NEU call for a halt to The Village School academy conversion. Butt fails to respond to meeting request.

An investigation by the Education and Skills Funding Agency (ESFA) into financial irregularities related to the academy and Multi Academy Trust (MAT) conversion process between Woodfield academy school and The Village school in Brent has still not been published. This means, according to our source at the DfE, that the possible conversion date has been pushed back until February 2019 at the earliest.
 

This investigation was triggered by reports and whistleblowing from NEU members with regards to overpaid off-payroll consultants who were interfering with governance and HR matters at the Woodfield trust whilst receiving up to £240,000 for ‘services as defined by the school’. The financial due diligence process carried out by governors for any academy conversion, was led by one of these consultants working at the schools.

Since the MAT process was started, consultants have continued to be paid with funds intended for the education of SEND children in the borough. Restructure of the senior leadership teams has increased the funds at the top levels while vacancies remain unfilled and agency staffing increases in the classrooms.

NEU members at the school are seeking a further ballot for strike action, following their 13 days last year, to try to keep their school in the local authority. To this end, they wrote to the Leader of the Council Muhammed Butt on 20th November requesting an urgent meeting. There has been no response. This follows Brent NEU sending him the resolution below* on 6th November. There has been no response. Brent Central Labour Party passed a similar resolution at their meeting of 15th November. There has been no response.

Councillor Jumbo Chan, who has been a vocal supporter of the campaign to stop the academisation said:
 I understand from Brent NEU as well as the NEU membership of teachers and support staff of The Village School that despite nearly a year since a majority of its governing body decided to form a multi-academy trust with Woodfield School, The Village School is in a state of legal limbo.
It was disappointing earlier in the year when the majority of the governing body of The Village School chose to go ahead with academisation despite overwhelming opposition from a coalition of parents, campaigners (including the Brent Labour Parties) and of course, the outstanding, passionate and dedicated teachers and support staff of The Village School. It is worrying now that issues into Woodfield School’s account are being investigated by the ESFA.
I urge the governing body of The Village School to listen to their staff, to rescind their application to become an academy as part of a MAT, and to stay with the Brent local community

The terminally ill academies programme lurches from crisis to crisis and scandal to scandal with ever increasing frequency and severity. The tawdry plan to pilfer the jewel in the crown of Brent’s education service that is The Village school (costing Brent £29 million) by a rag bag of opportunist privateers has been further knocked back. Months after the school was supposed to be handed over and run privately by a group including the Brent Labour Whip Cllr Sandra Kabir the school remains with the Local Authority. We call on Cllr Muhammed Butt to write urgently to the Governors and the Secretary of State for Education as requested by the Brent NEU, Brent Central Labour Party and the staff at the school

Brent NEU note that The Village school is still an LA school and that Brent Labour Party policy is to urge LA schools to remain within the LA family of schools. We further note that the overwhelming majority of staff and the community have called for the school remain in the LA family of schools.

Brent NEU also note that the LP Conference in September 2018 agreed the following. That in government, the Labour Party will bring all schools back under local democratic control including academy and Multi Academy Trusts. Therefore, proposals to wind up MATs and turn over control and management of schools to local democratically controlled structures should be developed urgently.

Brent NEU therefore call on the leader of the council Muhammed Butt to urgently;

    Write to the Chair of Governors and the Governing Board at The Village urging them to withdraw their proposal to become an academy as part of a Multi Academy Trust and remain as an LA school.

    Write to the Secretary of State for Education to urge the Government not to proceed with the proposal due to the difficulties accompanying this proposal to join Woodfield in a MAT.

Dogs deployed at Village School as governors make decision to academise


It appears The Village School governing body decided by a majority to support academisation to form a Multi Academy Trust at last night's meeting which which was marked by the extraordinary decision to deploy dogs to keep staff and members of the public out of the meeting.

Today, 28th February NEU members of staff and supporters gathered in Arctic conditions outside The Village school in Brent to express their opposition to the proposed academy. Despite the weather the Governors meeting to decide on whether to convert or not went ahead.  Staff were prevented from going inside as the premises were in ‘lockdown’. This was the description given by one of the security guards, with dogs at the ready, who had been brought in by the headteacher, Kay Charles. 

Staff governors and Reps struggled to get past the dog handlers into the governors' meeting.

