The Stunner slips out of Brent. Mission accomplished?


Jack 'The Hair!' Stenner, Muhammed Butt's political adviser, is off to pastures new. Stenner has been busy since he left university in 2009 working for the Yes To Fairer Votes campaign, joining Ed Miliband's leadership campaign team, working for Barry Gardiner as Communications and Campaign Officer and managing Labour's Brent North General Election campaign. His association with Gardiner led him to become Director of Labour Friends of India.

Stenner became Muhammed Butt's political adviser, heading up the Leader's Office, just a month after Butt ousted Ann John as leader in May 2012.

His job appeared to be to remove Brent Labour's toxic image after the library closures under the Ann John administration which caused concern in senior Labour circles nationally.  A new approach was developed which promised dialogue with the community and  campaign groups but with the Labour Group committed to a 'No ifs, no buts; we must make cuts!' position very little actually changed except the mood music.

Butt, who is not a great public speaker, began,  as a result of Stenner's role as both minder and mentor, to make more coherent set piece speeches, although these were often derailed when he lost his cool during opposition interventions. Labour's public relations was improved by the appointment of James Denselow to head up communications for the party.

The group around Ann John, which included some experienced Executive members, continued to be a threat as Butt had only won by the narrowest of margins. In early 2013 there was a flurry of activity as Stenner found himself in a central role in Brent's version of the Thick of It as the John faction appeared to be ready to move a vote of no confidence in Butt's leadership. This failed to materialise when it became clear the votes didn't add up and instead an anodyne motion committing the factions to be nice to each other was adopted.

By the time of the May 2013 Annual General Meeting of the Labour Group plans were well advanced for a number of challenges to some of the Executive and Cllr James Powney, deeply unpopular over library closures was defeated along with Janice Long, Lesley Jones and Mary Arnold. A very new, but ambitious councillor, Michael Pavey joined the Executive along with Roxanne Mashari and James Denselow.

Perhaps rather insensitively this was spun to the local press as the victory of the young, dynamic, energetic and talented, perhaps by a young, dynamic, energetic and talented political adviser!

Some further tidying up is nearly complete over Labour candidates for the 2014 local elections and of course the selection, from an extremely crowded field, of a Labour candidate for Brent Central has still to take place, but Jack Stenner will perhaps be leaving Brent claiming 'mission accomplished'.

If that mission was to make Brent Labour more electable, and to bury the Ann John toxic waste so deep underground that the public will forget about it, we will only be able to judge in May 2014.

Meanwhile Barry Gardiner may well be feeling rather contented with what The Stunner has accomplished.

Krutika Pau to take early retirement following Brent Council's restructuring

 Krutika Pau, Brent's Director Children and Families, has announced that she will be taking early retirement and will leave the Council at the end of this month.

This follows the restructuring of the Council's corporate management whcih will see a new post of Strategic Director (Education, Health and Social Care) who will manage education, adult and children's social care, and public health.

An interim Director of Children and Families will be appointed through an internal process to bridge the gap before the new structure comes into effect. Sara Williams is currently assistant director.

Under Krutika Pau's directorship standards of achievement in Brent schools have risen often to above the national average, but  almost all Brent's non-faith secondary schools have become academies and a crisis at Copland High School is currently hitting the headlines. Pau has faced criticism for not taking a stronger line on forced academies and being too accommodating on free schools.

Dr Pau's resignation also follows the change in councillor leadership leadership on Chiodlren and Families with Michael Pavey replacing Mary Arnold.

Krutika Pau is the Director of Children and Families at Brent Council. She previously worked for the then Department for Education and Skills, where she led on the development of city academies across London. She was appointed director of children and families at the council in September 2010.

