Ealing primary school stops academisation with support from the council and local MP

Here's another example of a local council and MP getting behind campaigners, this time on academies. It contrasts with Brent Council's failure to really get behind anti-academisation campaigners in the case of The Village School.

This is a statement from the school's NEU members received via the Anti Academies Alliance:
 "Here’s some good news. We have managed to stop Southfield Primary School from becoming an academy!

After hearing that our governors wanted to join the Knowledge Schools Trust, through the process of academisation, unhappy NEU members decided to make a stand. We believe in education for all, not just the chosen few. So we rallied together to fight this decision. We fought back! We had a ballot, met with parents and decided we were prepared to strike to save our children’s education. We wanted to stay part of Ealing, it is a supportive borough.

We wouldn’t have achieved this if we hadn’t stuck together and would like to thank Stefan Simms and the NEU for their support.

We would also like to thanks Julian Bell Leader of Ealing Council, Cllr Yvonne Johnson and Rupa Huq MP for standing with us."

Labour adopts Green Party policy on academies but there is more to be done


There was a welcome move at the Labour Party Conference towards the Green Partys long-standing policy of opposition to academies and free schools and a commitment to reintegrating existing ones in the local authority school system. There is still a long way to go including the abolition of the SATs tests that narrow the school curriculum and stress both children and school staff unnecessarily, and the scrapping of Ofsted and its replacement by a peer-based method of school improvement such as that pioneered by the London Challenge and provided by Challenge Partners.

Unfortunately the change in Labour Party policy came after an article I had written for Green Left
s Autumn Conference Water Melon had gone to the printers. 

However, I think the following passage though is still relevant:

The concept of a National Education Service is relatively vague and still being worked on by the Labour Party.  At its worst it could be top-down, restrictive and bureaucratic at its best it could set up an entitlement framework across all sectors. 

Both Labour and Greens have to face the problem of the decline of local government both in terms of finances and democratic structures. The Cabinet system has meant very little open debate about local schools, which used to take place in Education Committees and scrutiny is often poor. Alongside this is a lack of public involvement with poor election turnout.

How will national government, local government and governing bodies interact in the future and how can democratic accountability be enhanced?
This is the statement issued by the Anti Academies Alliance:
Angela Rayner’s bold speech has put an end to the era of ‘cross party consensus’ on academisation that has dominated the education policy of the main parties for over a decade. In a move that will send shock waves through the board rooms of MATs and academy chains, there is now a realistic chance that the whole privatisation bandwagon will be halted.

Rayner’s speech to the Labour Party conference highlighted many of the problems and gave a glimpse of solutions through creating a democratic and locally accountable National Education Service. She tore into ‘fat cat’ pay and obscene profiteering. She put the needs of children and their families back centre stage of the debate. It was a genuinely refreshing vision. At last a politician has stepped outside the Westminster bubble and started listening.

Some may worry that there is insufficient detail as yet, but a new direction of travel has been set. Our job is to work together to help build this vision of a National Education Service, to help solve the detailed problems of “de-academisation” and to help carry the news of this important change into every school community.

That means challenging every academisation proposal. No school should academise this side of the next general election. It would be a costly, reckless and probably futile decision. The process consumes resources that would be better spent on ameliorating the effects of cuts to school budgets. Governors should refocus on real school improvement and local councils should scrutinise all plans for academisation and propose alternatives.

But it is also time for some introspection from the fat cat CEOs. The writing is on the wall. The least they could do is acknowledge how inappropriately they have been rewarded and offer serious pay restraint. But the likes of Sir Dan Moynihan, Sir Steve Lancashire and other fat cat CEOs should get out of education altogether. Their model of leadership has corrupted public services values in education. We need leaders in our school system who are committed to a National Education Service, who welcome local democratic accountability and who refuse to line their own pockets with exorbitant salaries. We need education for the many not the few.

Fightback against the Education & Adoption Bill - House of Commons Meeting on Monday

Education policy failed to become a key factor in the General Election and we are now faced with five years of intensification of the Government's version of the GERM (Global Education Reform Movement) with the eventual aim of opening up state education to profit and the subservience of education to the demands of neoliberalism and globalisation. This is embodied in the Education and Adoption Bill currebtly before Parliament.

The Green Party fought the election with policies opposing the GERM and the associated academies and free schools programme, high stakes testing, narrow curriculum, performance related pay and policing of the system by a politicised Ofsted.

The meeting at the House of Commons on Monday organised by the Anti Academies Alliance* therefore comes at an opportune time to stand back and discuss where we go from here.

Of particular concern is the future of education for children with special educational needs and disabilities as well as the 'schoolification' of the early years.

I hope as many Green Party members and supporters will attend the meeting as possible.

If  You Thought the 2010 Academies Act was Bad…..

