This is what unity looks like: Education unions warn mass Covid tests are undeliverable by start of spring term

Education unions warn mass Covid tests are undeliverable by start of spring term
 
Education unions and associations have today joined together in advising secondary schools and colleges that they are not required to begin mass Covid testing from the start of the spring term.
 
The government yesterday announced that all secondary schools and colleges in England will be able to test staff and students from the first week of January.
However, organisations representing school and college leaders, teachers, and governors are concerned that the plans outlined by the government for rapid testing are not deliverable by the start of next term given that there are only two weeks to plan for this programme over the Christmas holiday period and numerous outstanding issues that must be addressed.
 
The plans require schools and colleges to recruit and train staff, and put in place processes to manage a large-scale testing programme. There are a number of unanswered questions including exactly what staff are expected to do, and what costs will be covered by the government, which have to be resolved before testing can begin. It is imperative that any testing programme is sufficiently resourced with suitably trained staff.
 
The Association of Colleges (AoC), Association of School and College Leaders (ASCL), Church of England Education Office, National Association of Head Teachers (NAHT), NASUWT teachers’ union, National Education Union (NEU), National Governance Association (NGA), and Sixth Form Colleges Association (SFCA), are sending joint advice to their members today.
 
The advice states: “If a school or college decides it is unable to set up such testing systems, based on the current plans, you will receive the full support of our respective organisations. Any of our members who come under unreasonable pressure are advised to contact us immediately.”
 
It goes on to state that schools and colleges stand ready to support the national effort to roll out mass testing, and that our organisations invite the government to discuss with us what support will be needed for the roll-out of lateral flow tests.
Geoff Barton, General Secretary of the Association of School and College Leaders, said:
 
“It is extremely regrettable that the government has given the public the impression that a mass Covid testing programme will begin in secondary schools and colleges from the start of the spring term. 
“This is not the case. The plans that have been outlined by the government are not deliverable in that timescale and it is irresponsible of the government to have created the perception that this could be done with so little preparation, resources and notice. The government has put schools and colleges in an intolerable position, and misled parents and pupils. 
“Schools and colleges very much want staff and students to be able to access rapid Covid testing as soon as possible, but the plan has to be feasible or otherwise it is meaningless.”
Sam Henson, director of policy and information at the National Governance Association, said:
 
“Large scale testing is clearly an important priority but the lateness of this announcement and the huge degree of pressure that this places on school leaders as a result is unacceptable and irresponsible. The expectation for schools to assemble a workforce and roll this out in the next few working days is both unreasonable and unviable.”
 
David Hughes, Chief Executive, Association of Colleges, said:
 
“Colleges and schools have done everything they can to protect students and staff whilst keeping learning happening, and they will continue to do so. This is not about whether or not testing is the right thing to do – it is about doing it properly. The announcement on Thursday simply puts unfair pressure on leaders and staff who have already had to endure so much over the last nine months because having mass testing in place by 4th January is an impossible target for most. College and school leaders are being set up to fail and that’s not right. I know they will do what is achievable and they have shown throughout the pandemic that they will always deliver on urgent priorities, but sadly, this proposal is not realistic and nor is it currently backed up with the resources, guidance and support necessary to achieve it.”
Dr Patrick Roach, NASUWT General Secretary, said:
 
“We all want pupils and school staff to be as safe as possible in school but an unplanned, uncoordinated and unworkable approach to mass testing without the provision of adequate resources and additional trained personnel risks undermining, rather than enhancing Covid safety.
 
“The Government must work with schools and colleges on a sensible timescale for the roll out of testing which is backed with the necessary practical and financial support to ensure safety and support the continued fight against Covid-19.”
Dr Mary Bousted, Joint General Secretary of the National Education Union, said:
"The rising infection rates amongst secondary pupils has been alarming and mass testing has been necessary for many months. The Government’s last minute and ill thought through plans for schools and colleges to administer these tests is unacceptable and could jeopardise something that is so essential to bring down Covid rates in schools, colleges, and society. Government needs to get around the table with education unions to discuss how we salvage this situation and get a testing system that is operable and effective.”
 
Paul Whiteman, general secretary of NAHT, said:
 
“The government have handed schools a confused and chaotic mess at the 11th hour. By dropping this on schools minutes before the end of term, leaders are left with no time to implement government’s instructions. Covid testing should be administered and organised by those with the relevant expertise and experience, schools and colleges simply do not have the capacity to staff and run Covid testing sites themselves, whilst also providing education and vital pastoral support. Once again, an announcement that, if properly planned and executed could have been positive, is poised to fail.”
 
