There is an alternative: Parents Defending Education campaign – launch statement

As Nicky Morgan is booed by headteachers and they consider industrial action against her plans to force all schools to covert to academy status, parents set up their own organisation with an  alternative to the government's education White Paper.

The recent publication of the education White Paper has lifted the lid on government plans for education. The plans concealed from us before the election are now menacingly clear. We have had enough!  We want our children to enjoy and love learning. So we want to rescue our schools from the grip of a series of policies which have affected every aspect of education, from testing to funding, from nurseries to post-16. We also want an end to privatisation and austerity in schools. 

Our schools don’t belong to the government. And our schools don’t belong to the trusts, charities and academy chains. They belong to our children, to the community, to the parents, to the teachers and support staff and to future generations. We recognise government has an important role but it cannot impose its vision on our children without our consent.
Therefore we are launching a ‘Parents Defending Education’ campaign today in order to reassert the rights of parents and engage in the debate about what sort of education we want for our children. None of the plans outlined in the White Paper were put to the electorate at the last election. The government has no mandate. Accordingly we intend to campaign to defeat the White Paper and other key aspects of the government’s education policy. Parents need to stand up for education, stand up for themselves and stand up for our children.
Initially we have five main points:
  • No forced academies – no privatisation
  • No more ‘high stakes’ testing – take the pressure off our children
  • No more cuts – don’t impose austerity on our children
  • Ensure a good school place for every child – with a properly qualified teacher
  • Defend parents’ democratic rights in schools and at local government level
We know there are other very important and connected issues, such
as the impact on children with Special Educational Needs and from economically & socially disadvantaged families. We will work with parents to develop a response to these areas of concern.
We intend to create a delegate based steering committee which will help us unite and focus our campaigning work together to maximise its impact across the country. We also intend to broaden the basis of our campaign as quickly and widely as possible.  We want to work with all groups and organisations who share similar objectives. We will also discuss plans for a national campaign conference for parents and the possibility of a national demonstration.
We are delighted to announce that children’s author, Professor of Children’s Literature and parent Michael Rosen has agreed to be our first patron. We urge parents in every school, in every village, in every town and in every city to meet, discuss, and get organised in the next 4 weeks. We will provide resources to support this as quickly as possible via our Facebook page.

Charity: Education fragmentation threatens quality special needs provision

I know that special educational needs provision in Brent is an issue of concern for many parents and teachers as funding becomes tighter and schools are pressured by high stakes testing. This report from the BBC may be of interest:


 A new code for special educational needs and disability came into effect last year. Even so, a series of changes has left pupils in England with special educational needs and disability (Send) in a "fragmented" system, a charity has said. The Driver Youth Trust report says the changes have caused confusion and a greater variation in the quality of help offered. The charity calls for a review of support for children with Send.

  The Driver Youth Trust outlines a number of changes since 2010 that have affected children with Send and their families. It highlights the Academies Act 2010, which enabled more schools in England to become academies, free from local authority control, as well as changes in 2012 aimed at ending disparities in school funding. Also, in September 2014, a new special educational needs (SEN) code of practice came into force in England, with the stated aim of putting pupils at the centre of their education planning.

   Changes under the new Send code of practice include: 

  covering young people from birth to the age of 25 - previously it was from the age of two to 19
  parents and children are supposed to have a greater say in decisions that affect them
  local authorities have to publish a "local offer" for Send - details of what support services they have available
  SEN statements and learning difficulty assessments (LDAs) have been replaced with education, health and care (EHC) plans taking children and young people through to the age of 25
  a new system for categorising pupils' needs, so that support can be more graduated
  young people and parents of pupils with an EHC plan can ask for personal budgets, which give them more say in how money for their provision is spent

  The charity says some schools are struggling to provide high-quality teaching and support.

The Driver Youth Trust says these changes have contributed to a fragmentation that means "navigating the system has become incredibly challenging for students, parents, schools and sector organisations". And with school increasingly expected to meet children's needs in the classroom rather than through specialist provision, teachers "more than ever need training and accurate information about their pupils".

 The outcomes for Send pupils are increasingly dependent on a school's leadership, it says.

The charity is calling for school leaders to regard Send pupils' achievement as a whole-school priority, not just that of specialist staff. It calls on the government to reform school admissions so that all schools are part of the same process and subject to independent appeals - whether or not they are an academy. And it urges councils to engage parents and young children in the development of their local offers.

  The DfE said it had received positive feedback about the changes from many families. A spokeswoman said: "A year ago we introduced the biggest reforms to the Send system in a generation. These are ensuring that support is focused on needs and aspirations - and we know that when parents and young people are properly involved with the development of that support, their experiences improve. We are already seeing a real difference, with parents telling us the process is much more straightforward - but we want these experiences to continue improving.

