Scrutiny refer Carlton-Granville plans back to Cabinet for action on key points


There were a record 15 speakers at tonight's call-in of the redevelopment proposals for the Carlton-Granville site in South Kilburn.

Kilburn councillors Faduma Hassan and Rita Conneely presented the reasons why they and fellow councillors had called-in the Cabinet decision. 13 of the 15 public speakers said why they opposed the Cabinet's plans.

After very thorough questioning the Committee agreed to refer the decision back to the Cabinet with a number of issues to be addressed before the project goes ahead. These included:

  •  a firm commitment to the 23 housing units proposed for the site to be social housing ('council' was actually stipulated by some councillors)
  •  a larger proportion of the units to be for family hosing (this would reduce the total number of units) 
  • potential conflict over noise between the new residents and late opening community facilities to be addressed and mitigated 
  • the enterprise space to be for projects of social value
  • going forward a widened and more representative management structure for the community facilities to be explored.


Most of the speakers favoured the option that would have built no housing on the site with community space, which has already been cut back by structural changes, to be increased instead. They refuted suggestions that this meant they were against providing housing for needy groups - they felt that there was sufficient space elsewhere on council owned land in the massive development to build council homes. One speaker claimed that the council was giving land to developers without ensuring social/council housing was built as part of the deal. They pressed the need for community space on an estate where the population was rapidly increasing through development and where many local projects provided essential services to needy residents to the benefit of the Council.

The referral back to Cabinet will not win abandonment of  the plan for housing on the site. Only two members of the Committee voted against the reference back. Cllr Saqib Butt backed the Cabinet and the Tory, Cllr Kansagra, made a rather confused contribution which I interpreted as being for the Cabinet but judge for yourself by viewing towards the end of the video.

Although Cllr Neal Nerva said there was no hurry to reach a decision Carolyn Downs pointed out that Brent Council needed to safeguard the £65m they had been promised by the GLA. Cllr Tatler (Lead Member for Regeneration) argued that the new nursery build and other aspects of the project including the community hub needed to be built by the end of the year.


When Cllr Tatler stated that the new centre would have more community space than currently, campaigners pointed out that Carlton Granville had already had community space taken away through the 'big hole' made in the Grand Hall for enterprise space. Dee Woods made a passionate plea for the architectural  and social heritage of the site.


Cllr Mashari said that councillors had to take the issue seriously when so many long-established and much respected local organisations were protesting. She pointed to the earlier issue when Granville Carlton proposals had been mismanaged by Brent's property team's 'bad decision' alienating local people and how she had tried to set up a stakeholders' group to win back confidence. She was perturbed that the Council still did not appear to be  ensuring that 'property and community must go hand in hand.'

Questions were raised about the South Kilburn Trust who it was claimed was not representative of the community, had no democratic structure, excluded local councillors and in some cases, including the HS2 vent, had acted against the interests of residents. Cllr Tatler argued that governance was not part of the call-in but Mashari, her predecessor in the post, argued that the Cabinet paper had argued the proposals were being 'community led' so it was a valid consideration.

There was confusion over the 23 proposed housing  units and whether they would be social or council housing (different rents) and  the Committee established that this was an 'aspiration' and subject to viability studies and might even involve private housing.

There was concern that the project co-siting a community centre and housing would have inbuilt conflict between the full use of the community centre with late opening for events and the needs of young families with babies needing to sleep. Adequate soundproofing would be essential and may be so expensive as to affect viability.

Carlton-Granville Centre call-in to be heard by Brent Scrutiny on Wednesday as campaigners launch petition

The call-in of the proposal to build housing on the Granvill-Carlton site on the South Kilburn estate will be heard by the Resources and Public Realm Scrutiny Committee on Wednesday. The Cabinet's decision was called in by required 5 non-executive councillors in this case Cllrs Abdi, Chan, Hector, Pavey and Hassan.

This is the protocol for call-ins:
A decision made by the council’s Cabinet or a Cabinet committee, or a key decision by an officer, can be called in for review before it is implemented. Decisions can be called in by five non-executive members or by the Scrutiny Committee. If a Cabinet decision is called-in, that decision cannot normally be implemented until it has been considered by a scrutiny committee. An urgency procedure is in place in Standing Orders for any decision that cannot afford to be delayed.

The Scrutiny Committee is required to meet within 15 working days of the date on which a call-in is accepted as valid. The Committee may decide to refer the matter back to the Cabinet or other decision maker, along with the reasons why the Committee thinks it should be reconsidered. The Cabinet or other decision maker will then decide whether to implement the original decision or review the decision based on the views of the Scrutiny Committee. Alternatively the Committee can decide that the matter should not be referred back to the Cabinet or other decision maker in which case the original decision will be implemented.