Bill Watkin, Chief Executive, Sixth Form Colleges Association, said:
 
“Schools and colleges have made herculean efforts to play their part in protecting and teaching young people throughout the last year. They should not feel rushed into a testing programme for which there has been insufficient time and opportunity to prepare.”

TUC calls for a cross-party 'Just Transition Commission' to pave the way for low-carbon economy



The TUC has today (Monday) published A just transition to a greener, fairer economy – a roadmap to meeting the needs of working people in the transition to a low-carbon economy.

The roadmap sets out proposals for:
  1. A Just Transition Commission: a cross-party national commission including business, consumers and unions to plan a clear and funded path to a low-carbon economy.
  2. Workplace Transition Agreements: to put workers’ voices at the heart of transition plans in every workplace where change is required.
  3. Transition skills funding: so that every worker has access to training in the new skills needed for a low carbon economy, and guaranteed pathways to new work.
  4. Employment standard protections: to ensure new jobs in the low carbon economy are not of lower quality than jobs that are changed or superseded.

TUC General Secretary Frances O’Grady said:

Trade unions are committed to addressing the climate emergency. A greener economy can be a fairer economy too, with new work and better jobs right across Britain.

It’s vital to avoid the mistakes of the 1980s, when industrial change devastated communities because workers had no say. This time we need a plan that everyone can get behind, with workers’ voices at the heart of it.
That’s why we’re calling for a politicians, businesses, consumers and unions to make those plans together, through a Just Transition Commission.

Challenge issued to NASUWT as NUT and ATL set to ballot on education union merger


Hank Roberts, a long-time exponent of the need for one education union and Organising Secretary of  UNIFY has issued the following statement ahead the special conferences of the ATL and NUT to be held on Saturday. The conferences will decide whether to ballot members on proposals to merge the two unions.

Special conferences of the ATL and NUT will be held in London on November 5th. It will be an historic day for the education unions. Prediction is fraught with dangers but may I be so bold as to predict that both unions will have an overwhelming majority for going forward to a ballot of their respective memberships. Further I have no doubt that the respective memberships will return a yes vote in their ballots. Opinion polls over the years have repeatedly shown a majority in favour of uniting the unions. And why wouldn’t they? Our experience shows we have suffered because of our division in the face of ruthless government attacks on education. 

The question is why has it taken this long to break the logjam? I and others in 1996 set up a cross union body campaigning for professional unity. We called it Professional Unity 2000 in the somewhat optimistic belief that it was such a self-evidently good idea we would be able to achieve it by the year 2000.

In the event it has taken us 20 years and we detailed some of the history and events surrounding this in our 20th anniversary issue of our magazine UNIFY which was handed out at this year’s annual education union conferences.

Our immediate task is to win the ballots by the biggest majority possible and, immediately the ink is dry on our agreement, for the new union to take our great cause to the rest of our colleagues in the other education unions. The new union, the National Education Union, will have 500,000 members and be the fourth largest union in the TUC. But a union of all of us working in education would be over 1 million. A mighty force to be reckoned with. It would not be a magic solution to all our problems, but it would make a major difference to getting the Government to take our voice seriously. 

The other education unions need to reflect on the results of this and why it happened, in particular the NASUWT. My challenge to Chris Keates, NASUWT General Secretary is; you say the majority of your NASUWT members don’t believe in and don’t want a single united education union. In that case prove it. Commission an independent opinion poll of your members.

If they back your stance you can legitimately continue with NASUWT as a separate union with you as its head. If they don’t, start informal talks towards building unity further. The education barbarians are not just at the gates, they are in the stockades. We need to unite to have any chance of saving state education, and to build a future education system worthy of our children.

Sudbury Primary School staff call for formal ballot on strike action

Statement from teaching and non-teaching unions at Sudbury Primary School

On Wednesday a packed meeting of staff from Sudbury Primary in Brent, expressed anger that, after their overwhelming vote of no confidence in their Headteacher LINK  the governors had not acted. They voted to call on their unions to move to a formal ballot for strike action. The vote was 43 in favour and 2 against.



The meeting also agreed that parents should be properly and fully informed. It was agreed that an open meeting should be called by the unions to which all parents, staff and governors would be invited to enable full discussion to take place.

Defy the Tories-Build the Fightback: 2pm Saturday at the Jubilee Clock

Brent Fightback, the local campaign against cuts and privatiation has called a 'Speak Out' event for Saturday May 23rd, 2pm at the Jubilee Clock in Harlesden High Street. In a message to supporters and the public Fightback say:

Only 24% voted for the new Tory government, but that's not stopping them from gearing up to scrap the human rights act, restrict the right to strike, close our hospitals and make vicious attacks on welfare for the unemployed, elderly and disabled.Cameron's chosen a minister of justice who believes in hanging, a minister for equalities who opposes equal marriage. They're talking about ending statutory maternity pay, taking housing benefits away from young jobseekers.