"That's why we are providing more than £1.5m between 2013 and 2016 to the Driver Youth Trust and the Dyslexia Specific Learning Difficulties Trust to provide expert advice and training to schools, ensuring that good practice is shared and the best support possible is available.

Brent SEN Conference for parents and carers - book now

Brent Council says that places are filling up fast for its special educational needs (SEN) conference at Brent Civic Centre on 29th January 2014.

This is a free event for parents and carers to find out more about new reforms that will change the way that the Council provide services for children with SEN.

It also includes:
  • a keynote address from Brian Lamb, a former government advisor and senior director at Scope and RNID (Action on Hearing Loss), now a consultant in SEN and disability issues
  • a panel discussion and question and answer session with Brent head teachers and representatives from education, health and social services
  • the opportunity to browse a variety of stalls and stands from local and national charities that support children with SEN
  • a free lunch with a vegetarian option.
The conference takes place from 9am to 2.30pm.

Gladstone Free School proposers answer some key questions

 The proposers of a secondary free school in NW2, the four form entry Gladstone Free School, have supplied the answers to questions I sent them about their plans. They have now met with an officer from Brent Council and think that their proposal ticks all the boxes of the  partnership principles set out by the council LINK
The Questions and Answers

1. How will you ensure that all children have access to the school and what will your admissions criteria be?

Our aim is to create a non-selective community school for the Cricklewood/ Gladstone Park area. The school will be open to all but if we are oversubscribed then distance from the school will be the main criterion. We want this school to reflect the local community and will try to place it where it is accessible, though we can’t select a site until we have been approved for funding.

2. Will your school reflect the socio-economic profile of its neighbourhood as measured by the proportion of children admitted who are entitled to free school meals.

We actively want a community school that reflects the profile of its neighbourhood and are planning for at least 27% (Brent's average) of pupils on free school meals. We have chosen distance as the main criterion with the intention of siting the school in the heart of that community. We hope this will ensure a fully representative pupil intake.

3. Will you give priority to children with statements of special education need and those who are Looked After?

Pupils with Special Education Needs who have the school named on their statement will be guaranteed a place. Looked after children are given priority, as they would be with a local authority school.

4. Will you insist that all teaching staff have Qualified Teacher Status?

We anticipate that the majority of teachers will have qualified teacher status (QTS). However, in order to best support the anticipated range of educational needs we will be using a wide variety of innovative strategies, including bringing in expertise from cultural organisations, industry, universities and so on. We can't therefore guarantee that all those teaching will have QTS. What we won’t be doing is using non-qualified teaching staff to cut costs or to make profits.

5. Will your teachers enjoy the same conditions of service as local authority school teachers?


Recruiting, developing and supporting the very best teachers is a key part of our vision. We will have fair terms of employment and will consult on those terms. Our hours and our term times might be different from the Local Authority and therefore we can’t guarantee at this stage that the terms of employment will be identical. We intend to seek the two ticks for disability rating as an employer.

6. How will you ensure democratic accountability for the school and its expenditure of public money?

Our published annual accounts will be publicly available to ensure accountability. We are forming a company with charitable aims to make the bid and run the school. A partnership with Brent council remains a possibility, and we welcome other proposals to ensure accountability.

7. Have you any premises ear-marked for the school?

We are not able to select or earmark premises until we have been approved for funding and have the buildings grant. If anyone knows of any large derelict sites which might suit our proposed school please get in touch. We want something in the heart of Cricklewood/ Gladstone park with good transport links and access to open space to support our active approaches to learning.

8. How far have you got with the application/approval process?

The DfE application submission window is from December 17th to January 4th. We have been recognised by the New Schools Network as a high potential new school and so are confident that our application is on track. We need to demonstrate demand for the school with 240 signatures of parents with children in years 4 and 5 on our pledge, and welcome assistance from parents and other members of the local community with that process. 9. Would you consider a partnership with Brent Council for the school?


We have invited Brent Council to consider exactly that.

10. How will you consult with neighbouring schools and the community about your proposals?

We have made considerable efforts to communicate the plans about Gladstone School to local primaries, and have invited 40 headteachers to a special information briefing. We have put information on the NorthWestTwo residents association page and we are grateful for the opportunity to seek the views of readers of Wembley Matters. We had a stall at the Brent Golden Summer festival in Gladstone Park, and have an informal information briefing session at 11.00am every Thursday in the reception area of the Crown Moran Hotel on Cricklewood Broadway. We encourage feedback, either at the Crown briefings, or via our website. To date we have had an overwhelmingly positive reception to our proposals from local residents.
