TFL's destruction of the trackside vegetation at the Metropolitan/Chiltern Line January 2021

Residents living next to the Metropolitan and Chiltern lines straddling the boroughs of Harrow and Hillingdon, have witnessed a series of distressing environmental actions carried out by TFL this new year.   Over the last two weeks, TFL contractors have been arriving daily with chainsaws, strimmer’s and tree chippers and removing huge stretches of trees and vegetation running along the Metropolitan line between Pinner towards Northwood Hills.  This act of environmental vandalism has meant a biodiverse, green corridor has now been severely reduced, impacting nearby residents’ health and mental well-being, as well as removing habitat for local wildlife.

Simon Joshua, founder of Harrow Biodiversity and Environment, has visited and reported about the destruction near the Hazeldene Estate, Pinner, located just metres from the Metropolitan and Chiltern lines.  He writes:

 

 “Green corridors are vital, protected habitats for many wildlife species.  They enable them to forage, travel to find new populations and areas to reproduce in.  Isolated pockets of green are infinitely less beneficial.  Motorways, roads and railways provide ideal, protected green corridors and provide a haven for many species that would otherwise not be able to survive in today’s urban areas.  Most of these areas remain inaccessible to people and therefore are relatively undisturbed.”

 

The green corridors running along the Met line are a rich habitat for a diverse range of wildlife, from owls, kites, woodpeckers, jackdaws, robins, parakeets and numerous other birds, to badgers, hedgehogs, foxes and other mammals.

 These species, many protected by law, are increasingly forced into these small green spaces, as a result of the loss of suitable habitat through increasing development in London.  Now that mature trees of 20+ years have been felled along this Met line embankment, squirrels lack a place to forage, birds have lost their nest sites, woodpeckers have lost trees for feeding and nesting and the perch for the local owl has gone.  And as Simon Joshua states, “TFL claims that the removal of trees is vital for safety.  Apparently, it is not about leaves.  The trees being removed are not old, not diseased and not in danger of falling down.  How many incidents have there been in the past ten years along this stretch of the railway?”  Listen to Simon talk about the damage that has occurred along this stretch of track in Pinner, HERE

Local resident Karen Pillai, who lives on the Hazeldene Estate, had set up ‘Pinner Green Junior Wildlife Group’  for local children to learn about the wildlife in their neighbourhood and help preserve the environment they live in.  They had also started a biodiversity project with the support of local MP for Ruislip, Northwood and Pinner, David Simmonds and local councillors.  The children are absolutely devastated that the wildlife now has nowhere to live and their green environment has disappeared. 

 

Witnessing the destruction over the last two weeks, Karen Pillai asked the contractors whether an ecological survey of the area they were clearing had been completed or if they were aware that the trees they were felling contained birds’ nests.  Their response was to laugh at her.  The contractors who carry out TFL’s Trackside Vegetation Management, ‘Cleshar Contract Services’, were awarded a £10-25 million pound contract until March 2022 LINK.    It appears that these contractors have little awareness of the environmental value of these track-side spaces they have been given to manage, the importance of trees or the legal obligation to protect many species that live here.  

 

Impact on residents’ health and well-being

 

Whilst the loss of wildlife is tragic in itself, it is also the impact to resident’s health and well-being that is of huge concern.  The local community were not informed by TFL that these works were going to be carried out, consequently have not had an opportunity to raise concerns or ask for a consultation of the works to be carried out.  They are now left without trees to protect them from the pollution, light and noise from frequent trains passing, both on the Met line and the Chiltern Railway. 

 

Karen Pillai writes:

  “These trees protect us from pollution as we are bordered by the tube line which produces emissions and the busy main road on the other side.  Systematic removal of our protection from air pollution puts those who live on our estate at a higher risk of lung disease and also more susceptible to illness. Deforestation also has links to pandemics, because nature acts as a buffer protecting us from many illnesses including Covid.  This is why parks and green spaces were deemed safe last year, during the pandemic.  We live in a high pollution area and there is a high incidence of asthma and lung disease in children because of traffic pollution.  Some of the work was carried out last year and we thought that was the end of it; but now they are removing more trees and green cover which will make it worse.

The trees also provide a barrier from the noise of the constant tube trains and dampen the continuous roar. Trees provide us with shade and help offset flooding and land slippage. Our flats already suffer from severe damp, without removing the bordering trees that help to drain it. The trees also support each other and removing the undergrowth increases the risk of larger trees falling.”