The 2015 Education and Adoption Bill, described by the Local Schools Network as signalling ‘the new authoritarian conservative Britain’ will have its second reading next week. We have grave concerns about this Bill, which includes the rapid expansion of the free schools and academies programme, and the effect it will have on our schools. Therefore, on Monday 22 June from 6.00pm, while MPs debate the Bill, we’ll be hosting an open meeting in the House of Commons  to discuss how to oppose it. Visitors will need to go through security so allow plenty of time if you’d like to join us. 
 
As well as Alasdair Smith AAA national secretary, speakers include Henry Stewart of the Local Schools Network, Caroline Lucas MP, Catherine West MP and Clive Lewis MP who used his maiden speech to protest at the Inspiration Trust’s takeover of Hewett School in Norwich. 

Although the Bill promises that ‘coasting’ schools will be converted to academy status, it does not define ‘coasting’.  Will it be based on Ofsted judgements, pupil data or the whim of the Secretary of State or her viceroys – the Regional Schools Commissioners?  RSCs, whose personal key performance indicators include the number of academy conversions, will be given new powers to intervene in maintained schools.  The new Act, if passed, will see governors, councillors and local communities forced to implement the academy ‘solution’ whether or not they think it’s in the best interest of their children. And what of the ‘failing’ academies and free schools?  These are handed to the DfE’s academy sponsor of choice – no doubt a chain - without public scrutiny or consultation.  The price of ‘autonomy’ seems to be even more centralised control from Whitehall.

Free Schools in Free Fall

The Secretary of State found it difficult to put her finger on the number of ‘failing’ academies but one thing she can be sure of - it’s on the rise. Just take a look at our Twitter timeline @antiacademies or our Facebook page. This week we learned that a Catholic Free School in Camborne, Cornwall which cost £4.5million for only 60 pupils, is to be taken over by another sponsor. Also in the South West, Route 39 Academy has been judged to require improvement. Opening in North Devon with less than half the promised number of students, this was the school that offered free farm park tickets to parents who signed up to support their bid. 

40% Off at Ofsted

In an ironic twist, Ofsted has abandoned its own free market experiment and brought its inspectors in-house. The profit-making giants like Serco and Tribal that inspect our schools will lose their contracts from the start of next term.  However a whopping 40% of existing inspectors failed to get the in-house jobs.  And Ofsted told the TES that an ‘initial sift’ of additional inspectors took out about 500 who lacked the relevant qualifications or leadership experience, or did not possess qualified teacher status. 

And Finally

We bid a not so fond farewell to the Independent Academies Association which is closing in the face of insolvency. The Association, whose honorary president is Lord Andrew Adonis, acknowledged that in the future our children will be educated in Multi Academy Trusts – ‘chains’ to you and me – rather than individual ‘autonomous’ academies.

Let Gove and Wilshaw spit blood - we'll organise for an alternative

Following on from the successful West London Education Question Time last week, I attended the Anti Academies Alliance AGM, and left optimistic that at last the agenda supported by both Michael Gove and Michael Wilshaw (their squabble is more about power and ego than policy) is being challenged on a broad front.

The AAA recognised the connection between the neoliberal privatisation and austerity agendas by agreeing to affiliate to the People's Assembly. They agreed to participate in developing the education policies and actions of the PA and to support their local and national activities that accord with those of the AAA and the National Campaign for Education.

The importance of democracy and accountability highlighted by the struggles around  academisation was the subject of a motion on Parental Ballots which was agreed by the AGM.

The notion read:
The AAA notes
  • that many of the schools converting to academy status - voluntarily or forced - are doing so without proper consultation of parents
  • the recent decision of Barking and Dagenham Local Authority to organise ballots of parents in schools facing academy conversion
The AAA believes
  • that parents should have the final say on the status of their children's schools
AAA calls
  • on all governing bodies in any school consulting on academy status - whether by choice or by direction - to hold a ballot of parents
  • on all Local Authorities to organise parental ballots for all schools converting to academy status
I hope that Brent Council will take note of Barking and Dagenham's policy and adopt it. But B&D have gone further winning an historic injunction, alongside governors,  in the High Court preventing the imposition of an Interim Executive Board and an Academy Order on Warren School.(1) After Warren went into special measures a year ago a partnership was established with Rober5t Clack School and Warrens's results have risen by 16%.

The Director of Children's Services at B&D had said:
I believe the Secretary of State's proposal will disrupt the progress made, and could negatively impact on children's education.
The ruling by Mr Justice Collins is itself very interesting as he not only questions the decision itself, saying. 'It appears to me this decision should never have been made' but also questions the legislation which allows such decisions to take place in the face of local demoracy and th best interests of the children concerned.

The Judge said:
This is an extraordinary piece of legislation (Academies Act 2010). The Secretary of State has wide powers to make am IEB (Interim Executive Board) and AO (Academy Order) and thereafter consult. On the face of it that is crazy. How can he be impartial by consulting thereafter?
He went on:
(It) seems from reports the present Secretary of State thinks academies are the cat's whiskers - we know of course some of them are not.
Cllr John White, cabinet minister for  children's services, and Michael Pavey's equivalent in Barking said:
This (injunction) is a victory for both common sense and the education of our children. Our position remains that the improvements at the school, and the arrangements we have in place, are having a very positive impact on outcomes for children, and as such, imposing an academy will be disruptive to children's education.
This follows on from the Snaresbrook Primary school's victory against forced academisation where an effective parental campaign was backed by the senior management team of the school, the governing body and the local authority.