WE NEED TO TAKE TO THE STREETS!!! We'll be holding an open air assembly in Harlesden with an open mic and speakers from a range of campaigns to get the word out: enough is enough, We've had five years of Tory attacks on our Welfare State and we're not going to take it anymore!!

Wednesday's strike at St Andrew & St Francis called off to promote negotiations but Thursday's strike still on, followed by public meeting


Teaching unions had planned two days of strikes this week against forced academisation  at Andrew and St Francis Primary School in Willesden on Wednesday and Thursday of this week.

Today they announced that they would call off Wednesday's strike in 'an act to show good faith' in order to enable them to promote negotiations with the Interim Executive Board (the body that replaced the governors). The Unions said 'We are really hoping that this extra time will enable proper talks to take place to end this dispute.'

Thursday's strike is scheduled to go ahead and will be followed in the evening by a Public Meeting to discuss the issue. 7pm St Andrews Church, 145 High Road,  London NW10 28J

Red Pepper on 'How red are the Greens?'

The latest Red Pepper, delivered today, has How red are the Greens? as its cover story with additional articles inside. It is edited by Michael Calderbank who is a member of the LRC and a local Brent activist with whom I have campaigned on various local issues.

The cover story by Andrew Dolan is fairly friendly and attributes a drop in Labour support on the left and the support of the young  'in part a consequence of the Green Party's opposition to the austerity politics that Labour has committed itself to. The Green's policies of rail nationalisation, social housing construction, a rise in the minimum wage and free education represent an attractive alternative to a demographic traditionally located on the left and more likely to express dissatisfaction with neoliberalism and austerity than those already entrenched within labour and property markets.'

However he quotes research by James Dennison that on specific economic policy issues those planning on voting Green in fact tend to be less left wing that Labour voters. 'What clearly separates likely Green voters from those of other parties, UKIP aside, is that a far higher proportion express a lack of trust in MPs in particular and UK democracy in general.'

He goes on, 'Accompanying the Green's leftward policy shift has been a new rhetoric comparable to that deployed across Europe. Talk of "the people" , of "us versus them" and even of "revolt" is now commonplace In Green Party publications and speeches and carries some legitimacy when considered in relation to the party's well-publicised support for various grassroots struggles and the involvement of the Scottish Greens in the Radical Independence Campaign'.'

After examining the prospects of the Greens winning more seats and holding on to Brighton Pavilion (according to him not terribly good) he says on tactical voting 'A newly emboldened Green party has little interest in such tactical anti-Tory consideration. Rather its eyes are fixed on the opportunities that may arise should '"politics as usual" and the austerity it entails continue. The party's recent talks with thee SNP and Plaid Cymru, and their stated intention to "unite wherever possible to battle the Westminster parties' "obsession with austerity", hint at the possibility of a changed political landscape: one in which the idea of the "other parties" including the Green Party, transforming growing popularity into power is more than just a pipedream.'

Joseph Healy, billed as a founder member of Green Left and ex GP International committee, writes a pessimistic article suggesting that the Greens chances of not disappointing their supporters if the get into any government are 'not good' based on what happened in Ireland, Czech Republic and France.

Hilary Wainwright in Out of their seats writes 'Caroline Lucas is perhaps currently the one (MP) able to speak most openly and clearly about what is on voters' minds: austerity and is daily consequences, and what is needed is parliamentary terms to end it.'  Quoting Lucas saying that a progressive alliance could do more in the next parliament Wainright goes on: 'Although the 'we' might in parliamentary voting terms be only one MP, in Lucas the Greens have had a real political force in parliament - a force driven not only by her personal capacities, which are immense' but also by a political methodology that could well be adopted by the progressive alliance as a whole. Lucas's effective parliamentary initiatives against fracking and the energy companies, for public ownership of the rail system and for reinstating the NHS have been the result of immersion in extra-parliamentary campaigns and public debates..A bit like Tony Benn, she thereby giver further confidence and strength to the movements in society and their ability to shift public consciousness with a clear and persuasive political message.'

Reviewing Caroline Lucas's recently Published Honourable Friends? Parliament and the Fight for Change, Ian Sinclair having praised the book as 'an absolute joy to read - accessible, fast paced and entertaining - and often funny too'  concludes..'Cogent, rational and humane Honourable Friends? confirms why it is essential all progressives work to make sure Lucas continues as an MP.