 

On the right lines? Report

 

 

In January 2012 The London Assembly Environment Committee published a report entitled ‘On the right lines? Vegetation Management on London’s Railway Embankments’   LINK.   This report highlights how London Underground trackside land totals 10% of all green space in the city and has huge environmental importance.  Darren Johnson, then Green Party Assembly Member and Deputy Chair of the Environment Committee, wrote about the embankment vegetation: 

 

“Not only can it provide privacy and enhance the attractiveness of neighbourhoods, it also shields residents from disturbance and dust generated by passing trains.  Moreover, London’s biodiversity benefit from the habitats and wildlife corridors that line-side vegetation provides across the length and breadth of the capital. It is a vital green asset for Londoners.”  

 

The report goes on to point out that there has been much public concern about TFLs line-side maintenance over the years, including the excessive removal of vegetation, the disturbance to wildlife and the lack of correspondence with residents.  The report makes three key recommendations, including “that local residents are accurately informed as to the nature of the works, how long they will take and how the wildlife is going to be effectively protected.  Many residents living alongside railway lines are passionate about the trees and wildlife at the bottom of their gardens and I would like to see line-side managers make common cause with residents to treat these green spaces more as assets and not as a maintenance liability.”

 

A problem across the whole of the TFL Underground Network

 

Reading the On the right lines report more than nine years on, it appears that little has changed and the recommendations have unfortunately not been implemented by TFL.  Along with the recent events along Pinner’s Met line, there have been frequent reports of unnecessary tree felling and excessive removal of undergrowth by TFL across the more than 55% of tube network that is above ground.  

 

In 2019, there was an online 38 Degrees petition started by Chris Sullivan, calling on Sadiq Khan and Transport for London to ‘Stop Destroying the Trees on the Piccadilly and Metropolitan Line’, focusing specifically on the Piccadilly line stretch between Rayners Lane and Ealing Common:  LINK    

 

In February 2019, residents living near Chigwell to Grange Hill stations on the Central Line complained about the lack of consultation and the unnecessary felling of trees to be carried out by TFL over an 18 month period.  This report states that 60,000 tonnes of vegetation were to be removed:   LINK   LINK 

 

In May 2020, residents near Wimbledon Park on the District Line reported “very aggressive men with chainsaws” causing major environmental damage, reducing privacy to their homes and affecting their mental well-being during a pandemic.  They were also not consulted about the trackside work  LINK.  

 

The London Mayor’s Green Promises

 

In 2018, Sadiq Khan set out a bold vision in his ‘London Environment Strategy’ to protect, increase and improve London’s green infrastructure and make London the world’s first National Park City  LINK.      The mayor has since launched many Green initiatives to encourage people to get involved in London’s green spaces and help address the climate and ecological emergency.  

 

 In November 2020, he announced he was investing more than £10 million in green projects, including £700 000 to the ‘Mayor's Grow Back Greener Fund’, awarded to a range of community projects to create and improve green spaces  LINK Khan has also invested almost £5 million pounds in tree planting projects in London since 2017.  Whilst these initiatives are admirable in their efforts to make London a greener city, wouldn’t it be more logical to try and preserve the already biodiverse, green urban spaces we have running alongside our tube network?  This would save money and ensure that wildlife and vegetation that already exists has a home for years to come.  The money saved could also be invested to proper training for TFL contractors on vegetation management and trackside biodiversity and habitat protection?

 

In June 2020, Lib Dem Assembly Member Caroline Pidgeon asked the Mayor to set out the “overall policies that TfL adopts towards tree cutting and felling alongside London Underground lines.”   LINK  Sadiq Khan listed a number of reasons why tree felling track-side may occur, stating that “TfL is also committed to enhancing biodiversity where possible."  He also stated that “Sites are assessed prior to and during works, and if a nest is found the work is stopped and a buffer zone of vegetation is left in place.”  Both these statements have been contravened by the actions carried out by TFL along the Metropolitan line this January.

 

Future actions for TFL?

 

With this excessive removal of vegetation along the Met Line, we have lost another rich, green space in London that would help mitigate the effects of climate change, air pollution and provide a place for wildlife to live.  The environmental vandalism carried out by TFL and their contractors reveals a disregard for our climate, population and wildlife, of which we share the planet.  I call on the London Mayor and TFL to immediately stop the excessive removal of habitat from trackside embankments and ensure that biodiversity surveys are carried out before work begins, that local residents are informed and given time to feedback concerns, and that the contractors are trained on effective vegetation management. 

 

Simon Joshua also suggests that “there may be an opportunity to correct the ecological disaster that we have witnessed.  The council has already given permission to plant along their side of the fence line.  It may take a decade to come close to what has been exterminated this month, but we could plant an area that would benefit residents of the estate and homes but also encourage wildlife to return.  In order to do this, we require financial compensation to provide trees and plants to replace what TFL has destroyed.”