The NEU strikers’ response was to sing even louder and a new song was quickly added to their imaginative repertoire, “Who brought the dogs in? Kay, Kay, Kay, Kay, Kay, Who paid the bill? We, we, we, we did”. Brent Councillor Jumbo Chan addressed the protestors praising their stand and bringing the support of the Brent Council leader Muhmmed Butt, Barry Gardiner and Dawn Butler, both Brent Labour MPs and the local Labour Party.

The previous day, NEU staff, both teachers and support staff were on strike yet again to prevent their school becoming an academy. Joining them on the picket and supporting demonstration was Kevin Courtney, Joint NEU General Secretary. He brought solidary from the 450,000 members of NEU.

We heard yesterday that secondary academy Heads in Brent have sent a letter supporting the Executive Headteacher Kay Charles in her move to privatise this outstanding special school. Perhaps they are lining up to join the Multi Academy Trust and thereby possibly get a position in it where they earn more money?

A letter before action has been sent to Sandra Kabir, Chair of Governors, disgracefully defying the Labour line although still the Brent Labour Group Whip. Governors have voted by a majority for the Multi Academy Trust. Legal action will likely soon follow.  

When the management of a school calls in dog vans because staff are peacefully protesting against academisation, you know they have lost the argument. Democracy and consultation academy style.

London Councils calls for academy conversion cash to be used to level up school funding


London Councils' Executive member for children, skills and employment Cllr Peter John OBE has responded to the recent government announcement on academisation. He said:
Revoking the decision to force all schools to become academies is great news for London’s schools. They can now focus on improving their already enviable results at Key Stage 2 and GCSE, working in partnership with boroughs, parents and central government to offer London’s children the best quality education possible.

Money set aside to help schools convert – said to be around £500 million – should now be used to level up funding across the country, ensuring no child is disadvantaged by the introduction of a new national funding formula.

Now Woodfield School consults on academy conversion

Woodfield School, a secondary special needs school in Kingsbury, Brent has announced that it is consulting on the possibility of converting to secondary status.

It would be the first special needs school to convert and the last of the local authority secondary schools to move to academy status.

Gladstone Park gains window of opportunity on forced academy conversion

The Department for Education has told the governing body of Gladstone Park Primary that they will delay making a decision on the proposed sponsor until February 11th. The DfE had been expected to name a sponsor last week.

The letter, which appears on the school's website LINK broadens the grounds for forced academisation:
Where schools are underperforming (my emphasis) or in an Ofsted category, Ministers have been very clear that the Department should lead on brokering sponsored Academy solutions. This is because the Department's sponsor assessment process and regular contact officials  have with sponsors means that the Department is best placed to provide a complete view on an individual sponsor's current capacity and capability to deliver.
The designation of 'underperforming' clearly widens the scope for forced academisation and confirms that this is a strategy designed to escalate the conversion of local authority primary schools to academy status.

 Offering  the governing body the opportunity to give its views and ideas 'before the proposed sponsor is decided' (Note - not whether academisation is the the best solution for the school and one favoured by the governing body, staff and parents) the DfE Brokerage and School Underperformance Division delay the decision until February 11th.

However, having offered that limited opportunity, the DfE makes it clear that 'formal consultation' only takes place AFTER the governing body has agreed that the school should have a particular sponsor:
...The Department believes it is most appropriate to meet with the governing body to discuss Academy status as it is the body responsible and accountable for the school's performance and strategic direction, and can make the decision to apply for an Academy Order. We recognise the importance of consulting locally and this is a requirement before any school can open as an Academy.The formal consultation is usually started when the proposed sponsor has been identified by the Department, the governing body has met with, and agreed to be sponsored by the sponsor, and the proposal has been given Ministerial approval to be taken forward. As the key stakeholder groups (parents, staff, the local authority and the wider community) are represented on the governing body in elected and non-elected roles, it is well-placed to take this decision.
There is a tacit recognition of the potentially conflicting claims of the DfE and ministers and the local democratic role and responsibilities of the governing body. 

Reading between the lines it appears that the Department wants to avoid appearing to ride rough-shod over current democratic arrangements (as it did at Downhills) by recognising the role of the governing body, but at the same time seeks to have the deal signed, sealed and delivered in advance of the consultation.

A key word is the 'usually' in the passage in bold. Perhaps there is space here for the governing body to insist that the consultation includes alternatives to academy conversion including the school managing its own improvement in collaboration with Brent's School Improvement Service or some other agency, or forming a soft or hard federation with another school.

It is important that Brent Council steps in to offer Gladstone Park support in such an approach.