Background

Granville and Carlton are two community buildings in the heart of South Killburn, in Northwest London. Both buildings were built for the community; Granville as multi-use community spaces and Carlton as a school and later adult education.

In 2016 Granville Communtiy Kitchen and The Otherwise Club with the help of local residents and Councillors were able to change Brent Council's minds about tearing down these invaluable local heritage  buildings. Now in 2019 they have new plans we need to challenge.

Multipurpose spaces are what Granville and Carlton have been for over 100 years! They were used for supporting those in need,  dances, weddings, celebrating and mourning, free advice, youth clubs and exercise classes, learning and socialising.

We want more social housing but not on an amenity site purposely built for social use

The South Kilburn Regeneration Programme is building over 2400 homes in the area. We need more multipurpose community spaces for these new residents!

Please build more social housing but not on the site of the only public community spaces in the area! They are building 308 homes just 10m from the Granville Carlton site with only 42 (14 %) of these being social housing. Make more social housing in the Regeneration Programme but not on the community site.

Details of the vital services provided at the threatened Granville Centre

Wednesday's Scrutiny Committee will receive several reports when considering the Granville/Carlton call-in. One appendix describes the work of the various users of the centres. Following on from Zadie Smith's talk last night I thought it would be useful to publish it here in full so that readers are aware of what is currently provided.  

Background Information on Granville Plus Nursery School
Granville Plus Nursery School is a Nursery School, Nursery Schools have a different distinction from a nursery. The Maintained nursery schools: the state of play report (March 2015, Early Education: The British Association for Early Childhood Education) identifies that “maintained nursery schools are local authority funded schools, with a headteacher and qualified teachers leading a team of specialist early years practitioners”, they also identify that just over 400 remain in England. Within Brent only a few Nursery Schools remain.
The latest Ofstead inspection report for the Nursery School (they are inspected under two separate Ofsted frameworks, in the Nursery School (including Horizon, their Additionally Resourced Provision for children with autism), and in their Rainbow provision), both received a “Good” from Ofsted. The Maintained nursery schools: hubs for quality in the early years (Early Education: The British Association for Early Childhood Education) report states that “Nursery Schools are inspected under the Ofsted criteria used for primary schools, rather than those used for early years settings in the private and voluntary sector, with inspections lasting two days rather than half a day.”
Council Officers visited with the Nursery School Headteacher on the 8 September and were shown around the building which includes a recent extension. Key points highlighted included the importance of the outdoor space as an educational tool and for children who live in the surrounding area which is predominantly flat accommodation. The Nursery School has an identified offer for children with Special Education Needs and Disabilities. Below is information provided from the Headteacher in regards to the Nursery School.
Officers also met with the parents and with the Governors on two separate events. Information from these meetings are imbedded into this report. From all three meeting the clear message was that they wish to stay on their current site and would not wish to be part of a nursery attached to another school (this is driven partly by not wishing to lose the status of being a Nursery School).
Information provided by the Headteacher:
·      74% of the children are from NW6, with a further 14% from NW10 (Harlesden).
·      94% are from ethnic minorities, and 86% have English as an Additional Language.
·      17% of our children have significant Special Educational Needs and Disabilities (SEND), including 11 in our additionally resourced provision for children with autism, and a further 8 places for children with a range of significant needs including physical disabilities and medical needs.
·      The children with SEND are fully integrated within our mainstream environment, and our SEND provision, including the autistic provision, was judged outstanding in our latest Ofsted.
·      8% of places are for Children in Need (usually with social care needs, including child protection)
·      All these specialist places are allocated by a borough-wide panel.
·      We are open 8am to 6pm for 48 weeks of the year, with a flexible fees structure, to support parents back to work or college.
·      51% of places are babies and 2-3 year olds, with nearly all the 2-3 year olds funded by the “vulnerable 2 year olds” NEG2 funding.  
·      We provide training placements for NVQ Level 3, and in
 partnership with the Institute of Education have trained staff to become qualified teachers.
·      We employ a number of local people, some of whom had their children here and whom we supported back into employment.
·      Many families have a long association with the school, emphasising their sense of community, so that ex-pupils bring their children to us, and in some cases their grand-children, due to our early years education specialism and ethos.
·      We equally welcome new arrivals, providing a place and an approach that connects them into a community network.
·      The Nursery garden is an integral part of our early years curriculum, and an oasis within a highly urban environment for children that do not have gardens and who are reliant on public space.