Q: What are your proudest achievements?
A: An outstanding education enables young people to follow their passions and can be an exit strategy out of poverty.  There is an overall trajectory of improving educational standards in Brent and our young people are more likely to continue into higher education and are succeeding in securing places at the very best universities. However, we cannot afford to be complacent and need to ensure that all children in Brent are receiving a top quality education of which we can be proud.
Q: Please tell us about your current position?
A: I am the statutory director of children’s services in the London Borough of Brent.  There are over 70,000 children in Brent and currently the Council is the corporate parent for 344 children.  My department works directly with children, parents and carers, schools and a wide range of partners, including health, police and the voluntary sector. I work closely with elected councillors to ensure we continue to improve outcomes for all our children and families, particularly the
most vulnerable.
Q: What has been the biggest obstacle in your career?
A: Of course you get some lucky breaks, but I have always tried to take responsibility for developing my own career. You need to be self aware and continue to cultivate your strengths whilst working on those skills which require further improvement. You have to be courageous and seek opportunities to step out of your comfort zone.
Q: Who has been the biggest influence on your career to date?
A: I have been very fortunate to have had a handful of key people who have actively supported me along my journey.  However, the strong public service ethos demonstrated by my father throughout my childhood, has been like a golden thread running through my career. This provided me with a firm value base including the key characteristics of perseverance, resilience and reflection which act as a moral compass in turbulent times.
Q: What is the best thing about your current role?
A: The ability to lead across a whole system to build alliances and translate strategic vision into local improvement plans.  My role gives me a vantage point – a helicopter view of needs, resources, solutions and connections.  This is essential in order to navigate through a complex set of challenges as we move forward with an ambitious agenda to deliver sustained improvements for Brent residents.
Q: And the worst?
A: Seeing the impact of neglect and abuse on children by adults who should be keeping them safe and supporting them to grow into happy and confident young people. We need more people to come forward as potential foster carers and adopters – ordinary people have the ability to make an extraordinary difference in the lives of our most vulnerable children.
Q: What are your long term goals?
A: I am passionate about improving the life chances and choices of all children and young people and I want for them, what I want for my own children….the very best opportunities so they can fulfil their potential in life. Sadly many children have the odds stacked against them at a very early stage and some never recover from this poor start. I will continue to improve the system which supports the most vulnerable children and families, wherever they are, to overcome the barriers which prevent them from leading fulfilling lives.
Q: If you were marooned on a desert island, which historical figure would you like to spend your time with and why?
A:Not quite a historical figure, but I think it would be interesting to spend some time with Aung San Suu Kyi, the Burmese opposition leader.  She comes across as a woman of great conviction, dignity and inner strength.

Mary Arnold to step down as a councillor in 2014

Following the changes in the Brent Executive it was likely that some of those who have been replaced would review their wider role as councillors. Having done a good stint in her Executive role and recognising that the election results represent a generational change, Cllr Mary Arnold, former lead member for children and families, has decided not to put herself forward as a 2014 candidate for the Kilburn ward.

Before the AGM sources said that James Powney was considering standing for Harlesden ward, where Helga Gladbaum is not standing again, rather than his present Kensal Green seat where he has been increasingly uncomfortable.

Powney, in the wake of the libraries issue, did badly in the election according to a senior councillor. Overall the results were convincing for the challengers who achieved votes in the high 20s out of the electorate of 41.

New look for Brent Council Executive after AGM

Muhammed Butt was elected leader of the Labour Group on Brent Council unopposed today at the AGM. Contenders for the various contested positions were all elected changing the age profile and ethnic composition of the Executive to younger and more diverse.
 
Cllr Powney was defeated by Roxanne Mashari for Environment and Neighbourhoods;  Lesley Jones by James Denselow for Customers and Citizens; Janice Long by Margaret McLennan for Housing and Mary Arnold by Michael Pavey for Children and Families.

Aslam Choudry took the Crime and Public Safety post defeating Wilhelmina Mitchell-Murray for the position vacated by Lincoln Beswick.

The first meeting of the new Executive will be on Monday May 20th 7pm Brent Town Hall.  The agenda can be found HERE

Brent Council still fails to support Gladstone Park parents

As you probably know I have had an exchange of letters with Cllr Mary Arnold (Brent Executive lead member for children and families) over education in Brent and my claim that the Labour Council is not standing up for a democratically accountable local school system and in particular backing the Gladstone Park Primary parents in their campaign against becoming a forced academy. (Mary Arnold saw that as me 'attacking Brent Education'.)

