COPLAND IS GETTING GOVE’S ‘REVERSE -TROJAN -HORSE’ TREATMENT

Whatever the rights and wrongs of the case, the bizarre events surrounding the Birmingham ‘Trojan Horse’ schools should have finally made clear that Ofsted exists to give the government the inspection reports it requires to support whatever its  schools strategy happens to be at any particular time. If the inspectors don’t come up with the right report they can be sent back into schools until they do. This is not usually necessary as the inspectors know what is expected of them and they dutifully supply it. Their lack of integrity or principled independence of thought can be measured by their deafening silence in objecting to this role over the years  and the extreme rarity of any individual resignations.

Ofsted inspections are a key weapon in the government’s overriding aim of ultimately turning  all (state) schools into centrally-run academies and  taking them out of local democratic accountability.  Once Ofsted supplies the government with the ‘appropriate’ inspection report on a school, the next stage is special measures, the imposition from outside of a non-accountable IEB  and forced academisation. This is the stage Copland has been at since last September. 

Obviously, this stage in the process has to appear  to be both necessary and beneficial and it’s Ofsted again which is used to show how much schools like Copland  improve as a result of the government’s wise policies. At Copland, if the inspectors are to be believed, the beneficial results of government policy were almost instantaneous. Their report after last November’s visit spoke of  the school having ‘turned a corner’ and ‘students making better progress’. It continued ‘ teaching …..attendance and punctuality are improving’, ‘students are keen to learn’, ‘ there has been a sea-change in the pace of improvement’, ‘the interim headteacher and associate headteacher and very strong governance of the IEB are driving this change well’ and so on; and all this after only 6 weeks! The nature of the narrative had been set. 

March 2014’s Copland report took the hagiography to the next level:  ‘… the  headteacher of St Paul’s Way is an astute Chair of the Interim Executive Board….. IEB members are asking the right questions about the school’s performance.. balanced in the rigour of challenge and in the quality of their support. Senior leaders are ‘stepping up to the plate’ more …. having greater impact on the work of the school ……... responding well to the high level of challenge being laid down by school leaders and the IEB... ……more accurate understanding of students’ needs  ……..higher expectations for students……  behaviour is much improved and the school is a more respectful place…… zero tolerance to poor behaviour … ….. an attitude of respect between and among students and staff……more confident and articulate learners. …….a richer quality of teaching…..teaching is better… lessons are more structured’. Clearly carried away with the spirit of the thing, the reporting inspector at one point came over all Mills and Boon and, revealing  a bureaucrat’s tin ear for the speech patterns of 21st century London youth,   wrote this:

 ‘One student, capturing the views of many, said, ‘We can see hope now.’ This new-found optimism is palpable’.  

 (I like to imagine the inspector considering whether to  attribute the final 6 words to this ‘student’ as well, but wisely deciding that this might be pushing it a bit). 

It’s difficult not to laugh (if only at the writers’ belief that they could get away with this tosh) but many teachers and pupils have worked very hard at Copland this year and it’s a pity that any truth which these Ofsted reports might contain is tarnished by the relentless gung-ho bollocks  of the rest of it. But then, establishing  the truth is not at all what these inspections are about. How could they be when 2 inspectors come in for a day and a half and watch 10 or 15 minutes of a few lessons?  No, as in Birmingham their function is to provide bogus supporting evidence for actions already decided on. In the case of Copland, we are being provided with the  narrative of the ‘saving’ of a school by Gove, forced academisation, ‘tough’ but necessary action, (60 staff and half the curriculum axed), and finally the salvation that is The Ark Rescue.  

It’s a satisfying narrative  so far and it will be interesting to see how far the Ofsted inspectors think they can push it when the report on their imminent final visit comes out in a few weeks time.  As the purpose of the report is pre-determined and as the inspectors know what is expected of them (and  also know that their continuing employment depends on their coming up with the goods), the report  might as well have been written last September. If it was, I hope they don’t change anything if they , by chance, should come across this blog. And if they’re looking for further fictional inspiration, what better place than in the sort of book that, if he’d ever read it, Michael Gove would surely have banned, if only for the fact that it isn’t even really a decent, proper, stout English novel but rather some thin, poncey, foreign-sounding thing called a ‘novella’: Animal Farm.

“It has become usual in Wembley to give Mr Gove, Michael Pavey, the IEB, the Interim Headteacher and the Associate Headteacher  the credit for every successful achievement and every stroke of good fortune at the school. You will often hear one pupil remark to another, “Under the guidance of our Senior Leadership Team  I have progressed  five levels in six months” or two teachers, enjoying a drink at the staffroom water-cooler, will exclaim, “thanks to the leadership of Headteacher  Marshall and  Associate Headteacher John, how excellent this water tastes!”...” (With apologies to  George Orwell).
The next Copland Ofsted visit is ‘imminent’  and the inspector’s report will be published in a few week’s time. But please remember, and thanks to Martin, you read it here first.

Hunt dashes hopes for clear Labour support for democratically accountable schools

With the last non-faith secondary school in Brent about to be forced to become an academy and four free schools in the pipeline for the borough, many teachers, trade unionists and parents have been looking to Labour to propose an alternative.

They have been disappointed locally by the Labour Council's failure to support the campaign against forced academy status for the popular Gladstone Park Primary School and its sacking of the governing body at Copland High School.

Nationally there was much impatience with Stephen Twigg's failure to take on the Coalition over education with the same energy and commitment as Andy Burnham had done with health. He failed to adopt a clear position on free schools, academies and privatisation and became known on Twitter as the 'Silent Twigg'.