Background Information on Barnardos Children’s Centre

Barnardos received a contract in 2016 to deliver Children’s Centres for Brent Council. Barnardos are based within the Granville centre. They are commissioned to deliver 14 Children’s Centres in the borough for a 4 year period with an option for a fifth year.
During a meeting with officers from Barnardos they stated a preference that they wished to stay within the Granville Centre, as the families which they work with come from the local area. They also explained that children’s centres could not “just be closed down”.

 Supporting all families in the local area with children aged 0-4. Services delivered By Barnardo’s on behalf of Brent Local Authority.
The purpose of our Children’s Centres is to support families of children from conception to 5 years to improve outcomes for the future by supporting the earliest years of a child’s life where there are opportunities to enhance their development. Centres promote outreach services to engage families in their communities rather than expect them to access buildings. Varied programmes and activities are offered that include working with partner agencies including Health Visiting, Midwifery, Citizen’s Advice Bureau Services and Speech and Language Therapists.
The vision for Barnardo’s Children’s Centres in Brent is to provide excellent support, guidance and services for all of our children and their families so they achieve their full potential. We want to ensure that their intervention has a positive and lasting impact on each and every family that they are in contact with, for better outcomes and to improve their life chances. 


Background information on the Granville Kitchen and Otherwise Club

The Granville Kitchen and Otherwise Club occupy space within the Granville Centre. During the meeting the following was discussed in regards to the range of activities carried out by the two functions:
Providing free meals to those in need – they receive food donations from local retailers including the newly opened Mark and Spencer’s Simply Food in South Kilburn. This can be up to 150 meals at a time.
Provide donated items for people to take freely such as clothes
Provide children’s activities
Provide fitness activities
Has a community garden where people can learn about food and where food used in the kitchen is grown
Provide meeting space
Provide access to computers

Information provided directly by representative following the meeting:
The Otherwise Club has 50-60 families a year who are members since we started at the Granville Plus Centre in February 1993. We also have at least 2 families each month who just visit.
That amounts to more than 250 individuals using our services a year; as a family is made of at least 2 people and often up to 6 or 7. One long term member family has 9 people in it.
We are mostly self-funded but also receive some small grant and volunteer run. We are a registered charity for over 15 years (Charity number 1071831)
Last year we had 8 young people taking 20 GCSEs between them, with 90% passing with B or above. We have done numerous trips within the UK including an annual trip for 30 people to a farm outside of Glastonbury.
We have taken groups of young people to Germany 4 times, Spain twice, France, 3 times, Italy 4 times and are planning a trip to Cuba in December 2016
We started Granville Community Kitchen over 2 years ago
It is now serving 120-150 meals at our weekly free community dinner.
We have regular film nights and dance nights with up to 30 people attending these evenings
We serve lunch on Thursdays in term time serving 30-50 meals each week.
The Kitchen ran a Summer Scheme in July -August 2016 with 85 children and young people attending mostly from the South Kilburn area
We collect surplus food from the local Marks and Spencers since the day it opened and from M&S Kilburn for nearly a year.
We also receive surplus food drops from food redistribution charity City Harvest London.
We are seeing our numbers increasing weekly, and expect these to rise further with the coming benefit cap. 
The Granville Kitchen and Otherwise Club would want to stay on site.



Zadie Smith speaks our for South Kilburn's Granville and Carlton Centres


Author Zadie Smith, whose novels White Teeth and NW show how well she knows the needs of the local community, spoke in support of the threatened South Kilburn's Granville and Carlton Centres last night.



Smith read extracts from an essay she has written about the defence of local services to an audience of more than 100 people.

Scrutiny to examine alleged flaws in South Kilburn Granville consultation

There is to be a Special Meeting of the Brent Council Resources and Public Realm Scrutiny Committee on Wednesday 30th November LINK to examine the situation around the proposals on the redevelopment of the Granville and Carlton Centres in South Kilburn. The issues has been covered extensively on Wembley Matters and the Cabinet discussion was reported HERE

The published reasons for the call-in are:

·      That the process has been flawed with mistakes, warnings not heeded and lack of early consultation.
·      That insufficient notice has been given to the views of the two Centres, local Councillors and other interested parties.