Plymouth Brethren's Destruction of Tree Belt and Damage to Green Corridor at 265 The Ridgeway, Harrow

On the morning of Saturday 19th December 2020, a team of volunteers arrived at the Pavilion site, 265 The Ridgeway, adjacent to West Harrow Allotments with chainsaws and chopped down the trees and foliage in the green corridor running North of the site boundary.  The group of volunteers behind this were Harrow Gospel Hall Trust, otherwise known as the Brethren, part of the Plymouth Brethren Christian Church.  LINK  

 

 Whilst their website states that their values are “caring and respectful of others and we recognise the rights of all humanity within society”, the Brethren volunteers ignored requests from both Adam Swersky, West Harrow Councillor and Dave Corby, Community Engagement manager at Harrow Council, to stop.  Adam Swersky has tweeted since that it’s the “Worst thing I’ve seen in 6 years as a cllr.”  The tweet includes video of the destruction in progress.  LINK   

 


 

Indeed, the Brethren have shown contempt for the Council by removing the tree belt against their wishes.

 

The Covenant

 

The swift decimation of this tree belt green corridor by the Brethren on Saturday can perhaps be seen in response to a request from Harrow Council to carry out a second Ecological report of the biodiversity found here.  The Brethren have instead damaged the wildlife potential of the Green Corridor and of the Pavilion site, hoping to push through their major planning application to build a seven-storey tower block, including 178 residential units on this site. 

 

The land was originally sold to the Brethren over twenty years ago for limited use as a place of worship, under the terms of a covenant made with Harrow Council.  The issue of the covenant was discussed at a Harrow Council meeting in the summer, where Harrow Council leader Cllr Graham Henson stated “it would not, at this stage, enforce a covenant at the site in The Ridgeway, West Harrow, that only permits non-residential use.”  LINK  

 

Both the Brethren and Harrow Council appear to not be honouring the original covenant agreement, with the Brethren looking to sell the land to property developers for huge financial gain, part of the 265 The Ridgeway development: LINK  .

The Tree Belt and Tree Protection Orders (TPOs)

 

This is wanton destruction of part of an extensive wildlife corridor, one that links the green spaces of West Harrow allotments to the West Harrow Recreation Ground.  It will also affect the wider Green Corridor that extends from Rayners Lane to West Harrow.  The habitats here were a belt of young trees including Sycamore, Oak, Ash and Elm.  A Tree Protection Order (TPO) had been requested by the West Harrow allotment holders on some of these trees, believing they had landscape value, contribute to the character of a conservation area and/or have historical importance.  Unfortunately, Harrow Council’s TPO officer Rebecca Farrar visited the site independently in October and found that the trees were not of TPO value, because the individual trees did not constitute protection and that the tree belt was not visible from the highway or other public open space.  Campaigners believe that the tree belt was TPO worthy because the allotments do include public open space and are accessible to the public, as a result of the footpath through it.  For anyone walking through the allotment now, they will notice the loss of privacy, countryside and shelter belt effect that was afforded by the tree belt.

Ecological Report

 

The Brethren had been asked by Harrow Council to carry out a revised ecological report to their 2018 one (see here LINK ).  This was seen as necessary as the 2018 information is now out of date, and as Simon Braidman from Harrow Nature Conservation Forum has stated, the initial report was inadequate as it failed to identify any SINC (Site of Nature Conservation Importance) land was part of the Pavilion site.  Whilst the SINC land, located to the West of the Pavilion site, was not destroyed on Saturday, the action carried by the Brethren provides no confidence in them preserving such an important and legally protected area of biodiversity.  

 

The Wildlife and Biodiversity

 

A diverse range of native species have been found in this area, including seven different species of bat, which have been recorded in the vicinity.  Other wildlife recorded foraging, nesting, breeding and travelling through this corridor, include:

  • Badgers (a set had been previously, illegally blocked
  •  Song Thrush (red listed) were recorded from the trees destroyed 
  • Tawny Owl and Bullfinch recorded from the SINC land to the West of the site 
  • Slow Worm from both the allotment site and the SINC land on West Harrow Recreation Ground  to the South of the Pavilion site
  •  Green woodpeckers, Starlings and House Sparrows

 

If this building goes ahead it will be an ecological disaster for the area and the neighbouring park. The threats to wildlife and habitat include:

 