Even in Hammersmith and Fulham flagship Tory borough, the decision to close top performing  Sulivan Primary School to make way for a free school, has stubled with the Scrutiny Committee's decision to call in the decision.

There seems to be the potential for a cross-party and non-party campaign to at least slow down Gove's juggernaut.  This is only a small step though because the three main parties are still wedded to neoliberal ideas of education emphasising marketisation and the producing of children who are 'fit for work' or even in the case of some academies and free schools, 'fit for military service'.

We must both win small victories to slow down Gove's reforms but also build and win support for alternative ideas about what education is for, how it is organised, and how decisions are made.

Having been elected to the National Steering Committee of the Anti Academies Alliance on Saturday I hope to make a contribution to this strategy.

Towards a National Campaign for Education



This week's Education Question Time in Hammersmith which was organised by the Anti Academies Alliance and the group Towards a National Campaign for Education, arose out of a desire to bring together the various campaigner groups under one umbrella. Sharing experiences and strategies and building an alternative model for the organisation and content of education area clearly a formidable task but this meeting, attended by more than 400 people, made a start.

The need for such a campaign was made even more urgent by the news that Hammersmith and Fulham Council had voted to close the high achieving and popular local Sulivan Primary School in order to sells its site to a Fulham Boys' Free School. LINK

Free schools in free fall - integrate them into LA system now

Three new Brent secondary free schools are due to take Year 7 pupils in September 2014, nine months away. Gateway (Wembley Central) and Gladstone (Dollis Hill) have yet to find premises and there is no sign of any work going on at Michaela's disused and derelict ex-college building next to the railway line at Wembley Park.

I have argued before on this blog that parents choosing these schools are buying a 'pig in a poke'. There are no previous Ofsted reports or examination results on which to base a choice or even current pupils to talk to. Apart from a skeleton staff there are just the worthy words of glossy brochures and websites on which to make a judgement.

It would help if there was confidence in the DfE's approval process but that is looking inadequate in the light of the update below from the Anti-Academies Alliance. Local authorities have little or no say so it is no use going to Brent Council for an opinion. This really leaves parents to do their own risk assessment so a close reading of the AAA report is recommended.

I will be moving an amendment to Green Party education policy at our Spring Conference committing the party to integrating academies and free schools into the local authority school system to ensure democratic accountability. An additional amendment will can for all children to be taught by a qualified teacher.

When Gove was elected in 2010 the first piece of legislation rushed through Parliament allowed for the creation of ‘Free’ Schools alongside the acceleration of the Academies programme.
From the outset education campaigners argued that this was a potentially devastating development – undermining existing schools, breaking up local democratic accountability, destroying teacher’s terms & conditions, the list goes on and on.
Now that ‘free’ schools have existed for a couple of years the gloss is starting to come off Gove’s shiny new toy. Below we look at the developments in the ‘free’ schools. Discovery New School the first to be closed.
Discovery New School (DNS) in Crawley, West Sussex, has been ordered to close its doors on April 4. It was one of the first 24 ‘free’ schools to open in 2011.
In a damning letter to the school’s chairman of governors, Chris Cook, Schools Minister Lord Nash said he was ending its funding agreement.
Discovery New School was declared failing and placed in special measures by the education watchdog Ofsted in May.
A Department for Education (DfE) spokesman said it had been monitoring the school’s progress and found it was not making the changes needed to improve standards.
Lord Nash’s letter said that during a visit to Discovery New School last month, Ofsted found that “no progress in the quality of teaching and learning had been made since the original special measures judgement in May”.
It added: “None of the school’s teachers were delivering good lessons and all were still consistently inadequate or required improvement.” LINK
Schools minister intervenes in failing Al-Madinah free school
An Ofsted report declares that the Al-Madinah Islamic school in Derby is “in chaos” and has “not been adequately monitored or supported”.
The report says teachers at the faith school are inexperienced and have not been provided with proper training.
Pupils are given the same work “regardless of their different abilities” and the governing body is “ineffective”, according to the report which was commissioned amid reports of irregularities at the school.
A letter from schools minister Lord Nash to the chair of Al-Madinah’s governing body said the school’s trustees have agreed to resign. Supervision of the school is to be handed to Barry Day, chief executive of the Greenwood Dale foundation trust, sponsor of the Greenwood academies trust, which operates 22 academies LINK