NUT claims victory at Preston Manor despite academy conversion going ahead

In calling off the strike action planned for Wednesday 23rd , Preston Manor School NUT members, the overwhelming number of teaching staff, thanked their union for negotiating the best possible deal to protect their terms and conditions of probably any converter academy in England.

Facing a potential closure of the school on Wednesday, and after a further negotiating meeting with the NUT on Thursday, all five key points asked for by the staff were fully greed by the school, alongside other guarantees, at the Joint Governors Staff Committee that evening. The two staff reps Jerry Taylor and David McLoughlin, both NUT members, were delighted with the outcome of the meeting. This would not have happened without that final threat of action.

There was disappointment that the Governors did not draw back from converting to an academy as they had gone ahead and signed the funding agreement despite the 86.5% of staff being against this move.

As Jean Roberts, Brent Teachers Secretary said:
Members have been solid in their determination to oppose this conversion, first voting overwhelmingly in the staff ballot and then as NUT members voting for action when your views were just ignored – not even a governors meeting was called to discuss the result. I would hope that Matthew Lantos, Headteacher and the Governors realise they will need to rebuild the trust of staff over what had happened and to apply those Co-operative values of democracy which they signed up to.
We are pleased, however, that we were able to negotiate the best possible terms for staff. We expect to receive all these concessions in writing in the next few days, as the NUT ballot is still live, and any reversal on what has been agreed would mean members again being called to take strike action.
My comment::

As a trades unionist since 1963 and a retired member of the NUT I welcome  the BTA's success in their conditions of service negotiations.

However, as an opponent of both Labour and the Coalition's policy on academies and free schools I regret that Preston Manor governors have gone ahead with academy conversion despite their assurances last year that becoming a Cooperative Trust did not mean that they intended to go one step further and become a Co-operative Academy in the near future. The signing of a funding agreement, apparently in secret, without responding to the staff and parent ballots opposing conversion bodes ill for the future.

This now means that only Copland High School remains outside the academy/voluntary aided sector. This places Copland in quite a dangerous position in terms of maintaining its position in competition  with other Brent secondary schools. When most Brent secondary schools converted to Grant Maintained status some years ago, with similar promises of autonomy,  the two schools that remained firmly in the local authority sector, Wembley High and Willesden High, were destabilised by high pupil turnover and an unbalanced intake with large number of refugee pupils and new arrivals. Willesden High became one of Labour's first academies as Capital City and Wembley went through some bumpy years before recovery.

Now Wembley High is an academy and it is planned that it becomes an all-though school with a four form entry (840 pupils plus nursery) primary department on site.  Preston Manor followed ARK academy in becoming an all-through school and now Wembley High is taking the same route.. Wembley High's current status, and the extent of privatisation can be summed up by this statement on its website:

In the primary sector Sudbury has already voluntarily become an academy and forced conversion to academy status are taking place at Salusbury and Gladstone Park after poor Ofsted reports.It appears that primary schools are next in line for academisation.

Since starting this blog in 2009 under the Labour government I have been warning that this privatisation will remove the local democratic accountability of our schools, lead to the demise of the local authority and undermine equal provision for children with special needs and disabilities. The process is accelerating with the local authority reduced to spectators as Brent schools are snatched away from them.

More than ever we need that community campaign to reclaim our schools that I have been urging.

Preston Manor teachers strike as Co-operative values betrayed

 Members of the National Union of Teachers at Preston Manor All Through school are to strike against the governors' intention to convert the school to become a Co-operative Academy.  Staff,  parents and the community had all been assured by the school's  headteacher Matthew Lantos and the then Chair of Governors, last year that forming a Co-operative Trust was not the first step to becoming a Cooperative Academy. The first strike will take place on Wednesday 23rd January in an attempt to force the governing body to step back from their intention to convert the school on February 1st.

The NUT wrote the following letter to parents this week.
 Dear Parents/Carers

You will be aware of the consultation over academy status. The joint education unions sent you a communication during that consultation (see overleaf) about why they believe this is NOT the right move for Preston Manor. In a secret ballot the staff rejected the move by 86.5% - a massive vote against an academy. This was also on a large turnout of staff. Parents have also voted by a good majority against the school converting.

Due to this overwhelming opposition the NUT, by far the biggest teachers union in the school,
balloted our members on possible strike action. This is particularly after the governors decided to ignore the staff and parent ballot and continue down the academy path. NUT members have voted YES by 94.6% on a high turnout to take strike action if the Governors do not listen to staff and parents.

