FULL REPORT: Planning Committee votes to demolish 'beautiful' Altamira (1 Morland Gardens) - Chair votes Against

Brent Planning Committee tonight approved the Council's own development plans for 1 Morland Gardens despite pleas to respect it as one of only two heritage buildings in the area.  The Italianate Villa will be demolished and replaced by the building above.

There had been 48 initial objections to the plans with a further 15 when plans review, a 330-signature e-petition against and a 36-person written petition from Willesden Local History Society.

There were just 3 comments on the Planning Portal in support.

Chair of Brent Planning Committee Cllr James Denselow voted against mainly on grounds of confusion over the DMP7 policy on heritage and view shared by Cllr Maurice who also voted against and felt additionally that the Council as applicant could have done more work on the proposal.

 In his presentation to the Committee Roger Macklen said:

I have lived in Stonebridge since 1947, and as well as being a local resident, I’m a member of Willesden Local History Society.

Stonebridge has changed during my lifetime, much of it not for the better. Many of the newer buildings are tasteless and have nothing to please the eye.

1 Morland Gardens, or Altamira as I know it, is a beautiful landmark building that has been around since 1876.

It was part of the original Stonebridge Park, that gave its name to the area.

Please see the two photos we sent you - Altamira and its neighbour have been an impressive part of the scene by the main junction for more than a century.

They are the only buildings with this belvedere tower design left in Brent, and together they add so much to Stonebridge’s townscape.

Brent’s Heritage Officer said in April that Altamira: ‘should be considered an important local heritage asset of high significance.’ He was right.

Brent’s planning guidance says: ‘Brent’s heritage assets make a substantial contribution to the borough’s local character and distinctiveness. They are a unique and irreplaceable resource which justifies protection, conservation and enhancement.’

Brent’s new Historic Environment Strategy says: ‘Once a heritage asset is demolished it cannot be replaced. Its historic value is lost forever to the community and future generations and it cannot be used for regeneration and place-making purposes.’

This application wants to demolish Altamira, an irreplaceable building that’s part of Stonebridge’s character, and should be kept, for the long-term benefit of the community.
366 local residents have signed a petition asking the Council not to demolish it.

The applicants claim that 1 Morland Gardens is of ‘low significance ... and of local interest only.’ That’s wrong - and there’s plenty of evidence to prove it.

It’s shown to be wrong by the Council’s own Local List score of 8 out of 12, which the Heritage Officer has confirmed, and by objections from nearly 50 people who understand the history of the area and the value of this building.

And it’s shown to be wrong by objections from The Victorian Society, and from a Professor of Architecture, and expert on H.E. Kendall, who wrote:


1 Morland Gardens is not just any nineteenth-century villa, but a characteristic work by an architect of genuine and lasting significance. Its destruction would be a terrible loss, not only to the local environment, but also to the architectural heritage of Victorian Britain.' 

I strongly urge you to reject this application.

In his submission, local historian Philip Grant who contributes regularly to Wembley Matters said:

Brent’s policy DMP7 says: ‘Proposals for...heritage assets should...retain buildings, ...where their loss would cause harm.’

These proposals went wrong over that policy from the start – they didn’t show: ‘an understanding of the architectural or historic significance’ of this heritage building ...
... and instead of considering what viable use could be made of it, they started with a “wish-list” that made it impossible to retain.

The applicants’ “headline” public benefits sound good – but their plans have major faults, including on air quality, and on accessibility, which the Supplementary Report side-steps – I’d welcome your questions on those.

They tried to justify demolition by saying the villa has “low significance”, a false assessment, by a firm who knew that “low” was the result their client needed to support its application.
The Heritage Impact Assessment didn’t use the criteria for locally listed buildings approved by this Committee in July 2015 – please see the copy at page 4.

On your criteria, I believe this building scores 2 for authenticity, 3 for architecture, at least 2 for historic, and 3 for townscape – a total of 10 out of 12 - a “high significance”.

I’d be happy to justify those scores in answer to questions – please ask Brent’s Heritage Officer for his views as well.

Please look at page 3. The para. 4.29 guidance on policy DMP7 says: ‘The Council will resist significant harm to or loss of heritage assets.’

It also states that ‘a balanced judgement’ is required: ‘where the harm would be less than substantial’.

Brent’s Heritage Officer has said: ‘The demolition of the building, by its very nature, must be seen as substantial harm to the significance of the heritage asset.’

The DMP7 guidance gives a strong presumption that the substantial harm to this heritage asset over-rides any public benefits.

Even with a “balanced judgement”, those claimed benefits, with their unresolved flaws, do not outweigh the harm. This application should be rejected.