Michaela Free School 'putting pupils lives at risk' claim teacher unions

Hank Roberts, Union representative on  on Brent Schools Health and Safety Committee has riased serious questions about safety at the Michaela Academy Free School in Wembley Park which opened in September 2014 but is still undertaking building works on the building while it is occupied by the Year 7 children.  This is his letter to Muhammed Butt, leader of Brent Council containing the draft report:
Dear Muhammed.

Please find enclosed a revised (2nd draft) copy of our document concerning Michaela Community (Free) school. This is just to clarify particular action points that we are calling for you and the Authority to take up arising from the potentially dangerous situation we uncovered and, we believe, aspects of which are still extant.

1)   For the Authority to write to the Secretary of State for Education and Michaela Community school seeking their response to the specific actions I believe should be undertaken in the section of the document on Page 7 headed “Urgent actions that need to be undertaken”.



2)   That the request in the last paragraph on Page 8 from “We call on the local authority” down to “other Brent LA schools” and further to raise with the Secretary of State both the exact present legal position of the LA in regard to potential hazards facing the health and safety of Brent pupils in free schools (and academies) and the unsatisfactory nature of the present anomalous position.

Copland’s Summer Bizarre continues

Sources close to my partner tell me that Copland staff are becoming increasingly concerned about the strange behaviour of new Head Richard Marshall. Following the actions set out in recent blogs on this site, Mr Marshall has set aside next Tuesday for a game of musical chairs involving the English and Humanities departments. 

Staff taking students on end-of-term trips have been told to cancel their plans, come to school in old clothes and be prepared to spend the day moving all the English books, resources, wall-displays, stock, personal effects and other paraphernalia out of the English rooms and over to the Humanities block, a separate building some distance away. 

Humanities teachers have been instructed to do the same thing but in the opposite direction. The instruction came out of the blue, followed the new management style of ‘no consultation, no discussion, no sense at all’ and was ‘explained’ as somehow providing some dubious benefit to the English department ( none of whom believe the reason given or want the move). Humanities Faculty teachers have individually and collectively decided to resist the move. This has been met with the immediate threat of disciplinary proceedings which are rapidly becoming the principal means of management communication under Mr Marshall’s headship. 

How did we get to this ludicrous state of affairs? 


For the real motive we need to look not at the English department but at Humanities. The faculty has historically been one of the most stable at Copland and has contained some of the most experienced, most able, most intelligent and most committed teachers in the school. It has a very strong record at GCSE and particularly at A level. 

Particular faculty individuals have worked tirelessly over the years to help Copland students gain admission to the top universities. Faculty members have recently been active on the school’s governing body, in liaising with outside social and cultural organisations, with taking students on visits to English courts and residential visits to European Community centres in Brussels, in forging links with moderate Muslim organisations and in establishing a ground-breaking anti-homophobia group which brought Copland huge media coverage and national recognition and respect; in general, striving to broaden the horizons of students in one of the country’s more deprived boroughs.

It would take very little time or effort to collect tributes from a huge number of former students who would attest, with affection and respect, to the way in which Copland’s Humanities Faculty ‘made a difference’ to their lives. It would surprise no one at Copland if a Facebook page to this effect was under construction at this very moment.


So why would the new Copland management led by Mr Marshall want to attack (and that is precisely how it is being described) this apparently exemplary faculty? 

Here’s why. The Humanities staff’s qualities of care and involvement in the school and the progress of its students are the same qualities which mean that 2 of the school’s Professional Association reps come from the Humanities faculty as does one of the longest serving staff representatives on the school’s governing body. The Humanities faculty was also particularly bravely involved in the risky whistleblowing which resulted in Sir Alan Davies imminent fraud trial. The efforts of these teachers helped halt the alleged hemorrhaging of Brent taxpayers’ money into the pockets of a corrupt management. 

But while they’ll applaud such qualities at a distance, authoritarian managements really don’t like such independence of thought and such readiness to question their ‘tough’ decisions, (especially those which seem to make no sense or to be transparently vindictive). And a vindictive attack on the school’s professional associations is precisely the interpretation of the Copland management’s action which was expressed very clearly at a packed Joint Union meeting of Copland staff on Friday when it was decided unanimously to support the Humanities Faculty in whatever manner was deemed necessary. A vote of confidence in the union reps, their principled resistance to the recent use of bogus capability procedures and the dignified part they played in resisting the recent ‘sickness’ absence fiasco described elsewhere on this site, was also unanimously passed. 