What is Brent Labour doing in response to Gove’s agenda?

Answer from Cllr. Mary Arnold – Lead Member for Children and Families:
We are primarily campaigning with London Councils tackling  Gove on free schools  which are unaccountable and in the wrong places, unaccountable academies, cutbacks in the Early Intervention Grant reducing surestart for early years and unfair access to childcare.
In Brent we joined other local authorities in a national campaign to challenge the injustice of moving GCSE grade boundaries so over 100 Brent pupils were downgraded in English, undermining their career chances. Our campaign was covered by the national and local press with lots of my quotes over the period..
My letters to the local press on Gove’s u-turn on the curriculum are published
and my article on Gove forcing schools in his academisation drive and his shocking dismissal of parents’ views at Gladstone is on the website.
I sent my letter published in Brent and Kilburn Times challenging Martin Francis’ letter attacking Brent Education the previous week to all Labour activists but I think the H and K members are not always included. Lee is therefore including website references in his campaign newsletters
There is more including a H and K education ‘think piece’ I am contributing to. Happy to talk to members and send on campaign articles with more coming up.
Cllr Michael Pavey, (Labour, Barnhill) Chair of Governors at Wembley Primary School is said to be challenging Arnold for her Executive post at next month's AGM. Denselow is challenging Lesley Jones for her position and a good source has said that Cllr Roxanne Mashari (Labour, Welsh Harp) in challenging Cllr James Powney. 

So we can expect some manoeuvring ahead of the votes and a debate is always healthy. However a Brent Council spokesperson in the report below on the Gladstone Park Primary campaign again seems to indicate that Brent Council is willing to do little to fight forced academisation:
A Brent Council spokesman said the authority was working with the headteacher and governors on offering 'programme of support':

The DfE's default position is that a school which fails its Ofsted inspection becomes a sponsored academy and parents are campaigning against this. We understand that governors are still making their case to the secretary of state. It is inappropriate for the council to discuss future options directly with parents' groups. We discuss options with the governing body, which in turn has the role of consulting parents. We're sorry if we didn;t respond in a timely way to explain that.
No condemnation of forced academies policy, no condemnation of DfE bullying, no support for the parents' battle and no expression of confidence in the staff and governors' capacity to improve the school without being forced to become an academy.

I think that's pretty poor.

Brent tells Gove Gladstone Park improvement should be via local school partnership

Yesterday I had another letter published in the Brent and Kilburn Times responding to Mary Arnold's letter of the previous week when she accused me of having 'distorted views' on Brent Education.

In yesterday's letter I wrote that 'Brent Labour Party appears to have given up the fight against Michael Gove's policies and instead seeks to work with them. Parents (a reference to Gladstone Park parents fighting forced academy status) have been left on their own to challenge DfE bullying.

A posting appeared on the Brent Labour website by Mary Arnold containing the very welcome news that Brent Council has written to the Michael Gove asking him to accept that Gladstone Park's school improvement plan is 'most effectively delivered with the support of a local school partnership'.
Gladstone Park is the latest school to be challenged by Michael Gove's obsessive drive to academise all schools nationwide. 

When Ofsted comes and finds weaknesses, the DfE has a single solution to insist on a 'management change' which Gove equates with status change and imposing a sponsoring academy. This is regardless of the school's track record, the improvement plans or the parents' views.
We have a major responsibility to represent our parents and pupils to ensure high standards. We have written to the Secretary of State to ask him to accept the school improvement plan that would be most effectively delivered with the support of a local school partnership that is both knowledgeable and experienced in our children's needs.

The Academy Commission Report pointed out that academy status alone is not a panacea for improvement - some academies are good, some can turn round schools and others are failing or have weaknesses. As the Gladstone plan is declared fit for purpose and the school is keen to deliver with early signs of raised achievement already, it is more sensible to concentrate on this rather than disrupt the structure and disadvantage the pupils and teachers.