If you approve this application, contrary to Brent’s planning policies, you’ll not only condemn this valuable building, but set a precedent that undermines Brent’s entire historic environment strategy and puts every heritage asset in the borough “at risk”.
Questioned by councillors Philip Grant said that in 1994-95 Brent Council made alterations and extensions to the building in line with heritage policy. Design of them was subordinated to the main building and the view from Hillside preserved.  He said he was not opposed to change or alterations, not to housing and the college, if such changes were also subordinate to what should be a protected building.

He continued, 'That's not what they're planning to do - they want to knock it down.'

Stella Rodriguez came next, she introduced herself as a foreigner ('you can tell by my accent'), who had recently settled in the area and could not understand why anyone would want to demolish such a beautiful building.

Errol Donald then spoke in favour of the development, a charity worker in Harlesden for the last 3 years and with family still in the area, he said that the development was essential to reinvigorate the area.  He did not mention the Bridge Park controversy by name but talked about the local and national political context. He said the scheme was not a direct response to that context but did contribute. It would provide real hope and training (in the form of the new college building) for a resilient community that deserved a chance to have the same chance to grow and thrive as other areas in Brent.

He said that working with young people informed his views - history and heritage are ongoing and cannot be seen in isolation.  He'd had conversation about architecture but it was their personal history that was important to people.

Ala Uddin from the College quoted Malcolm X's views on the importance of education. He said the current building was dysfunctional and that the new building would provide fantastic learning spaces with high tech facilities. It would be an aspirational a building that would provide high quality education and motivation to learn.  Cllr Denselow asked if the college could do outstanding work in a dysfunctional building despite the problems. Uddin said ye, but it would be even better in a new building.

Answering a further question, he said that 92% of their students came from Brent with the majority from Harlesden, Stonebridge and Willesden Green.

There was a revealing exchange with Brent Council's agent and architect when Cllr Robert Johnson asked if they had looked at keeping the Altimira building.  The architect said they had looked at numerous reasons why a new building would be better.  The college spaces would be 50% bigger with demolition and 30% bigger if it was retained. A new building would not be constrained by the site's hilltop position Its quality would be greater if they did not have to work around constraints of keeping the building. Retention would reduce the number of housing units from 65 to 27. He admitted that early options did not go through a thorough planning process but said a crowded site with housing would have over-shadowed the present building.

Cllr Abdi Aden, speaking on behalf of the three Stonebridge councillors took a neutral stance.  He welcomed aspects of the proposal: housing, replacement building for the college, workplaces bur regretted the loss of the heritage building and said local people thought a 9-storey building on that site was out of character with the area and too high.  It had not been designated a site for high buildings. There were also concerns about traffic congestion and loss of light to neighbouring buildings.

Questioned by councillors, officers said that the proposal was not fully 'policy compliant' but this was not 'uncommon.' The loss of a heritage asset was important but officers did feel that there was a substantial public benefit - it was a 'tricky balancing act.'

Heritage Officer Mark Price said schemes were looked at on a case by case basis and asked by Cllr Johnson if the council were going against policy said 'a balanced judgement doesn’t go against our policy.  Officer David Glover said policy just mentions 'harm' and any loss of a building could be said to cause harm.  For the loss of a non-designated heritage aspect policy just refers to balance.

Their own recommendation and those of third parties said that heritage had value, but there was disagreement about the extent of the value.  It had to be weighed on a case by case basis.  Referring to Philip Grant's closing point that the precedent set by approval tonight would mean that every heritage asset in the borough would be at risk, he said tonight's decision did not not do that as decisions were made on a case by case basis.

Asked by Cllr Denselow if the loss of one of only two heritage buildings in the area meant that this constituted more than 'significant harm' for this part of the borough, Mark Price replied that this was one of the factors.  Asked about Philip Grant's 8/11 rating Mark Price said it could have been -9 taking into account the architect responsible for the design of 1 Morland Place, Philip Grant had been right on that.

Denselow suggested that even if the score had been 12/12, they could still be facing an application to remove.  An officer said details had not been decided but given the Council's objectives it was likely that all of the housing units would be affordable.

David Glover confirmed that plans retaining the building had only been 'developed to a certain level' and had not been presented tonight.

Three of the five councillors who voted for development took no part in the proceedings except for the final vote. Councillors Butt, Chappell and Sangani raised not a single question or even a comment. Had they already made up their minds?

A Labour councillors, not on the committee, said after the decision, 'I am more ashamed than ever.'