None of our members want to go on strike and we are hoping to negotiate with Governors to at least postpone the process. Currently the school is a co-operative trust school supposedly run on a democratic basis. There has been no opportunity to develop this with almost immediate academy conversion.

The Governors are not following the Co-op values they and you agreed to.We therefore are asking the governorsto heed the democratic vote and not convert. The school, Co-op and unions have had the opportunity to put their arguments to both staff and parents/carers. No-one can claim that the facts were not clear to those voting. People clearly voted against an academy.

We ask that you support the NUT members in their action. The first day for action is proposed for Wednesday 23rd January. We really hope that this can be averted by the Head and Governors deciding to step back from conversion on 1st February.

Please contact the parent governors (details on school website) and tell them that you support the teachers and that governors should follow the democratic wish of staff and parents

Mary Arnold: Consider the wider impact of academy conversion

Cllr Mary ArnoldLead Member for Children and Families, London Borough of Brent has made the following contribution to Queens Park Community School's debate about academy conversion:


Brent Council is committed to continue to work collaboratively and inclusively with its Family of Schools which is a ‘mixed economy’ of maintained community and foundation schools, including a range of faith schools together with four sponsor academies and more recently three ‘converter’ academies.

The government’s school reform legislation, the huge reduction in capital spending just at a time when population increases demand school expansion in Brent (and London-wide) and the diversion of funding away from local authorities towards academies is changing the education landscape and putting significant pressure on local authorities. Brent will continue to lobby the government on the following issues

 The central importance of local authorities in the strategic planning of school places and Special Educational Needs arrangements ,the regulation of fair admissions and the development of an authority wide school improvement strategy

 The vital role that elected members and local authority governors play in a locally accountable, democratic system

 The need for fair funding allocation for all schools which does not disadvantage maintained
schools in favour of academies and free schools

 The need for a realistic level of capital funding which will address the London-wide shortage
of school places

The government has created financial incentives for schools converting to Academy status.However conversion means the Local Authority’s budget is reduced through a topslice by the Department for Education and this inhibits its ability to deliver statutory requirements particularly impacting on vulnerable children.

In Brent we have much to be proud of and a strong record to maintain:

 education outcomes are continuing to improve at all key stages
 attainment at Key Stage 4 is in the top 25% of authorities nationally within the context of high levels of deprivation
 the gap in outcomes for under-achieving groups in Brent is closing
 permanent exclusions are reducing year on year

This represents fantastic work undertaken by individual schools. However, it isn’t the whole picture. What is special about Brent and has been a key feature of success is the co-operation across Brent’s education community – schools and the local authority – and the sense of collective responsibility.

It is vitally important to maintain high levels of collaboration across Brent’s education community and avoid the risks of fragmentation from academy conversions. The Local Authority continues to have key statutory duties and responsibilities across the whole system and needs to have the capacity to discharge its duties effectively, particularly in relation to the most vulnerable. This is brought into even sharper focus with increasing levels of poverty in Brent, higher unemployment and changes to the housing benefit system.

Brent Local Authority is not standing still but is developing new ways of working in the changing landscape. We know that many services provided by the Local Authority, particularly School Improvement Services, are highly valued. We also know that many schools recognise the importance of a shared moral purpose that transcends individual schools.

Therefore Brent has developed a comprehensive Traded Services offer for 2012/13 and is also developing with schools a partnership model for future delivery of School Improvement Services from 2013/14 onwards, with schools as leading partners. Over 100 governors attended the recent meetings and there was a very positive response to partnership working between schools and the Local Authority to secure the best outcomes for Brent’s children and young people.

In summary, in making decisions about your school, we would ask you to consider the wider impact on Brent’s education community and the importance of working together in the Brent Family of Schools for the benefit of all Brent students.

Emergency meeting on forced academy conversion

 Michael Gove is trying to steamroller primary schools into applying to become academies but is encountering opposition from teachers, parents and governors. At the same time he is considering proposals to make it easier for the Church of England to take control of state-funded schools.

Haringey primary schools have been first in line but I suspect there will be moves over at least one Brent school soon.

There will be an emergency public meeting on Monday 9th January at 7pm at Downhills Primary School, Philip Lane, N.17, to discuss Michael Gove's proposal to enforce academy status on several of
Haringey's primary schools. Downhills is one of several Haringey Schools under threat of mandatory conversion to academy status, even though it has been judged an improving school in September 2011 by the last OFSTED inspectors. Normally schools have between 12 and 18 months to show carry out the expected improvement.

