UPDATE: The Labour motion on a visitor tax was passed with Liberal Democrat support. The Conservatives voted against. There was some discussion with Cllr Kelcher wanting a lower overnight rate of £1-2 so as not to discourage visitors.
There are some people who say Brent Council can't tell the difference between its bottom and the knobbly bit on the bend of its arm. I couldn't possibly comment, but the notice on its 'landing' webpage https://www.brent.gov.uk/ could be cited as evidence and the mistake is repeated on the 'Council meetings and decision making' page,
Tomorrow's meeting is in fact Full Council and there are a number of important items that members of the public may miss if they are misled by the notice.
The items include questions from the public and Brent Youth Parliament members to Cabinet members on debt collection practices when residents are facing the cost of living crisis, and council seeking the voices of young peope on crime and safety.
There are petitions on the exorbitant rent increase faced by the East Lane Theatre, against modification or discharge of the restrictive covenant on Barham Park, and against the Nablus Twinning arrangement. The latter does not mention that the lead petitioner, Iain Collier, is the Reform candidate for Brent West.
There are the usual party group motions. The Tories line up with Reform on Nablus, Lib Dems twist Brent Counci's current 'Don't Mess with Brent' environment campaign with a motion entitled 'Stop Messing Up Brent' and Labour move one on encouraging schools to restrict use of smart phones and another on protecting the rights of delivery riders and the safety of pedestrians.
The penultimate item is the non-cabinet members debate with a motion moved by Cllr Mary Mitchell. I declare an interest as I have previously advocated a Brent Visitor Tax to raise funds to mitigate the impact of Wembley Stadium and Arena visitors on local residents:

This Council notes:
The growing number of successful events taking place in Wembley, which are a vital part of Brent’s local economy, attracting visitors from across the country and around the world, supporting jobs (1,800 Brent jobs from the Stadium),
businesses and hospitality across our borough.
Each additional non-sporting event at Wembley Stadium generates an estimated £4.35 million through direct local expenditure. With Oasis, Coldplay and other acts arriving this summer, Wembley Park will be in the spotlight as a world-class cultural destination.
Hotel occupancy is high across Wembley during events at the Stadium or the
Arena and capacity is estimated at nearly 1,800 rooms.
Aside from the significant economic benefits, major events in Wembley
understandably bring additional pressures on residents, including disruption,
waste, congestion, noise and increased demand on council services.
Brent Council is working proactively to mitigate these challenges, partnering with Wembley Stadium to ensure tickets are shared in the local community, giving residents access to events happening on their doorstep.
Glasgow City Council has been granted powers to introduce a modest Visitor
Levy (on average £4.83 per night), which could generate £16m in additional
income from overnight stays, with the funds ringfenced for services such as street
sweeping, parks, infrastructure, and environmental enforcement.
This Council also notes:
The recommendation made by the London Assembly, that the Mayor of London should ‘advocate for London’s live music industry to introduce a voluntary levy on arena and stadium tickets to support grassroots music venues in London.’
This Council believes:
Brent should be empowered by government with powers to introduce a visitor
levy on hotel and short-stay accommodation within the borough.
The revenue generated should be invested into transforming Brent’s public realm making Brent greener through investment in street trees and green infrastructure, enhanced street cleaning, and additional waste enforcement officers.
A visitor levy would ensure those who benefit from Brent’s world-class facilities also contribute a small amount towards maintaining high-quality services and a cleaner, greener borough.
This is a progressive, and practical measure utilised across European cities and
could supplement council funding at a time when local authorities like Brent face
sustained financial pressures.
This Council therefore resolves to:
(1) Write to the Secretary of State, calling for London boroughs, including Brent to be granted the powers to introduce a discretionary visitor levy on overnight stays.
(2) Write to the Mayor of London to support the London Assembly call for a voluntary levy on stadium and arena tickets to fund grassroots cultural opportunities.
(3) Continue to work with partners including Quintain, the FA, event organisers,
businesses and residents to ensure that the benefits of Wembley’s success are
shared fairly, and that residents' voices shape our work to establish a Visitors
Levy here in Brent.
(4) Work with London Councils, the GLA, and the LGA to build cross-party support for an amendment to the English Devolution Bill to grant the powers necessary to all local authorities to introduce Visitors Levies where supported.