  •   Increased light levels and lighting in public access from the resultant development to West Harrow Tube Station. Two bat species: Brown-Long Eared Bat and Daubenton’s Bat will be detrimentally affected in terms of foraging and transit from roost to feeding grounds – they will not cross brightly lit spaces and in the case of Brown Long-eared Bat, will not cross areas where there is no continuous or nearly continuous vegetation  
  • Any increased lighting will cause insect distribution disturbance from natural patterns. Bright reflective metal will mimic water under artificial light and insect with aquatic life stages will lay their eggs on the metal, thinking it is water.
  •  The high-density development will cast shade onto the gardens of the town houses and intruder lighting will disturb circadian patterns of amphibians.  The increase in domestic animals will mean an increase in predation of birds, reptiles and small mammals.
  • There is a threat of tree thinning directly to trees in the SINC land, reducing habitat for birds to forage and nest
  • There will be a high possibility of increased flooding to the allotment plots. The area is a flood plain and the allotments already flood.  Hard surface standing especially the town houses could increase flooding and make plots untenable.
  • Most of all the threat is to the landscape and how the local people view the area.  Anyone visiting the allotment will be aware of how beautiful and well set it is, providing great views to Harrow on the Hill and a place for people to relax, away from the pressures of the town.

 

Campaign against the development

 

West Harrow residents, West Harrow Allotment and Garden Association, Harrow in Leaf and Harrow Beekeepers have been campaigning against the proposed Ridgeway development since 2019, launching a Change.org petition, which has garnered nearly 3000 signatures: LINK .  The local campaigners have been calling on Harrow Council’s Planning Group to reject the planning application submitted in April 2020 (view here: LINK ) , citing that the tower block is not in keeping with the local area, will have a detrimental impact on the local neighbourhood, park and allotments and also impact local infrastructure.  Whilst a decision by the Council’s Planning Group has been delayed until early 2021, Harrow Council have not seemingly been supportive of local campaigners.  Indeed, when Harrow Council were asked for comment after the act of wildlife vandalism on Saturday, their response was that Brethren were in their legal right: “Officers have looked into this matter and it is not considered that the developer has conducted any illegal or authorised activity.…Provided no harm is caused either directly or indirectly to protected sites, species or habitats nor works that would otherwise require a license or consent from the relevant authority undertaken without approval, a landowner is within their right to conduct such operations on their land as they choose, with the proviso that this does not amount to a change of use in planning terms nor cause nuisance to others.”  

 

I am calling on Harrow Council to do the right thing and reject this short-sighted and hugely detrimental development in West Harrow.  It is completely out-of-keeping with the rest of the low-level area and will have a negative impact on local wildlife, surrounding green spaces, local residents, as well as the roads and local infrastructure.  Harrow Council must do all it can to preserve green spaces in borough, in line with its Climate Change Strategy, which states: “We will ensure that our natural environment is protected from and helps to protect us, from the adverse effects of climate change.  We take care to preserve our community’s many green spaces and trees, and to protect its biodiversity.” Harrow Council must stand by their words. Oxford College destroys pop up library and dumps books

 

There is consternation in Kensal Rise this morning following the destruction of the Kensal Rise  pop up library before dawn by security agents hired by Cluttons, the property agents for All Souls College, owners of the library.

The library was unceremoniously torn down and its books dumped.

The pop up library has been on the site since Labour Brent Council closed the library in its 'library transformation' project. Campaigners have bee pressing for a community library space in the proposed new development by developer Andrew Gillick.

Gillick is due to submit new plans  but the investigation into fraudulent emails submitted to the Council about his previous planning application have not yet resulted in any action despite frequent reminders from local residents to the council and the City Police.. Emails in favour of his planning application were submitted from an address that allegedly  he owned and sublet to tenants.

The action has followed quickly on the Friends of Kensal Rise Library's statement yesterday that they would be unable to support Gillick's revised planning application:

 Following refusal of planning permission last September, the developer and his architect are submitting fresh proposals for the library building to the planning committee of the council. Negotiations with regard to the space reserved for the community have been on going since before Christmas in so far as we have been shown and have commented on preliminary drawings. According to the architect these were a 'work in progress'. 
The Trustees of the Friends of Kensal Rise Library voted to agree, in principle, to accept the offer of two thirds of the ground floor, contingent on seeing the final drawings and the developer's planning application and also subject to an agreement being drawn up that would give an assurance that the Friends would be the tenants of the space in which to run a community library. We have also had the support of the Brent Council Lead Member for Libraries, Cllr Mashari, for this. 
Both the College and the Friends contributed to an agreement document that was to accompany the planning application. However, this was not agreed by the developer.

The Friends do not regard it as appropriate to approve a planning application on behalf of the community without first seeing that planning application. Furthermore, they have so far not had an assurance from the developer that in return for their support their tenancy of the library space would be assured.

We have informed both the College and the developer that we have been unable to support a planning application in this way.

Is this the consequence?




Campaigners had taken their case all the way to All Souls College in Oxfo0rd only to see the college engaged in the:shameful action of destroying a community library and its books.