Not only is there no evidence that conversion to academy status ensuressuccess,  but the parents and teachers at Downhills are completely against Gove's attempt to impose his will.

Gove can do this because of the new powers which he took on through the the new education act which passed into law in November last year. Only collective public action is likely to sway him, since neither the individual schools nor the Local Authority has any power to resist.

Preston Manor High School to take the Coop route to academy status?

Preston Manor All-through Foundation School is considering applying for academy conversion, along with several other Brent secondary schools using the Cooperative Trust model.   They are approaching neighbouring primary schools to see if they are interested in joining in the process.

Matthew Lantos, following in the steps of the headteachers of Kingsbury High and Claremont, is arguing that his school community should not be deprived of the additional £600,000 that conversion would bring. During the debate surrounding Preston Manor expanding into primary provision, he denied that eventual conversion to academy status was on his agenda. I argued on this blog that competition with Ark Academy made that likely and since then Claremont and Kingsbury High have converted.

The argument is of course that schools converting to academy status may gain for themselves but at the cost of the schools remaining within the local authority because the central education fund is cut as a consequence - up to £900,000 per secondary school according to Brent's Budget Report.  Such a loss, multiplied several times over, would severely affect Brent  being able to carry out its role as an education authority.  Ironically one of the arguments put forward for this strategy is that the role of the local education authority has been weakened making conversion more attractive.Conversion will weaken the education authority even more.

If the main reason for adopting a cooperative school model was the adoption of cooperative principles this could have been done without becoming an academy and without the funding implications. By adopting the cooperative school approach of working in clusters alongside academy conversion, academies are extended into the primary sector.

The cooperative model may on the surface look attractive in terms of ethos and values but will need close scrutiny during the consultation process.  Preston Manor's plans should make for an interesting debate when headteachers and chairs of governors meet with Krutika Pau, Brent  Director of Children and Families on Thursday evening.

Headteacher of Kingsbury High challenged by parent

Dear Mr Waxman,

One week ago I sent you the email below. I have not had a reply or even an acknowledgement.

Throughout the so-called 'consultation' process many stakeholders in Kingsbury High School have felt that they have been deliberately cut out of the process, indeed, that the consultation process has been nothing but a sham exercise, held only so that you could tick the relevant boxes rather than take account of stakeholder's views. By your own admission at one of the meetings I attended, you wished to collect parent's views only so that they could be "persuaded" to change their minds if they were against the school becoming an academy.

Your refusal to allow the parents a secret YES/NO ballot, and your failure to respond to my previous email are but further confirmation that you place no value whatsoever on the views of your stakeholders, but are interested only in short term financial reward.

As the Headteacher you should be setting very high standards and an exemplary example to the students. Your statement, repeated many times in meetings, that you are in principle against academies but that the school needs the money, sets a very poor standard and example. You are teaching the students that principles should be sold out for a cash reward, this is not a lesson I wish my children to learn.

Tomorrow the school will be closed as it sees a strike by a majority of its teachers. This could have been very easily avoided by you agreeing to a ballot of parents. I haven't met a single stakeholder in the school who can understand your refusal to grant this. It is time you remembered your school's motto which tells us that we will be judged by our actions.

I would very much appreciate a response to this and my previous email.

Parents urge support for strike rally

A message from Kingsbury parents campaigning against academy conversion:
Mr Waxman, headteacher of Kingsbury High School, has today informed parents that the school will be closed Thursday due to strike action re the academy proposal.

This means a large number of teachers are striking and a large number of teachers are opposed to the academy conversion. So are ALL the local councillors and a large number of parents and many others in the community.

Although the school will be closed to children, the rally in support of teachers will go ahead as planned to show them our support. Please turn up in Princes Ave any time from 7.45am and preferably by 8.15am to come and stand together to show our opposition.

The government plans to privatise every school in the country; primary, secondary and special schools. Mr Waxman himself understands, as stated in his letter, that we all need to demonstrate to show our opposition to the government's policy which is trying to force all schools to take this step.

Kingsbury head turns down union parental ballot offer

Friday's meeting between Kingsbury High School unions and the headteacher Jeremy Waxman and Chair of Governors failed to make any progress.  The unions offered to pay for an independently overseen ballot of parents in additon to the school's own consultation. They said they would recommend that any potential strike action would be called off in the event of a ballot.