Our schools must not have inadequate standards or under perform but we know in Brent, based on sound evidence, that local federation and partnership is the best solution

Labour 'Young Turks' may challenge for Brent Executive positions



The challengers are probably too young to remember this!

The Brent Executive may have a more youthful profile following Labour's Annual General Meeting in May. AGMs of any organisation are an occasion for elected positions to be open to challenge and part of that process is for members to assess the performance of the incumbents and consider alternatives.

According to my sources among the incumbents under particular scrutiny this time round are Cllr Lesley Jones, Cllr Mary Arnold and Cllr James Powney. 'Alternatives' that have been mentioned include the very able Cllr James Denselow who has a background in journalism; Cllr Michael Pavey, energetic Barnhill by-election winner, who is  a school governor and has launched a high profile campaign to safeguard Children's Centres; and Cllr Roxanne Mashari who yesterday announced she was not standing for the Brent Central parliamentary selection. Presumably experience as a member of the Brent Executive would stand her in good stead in any future parliamentary bid. I have heard that Cllr Lincoln Beswick is not expected to carry on but Jim Moher, contrary to weekend reports, is to stand again.

Meanwhile Cllr Butt himself has contributed a new blog on the Council website which calls on residents to campaign on cuts to the fire service and on the A&E closures. This adopts a slightly harder line than previously.  LINK

Following my posting yesterday on the front runners for the Brent Central selection I have had somewhat conflicting information. There has been a suggestion that Cllr Ann John has joined James Powney in backing Catherine West but others claim that West is seeking nomination in another constituency.

Apparently there has been some disquiet that members of the short-listing panel, who it is claimed should remain neutral, have been involved in backing particular candidates. Meanwhile I have let all the  prospective candidates I am aware of  that in the interests of an informed public I am happy to carry their Guest Blogs on this site.

Cllr Mary Arnold: Gladstone Park forced academy is 'outrageous'

Cllr Mary Arnold, lead member for Children and Families on Brent Council, has declared support for Gladstone Park Primary School in a message to the NUT:
We are giving the governors a lot of support including approaches to DfE.

It is outrageous that the school is at risk of being forced into academy without a further inspection and a chance to improve their progress – especially as results were OK

Brent Council confirms Birbalsingh Free School in Wembley Park

Cllr Mary Arnold, lead member for Children and Families announced that she had heard today that Katharine Birbalsingh is acquiring the ex-CNWL site at Wembley Park for her Michaela Community Free Secondary School.

Arnold said that the Council had not been consulted by the DfE. Although the school will have to apply for planning position the Council has no powers over it.  However she said that the Council was concerned about teaching and learning, equalities and conditions of employment in the school. They would have talks with the providers in order to try and apply the Council's free school criteria.

Cllr Michael Pavey (Labour Barnhill) said that he shared Cllr Arnold's concern.  As Chair of Governors at Wembley Primary he said that his school did not educate its pupils in order to hand them over to unqualified teachers at a Free School. Free Schools had an average of 9% of children on free school meals whereas Wembley Primary had about a third. Schools should be run to nurture and educate children, not for private profit.

To applause, he urged the Council to take a strong and principled stand on this issue.

The school will be subject to planning permission but this is unlikely to be a problem given the very lose regulation around Free Schools and the buildings previous use as a further education college.  Play space will be limited but I suspect a deal may be done with the Ark Academy which is just across the road and has extensive playing fields.

Brent Council joins in GCSE judicial review call

Brent Council has  confirmed it will be joining other local authorities in an attempt to seek a judicial review into the altering of grade boundaries for GCSE examinations between January and June this year.

The council took the decision after conducting a thorough survey of predicted and actual GCSE pass grades among all of its secondary schools which found that as many as 100 students who sat exams in June were adversely affected by the grade boundaries being reset.

Brent's Lead Member for Children and Families, Cllr. Mary Arnold said:

"We believe that the AQA and Edexcel exam boards altered their grades between January and June of this year which resulted in a marked difference in students' predicted and actual grades. On behalf of the hundred or so students affected in Brent and the many thousands of other young people across England we are whole heartedly behind the legal challenge to Ofqual for a thorough investigation into this matter."

