     
  2. Black staff are more likely to work in schools which serve deprived communities. The NEU wants this unequal level of risk to be a major consideration within the Government’s response to Coronavirus and its plans to suppress transmission.  Nearly 70% (1733) of Black staff who responded on May 10th to a snap NEU poll, said they would feel ‘very unsafe’ about returning to the workplace.
     
  3. The NEU is engaging with the Department for Education (DfE) about the implications of the evidence on racial disparities, both in terms of the importance for public health of not opening schools until it is safe to do so; and the implications for Black educators, alongside other staff who may be vulnerable. The NEU petition demanding that schools should not open until safe to do so has attracted more than 400,000 signatures.
     
  4. We are discussing with the DfE advice about specific risks for Black staff, which will need to be updated as evidence emerges from the Government’s inquiry into these risks.
     
  5. The NEU is calling on the Government to share the data and models on which it is evaluating the timeline for commencing a phased return for more students. An essential part of this planning must be to take account of the emerging research findings and ensure risk assessments for Black staff who have underlying health conditions or live with someone who is shielding or who are pregnant. This must remain the case regardless of the Government’s announcement about wider opening.
     
  6. Black staff with an underlying health condition who are being pressured to go into work (rather than work at home) should speak immediately to the NEU workplace representative or contact the NEU Advice Line. We expect headteachers to continue to negotiate the rotas in use currently with NEU members. We are asking and advising leaders not to start planning for 1 June as we do not think it is safe to do that at this stage and are in urgent talks with the DFE.
     
  7. The NEU thinks the Government Inquiry into the disproportionate effect and rate of deaths for Black  people is necessary and urgent to save lives. The remit of the Inquiry will need to incorporate the role of racism within workplaces and the effect of racism on workers’ ability to secure safe working conditions, learning urgently from concerns from some Black staff in the NHS that it was harder for them to obtain PPE than their peers. PPE also needs to be adaptable to fit over turbans, hijabs or beards.
     
  8. Black workers regularly face stereotyping, bias and attitudes at work which make it hard to raise concerns or highlight aspects of workplace culture which are exclusionary. It is important that the racial disparities within the pandemic are not discussed in schools in ways which reinforce stereotypes, such as stereotypes about migration or globalisation causing Covid-19. However, this does not mean silence about race or racism is the right way forward - we need to acknowledge the existence of racism in workplaces.
     
  9. The NEU thinks that schools need to be alive to the concrete increase of racism during the pandemic and the risk that negative attitudes about race and immigration could grow because of fear and uncertainty. The NEU has published a  poster for schools to share with parents/ carers which signposts organisations to which parents or students can get a range of help including where to report racist harassment, incidents or attacks.
     
  10. The NEU also wants to capture the hundreds of positive community initiatives which members are leading and co- ordinating. See the NEU’s free Create box idea. We are urging members to share these ideas, and other community responses, across their Union networks to inspire others and share great practice.

Brent NEU condemns 'abject failures of governance' at Woodfield School - £400k in wrongful payments uncovered

Brent National Education Union responds to the ESFA report on Woodfield School financial irregularities. NEU statement below:

Damning ESFA Report exposes abject failures of Governance at Woodfield School.
£400,000 in wrongful payments uncovered.
An investigation by the Education and Skills Funding Agency (ESFA) into financial irregularities related to the academy and Multi Academy Trust (MAT) conversion process between Woodfield academy school and The Village school in Brent has just been published.
£400,000 was wrongly paid to two consultants, one of whom was Greg Foley who acted simultaneously as Chair of Trustees, Member of the Finance Committee and Chief Financial Officer. (All this information can be found out from public records.) Those in charge at Woodfield failed utterly in their duty of oversight and care of monies that should have been spent on their special needs pupils.
Going onto the school Website and looking at the names of Trustees reveals that Kay Charles has been an ex-officio Trustee since September 2017. Kay Charles became the Executive Head of The Village and Woodfield school on the same date. Records show that she was in attendance at every Governing Board meetings for 2017/18.