Mr Waxman rejected the offer saying that academy conversion was not a 'referendum style' issue. The unions disagreed.

The unions disagreed with Mr Waxman's offer to sign a Model Agreement on Pay and Conditions. They did not doubt his sincerity in wanting to maintain pay and conditions of staff if the school became an academy but thought that such promises were hard to keep in the medium and long term.

The unions' action committees will now be meeting to discuss next steps and will be writing directly to all the Kingsbury governors to ask for their reactions to their offer.

Waxman digs heels in under parent pressure on academy ballot

Jeremy Waxman gave an adroit performance at tonight's academy meeting at Kingsbury High School, which was arranged after Tuesday's public meeting, but he left parents dissatisfied. He rejected their call for an independent Yes/No ballot on whether the school should become and academy, and said that the postal survey he was conducting was a more 'nuanced' way of gathering opinion. In the face of repeated calls for a ballot and criticism of the allegedly biased wording of the survey he dug his heels in and insisted that was the form of consultation he had chosen and that a ballot was not a suitable way of gauging opinion. Waxman said he would consider allowing parents to use the Parent E-Mail system to send out information.

Reminded that the teachers unions said they would call off threatened strike action if he agreed to a ballot of parents he said that the teachers' strike vote had been about conditions of service and that the two issues should not be coupled together. He told parents that he was meeting with unions tomorrow and that he was offering a binding agreement that the proposed academy would follow the National Model Agreement on Conditions of Service. Under questioning he said that he was prepared to remove the clause that allowed the employer to rescind the agreement. He admitted that all this was subject to the National Agreement continuing and there were murmers from the floor that Michael Gove wanted to get rid of it.

Waxman went on to say that the school would follow the Local Authority Admissions Code and would be subject to the same rules about admitting SEN pupils as other local schools. He insisted that Kingsbury would continue to work in partnership with other schools and that part of  Kingsbury's academy submission was that it would support The Village School. Its role in the local sporting partnership would continue.

He was strongly challenged about whether he could offer any guarantees at all as he would not be headteacher for ever and government policies and legislation changed.

When parents claimed that the information given out by the school was one sided and that the opposing case had not been given equal billing he responded that after carefully weighing up the options he was doing was what was best for the school. He was unapologetic that his material 'made the case' for academy status because 'that is the stage we are at'.  He insisted that becoming an academy was in the interests of the pupils and the local community. He was challenged that this only meant the pupils at the school now and not future pupils and that his idea of community was only the immediate area around the school: the whole community of Brent should be involved as changes would affect the future of children still in primary school or not yet born.  Kingsbury becoming an academy would take funds away from the central budget so other schools, and particularly primaries would suffer as a consequence.

Time and time again Waxman returned to the necessity of the additional funding to preserve the 6th form as a consequence of the equalisation of further education and school funding. He was warned that as more schools became academies and with free schools being given a disproportionate share of the education budget the funding advantage would soon disappear.

Questioned about consultation with students Jeremy Waxman said that he had held some talks but they were poorly attended but there had been assemblies on the subject. Senior staff had presented the arguments and not necessarily the ones they agreed with. Pressed on the need for a balanced debate he said that there would be two school parliament sessions devoted to the issue for 11-14  and 15-19 year olds.

Waxman said that the academies programme was not one that he favoured politically but the government was committed to all secondary schools eventually converting. and that this was the right time to become an academy. Neighbouring schools in Harrow, and Claremont in Brent,  had already taken the decision and he did not want to be the last to go. The way to avoid what happened to Wembley High and Willesden High when the majority of secondary schools in Brent became grant maintained was for all to convert. . He thought that all the secular secondary schools in Brent would eventually do so and that they watching carefully  what happened to Kingsbury.

Kingsbury High academy battle intensifies

Parents from Kingbury High School decided last night to seek an independent ballot of parents on the school's bid to convert to academy status with the ballot to be accompanied by information giving the case for and against conversion. They also voted to support the strike by teachers if their demands were not met.
This meeting supports the teachers of Kingsbury High School. We request an independently overseen secret ballot of parents’ views on academy status for KHS where parents vote YES/NO after hearing unbiased arguments for and against. We also request a consultation of the wider community, including feeder and other local schools, councillors, local residents and students. We request that there is a pause in the academy application process to allow this full and thorough consultation to take place. We declare that if our request for a parental ballot is not met, then we will be supporting the teachers who decide to take strike action.
In turn the teachers' professional associations said that they would withdraw their strike threat if the school organised an independent ballot of parents. They promised to accept the outcome of a fairly conducted ballot.