Perhaps Full Council has become, in reality, a Cabinet Committee? The majority of its members seem to simply do the will of the man who controls the Cabinet (i.e. the Council Leader).
Hopefully, the new Chair of Full Council meetings, the Mayor, will encourage a bit more independent thought and discussion.
Are Labour politicians not concerned about the 'Cost of Living Crisis' - I thought they were.
So you come to Wembley for an Event, and unless you are the Labour Leader of Brent Council who gets loads of tickets for free, you pay a lot of money for your ticket, If you then decide to stay in a Brent Hotel you have to pay a very inflated price. The Government then imposes VAT at 20% on top.
And now you may face a new 'visitors' levy apparently "on average £4.83 per night (and presumably per person) in Glasgow.
So how much will this "Visitors Levy (but in reality another Labour Tax) cost that imaginary visitor every day they stay?
Why does NOT a part of the 20% VAT tax charge imposed on the cost of tickets and hotel rooms get passed to the Council to pay for the extra services suggested.
May be there is NO Cost of Living Crisis and the prospective visitors to Wembley and Brent will be delighted to pay more.
It would be good however if the Labour Councillor proposing this motion had the honesty to state "How much more"?!?
People save hard to go to an event in london, they are not there to be a cash cow for the local council any more than the millions they bring to the local economy each year voluntarily.
Brent chose to give permission for all the extra events which make the performers and promoters and Wembley Stadium a fortune and now they want to tax stadium visitors even more???
Why not charge the likes of Taylor Swift, Oasis and Coldplay more???
The Audit and Standards committee (Agenda item 13) have concerns about "the levels of borrowing being planned by the council, particularly in view of the continuing high levels of interest rates". The committee added that "the council needs to keep their borrowing under review".

This was a foolish promise as they now realise. So rather than increasing existing taxes they no propose NEW taxes and even more bureaucracy on local businesses,

Don't forget Coldplay are holding 10 concerts at Wembley Stadium to lower their carbon footprint by not lugging their equipment around the country on lorries (is this correct or do they just not want to pay to lug their equipment around the country on lorries???) which means that their fans are having to travel to Wembley for those gigs, there is no alternative.
For years Brent Labour Councillors promised that things will be different under a Labour Government. They claimed that Labour will support Local Government and services would improve. A year after the election of a Labour Government the burdens on Council's like Brent are increasing - the Labour Government is passing the buck and expecting Council taxpayers to pay for Adult social care and for housing increasing numbers of homeless people. Under the Labour Chancellor's recent Financial Statement the Council Tax will rise at a cumulative rate of 5% for at least 10 years. (So if you pay £1,000 now you'll pay about £1,650 in 10 years time). With ongoing squeeze from the Labour Government local Council need to find other sources of money. In Brent Labour has already expanded areas where Parking Charges are imposed and the cost of Penalties have risen across London. The Visitors Tax is just one of many ideas being pursued to impose extra charges on people to pay for the failure of the Labour Government to meet Labour Councillors promises and expectations. In Brent the cost of the Green garden bin service and the Too Big for the Bin Service has already been hiked up by more than inflation by Labour Councillors - and there are more increases and charges to come.
The sad reality is that local people will be paying more much for ever reducing services provided by Brent Council.
And meanwhile Cllr Mo Butt will continue to get all his freebie, and tax free, football, concert, boxing etc events at Wembley Stadium 😡
I would certainly hope that we have a much more politically balanced Council after the May 2026 local elections.
Cllr. Butt, as Leader of a party with a large majority, has had too much power for too long, and because there is no one with the alternative power to hold him to account (as the Labour controlled Scrutiny Committees are too scared to do so), he sometimes abuses that power.
However, Wembley Matters readers, and other local political parties, should not assume that because Labour should lose many seats, that is what will happen. Labour has a large local "war chest" to fund its campaign for next May, and has the advantage of controlling (through an apparently compliant Council Officer, who seems to do what the Lead Member for Communications - Cllr. Butt! - wants) the publicity that comes out of the Civic Centre, through "Your Brent" and other material.
Other parties, or independent candidates, will have to work hard to win seats on Brent Council. Hopefully, there can be some cooperation between them, to allow tactical voting in wards where one other party has the best chance of taking Council seats from Labour.

.Brent Council sometimes comes up with misguided ideas, and this is one of them. Visitors to Wembley Stadium, whether they are spectators or supporters of their teams, or come for shopping, typically spend between £150 to £300 on travel, tickets, food, and other expenses. This spending contributes significantly to the local economy, which is why Wembley is thriving. I have no issue if service providers, of which there are many, are required to pay a levy.
What about levy on renting private driveway.