Democracy breaks out in Brent Labour as key positions contested

The Brent Labour Annual General Meeing  next Saturday will see elections for Leader, Deputy Leader and Cabinet positions I understand from well-informed sources.

This is part of the normal democratic process but takes place against the background of internal tensions that included Councillor Butt's attempt to select his own deputy.

Following the election the posts have to be confirmed by Full Council but that is usually certain given the Labour majority - unless the results are very close and susceptible to abstentions at Council.

Talks to take place on Prevent Strategy with Cllr Butt after Cabinet approval of Stronger Communities Strategy

Cllr Muhammed Butt, Leader of Brent Council, has agreed to meet some of the organisers of Thursday's public meeting on the Prevent Strategy on Tuesday afternoon.

Meanwhile this evening the Cabinet approved the Stronger Communities Strategy of which Prevent forms just one part along with domestic violence, female genital mutilation and gangs.

Introducing the document Cllr James  Denselow (Lead Member  for Stronger Communities) said that diversity was one of Brent's strengths and the Council was instigating a community led approach, based on the Manchester model,  where 'Big Question' events were held to involve the public and voluntary organisations.

The approach was aimed at the twin challenges of preventing terrorism and Islamophobia.  A version of Prevent had begin in Brent in 2011 but now the state of the world was different and the strategy had become a statutory responsibility of local authorities.

If the Government deemed that Brent Council was failing it its Prevent Duty it could take over implementation of Brent in the borough.

A community led approach would mean that 'we would be doing things our way' and would help mainstream Muslims challenge extremism on their own terms.

Michael Pavey reiterated his opposition to the top down version of Prevent coming from the government but said the Stronger Communities Strategy was about much more than Prevent as it also covered domestic violence, female genital mutilation and gangs.

Cllr Denselow in response to a question from Cllr Roxanne Mashari replied that they would work with young people through schools using a non-traditional approach and that he would discuss with Brent Safer Neighbourhood Teams the recording of hate crime, including those aimed at Muslims.

Brent councillors to get 8 hours Prevent training

Although Cllr Harbi Farah has promised to arrange talks about concerns over the Prevent Strategy in Brent the Council is going full steam ahead in its implementation. Tomorrow's Cabinet is due to adopt a paper on 'Stronger Communities' which includes radicalisation in a bundle which also covers female genital mutilation, domestic violence and gangs. Councillors are also attending an 8 hour Prevent training on December 22nd.

The Council strategy fro Stronger Communities has for main objectives:
1. Promote common ground
2. Encourage participation in civic life
3. Tackle intolerance and challenge extremism  and other harmful practices
4.Promote our vision and understanding of cohesion.
Which all sounds well and good but clearly the strategy in the document which I publish below needs careful scrutiny, particularly in the light of the criticisms of Prevent set out at the public meeting.

In an Appendix the Council does seem to recognise some of the problems:

Brent is one of 43 Home Office “Prevent Priority Areas” of particular national concern for fermenting extremism and radicalisation. As part of the Prevent programme, Brent receives funding from the Home Office to tackle radicalisation through a range of supportive projects and interventions.

The Prevent and Channel programmes have been seen by some communities, in Brent as elsewhere, as a means of demonising Islam and for spying on youths. The concerns raised by communities must be heard and it is precisely this perceived one-sided approach, which undermines cohesion and divides communities. Indeed, the Government has acknowledged that ‘Prevent depends on a successful integration strategy, which establishes a stronger sense of common ground and shared values, which enables participation and the empowerment of all communities and which also provides social mobility.’

Brent will seek to minimise the risk of extremism by recognising that the drivers for extremist behaviour lie in the marginalisation of voices from the public square and that a positive approach, celebrating diversity while improving our diverse communities’ ability to recognise the signs of extremism and early radicalisation will foster resilience and reduce the risk of extremist behaviour. We will also recognise the geo-political drivers of extremist behaviours and create safe spaces for dialogue and debate, whilst challenging hate speech and those who seek to divide our communities.
However its Equalities Impact Assessment on the impact of the Strategy (which deems it positive) seems complacent in the light of fears that Prevent is fuelling Islamophobia (Christianity not listed):
Religion or Belief – impact: positive
According to research conducted by Brent’s Business Intelligence team; the main faith groups in the borough are Hindu (17%), Muslim (12%), Judaism (3%) and Buddhist (1%). Achieving the four strategic objectives would ensure that the strategy is fully inclusive of residents of all religious and faith backgrounds. Furthermore, inter-faith dialogue is a key outcome of this strategy
The December 22nd event at the Civic Centre to which all councillors and some council officers are invited is entitled 'Prevent: Ideology and Radicalisation in Depth by FIDA Management and the Al-Saddiiq Foundation.'