‘Free’ school headteacher with no qualifications, or teaching experience, quits
Annaliese Briggs was appointed principal of Pimlico primary in central London in March by a charity set up by a government minister. She had no teaching qualifications and little experience in running a school. The new free school is sponsored by the Future Academies charity set up by Lord Nash, a junior schools minister and one of Michael Gove‘s closest allies.
Briggs, an English literature graduate from Queen Mary, University of London, had worked as a junior member of staff at the rightwing thinktank Civitas. She had no qualifications when appointed but was reportedly trained in Wandsworth in preparation for the beginning of the school year. She said that she would ignore the national curriculum and teach lessons “inspired by the tried and tested methods of ED Hirsch Jr”, the controversial American academic behind what he calls “content-rich” learning.
She quit after 6 months. Sources close to the academy say she was finding it difficult to cope with the workload. LINK

IES Breckland head quit in November
Sherry Zand the Principal of IES Breckland School in Brandon Suffolk resigned in November. This comes weeks after Zand fired six teachers at IES Breckland who had only been appointed in September.
Since the start of the school year nearly a third of the teaching staff have left IES. Things apparently got so bad at the school that Zand herself was roped in to teach English before she went on sick leave.
IES English Schools Ltd who run IES Breckland under the only profit making agreement to run a free school currently in place have moved fast to bring in their own UK Chairman and Chief Operating Officer Peter Fyles as Acting Principal.
Fyles is quoted by BrandonSuffolk.com as saying in a letter to parents that the search for a new permanent principal is already underway and that they would be looking for an experienced principal to take the school forward.

His choice of words is interesting as Zand had never been a Head or Deputy prior to her appointment at IES. It looks like they intend to ensure her replacement has more experience. LINK

Nishkam ‘free’ school fails Ofsted
The Nishkam primary ‘free school’ in Handsworth, Birmingham’s first free school,  opened in September 2011. It claims on its website that ‘The primary purpose of the school is the drive for academic excellence. This is exceptionally important in our aspirations for pupils to exceed national standards.’
The Nishkam school failed its Ofsted inspection in July.
It rated Nishkam Primary as ‘requiring improvement’ in all of the main areas – achievement of pupils, quality of teaching, behaviour and safety of pupils, and leadership and management. The report concluded that the school needed to raise standards because ‘there is not enough teaching which is good enough to enable pupils to learn as quickly as they should’.  Inspectors were also critical of the school’s leadership, saying leaders and governors did not have a clear understanding of the school’s strengths and weaknesses.  Kings Science Academy facing fraud investigation
OFSTED has been drawn into the row over a scandal hit free school facing fraud allegations as an MP has demanded to know why a Government probe into financial irregularities there was not mentioned in an inspection report.
MP David Ward has criticised Ofsted for not mentioning the investigation into the Kings Science Academy, in Bradford, despite the education watchdog being aware of it when it inspected the school.
The free school has been in the spotlight since a leaked report revealed that the Department for Education (DfE) had found it had submitted fabricated invoices to the Government to claim just over £10,000 in public money. LINK

‘Free’ schools programme costs 3 times more that expected
The government’s flagship free school programme will cost at least three times the sum originally allocated, the public spending watchdog has found.
The National Audit Office said the scheme allowing groups to set up state-funded schools would cost £1.5bn – the original Treasury grant was £450.
The report says: “To date, the primary factor in decision-making has been opening schools at pace, rather than maximising value for money. The Department will need to exert more control over a rising cost trend.”
The report also confirms that despite intense pressure on school places in some areas, many free schools have opened in parts of the country with no places pressure.
More than a quarter of all spending on school buildings – £241m out of £950m – has been on free schools in areas with no need for extra places forecast, the report says. LINK

‘Free’ schools performing worse than other schools
According to new figures from Ofsted, free schools are actually underperforming compared to all schools inspected by the regulator.
According to an answer by Ofsted to a parliamentary question from Jim Cunningham MP, 16 per cent of free schools were rated as ‘outstanding’ compared to 20 per cent of all schools.
56 per cent of free schools were also rated as good compared to 58 per cent of all schools; and 19 per cent of free schools were rated as ‘satisfactory/requires improvement’ compared to 20 per cent of all schools.
8 per cent of free schools were rated as ‘poor’ by Ofsted, compared to just 2 per cent of all schools.
This is particularly incredible since ‘free’ schools can select their location, premises, staff and pupils. For ‘free’ schools to perform worse than existing schools is an indictment of the policy. LINK

Unqualified teachers
A recent FOI request has shown that some ‘free’ schools are employing large numbers of unqualified teachers.
Trinity School in Sevenoaks, Kent, which opened in September 2013, said seven of its nine teachers were unqualified.
At Discovery New School in Crawley, West Sussex, which was ordered to close its doors on April 4 earlier this month (DEC), five of the school’s seven teachers were unqualified, the figures showed.
Employing unqualified teachers is one of the ‘freedoms’ that Michael Gove has encouraged. LINK

‘Free’ schools – a disaster for education
In September 2011, as the first 24 ‘free’ schools opened, we published an article that included this comment:
“Because these schools are free from much of the legislation that governs our schools serious questions have to be asked about their governance. In many cases it is unclear who their financial backers are, whether the Trustees have any relevant experience running a school, and in many cases whether the Head’s have any suitable experience.”
We have been proven right. Here at the Anti Academies Alliance we have no crystal ball. But as a coalition of education trade unionists, councillors, campaigners and parents we know something about how our schools should be run, and it’s not like this.
Michael Gove and his education experiment have to go.