Shortly after the meeting concluded the headteacher, Jeremy Waxman, sent this letter to parents via e-mail:

Thank you to all of you who attended our Academy consultation meetings last week. I very much enjoyed discussing this important issue with you.

I was asked at one of the meetings if there would be an opportunity for follow up questions, especially for those who may have attended this week's separately organised event on Tuesday evening.
I am pleased to say that there will be two opportunities this Thursday evening (15th September): one at 6.30pm and another at 7.30pm in the Upper School Hall.

You will know from my previous letter that, after careful thought, I have formed the view that Academy status is in the best interests of Kingsbury High and the communities we are proud to serve. I would therefore be very keen to answer any queries you have. Please do come along if you would like to discuss things further.
This offer is unlikely to satisfy parents as it does not answer the demand for an independent ballot and reiterates Waxman's determination to go ahead with the academy. He will answer questions about becoming an academy but consider parents' arguments against conversion.

His approach has been to insist on his right to put the case for conversion and refuse to give equal weight to the case against and ignore the views of staff who voted 84.5% against conversion. Parents at the meeting were scornful of the school's parent survey which was openly biased towards the conversion case with the first question asking "What do you feel are the advantages of becoming an academy?" and the last asking parents what they would like the extra money gained by becoming an academy to be spent on. The survey would fail an A level Sociology examination!

In a strengthening of Labour's position, Cllr Sandra Kabir (Queensbury ward) pledged the support of the three Queensbury councillors; Mary Arnold (lead member for children and families) and Ann John (leader of Brent Council) for the campaign against academy conversion. Cllr Kabir said that the meeting was only the first step and that capaigners needed to gear up for what needs to be done. She said, "We will be with you all the way."

Later in the meeting I pointed out that staff, parents and students were only part of the process. I said that the school belongs in the long term to the whole community and that conversion would impact on future students and other schools. Councillors as representatives of the community must provide leadership on the issue and campaign strongly against the breakup of the local community of schools.

Mr Waxmana nd his senior leadership team and Kingsbury governors had all been invited to the meeting so as to have a balanced debate  but only one parent governor attended. She pledged to vote against conversion.

During the debate there were disturbing reports of Kingsbury staff feeling wary of opposing the management for fear of a future impact on their careers. One parent expressed shock that what was once a happy and united school had become one where teachers were frightened of stepping out of line. It was pointed out that Mr Waxman was a champion of pupil voice and that the School Council had been thoroughly involved in discussion about school uniform and the timing of the school day but had been virtually ignored on the academy issue. A student commented that when they had eventually met with Mr Waxman they felt that they had been given one-sided information.

Equally disturbing were reports from academy schools that spoke of special needs children being taught by unqualified staff, of teachers having less time to plan lessons and assess pupils because they were being deployed to cover absences and invigilate examinations, of high staff number (Crest Girls Academy lost 33 teachers at the end of the summer and only one third have been replaced) and a developing culture of bullying of staff by their seniors as well as a breakdown in pupil discipline.

Representatives of the professional associations emphasised that rather than just defending their conditions of service that teachers were convinced that academy status would worsen the quality of teaching and learning in the school through changes in those conditions.

The financial arguments used by Mr Waxman were challenged from the floor. The extra money that he claimed would accrue to the school would be used for buying in services currently provided by the local authority, including those for special needs and the money would evaporate as more school became academies and free schools were set up. Meanwhile other secondary and primary schools in Brent would suffer as the local authority budget was 'top-sliced'. One speaker said that Brent lost £950,000 last year because of this and that 8% of Brent's cuts were attributable to this loss.

Kingsbury High School Academy Bid - democracy must prevail say unions

Following the decision of Kingsbury High School governors to go ahead with an application for academy status, Hank Roberts NUT/ATL Secretary and Shane Johnschwager NASUWT Secretary,  have issued a statement to Kingsbury High staff vowing to work together so that democratic values prevail.

