Terrence Higgins Trust condemns government decision on Sex and Relationships Education


Already two months later than expected, having promised to comment by the end of last year, Education Secretary Nicky Morgan has ignored countless reports, evidence and calls - most notably from the Education Select Committee - to make personal, social and health education (PSHE) and sex and relationships education (SRE) statutory.

Instead, the government has announced it will work with a group of leading head teachers and practitioners to improve PSHE, but this will not include statutory status, and is hardly likely to have the breadth or scope to tackle Ofsted’s finding that 40 per cent of PSHE teaching is not of sufficient quality.

Shaun Griffin, Executive Director External Affairs, Terrence Higgins Trust said:

The government missed its own deadline in reply to the Education Select Committee on PSHE, and now reveals itself to have completely  ignored that report, and the recommendation of no less than four chairs of parliamentary committees. Quite incredible.

Confusingly, in its letter the government expresses concern around the variable quality of PSHE provision, yet rejects the obvious solution. If  PSHE and SRE is made compulsory in all schools, it will be treated as other subjects, with teachers getting the training they need, and enough time being allocated in timetables for quality lessons.

Countless reports have shown the value of statutory PSHE including a strong link to good academic performance. It is quite astonishing that the government should disregard the advice of its own committee and mounting external evidence that the current system doesn’t work. We have failed young people in our country with inadequate and unrealistic SRE, and we now look set to fail many more.

Contrary to the government’s current assertion, that the vast majority of schools already make provision for PSHE and SRE, this is only obligatory in the 40 per cent of secondary schools which are maintained. This excludes the growing number of academies and free schools, let alone primary schools.

As part of the Sex Education Forum , Terrence Higgins Trust, is campaigning for universal statutory status for SRE in all schools.

Caroline Lucas ensures powerful teacher voices are heard in Parliament

It is unusual these days to have speeches in Parliament fully reported. Today I am making an exception because I feel the issues raised by Caroline Lucas in her adjournment debate on education on Tuesday were so important. Please do read on after the text break.


This evening I want to pay tribute to the incredible work being done in schools in Brighton and Hove. Last year the city’s young people got their best ever GSCE results. This year the key stage 2 results were in the top quarter in the country and 54% of A-level students got A* to B grades, an improvement in results for the third year running. Brighton and Hove was also named top local authority in the country for tackling homophobia in schools. That really is a track record to be proud of, so I want to applaud the many teachers and other staff who make such achievements possible.

However, those achievements have been reached in spite of Government policy, not because of it. Research from the National Union of Teachers reveals the extent to which Ministers have been taking teachers for granted. The NUT found that 87% of teachers said that they know one or more teachers who have left the profession because of work load; that 90% of teachers have themselves considered leaving the profession because of work load; and that 96% said their work load has had negative consequences for their family or personal life.

Tonight I want to do two things: first, to share some of what I have been told by local teachers about the daily reality behind those statistics, and to ask the Department of Education and the Secretary of State to start listening to teachers and to review their current policies; and secondly, to make the case for statutory PSHE—personal, social, health and economic education—teaching in all state-funded schools. I have a private Member’s Bill before the House designed to achieve exactly that. I very much welcome the Minister’s views on that proposal.

Natalie Bennett supports UKYP 'Curriculum for Life' campaign


Last weekend Green party leader Natalie Bennett signed up to pledge support for the 'Curriculum for Life' put forward by the United Kingdom Youth Parliament.


At a time when Michael Gove is narrowing the curriculum it is noteworthy that school students themselves recognise that education is about more than passing examinations or preparing for employment.

The proposal is in line with the Green Party's ideas on the curriculum which favours education of the whole person.

The UKYP state:
We believe that the place of citizenship education and PSHE in the curriculum should be radically overhauled through a youth-led UK-wide review; they are really important for young people’s growth and development as they teach vital life skills and can be the first steps to engaging young people in political life. Teaching staff should be specifically trained to a national standard to deliver citizenship education following this review.
 
What is it we want?

  • We want a Youth Led Review of Citizenship and PSHE education

  • We want a radical overhaul of the current Curriculum which we feel fails us

  • We want a new curriculum that includes the following subjects:

    • Political education
    • Sex and Relationships education (SRE)
    • Cultural awareness
    • Community cohesion
    • Finance skills
    • Sustainable living
    • Citizenship Education Test