 A member who has supported the call-in has provided further reasons for the call-in:

·      The failure of the Cabinet to ensure that consultation took place with the users of the Granville Centre including the Granville Plus Nursery School.
·      The failure of the Cabinet to consider (ignored) warnings from a local councillor, that no consultation had taken place with the local community the Head of a popular local school and the parents who use it. Therefore putting valuable community assets under the unnecessary threat of closure and demolition.
·      The failure of the cabinet to adequately question the officer (consultant) who prepare the report on whether proper consultation had taken place, as it seem likely the consultant ever (sic) visited The Granville /Carlton centres or spoke to stakeholders.
·      The failure of the cabinet to engage with the South Kilburn Trust putting £2 Million at risk for a local employment Hub.
·      The failure of the Lead member for Regeneration to visit Kilburn or talk to stakeholders from May to the present day to re-assure local residents that there would be adequate consultation.
·      The failure of the Lead Member for regeneration to response to email requests for a meeting between Local councillors the Leader and CEO, between July and November.

Granville & Carlton Centre users assured that they will be included in plans for the future of site

I was unable to make tonight's Cabinet meeting where the Granville and Carlton Centre plans  were on the agenda.  However an observer tells me that Cllrs Conneely, Duffy, Jones and Warren spoke for the occupants of the buildings. Lesley Benson, head of Granville Nursery Plus amd Momata from Granville Kitchen also spoke.

Several contributors said that it has been the worse decision making process that they had every seen.

Apparently the Cabinet was contrite and Cllr Butt and Cllr Mashari said that they wanted to reassure the Granville and Carlton users that they would be included as contributers in the future, rather than just consulted.

Who was really responsible for the Granville Centre debacle?

Last week I published Cllr Duffy's interchange with Cllr Mashari in which he called for her resignation over the Granville and Carlton Centres in South Kilburn. LINK

Cllr Mashari claimed that the proposals for regeneration  of the sites came under the Property portfolio which Cllr Butt, leader of the council, holds, rather than Regeneration. Property covers council ownership of buildings and sites and Brent Council has a policy to realise the value of these assets to address their financial plight.

The Granville proposal was put to the Cabinet by Margaret McLennan, deputy leader, rather than Butt who chairs the Cabinet.  Other South Kilburn proposals on the agenda at that meeting, Phase 3a and Site 18,  were put by Cllr Mashari.

It has not been possible to find the full list of responsibilities of each portfolio holder including the leader and deputy, as up to date details do not appear to be available on the Council website.

The report about Granville was written jointly by the Strategic Directors for Resources, and Regeneration and Environment.

Philip Grant points out in a comment on the earlier post:
However, both of those Directors, Althea Loderick (Resources) and Amar Dave (Regeneration and Environment) were new to Brent, having taken up their posts in June 2016, having previously been in Waltham Forest and Essex respectively. So they probably knew very little about Kilburn, and may not even have visited the area from their new offices in the Civic Centre before they put their names to the report.

There is only a cursory reference to the Granville Nursery Plus (and not by name) in the report and none to the Granville Kitchen.

 Given the economic deprivation found on the South Kilburn Estate  and the presence of many protected groups the Equality Analysis attached to the report is clearly deficient - particularly the last sentence:

The proposal covers the phased redevelopment the Carlton & Granville Centres, Granville Road, London, NW6 5RA to deliver new homes, an Enterprise Hub and additional community use space.

The proposal is relevant to residents in South Kilburn, small businesses in the area and the South Kilburn Trust. As the premises proposed for re- development are largely unoccupied and will shortly be vacated by the remaining users, there is no impact for existing users.
Could the proposal impact on people in different ways because of their equality characteristics?
The proposal will deliver new workspace accommodation for up to 30 small businesses as well as new housing for households in housing need. To the extent that some protected groups are over-represented among households in housing need or seeking employment opportunities, the positive impacts of the proposal may offer particular benefits to these groups.
Could the proposal have a disproportionate impact on some equality groups?
If yes, indicate which equality characteristic(s) are impacted
No, other than as noted above.
Would the proposal change or remove services used by vulnerable groups of people?

Yes – although the proposal is not seen as sensitive, it may offer important new opportunities for some protected groups and more generally.

            To ensure that local public services are responsive to different needs and treat users with dignity and respect
Recommend this EA for Full Analysis?
No.
Although according to Cllr Duffy, recently  Cllr Butt and Cllr McLennan have met up with him, Kilburn councillors and  Granville and Carlton users, to discuss the situation,  some of the responsibility may rest with them for the original failure to recognise the needs of the community. The potential confusion between the Property and Regeneration roles of Cllr Butt and Mashari, and the involvement of recent Strategic Director appointees, may mean that the resulting consultation failure and furore, may have been more cock-up than conspiracy.