Session One from 10am to 4pm will be 'providing advanced training on extremism and related global terrorism' to include':
  • Ideology and its Development
  • Theology, Politics and Violence
  • Radicalisation (Concepts and Typologies
  • The Core Narrative of AQ/ISIS
  • Understanding Jihadist Narrative/Group
  • Case Studies and Group exercises
  • Assessing Vulnerability to Radicalisation
  • Extremism and Behaviour
After what I imagine will be a much needed half hour  break Session Two from 4.30pm to 6.30pm will be run by the Al Saddiiq Foundation delivering 'A local perspective: extremism and support for terrorism gaining traction with the borough of Brent' Apparently this will involve 'case-based scenario workshops.'

Barham library campaigners win 15 year lease on Barham Lounge for community library


Barham  library campaigners cracked open a bottle of champagne this afternoon when Cllr Michael Pavey used the chair's casting vote to award a 15 year lease to the campaign for the Barham Lounge.
This will provide a permanent home to the campaign which has run two community libraries from Sudbury Town station and Wembley High Road since the original Barham Library was closed 5 years ago.

In opening remarks Cllr Pavey admitted that the process had taken far too long and had been 'shambolic'. He was scathing about an officers' report which he said had undervalued the importance of the interview process in which the two sets of bidders were questioned by a panel of three. All the panellists agreed that Barham Library Campaign had come out the strongest in the interviews but this had been down-played in the report.

He added that problems had persisted with a Supplemental Note from the Barham Park Trust Property Adviser only being made available two hours before the meeting.

Cllr Denselow sent his apologies to the meeting but asked that his thoughts be read out to the meeting. These favoured the Barham library bid.

Cllr Pavey said that despite attempts to make the issue party political each councillor present would give their independent views.  Cllrs Hirani and McLennan said that on balance they favoured the Pivot Point bid as they throught this would deliver more of what the community needed.

Cllr Eleanor Southwood, particularly on the interview evidence felt the Barham library campaign bid was stronger. Her view was supported by Cllr Pavey, particularly in terms of providng services that had suffered cuts due to local government funding reductions. Both voted in favour of the Barham library bid.

As the vote was 2-2 Cllr Pavey used the chair's casting vote in favour of the library bid.

Council Tax demonstration at Brent Civic Centre tomorrow

Brent Fightback is supporting Brent Housing Action's demonstration against Brent Council renewing (with a few minor tweaks) the present Council Tax Support scheme which saw many poor Brent residents summonsed for non-payment.

The demonstration will run from  6.30pm Monday 20th January 2014 at Brent Civic Centre. The full Council Meeting which will make the decision on the scheme starts at 7pm. The meeting is open to the public and will be livestreamed over the internet. LINK

The BHA have been denied the opportunity to speak to the full Council meeting, although Cllr James Denselow, Labour's communications chief,  has said he will take this up. With livestreaming local residents will be able to view local residents being denied the opportunity to speak!

The BHA  is seeking a councillor/s to move an amendment protecting the least well off.

New look for Brent Council Executive after AGM

Muhammed Butt was elected leader of the Labour Group on Brent Council unopposed today at the AGM. Contenders for the various contested positions were all elected changing the age profile and ethnic composition of the Executive to younger and more diverse.
 
Cllr Powney was defeated by Roxanne Mashari for Environment and Neighbourhoods;  Lesley Jones by James Denselow for Customers and Citizens; Janice Long by Margaret McLennan for Housing and Mary Arnold by Michael Pavey for Children and Families.

Aslam Choudry took the Crime and Public Safety post defeating Wilhelmina Mitchell-Murray for the position vacated by Lincoln Beswick.

The first meeting of the new Executive will be on Monday May 20th 7pm Brent Town Hall.  The agenda can be found HERE

Brent Council still fails to support Gladstone Park parents

As you probably know I have had an exchange of letters with Cllr Mary Arnold (Brent Executive lead member for children and families) over education in Brent and my claim that the Labour Council is not standing up for a democratically accountable local school system and in particular backing the Gladstone Park Primary parents in their campaign against becoming a forced academy. (Mary Arnold saw that as me 'attacking Brent Education'.)

What is Brent Labour doing in response to Gove’s agenda?