A formal joint letter of complaint, to which Brent is signatory, was issued to Ofqual on 20 September calling for a judicial review into the increase in grade boundaries.

Schools in turmoil - debate the changes on Thursday

Changes in education are coming thick and fast and it is hard to keep up, let alone work out what they mean for children, parents, teachers, headteachers and governors in our schools.

There is an urgent need for a discussion about the changes that are taking place. Brent teacher unions, supported by Brent Fightback, have organised a debate open to everyone in Brent who is concerned about the future of our education system, both nationally and locally.

Academies and free schools, changes in the curriculum, the crisis in the exam system, increases in the size of primary schools, the shortage of primary school places which will soon extend to secondary schools, the role of school governors, changes in the way schools are supported by the local authoirty and privatisation are all issues which cry out for debate.

The debate that will take place on Thursday 20th September at Copland Community School from 7-9pm.

Speakers will include

Melissa Benn, a local parent, writer and journalist who recently published 'School Wars - the battle for Britain's Education'
 Jon O'Connor, regional manager of the Cooperative College which supports schools setting up as cooperatives, cooperative federations or cooperative academies
Mary Arnold, Brent Council's lead member for Children and Families
Martin Francis, Brent Green Party spokesperson on Children and Families
Hank Roberts, ATL President and a Brent teacher
The meeting will be chaired by Gill Wood, local parent and school governor

Mary Arnold: Consider the wider impact of academy conversion

Cllr Mary ArnoldLead Member for Children and Families, London Borough of Brent has made the following contribution to Queens Park Community School's debate about academy conversion:


Brent Council is committed to continue to work collaboratively and inclusively with its Family of Schools which is a ‘mixed economy’ of maintained community and foundation schools, including a range of faith schools together with four sponsor academies and more recently three ‘converter’ academies.

The government’s school reform legislation, the huge reduction in capital spending just at a time when population increases demand school expansion in Brent (and London-wide) and the diversion of funding away from local authorities towards academies is changing the education landscape and putting significant pressure on local authorities. Brent will continue to lobby the government on the following issues

 The central importance of local authorities in the strategic planning of school places and Special Educational Needs arrangements ,the regulation of fair admissions and the development of an authority wide school improvement strategy

 The vital role that elected members and local authority governors play in a locally accountable, democratic system

 The need for fair funding allocation for all schools which does not disadvantage maintained
schools in favour of academies and free schools

 The need for a realistic level of capital funding which will address the London-wide shortage
of school places

The government has created financial incentives for schools converting to Academy status.However conversion means the Local Authority’s budget is reduced through a topslice by the Department for Education and this inhibits its ability to deliver statutory requirements particularly impacting on vulnerable children.

In Brent we have much to be proud of and a strong record to maintain:

 education outcomes are continuing to improve at all key stages
 attainment at Key Stage 4 is in the top 25% of authorities nationally within the context of high levels of deprivation
 the gap in outcomes for under-achieving groups in Brent is closing
 permanent exclusions are reducing year on year

This represents fantastic work undertaken by individual schools. However, it isn’t the whole picture. What is special about Brent and has been a key feature of success is the co-operation across Brent’s education community – schools and the local authority – and the sense of collective responsibility.

It is vitally important to maintain high levels of collaboration across Brent’s education community and avoid the risks of fragmentation from academy conversions. The Local Authority continues to have key statutory duties and responsibilities across the whole system and needs to have the capacity to discharge its duties effectively, particularly in relation to the most vulnerable. This is brought into even sharper focus with increasing levels of poverty in Brent, higher unemployment and changes to the housing benefit system.

Brent Local Authority is not standing still but is developing new ways of working in the changing landscape. We know that many services provided by the Local Authority, particularly School Improvement Services, are highly valued. We also know that many schools recognise the importance of a shared moral purpose that transcends individual schools.

Therefore Brent has developed a comprehensive Traded Services offer for 2012/13 and is also developing with schools a partnership model for future delivery of School Improvement Services from 2013/14 onwards, with schools as leading partners. Over 100 governors attended the recent meetings and there was a very positive response to partnership working between schools and the Local Authority to secure the best outcomes for Brent’s children and young people.