The Need for a National Campaign for Education

Writing on Wembley Matters I have repeatedly criticised Michael Gove's neoliberal reforms in education, the privatisation agenda represented by academies and free schools, and the way the emphasis on test results and league tables narrows the very concept of education and deprives children of their childhood.

The Anti-Academies Alliance has recognised the may strands of this battle and I fully support their support for a National Campaign for Education.

In this report Alasdair Smith, National Secretary  of the Anti Academies Alliance, outlines the issues and notes in passing the Green Party's opposition to the neoliberal vision.
Rumour has it that policy wonks in the DfE are hard at work on how to manage “market failures”.
Indeed the number of failing academies is soaring.  But then ‘failure’ is hardwired into a system of rationed exam success, the ever-changing goalpost of OFSTED and unbridled greed of ‘social entrepreneurs’ who now claim they have a special responsibility to transform education. Peter Hyman – pass the sick bucket please.

The wheels of big business intervention are in full motion.  I have looked, to no avail, to find figures on the increase in rate of investment by education businesses over the last 10 years. My guess it is huge. Rupert Murdoch’s re-branded edu-business – Amplify (www.amplify.com ) is clearly backed by huge investment.  Not surprisingly alongside big money, comes a whiff of corruption - nepotism, dishonesty and manipulation swirls around the system – with exam cheating, pilfering public money and appointing family members now part of Gove’s dystopian nightmare.

Revelations that several academies have adopted Section 28 style policy outlawing 'promotion of homosexuality’ come as no surprise. Deregulation and privatisation - what Gove calls 'autonomy' - can be a licence for bigotry. The outcry raised by the British Humanist Association report has forced the government into a review but we will need hard proof that no school has Section 28 style clauses in future.

The scandal of free schools is even worrying the likes of Graham Stuart – the Tory chair of Education Select Committee. The huge costs, obvious lack of value for money and, most disgracefully, the fact that free schools are opening in areas where there is no need for places is causing huge concern.
There is a ticking time bomb over the shortage of school places. Some parts of London now have several 5 form entry primary schools and are considering split shift education provision unless funding is dramatically increased.

Of course Gove will point to the odd ‘success’ in his new world order. But does he ask about the failures? And what will he do about them?

Is resistance to academy conversion futile?

The academy conversion process is now so clinical, so undemocratic and so dishonest that local campaigns rise and fall within weeks. Schools are handed to sponsors on a plate by DfE brokers. As John Harris argued in the Guardian last week there is murky relationship between OFSTED and academisation ( http://www.theguardian.com/commentisfree/2013/sep/16/ofsted-lashing-out-against-primary-schools )

This means there is little chance to build sustained campaign as happened at Downhills. Yet parents are still willing to fight. Neither Gove nor academy conversion is popular. Gove is hated by the profession. There is a profound sense that our communities are being bullied into conversion.

People understand that this policy is the same as policy as the privatising of the NHS. But unfortunately the patterns of resistance are similar to NHS too, although the sporadic protests tend to be even smaller.

One reason for the absence of serious resistance is that Stephen Twigg’s criticism of Gove’s policies has been too muted. Other Labour politicians have offered more - for example Andy Burnham's trenchant defence of comprehensive education. In some areas Labour MPs have worked hard to stem the tide and build alliances with parents and the profession.  But the few national policy announcement’s seems to be little more than ‘Gove lite’.

Elsewhere the Westminster village is in thrall to Gove. We should not believe for one minute that the Lib Dems are holding back Gove. David Laws has been central to propping up elements of Gove’s agenda such as Schools Direct and privatisation of teacher training.

Apart from the Green Party, a few principled MPs and a handful of commentators, the political class remain wholly committed to this neoliberal vision, or what Finnish educationalist Pasi Salhberg calls GERM – Global Education Reform Movement.

It means we need to think long and hard about our approach to education reform. There have been some bold initiatives. CASE, SEA and others have created Picking up the Pieces. This has identified some key features of what a good education system would look like.  The NUT and Compass have joined together to run an enquiry into future of education. Both initiatives appear to be focused on persuading Labour to change its policy going into the next election.

The viability of that strategy is a matter of some debate. In contrast the AAA has continued to try to mobilise parents and staff in campaign at school level, but with limited success. But it has also argued that we need something more. We need a new vision for education that stimulates a nationwide debate and action on achieving it.

The terrain has changed. We are not fighting a single battle against academies, but a ‘war’ in several different areas of education: curriculum, school places, primary, pre-school, teacher training and so on. The scale and breadth of attacks is unprecedented.