Answer from Cllr. Mary Arnold – Lead Member for Children and Families:
We are primarily campaigning with London Councils tackling  Gove on free schools  which are unaccountable and in the wrong places, unaccountable academies, cutbacks in the Early Intervention Grant reducing surestart for early years and unfair access to childcare.
In Brent we joined other local authorities in a national campaign to challenge the injustice of moving GCSE grade boundaries so over 100 Brent pupils were downgraded in English, undermining their career chances. Our campaign was covered by the national and local press with lots of my quotes over the period..
My letters to the local press on Gove’s u-turn on the curriculum are published
and my article on Gove forcing schools in his academisation drive and his shocking dismissal of parents’ views at Gladstone is on the website.
I sent my letter published in Brent and Kilburn Times challenging Martin Francis’ letter attacking Brent Education the previous week to all Labour activists but I think the H and K members are not always included. Lee is therefore including website references in his campaign newsletters
There is more including a H and K education ‘think piece’ I am contributing to. Happy to talk to members and send on campaign articles with more coming up.
Cllr Michael Pavey, (Labour, Barnhill) Chair of Governors at Wembley Primary School is said to be challenging Arnold for her Executive post at next month's AGM. Denselow is challenging Lesley Jones for her position and a good source has said that Cllr Roxanne Mashari (Labour, Welsh Harp) in challenging Cllr James Powney. 

So we can expect some manoeuvring ahead of the votes and a debate is always healthy. However a Brent Council spokesperson in the report below on the Gladstone Park Primary campaign again seems to indicate that Brent Council is willing to do little to fight forced academisation:
A Brent Council spokesman said the authority was working with the headteacher and governors on offering 'programme of support':

The DfE's default position is that a school which fails its Ofsted inspection becomes a sponsored academy and parents are campaigning against this. We understand that governors are still making their case to the secretary of state. It is inappropriate for the council to discuss future options directly with parents' groups. We discuss options with the governing body, which in turn has the role of consulting parents. We're sorry if we didn;t respond in a timely way to explain that.
No condemnation of forced academies policy, no condemnation of DfE bullying, no support for the parents' battle and no expression of confidence in the staff and governors' capacity to improve the school without being forced to become an academy.

I think that's pretty poor.

A plethora of Brent budget discussions the week after next - but will they make any difference?

The dates for the Brent Budget 'Discussions' (note NOT 'Consultations') have now been sent out in an invitation letter  (see below). The Labour Group is discussing the budget on the evening of Monday February 4th and the Finance and Budget Overview and Scrutiny Committee will be discussing it at 7.30pm on Tuesday February 5th.  It is not clear where that leaves the February 7th meeting in terms of influencing the budget but presumably more details should be available by then following the earlier meetings

Butt's lamentations will change nothing

Nearly Christmas and we now know that Brent Council will lose more funding next year. Muhammed Butt, leader of the council has issued more lamentations and condemnations but we need more than that.  There is still no word on whether his council will devise a needs based budget to rally a community campaign against the cuts, how the council will consult residents on the budget, and at what point they will refuse to make a budget that they know will bring more deprivation to the people of Brent.

Councils in England will have their spending power cut by 1.7% next year, the local government secretary, Eric Pickles, has announced.

The shadow communities and local government secretary, Hilary Benn, said: “It is clear that he is living in a world of his own, because he simply does not understand the impact that his decisions on funding are having on the services and local people who use and rely upon them.”

Cllr. Muhammed Butt, the Leader of Brent Council said “this looks like another disastrous settlement for local authorities. I spent the weekend helping out at the Brent food bank – helping people who literally can’t afford to eat. Make no mistake, Eric Pickles announcement today will mean they have to help thousands more people in Brent alone in 2013. It is a direct attack on the poorest residents of our community, and it is shameful.”
As the year ends insiders tell me that Butt's position as leader is far from secure with critics both in the Executive itself and in the  wider group of Labour councillors, with former leader Ann John returning to a more active role.

Pressure from within Labour Party on Kensal Rise Library

In an unusual development Queens Park Labour Party has set up a petition calling on new council leader Muhammed Butt to open talks with library campaigners and All Souls College:

At its May AGM, Queen’s Park Labour agreed a motion supporting the new leader of Brent Council, Cllr. Muhammed Butt, to meet with Kensal Rise Library campaigners and All Souls College to see if the building can be re-opened as a reading room under community management.
The petition above states that:

We welcome the pledge made by the new Leader of Brent Council, Muhammed Butt, to host a summit with All Souls College and campaigners who are looking to take over the running of Kensal Rise Library building . 

We welcome the proposal for Brent Council to use Ward Based Working money to enable the building to be refurbished and run as a community facility 

We urge All Souls College, ( an Oxford college that has an endowment of over £230 million and owns the building ) to support this by offering the building on a rent free basis