In summary, in making decisions about your school, we would ask you to consider the wider impact on Brent’s education community and the importance of working together in the Brent Family of Schools for the benefit of all Brent students.

Brent Labour takes on fight for community schools as secondaries consider academy options

It was a busy day on the academies front in Brent yesterday.

At lunchtime a joint meeting of unions at Alperton High School voted unanimously for strike action if the school's governing body decided to apply for academy status. They called for the governing body to support the unions' opposition to academy or trust status. If the decision was to consider academy status they demanded a fair public debate and a secret ballot of staff and parents.

In the evening the Alperton governing body decided not to go ahead with academy conversion at this stage but instead agreed to invite the Cooperative Trust to handle a consultation process with five options:

1. Seek other partners to become a Cooperative Education Partnership which would require no change in the school's status.
2. Become a single school Cooperative Trust School which means that the school would remain maintained but change from a Foundation to a Trust school.
3. Become a Cooperative Trust in partnership with other schools (eg neighbouring primary schools). The schools would remained in the maintained sector with one Trust Board bur separate governing bodies.
4. Become a Cooperative Trust as a lone school or in partnership with others with a view to moving on to Cooperative Academy conversion. This would gain the 'benefits' of academy status but embed Cooperative values and ethos.
5. Maintain the status quo, maintained Foundation school.

In the South of Brent, Queen's Park Community School governing body, is concerned that it will be the only secondary school not looking at academy status, but has made it clear that it would like to stay as it is - a community school in the Local Authority. Though they are keeping abreast of the Coop moves in the borough they will have been heartened to hear that Alperton has not decided yet whether to go down that route.

While the Alperton Governing Body was meeting, down in Stonebridge, Labour Councillors and Labour nominated governors were meeting with some local teachers to discuss the current issues in school organisation with particular reference to academies. I attended at the invitation of Cllr Mary Arnold, lead member for children and families.

Melissa Benn, who is the parent of a child at a local community secondary school, gave an over-view of the current situation and some of the contradictions of Coalition policy. Academies had been able to boost their results by using vocational qualifications but Michael Gove had criticised such qualifications. By changing the rules to convert 'good' and 'outstanding' schools to academy status, the government had made academy results look better. Michael Wilshaw had been appointed as an independent chief of Ofsted but was also linked with academy provider ARK. She suggested the long-term aim was destruction of local authorities with a substitute unelected 'middle tier'. Academy chains were likely to move in to fill that space with 'for profit' schools not far behind. Labour had been stuck for 18 months, failing to react. She quoted an overheard conversation between Labour MPs 'we don't have an education narrative any more'.

Mary Arnold said that they had to recognise the pressure for academy status for short-term gain. It was important to recognise the impact on the whole Brent community of schools of fragmentation and the financial loss to the authority through top-slicing of the budget. The latter would affect the LA's ability to provide viable services. She said that present academies cooperated in the Brent 'family of schools', one less so than the others. She said that the role of the LA was essential and needed to be publicised by governors. These included:
  • strategic planning of school places
  • tackling underperformance of schools and particular groups of pupils
  • meeting the needs of vulnerable children including looked after children, those with special education needs and those who had been excluded from school
In a key passage in her briefing paper she said:
The local authority believes that there will be overall adverse effects on children and young people if strong collaboration and collective responsibility is not maintained and if the LA education function reduces to the extent that statutory responsibilities cannot effectively be fulfilled.
Cllr Arnold said that she expected a good take-up of the council's traded services for schools in 2011-12 . (Schools 'buy-in' these services but can also go to other providers). I pointed out that it was hard to back-up calls to remain with the local authority when they were cutting their services and staff reductions were making them less efficient. The campaign against academies and campaign against cuts were part of the same struggle.