In the ESFA report there are repeated references to the Chair and Chief Finance Officer (CFO) breaching and not complying with the financial regulations of academy trusts. This was under her oversight.  
Hank Roberts, Brent NEU President and National Executive member said:
“As whistleblower I feel totally vindicated by the findings of this report. The bankrupt academy system is an open invitation to help yourself to school funds. Kay Charles has proved herself inadequate to the task of halting this corruption. If she won’t put the interests of state education above her own, she should go. 
“Cllr Muhammed Butt, Leader of Brent Council and Sandra Kabir, Chair of Governors of The Village were warned that there were questions over the finances at Woodfield a year ago, yet neither expressed opposition to the proposal that Woodfield and The Village become a MAT. Now is the time they should show leadership and call for this proposal to be dropped rather than support this disaster in waiting. This is the agreed policy of Brent Constituency Labour Parties and recently was unanimously confirmed by the Local Campaign Forum (LCF) and fully supported by the local Labour MP Barry Gardiner.” 
Governors and trustees of the two schools were aware of the financial situation and failed to act on NEU members’ concerns. Despite this, the majority of these governors and trustees are proposed as trustees and governors of the new MAT where they will be overseeing a budget almost twice as big.
Cllr Jumbo Chan, who has supported the campaign to stop the academisation throughout, said:
“The decision by the governing body of The Village to academise the school was wholly unnecessary and misguided. In light of the ESFA’s damning report into Woodfield School, it has further highlighted a dearth of wisdom at the heart of the decision.
“In addition to offering no concrete benefit, the decision to academise ignored completely the swathes of concerns voiced by parents, campaigners, and the school’s own outstanding teachers and support staff.
“Nearly a year later, the academisation process has left The Village School in limbo, demoralising and sowing uncertainty amongst its committed staff.
“That the ESFA has now produced a litany of gross failings with regards to Woodfield School – including procurement, related party transactions, governance regulations and register of interests, including large payments of thousands of pounds of public money to consultants – corresponds to problems in the academisation process elsewhere.
The ESFA report is a wake-up call that leads to the unavoidable conclusion that the whole academisation process should immediately cease. I urge the governing body to now finally listen to its staff, and withdraw its application to academise, and remain within the Brent Council family of schools.”

How Brent schools have been hit by real-terms funding cut

While schools have been doing all they can to shield their pupils from the damage caused by the £2.8 billion real-terms cut from school budgets since 2015, the lack of investment in education is really biting.

The latest research from the School Cuts Coalition, drawn from figures produced by the Government itself, shows that secondary school staff numbers in England have fallen by 15,000 between 2014/15 and 2016/17 despite them having 4,500 more pupils to teach.

Secondary schools have seen their staffing fall by an average of 5.5 posts since 2015. These cuts are affecting front line teaching, with each school losing an average of 2.4 classroom teachers and 1.6 teaching assistants as well as 1.5 support staff. 

The School Cuts coalition warn that the situation is likely to get even worse, as 17,942 (nine out of ten) primary and secondary schools in England and Wales are predicted to be hit by a real-terms cut in funding per pupil between 2015-19.

Hank Roberts, Brent ATL secretary said, “Government cuts to education are really hurting Brent’s schools. This new research shows the effect cuts are having on Brent's schools.”

Sotira Michael, Brent NUT secretary said, “We should be investing in our young people. Education Secretary Damian Hinds must make school funding is top priority.”

NUT-ATL amalgamation will strengthen fight against government regression

I welcome the news that the NUT and ATL decided yesterday at separate conferences to ballot their members on  the two bodies amalagamating to form the National Education Union.  This is absolutely essential at a time when government polcies on funding, grammar schools and academisation need strong opposition.  There is some background HERE

Particular congratulations must go to local teacher trade unionists Jean and Hank Roberts who have been campaigning for this outcome for many years.

This is the NUT's statement after yesterday's decisions:


The NUT and ATL held special conferences on Saturday 5 November at which delegates welcomed the progress made in negotiations on the amalgamation of the two unions to form a new union. The conferences endorsed the rules of the new union, to be called the National Education Union. This decision will now be put to the members of both unions for approval in ballots to be held in the spring term.

In welcoming the decisions of the two conferences General Secretary, Kevin Courtney, said: “This is an historic day for teacher trade unionism. We have advocated professional unity for many years, and this is a big step towards realising our goal of a strong unified profession and a powerful union which would be a significant force for teachers, education and the trade union movement.”

The National Union of Teachers has been pursuing the policy of trade union unity for all teachers for many years. We believe that all teachers in all schools in England and Wales should be united in one organisation. It makes sense for a number of reasons.

The new union would have almost half a million members and would be a powerful force in education and the trade union movement. The government and employers would need to take such an organisation seriously and would not be able to deploy the policy of divide and rule. The new organisation would be more economical to run and would target members' subscriptions on matters important to teachers and education rather than on competitive recruitment between the unions.

For these reasons we have an open invitation to all other teachers' unions to come and talk about setting up a new union for all teachers for a more effective and efficient means of representing the profession.