If the terrain changes, the vehicle has to change

From the outset we argued that the academies programme was a ‘Trojan horse’ to help break up state education as part of a much grander design to deregulate and privatise the whole system. That prediction is now becoming a reality. But just opposing academies and free schools does not always offer the best opportunities to fight back against Gove. Increasingly much of the secondary sector is now conditioned to academy status. And although academisation is new to the primary sector, it remains rare that single schools fighting alone stop conversion.

Our arguments about the real nature of the academies programme have stood the test of time, but our ability to halt it remains limited. So for the last couple of years the AAA has argued for a National Campaign for Education (NCE) to unite campaigns to create a greater sense of common purpose and above all to articulate ideas around what sort of education system we want not just what we are against.

There are many other areas of education policy on which Gove is more vulnerable. New campaigns are emerging all the time. The multiplicity of different campaigns working on different projects and timescales continue. Avoiding this sort of duplication of effort is a good argument for an NCE. But here is also another more compelling argument. The historic agreement between the NUT and NASUWT for joint programme of action that began on 27th June and will continue on 1st and 17th October offers new hope of resistance across the profession.

Whatever the success of the joint action there remains a job to be done for an NCE. It needs to keep alive ideas of what it means to have a comprehensive, progressive and democratic education system. It needs to engage in popularising a wholly different vision of education based on key ideas of the Finnish system - equality & ‘less is more’. But crucially this shared theoretical vision needs some genuine prospect of realisation for it to have any meaning. So the NCE needs to have a campaigning edge. It needs to take the debate on the future of education into schools and communities up and down the country.

As was reported at the AGM in March, progress towards an NCE has been slow. Support for it was agreed at NUT and UNISON conferences and a few practical steps have been taken.

The AAA is committed to working towards an NCE, but there remains plenty of work for us to do. Our primary function of supporting local campaign continues.

Roke Primary appeal to mount legal challenge against forced academy

BREAKING NEWS The Save Roke campaign has just launched an appeal via the Anti Academies Alliance website to raise funds to mount a legal challenge against the Department of Education. All donations no matter how large or small gratefully received. We have an initial target of £600. Thank you for your support!

This money will allow us to instruct leading lawyer, Laura Hughes to mount a case to fight off the DfE and forced academy at Roke. Laura has a reputation in the field of academy law.

The battle for Brent schools - which side is Labour on?

The battle against academies and free schools has reached a tipping point, author and campaigner Melissa Benn told the AntiAcademies Alliance AGM yesterday. The battle being waged by teachers, parents and governors of Downsides Primary School against enforced conversion to an academy had exposed  the contradiction between Michael Gove's rhetoric of freedom and autonomy and his actual use of coercion.

Benn said that the over-funding of 'good schools' converting to academies or of parents setting up free schools was the government 'empowering the affluent'.  She said that there were three main element's in Gove's programme:

1. A fundamental change in the provision of state education with the academies' links to outside bodies separating them from the local community. Despite government denials the long-term aim, via the 'educational chains' such as E-ACT, ARK and Oasis was privatisation and profit-making. She said that there was no evidence that autonomy itself led to improvement. Where there was improvement it was probably due to increased funding, however that was drying up and the Financial Times recently revealed that the DfE had to bail out eight financially failing academies at the cost of £10m to the tax payer.
2. Gove wants to preserve and expand all forms of current non-LA provision including the expansion of grammar schools via 'satellite' schools and changes in the Admissions Code. This will increase selection and social class and religious segregation.
3. Fundamental changes in the learning culture of schools. She contrasted the broad and creative curriculum and relaxed learning culture of Eton and Wellington public schools which she had visited recently  with the narrowing of the curriculum in academies (depth replacing breadth) and a coercive ethos producing a climate of fear. Academies had in effect 'captured' children for longer hours (often 8.30am until 5pm) and teachers, parents and pupils were often frightened of the management as the school pursued its aim of 'results at all costs'. Anyone arguing against this culture was told that they were supporting failure.
Melissa Benn advised the audience to keep an eye on the US Chartered Schools which served as a model for Gove. We need to argue that some of the most successful schools internationally are non-selective and make the case for increased government funding, small classes, time for teachers to prepare lessons and ongoing teacher assessment rather than SATs.  Subsequent discussion focused on how Ofsted was being used as a political weapon against local authority schools  with the appointment of ARK adviser Sir Michael  Wilshaw as Chief Inspector.

A group of parents from Downside Primary School started by extolling the virtues of a school that did not just concentrate on SAT results but had a broad and enriching curriculum in a child-friendly atmosphere. The children had recently won a national art prize. They were shocked at the enforced academy move by Michael Gove based solely on SAT results but quickly organised, speaking personally to members of the different communities of the school, publicising the issue and using social media to spread the word, They have been lucky in that local MP David Lammy was an ex-pupil of the school and although pro-academy had been against enforcement and had spoken at their public meeting attended by more than 600 people LINK as well as raising the issue in the House of Commons. LINK The parents said that the under-funding of Haringey schools compared with neighbouring boroughs was of fundamental importance and a campaigning on the issue would appeal to parents. There will be a demonstration on Saturday 28th January at noon in support of Downside. I will post details when they are available. It seemed to me clear that primary schools with their strong parent links, good school gate communication opportunities and community ethos will be in a good position to fight academy conversion compared with the more isolated secondary schools.