Hank Roberts said that the issue was one of democracy and the right of staff and parents to have a secret ballot on academy proposals, with the unions taking strike action if the demand was not met. I added that schools did not belong to individual headteachers or even governing bodies, but to the whole community. In a sense academy conversion meant that our schools were being stolen from us. The need to involve parents and inform them of the negative issues association with academies was stressed by a number of contributors with calls for joint meetings of parents and governors. I asked if the database of parents held by Brent Council could be used to initiate ballots of parents if schools refused to hold one.

Among the suggestions to make Labour more proactive on the issue were:

1. Support for the right to hear a balanced debate pro and anti-academy and a right to an indepenent ballot, for and against, or parents and staff. Governing bodies would be expected to take the result into consideration. There was also a sugegstion that student actionm such as that at Kingsbiry High, hould also be supported.
2. A leaflet about the issue for distribution to parents.
3. Lobbying by councillors of schools where there was no nominated Labour governor if they were considering conversion.
4. Promotion of the services offered by the education authority.
5. A Brent Governors' One Day Conference on the academies and free schools issue with a 'for and against' debate and information available.
6. The relaunch of an Association of Brent School Governors
7. The formation of a broad-based campaign to defend community schools in Brent.

Claremont Announces Academy Conversion

The unions opposed to Claremont High School are currently deciding on future action on what they regard as a flawed consultation process which denied parents the right to a debate about the issue and a secret, independently run ballot.  Meanwhile the school has posted the following notice on its website about the Governing Body's decision to convert to an academy.
The Governors of Claremont High School have written to staff and parents at the school informing them of the decision expressing their thanks for the range of responses that they have received both for and against the conversion.

The Governors have clearly stated the principles that they applied in reaching their decision. These were:
  • The decision must be made with the pupils at the centre of the process so that their happiness at school and continued success should be assured.
  • Governors will take full advantage of the opportunities that conversion will bring and also know and act on the new responsibilities.
  • Governors will support current staffing levels and ensure that resources are in place to recruit the best teachers and support staff.
  • Governors will work closely with the school's leadership team to ensure continued strong financial management so that its students continue to have access to excellent resources and excellent opportunities to enrich their learning.
  • Claremont high School will not change its name or its ethos; it will not change its admissions criteria without due process and it will remain within the Brent family of schools.
  • Claremont High School will continue to offer the breadth of subjects that it currently offers to ensure that all of its pupils, regardless of their backgrounds or abilities, will reach their full potential.
We believe that whilst this is a significant decision for our school it is one that will bring many opportunities, benefits and advantages to our pupils. We will remain focused on creating a harmonious learning culture; developing our approaches to care, guidance and support; challenging our pupils to achieve and grow and our teachers to be at the top of their game in teaching and learning. In short, all those things that have made us Outstanding.
The  statement does not directly address the concerns of parents and unions and ignores any mention of the impact conversion will make on Brent's overall education budget. Basically Claremont will get  additional money taken from the budget for all schools. There is no mention of the loss of democratic accountability to the wider community. At the briefing meeting for headteachers and governors held last year after the local elections, Councillor Mary Arnold, lead member for Children and Families, made her opposition to academies clear but Krutica Pau, Director of Children and Families said her department would adopt a neutral position.

The headteacher of Claremont has already stated that the school is already in a 'market' situation and the question now arises about what action other Brent secondary schools will take. There were reports last year that the secondary headteachers had informally decided that the schools would all convert at once, to avoid damage to those who didn't convert or converted later. Recently it has been said that the rest were waiting to see  what happened to Claremont before acting.  A mass conversion (sorry about the religious overtones) would mean Brent council would only be responsible for nursery and primary schools which would operate on  significantly reduced  funding with the education budget top-sliced by the new academies.

Hard Times Ahead for Education in Brent

Brent Council, faced with having to make 'savings' of £90m by 2015 is undertaking a 'fundamental review of purpose' headteachers and chairs of governors were told at a briefing last night. Krutika Pau, Director of Children and Families, said this would involve deciding what services the council will continue to offer, reduce, stop or provide in partnership with others.  The council's 'One Council Programme' was designed to both reduce costs and protect front line services. What counts as 'front line' will need to be reviewed.