The Kingsbury decision follows that of Claremont High which was also criticised for failure to consult properly and ignoring the views of staff, parents and pupils as well as the more recent controversy at Holland Park where a consultation and decision took place in less than a week. If Kingsbury High became an academy it would join Ark and Claremont in the north of Brent, Crest Boys' and Girls' in the east and City Academy in the south

The unions' statement says:
·        At the Governors meeting Thursday night (14th July) the Head concealed from Governors the fact that he had received formal notification from the Teacher Unions of a ballot for industrial action if the vote to apply went ahead.

·     In advance of the meeting he refused requests by the Local Secretaries for a meeting to seek a mutually agreeable way ahead to avoid a ballot for industrial action. Even on the day he failed to respond to repeated phonecalls.

·     The Head broke his promise to parents that he would tell them in advance of the Governors meeting whether or not he would advocate a pause in the process and a parental ballot.

·     He misled parents by saying they would be told the result of the staff ballot. They have not been told. They clearly should have been told before the vote to apply.

·     The Head advocated going ahead with no business plan having been provided, with no risk assessments having been done or provided, with no parental ballot having taken place and no proper pupil consultation.

·     The Head of the Finance Committee said that they had 'chosen to have a deficit'. This despite the Head telling parents that the deficit was due to Governors failure to 'grasp the nettle' regarding the school's financial situation.

·     The Head said that becoming an Academy, that is doing what Gove wants the school to do, would put Kingsbury in a better position to fight Gove if necessary. This despite the fact that the Secretary of State will ultimately have sole control of the school and its finances.

·     The Head misled Governors by saying that the staff's only real objections were the loss of the requirement for national pay and conditions and it being part of the privatising of state education agenda. He did not state that the prime concern of staff is the long-term harm this would do to the education of Kingsbury pupils.

·     Unions were accused of scaremongering about the potential loss of pay and conditions.

·     Statements were made about long-term financial gains to the school ('for the life of this Government') on the basis of no supporting evidence.

·      The main and longest speakers at the meeting were the Headteacher (in favour), a so-called 'neutral' advisor (clearly in favour), 'Associate members' of the Governing Body, (members of the Senior Leadership Team - in favour). All of these people are paid by the school. It is not in the spirit of good governance to have non-volunteers with such influence on such important decisions. Those who asked in advance of the meeting to speak against were told 'no'.



We believe a good Headteacher:



·     Would not ignore the views of the overwhelming majority of their staff.

·     Would have properly and democratically established parent's views (as he did teachers) before pressing ahead.

·     Would not have concealed from Governors that the school had received formal notification for a ballot for strike action if the Governors went ahead at this time.



The situation is now becoming ludicrous. How can any school be considered normal, consultative and democratic where a small group of individuals propose such significant changes, without the support of any of their stakeholders?
The literally thousands of staff, parents and pupils who ARE the school


All pretences of consultation and democracy have now been exposed as the sham they clearly always were. For the Headteacher to expect any member of staff to accept his 'guarantees' on pay and conditions when he has acted so dishonourably on this matter would be absurd.



In light of Mr Waxman's behaviour we suspect that he may also:


·        Like Claremont, seek to bring forward the date for conversion despite promises to the contrary.
·        Seek to rush and manipulate the parental ballot (if one occurs at all).
  • Not have any proper and democratic consultative process with pupils
Despite this, we believe, Kingsbury WILL NOT become an Academy. It will  be too difficult to resist staff opposition, industrial action and united parental and pupil opposition.



To press ahead with all their stakeholders clearly and overwhelmingly against would turn Kingsbury into a cause celebre for all those who hold democratic values.  It would be unprecedented – not just in Brent but nationally. To risk this would be a step too far for a Head or Governor who values their reputation in the school and community.



The democratically untenable position of the Head and Governors cannot be sustained. Together we will ensure democratic values prevail.
An e-mail sent by a Kingsbury High School parent to other parents supported the teachers:

As parents we need to strongly support the staff in this, they are the ones who so ably provide our children’s education. The final step towards conversion would happen around October so we need to step up our campaign between now and then to stop this.
The governors have decided to take action that they know a majority of stakeholders are against. Please use the time now to talk to other parents before the public meeting (planned for Autumn term). We can stop the school from going down this reckless path, but to do so parents, staff, pupils and others all need to work together.

Kingsbury High Governors vote for academy conversion despite massive staff opposition

Kingsbury High School governors decided last night to seek academy status by 15 votes to 3 despite being given the result of the staff ballot which showed 84.5% of staff were opposed to the move.  The three unions in the school will call a public meeting about the decision in September and have already notified the school that they will be balloting for strike action.