Maybe the new Copland management wasn’t aware of the qualities the Humanities faculty embodies. Maybe they would be more aware if they hadn’t rejected all attempts at dialogue with the staff using the established JCC and other channels which have avoided this kind of unpleasantness in the past. Maybe the IEB or Brent’s Children and Families Lead, Michael Pavey could have a word.


Meanwhile we face the prospect of an undignified standoff next Tuesday between security men and Copland Humanities teachers which would really enhance the school’s reputation and the new management’s respect in the eyes of the rest of the staff. Especially if footage of it were to become the biggest YouTube success since Fenton the deer-chasing dog. The likeliest outcome seems to be that this ridiculous plan will (like Sports Day!) be ‘postponed’ and then clandestinely carried out during the school holidays. As a way of continuing this ‘war against the teachers’ into the next school year, that would take some beating. Which, under the current regime, makes it all the more likely to happen.


It really is time for someone to have a word.

GMB strike action in Brighton suspended

Strike action by CityClean GMB  in Brighton members has been suspended for 28 days from  Monday to allow a ballot of members on a Council offer to take place. The offer is preliminary until the formal consultation period is completed. The offer will be discussed with Unison tomorrow and other areas will  need to be negotiated with both unions.

I understand that the work-to-rule is also suspended and there will be an extensive clean up and catch-up work programmed in now for the next fortnight.

Governors torn over Preston Manor academy decision

Guest blog from someone who attended  Wednesday's meeting about Preston Manor's possible conversion to a Co-operative Academy.
Both Matthew Lantos, the headteacher, and the education unions made presentations to staff and parents.  No-one spoke up for an academy. The financial argument about the loss of money if the school didn't convert was put as a key reason by  Lantos for converting now and not waiting.

Not many parents attended, the weather not conducive but also, as one parent said,  many had decided  'its a done deal so why bother'. However there was a good debate with the parent governors and those from the PTA plus some other parents. They asked Matthew Lantos detailed questions about finances, quality of provision, potential use of unqualified teachers, changes in the curriculum and what powers the governors would have if the secretary of state had the ultimate say. 

Everyone agreed that no-one could predict what will happen financially. There was a large deficit of £1bn  in the DfE academy budget. The unions said that this was why both staff and parents should say no to an academy. Things may be OK in the short term but if a certain point was reached with a large number of schools converting - currently only about 10% of all schools in England have converted - then Gove could decide to take over individual converter academies and make them part of a chain. 

The move by Gove to have schools run for profit had already started.  The Co-op principles were seen as very important by the Governors as they would be enshrined in law in the articles. This would make it very difficult to change them. It was clear that governors are very torn and have a difficult decision to make. Do get back to me if you need anything else.

Why Greens will be marching for 'A Future that Works' on October 20th

The march for "a future that works" organised by the trade union movement on October 20th is vital to the movement against austerity.

TUC march for a future that worksWe need to be looking to a new economic model rather than these tired, heartless false economies that hit the most vulnerable the hardest.

We should be investing in the future, creating jobs and stabilising the economy. Instead we see more of the same privatisation, casualisation and demonisation of the poor, disabled and public sector workers.

Deficit in thinking

Even in the government's own terms massive cuts to public services made no sense - and the fact that government borrowing is at a record high only underlines how economically illiterate this "deficit reduction" project has been.

Instead of hitting the target of a 4.6% reduction in the deficit in fact the deficit has grown by 22% between April and August.

You cannot put an economy back on its feet by throwing people out of work and undermining the public services that keep society ticking.

If the Coalition government was serious about tackling the gap between government spending and income it would be ruthlessly tackling tax avoidance on the part of the rich and large corporations. It would cut spending on nuclear weapons and unnescesary road building - but these cuts are ideologically motivated and are really about the privatisation and carving up of public services, we cannot allow that to happen.

Marching makes a difference
I firmly believe we need to help build a movement for a more sustainable economic system. A movement that reins in the banking and financial sector while investing in the real economy, giving us a solid foundation with which to face the critical challenges of the twenty first century.

We shouldn't simply go back to Labour's 2006 spending priorities - their love affair with the casino capitalism of international finance and growth for its own sake helped bring us to this point. We should though build alliances across the trade union movement, political organisations and campaign groups to take this government head on.

Don't miss this vital meeting tomorrow


Romayne Phoenix, a London Green Party activist will be chairing this important meeting tomorrow evening. We will be brought right up to date with the events in Greece as well as strike action being planned by various unions.

Bringing  together the public sector unions, campaigns and  community activists this will be a vital step in organising the resistance to austerity and privatisation.