The Children and Families Department will lose £1.8m in-year grant reductions. Grant information is not yet available and school budget figures for 2011-12 will not be available until February or March 2011, only days before the start of the new financial year. This will make forward planning by governing bodies extremely difficult.

Capital spending for buildings will be reduced by 60% over the next 5 years and will be limited to spend on demographic pressures (additional children) and maintenance - not new build or rebuild.At the same time Brent  is facing an unprecedented increase in pupil numbers and a 55% increase in referrals to Children's Social Care. 1,000 additional children have needed school places in Brent since August.

Clive Heaphy, nine weeks into his job at Director of Finance and Corporate Services, presented the picture on funding. The DfE will receive cuts of 10.8%. Funding for the schools budget will increase by £3.6bn in cash terms by the end of the Spending Review period, a 0.1% increase in real terms each year. However pupil numbers will increase by an average of 0.7% per year equalling a cut  in spending  per pupil of 0.6% per year, a total of 2.25% over the five year period. The  'increase' will also have to cover the  £2.5bn pupil premium.  Schools wil be expected to find procurement and 'back office' savings of around £1bn. The public sector pay freeze is expected to 'free up' another £1bn.

The ring fences around previously centrally allocated budgets will be removed and hard-pressed schools may have to use the funds for basic purposes. These headings include:
  • One to one tuition
  • 'Every child' catch up programmes including Every Child a Reader
  • Extended schools
  • School lunch grant
  • School Standards Grant
  • School Development Grant
  • Special schools grant
  • Ethnic Minority Achievement grant
  • National Strategies budgets
  • Dedicated schools grant
  • Academies running costs
The council will be reviewing Children's Centres. some of which have only just been opened, as SureStart funding is likely to be reduced. Krutika Pau said that funding will now target the most vulnerable Under 5s and that there will be a need to 'redefine Children Centres' core offer'. A new provision that will need to be funded is the allocation of 15 hours free nursery education per week to the 'most deprived' 2 year olds.

Questioned on academies, Kruika Pau said officers would remain neutral in terms of the debate but she promised to model what would happen to funding of Brent schools if some became academies. As academies attract funding that would otherwise go to fund central services there will obviously come a tipping point where there will insufficient funds to run effective central services. The services would become too expensive for schools remaining in the local authority 'family' when other school pulled out, and the services and those functions of the local authority would no longer be viable. Cllr Mary Arnold said she had already made her position on academies clear at a previous meeting but didn't seize the opportunity to 'rally the troops'. However, members of the Teachers' Panel who attended the meeting as observers were able to give out a leaflet about the issue.

Rik Boxer, Deputy Director of Children and Families, gave a briefing on the achievements of Brent LA. At the end of the reception year Brent children were below national and London  averages, but by the end of Key Stage 2 (11 year olds in Year 6) they were above the national average. At GCSE  Brent children are 6 percentage points above the national average. He said that much needed to be done and that there would be a strong focus on schools moving from an Ofsted rating of 'satisfactory' to 'good'.  He said current proposals on academies and free schools presented a real danger of fragmentation and emphasised the need fop overall coherence, strategic planning, collective responsibility and collaboration.

Added to the financial and organisational uncertainties, and a basic lack of concrete information, are the 'reviews' that the Coalition government have announced. These cover child protection, early years, capital spending, child poverty and early intervention. Alongside this schools and governing bodies have to cope with 'policy on the hoof' which I feel are really stabilising. Over the last few months there have been several policy changes on Academies which  the Anti Academies Alliance summarised:
  • On the 4th November Michael Gove announced that the government would use its powers to turn schools in Special Measures into Academies.
  • On Friday 12th November the FT reported that the White Paper, expected during November, would pave the way for every school to be directly funded from the government,meaning every school would effectively become an Academy.
  • But then on Wednesday 17th November the press reported that Gove was inviting every school to become an Academy, as long as they were partnered with an ‘Outstanding’ school.
In addition the announcement that in future the government would fund schools directly, by-passing the local authority, was quietly reversed last weekend.


Schools face a difficult task as it is and all these uncertainties need to be sorted out quickly so that they can get on with their central task of educating the next generation.