In my contribution from the floor I drew the meeting's attention to the importance of making the link between cuts and academy conversions. Conversions took money away from the local authority while the cuts in services made by local authorities made arguing  for the benefits of remaining a local authority school harder.In Brent the council in planning to set up a 'public enterprise' provider along the lines of the Cooperative Trust offer, was undermining its own existence.

Alasdair Smith, National Secretary of the AAA, said that Gove was pursuing a full 'for profit' agenda. The shortage of school places was being used as an argument for more 'energetic providers' (private chains) to move in. He felt Downshill was a turning point with Michael Gove worried about the slow down (perhaps because of forecasts that extra money was drying up) in conversions that had taken place since October 2011. He said that he had addressed 50 meetings on the issue over the lasy year but that we now needed a mass movement against Gove's policies.  He praised the Green Party for its consistent anti-academies policy.

The last session was devoted to a discussion on the Labour Party and Academies.  There was recognition of the divergence of local Labour group's attitudes with some fiercely for academies and some militantly against (The Brent Executive has both within its ranks). Stephen Twigg, the Labour shadow had avoided the issue by saying that he did not want to 'get into a hackneyed debate about structures' while Labour was not saying the same thing bout the NHS. Labour needed to live down its pro-academy history and think again, adopting a clear policy against academies and free schools. A Labour councillor said that we should beware of 'friends' such as the Cooperative Trust with their ethical cooperative claims when schools had always been cooperative institutions. Local authorities needed to come out and defend their role rather than be supine in the face of the Coalition's attacks.

Richard Hatcher (joint author of No country for the young: Education from  new Labour to the Coalition- Tufnell Press) said that Labour needed to fight on both structure of education and content of education, support campaigns against academies and free schools , and debate what a Labour government would do with what it will inherit in 2015 if elected. One speaker from Unison said that she had joined the Labour Party in  order to influence their education policy. Other speakers aid there was a need to focus on the huge salaries paid to academy headteachers and chief executives as well as the amount of public money being spent of academies and free schools as a whole.

All these issues are extremely pertinent as Brent Labour has organised a meeting for Labour nominated governors and anti-academy teachers on Wednesday, 7.30pm at the Stonebridge Hub which will be addressed by Melissa Benn.

Heads urged to support a good school for every child

The Anti Academies Alliance has sent this letter to every primary headteacher:

Dear Headteacher,

We know it has been another busy year in schools. Your dedication and hard work means the vast majority of our children continue to thrive.

We are writing to you because we know many of you are worried about the pressure to become an Academy.

There are good reasons to be concerned. Most Heads and Governors didn’t go into education expecting to be running a small business, yet that is what will be asked of you. And if the government have their way, education will become a ‘market’ in which schools have to compete. Academy conversion is yet another ‘top-down’, politically motivated reform.

We all know that the key to school improvement lies in improving the quality of teaching and learning. As the McKinsey Report (2007) put it

              “the quality of an education system cannot exceed the quality of its teachers”. 

There is nothing in academy status that guarantees better teaching and learning. Some academies have done very well. Others have not.

The offer of extra money is disingenuous at a time when over 1000 jobs are disappearing from education each week. For every school converting, others lose out. And at a time of national austerity, it is sickening to think that each of the 831 schools already given the go-ahead to convert is given £25,000 for legal and organisational costs. That’s over £20 million wasted on structural reform. How much one to one tuition could that have provided?

There are also increasing concerns about the process of conversion itself. In many cases this has been done without fair and proper consultation. This is not headteachers’ fault. The Academies Act is a travesty. However, the poor consultation process is threatening to divide the different stakeholders in education. Staff, parents and children often feel left out of the decision making process. The absence of argument against conversion means that it is often one sided. There are some cases where legal challenges are being pursued.

We believe that every school considering conversion should have a full, open and balanced debate. Unsurprisingly we are happy to provide speakers to put the case against! We would prefer to do this alongside someone putting the argument for. It is much healthier to have the debate.

We would also like to know if you are opposed to becoming an Academy. A recent ACSL survey suggested 10% were for, 20% were opposed and 70% of heads were undecided. Yet Department of Education press releases make it seem like every school wants to be an Academy. Please let us know your views.

Crest Academy Boss wants to run 250 more schools

Sir Bruce Liddington, head of E-Act has told the Times Educational Supplement that he wants to run 250 more schools. He says he expect to have around 50 free schools, 50 'traditional' academies that replace under-performing schools, 100 'converter academies' (the Claremont type) and 50 primary schools over the next 5 years.

E-Act runs the two Crest academies where 21 teachers are being made redundant. E-Act used to be known as Edutrust but changed their name after the then head, Lord Bhattia, resigned after accusations of financial mismanagement. Sir Bruce Liddington is paid £265,000 annually and E-Act made a £2.4 million profit in 2009.