However any hopes that his post-reshuffle successor would be any better have been shattered by Tristram Hunt's statements on free schools over the weekend. He came out in support of free schools with a few caveats, and failed to address the issues of democratic accountability and supporting the role of local authorities..

Tories co-opted and distorted democratic localism in schools and turned it into market localism controlled by Sec of State = totalitarianism

I'm 52 a teacher I have only just joined the Labour Party, and now I have to tear up my card, shame on you Hunt

Looks like only party believes local authorities should be in charge of schools now.

Very disappointed by Tristram Hunt's "parent-led academy" idea. Local authorities need a stronger role in education, not a weaker one

Don't expect change from Labour- they're keeping free schools and so continuing with destruction of local democracy

Naturally if Tristram Hunt knew anything at all about state education he would know that local authorities haven't "run" schools for years.

Brighouse says some of Gove's powers should be taken away from him

Following the failure of my motion at Green Party Conference calling for a review if our education policy in the light of Michael Gove's reforms it is interesting to read today's report by Professor Sir Tim Brighouse for the New Visions for Education Group. The report 'Improved National Decision Making About Policy and Practice for Schools' sets 5 key  test questions for improved decision making in education.

This key  question is particularly pertinent to what I argued at Conference:


Assuming the context of the desirability of the principle of democratic accountability and subsidiarity, will the proposed change increase or decrease the power of the centre and the Secretary of State?’

We have referred to the fact that the Secretary of State now has many more powers than was once the case.
As we have outlined earlier however there is the need for democratic accountability and originally it was envisaged that much of that could and should be exercised locally. We agree with that starting point not least because we think that local knowledge can be powerful in securing equity for individual pupils and their parents.

Some of the powers which the Secretary of State has acquired should be taken away from him. It is astonishing that a system has been created whereby schools (in the form of Academies and Free Schools) have in effect been nationalised and are subject to private contract law to the Secretary of state who controls them in what they do. It is surprising too that parental complaints should be handled not by local government nor by an ombudsman but by the Secretary of State.

There are some powers of course which are best held centrally- for example securing an adequate supply of suitably qualified teachers and making sure that scarce capital resource is distributed fairly and to minimum acceptable standards. They are functions of planning which is necessary to secure equity. It makes no sense for the Secretary of State to abandon the duty in this respect, as has recently been done, as it will lead to shortages of teachers and schools with inadequate space and facilities. But there are other powers which are best exercised locally. A guiding principle of subsidiarity should start from the assumption that powers are best exercised and held democratically accountable locally.

The end of the public sector ethos and democratic accountability in Barnet as Capita take over

Yesterday staff were told at a series of briefings that Capita Symonds is the preferred bidder to deliver a whole range of Council Regulatory services to Barnet residents and businesses.
 The services to be handed over to Capita include the following:
Trading Standards & Licensing, Land Charges, Planning & Development, Building Control & Structures, Environmental Health, Highways Strategy, Highways Network Management, Highways Traffic & Development, Highways Transport & Regeneration, Strategic Planning & Regeneration, Hendon Cemetery & Crematoria
Barnet Council has a number of statutory responsibilities to monitor the private sector in order to ensure the health and safety of their residents. The recent high- profile national public-health scandal about the use of Horsemeat in processed foods emphasises that private companies do not adequately monitor their own activities, leaving the public at risk. If Barnet Council is allowed to privatise these services, it will set a dangerous precedent for other councils.
Barnet Council has been promoting itself as an innovator for the future of public services by adopting the Commissioning Council model. In the last 12 months the Council has overseen a significant number of services outsourced to other providers. The full list of services are HERE.

Barnet Council is making a huge mistake in handing over these critical services to the private sector. It is not just about the risks this brings but what it means in term of democratic accountability. Next year we have the local elections in May 2014. What options will there be for the electorate if all the council spend is tied up into complex contracts? As for all the remaining staff the message is stark: no matter how loyal you are, no matter how hard you work political dogma is dictating all services are to be outsourced. Today a number of our members have chosen to wear black armbands/ black clothing as a sign of the demise of the public sector ethos in Barnet Council.

Boris Johnson fails to answer key questions on his free school policy

Following Boris Johnson's announcement that he wanted to encourage more free schools in London and find GLA surplus property for them, Darren Johnson Green Assembly Member put a number of questions to him in order to delve deeper into his policy which could threaten equality of access for children with disabilities and special educational needs as well as reduce public accountability of schools.

The answers indicate that in fact there is no depth to the policy and that it has not been thought through. Londoners deserve more than 'off the top of the head' thinking when it comes to educating our chidlren. Today's league tables for regions and local authorities show London local authoirty secondary schools are rated higher by Ofsted than the England average.

Building new community schools

Written response from the Mayor
London is facing a severe shortfall of school places and I am grateful that the Government has doubled its funding for basic need addressing the shortage left by the previous Government. I will continue to make the case for London to the Treasury as I have previously successfully done when making joint representations with London Councils. Government funding for new schools, including free schools, presumes that they will be academies. I also want to encourage a new generation of free schools in our capital, to help address the shortage of school places and give parents more genuine choice.
 
Building schools where they are most needed

The GLA currently runs a pan London school roll projections service for boroughs. I will explore how we can expand this to cover all boroughs, and how we can work more effectively to develop an improved, strategic picture of school places in the capital. I will also support the creation of new free schools where there is strong parental demand though not necessarily a shortage of places.