Primary schools around the Crest Academies better look out because Liddington said, "We are also interested in chains of primaries. As funding becomes tighter you will find that small primary schools will need to get together if they are going to survive. We are also starting to talk about chains of primaries in inner-urban areas around our existing traditional academies."

Today’s revelations in the TES confirm the point consistently made by the AAA; academy conversions and free schools are about privatisation. 
 
It is about the corporate takeover of education. Politicians may claim it is about ‘raising standards’, ‘closing the attainment gap’ or giving school leaders ‘more freedom’, but the harsh reality is that big business wants our schools. 

 
EACT is not alone. Before the election, VT Education claimed it wanted 1000 schools. CfBT are looking at models to control whole areas such as Lincolnshire and ARK and the Harris Federation are busily expanding. All these chains claim to be ‘charitable’. But they are big businesses with fat cat bosses

Scandalously it appears that the DfE is now diverting significant resources to this end. The Coalition is aiding and abetting the privatisation of our state education system. There is also a clamour in ‘edu-business’ circles to allow ‘for profit’ providers to enter free schools market. The direction of travel is for wholesale privatisation of state education. 
 
Every academy conversion and every new free school will hasten this process. We urge governors and head teachers to resist the inducements to convert. We urge parents and staff to organise and protest. 

 There has never been a better reason to join the TUC’s protest on the 26th March.

Lobby and Rally on BSF Cuts and Academies

An urgent lobby of Parliament has been called on July 19th over the cuts in the Building Schools for the Future programme which will affect Alperton, Copland, Cardinal Hinsley and Queens Park schools in Brent. It may also impact on the scheduled rebuild of the Crest Academies (formerly John Kelly Boys and Girls schools).

The BSF cuts are intimately linked with the academies programme because many local authorities were forced to convert schools to academy status to secure BSF funding. A cursory glance at the Michael Gove's notoriously unreliable list shows that there is a bias towards maintaining funding for academies and stopping it for community schools. In many areas only academy projects remain.  LIST HERE (Item 2) (As a good Green I am sending Gove some used envelopes so that he can use the backs of them to work out some more policies).

The Anti-Academies Alliance will be joining the lobby on the 19th July . There will be a Rally at Methodist Central Hall, opposite Parliament at 1pm followed by lobbying. The AAA's focus is on the Academies Bill which gets its second reading that day.  They state:

This Bill seeks to develop a 'revolution' in education policy by which academies become 'the norm'. As it stands, the Bill denies parents (or staff and the local community) the right to any consultation over the decision to seek academy status. It paves the way for an unprecedented deregulation and privatisation of schools. It will create the conditions for the undermining of Local Authority support for schools in vital areas such as SEN, admissions and behaviour. It will prevent the rational planning of school places in the future allowing dis-economies of scale to develop. The new 'free' schools it will encourage with mean other schools have to close.

On July 8th, Lord Hill of Oareford , appointed Academies Minister, wrote to schools considering becoming academies, on a number of issues including the Freedom of Information Act, Special Educational Needs, Consultation and Transfer of Land.. LETTER HERE The letter says that Academies will now be covered by the Freedom of Information Act on a par with maintained schools and that Part 4 of the Education Act 1996, covering Special Educational Needs will now apply to Academies. The section on consultation is weak requiring governing bodies of converting schools to only 'consult those person whom they think appropriate' before entering into funding arrangements with the Secretary of State. Further guidance is promised to be published on the DES website.

WILL TEATHER FIGHT FOR BRENT SCHOOLS?

Meanwhile it will be interesting to see Sarah Teather's response on BSF. She told the Wembley Observer (July 8th) that 'Brent schools had been led up the garden path'...'Brent children who desperately need new classrooms have had their hopes raised and dashed, only because Labour wanted parents' votes. The lasting legacy of the previous Labour administration is a string of extravagant election promises and not enough cash to pay for them'.

Six years ago when she argued in the House of Commons for Brent to be included in the BSF programme she didn't appear to think the programme was 'extravagant':

'The executive summary of the Government's consultation document, "Building Schools for the Future", stated: "School buildings are important to pupils' education." The research showed a clear link between capital investment and school standards. In practical terms, the budgetary pressure has prevented the council from taking action to replace the portakabins in the John Kelly secondary schools.

'Brent has a poor stock of school buildings; the lack of available cash for maintenance means that many have a large backlog of minor repairs that may well be more expensive to fix now than if they had been dealt with sooner. Brent is desperate to be part of the second wave of "Building Schools for the Future", which is due to be announced in the autumn. At the moment, some schools are forgoing expenditure in the hope—indeed the expectation—that BSF funding will be made available soon.'

Sarah Teather described the Tories' 'free schools' policy as a 'shambles' during the General Election campaign. I wonder if she agrees with Simon Hughes', Liberal Democrat deputy leader, speaking about free schools on the BBC Politics Show, 'It would be nonsense to take money that could be used for improving existing schools to create new schools'.
