No Coup or War in Venezuela! Meeting on Monday March 11th Brent Trades Hall

Topical as always Brent Stop the War will be discussing what is happening in Venezuela at their meeting on Monday:

It is time for Genesis Housing Association residents to get organised!

Why? Actually it is pretty straightforward.

The board and the Chief Executive Officer (CEO) have been campaigning to ‘de-regulate’ or ‘de-register’ Genesis. Meaning they want to get out of most of government control or become private completely.

Do you remember the mutual building societies which went private about twenty years ago? The same kind of thing. They all ended up in the hands of banks.

In addition Genesis now clearly have a policy of raising rents so they can obtain more loans on the private money markets to build out-of-reach homes. In one recent case Genesis has asked the rent officer for an over 90% rent increase for a secure tenant. Hopefully the Rent Officer will not give in - but there is no guarantee.

Recently Genesis advertised a home for sale for £1,000,000. And another one bedroomed home was offered at a rent of £1,950 per month. I don’t suppose there are many readers who can pay that kind of rent.

The CEO publicly announced back in 2015 that Genesis would not build any good quality low rent houses. He said: “That won’t be my problem.”

He also explained how he looked at the homes of the residents: ‘[We are] really looking at our asset base and seeing what the value of that is and how we can get our hands on that value, (our emphasis) by changing its tenure, by churning it, by selling it and using those proceeds to build more homes.’

Nice! These are our homes he is talking about.

So residents have a fight on their hands and we have created a new residents organisations called ‘Genesis Residents.’

The next meeting for residents is in Harlesden on Thursday 16th February from 6:30.

It will be held in the Harlesden Methodist Church, 25 High Street, Harlesden, NW10 4NE

Brent Council should take the opportunity tonight to open a new chapter in transparency and accountability

Regular readers of this blog will know that there have been numerous occasions when attempts to address Brent Council on controversial issues, ranging from the Veolia Public Realm Contract to the Cara Davani case, have been disallowed as well as motions from both Liberal Democrats (pre 2014 local elections) and Conservatives being ruled out of order.

Muhammed Butt's promise on taking over the leadership of the council of a new era of transparency and accountability, a commitment to listen to the views of residents and opening the council up to their scrutiny, has not been fulfilled.

Tonight's Full Council meeting, will be attended by the new Chief Executive Carolyn Downs. The old senior management  regime of Christine Gilbert, Cara Davani, Fiona Ledden and Andy Potts has gone.

A fresh start would be indicated if Philip Grant is allowed to make his presentation on the important of high standards of conduct in carrying out the functions of Brent Council without interruption and there is proper debate on the Brent Conservative motion calling for an independent inquiry into the Rosemarie Clarke employment tribunal case.

Over the weekend I wrote the following to my ward councillors:

I am writing to urge you to support Philip Grant's request to make a deputation to Full Council on Monday September 7th.

I know Philip personally and he is a man committed to the highest standards in public life. He does not belong to any political party. His contributions to debate are always measured and well researched. The title of his deputation is one that Brent Council should welcome and support: “The importance of high standards of conduct in carrying out the functions of Brent Council

The reasons given for refusing the Deputation by the Council's Chief Legal Officer are spurious (it is a part of a 'campaign' and is continuation of a 'complaint or grievance') and her decision to treat it as an FoI request high-handed if not a misuse of her powers under the Constitution.

Allowing a dignified deputation by a man of principle who is a respected local resident would provide an opportunity for the Council, after a particularly difficult period, to indicate its commitment to the highest standards of conduct by the Council as it moves forward under a new Chief Executive.

The public can attend tonight's meeting to support Philip Grant, who has appealed against the refusal of his deputation, and to see if Brent Council can live up to its professed ideals. The meeting is in the Conference Hall at the Civic Centre at 7pm.

Election meeting on zero hours contracts Wednesday 29th April

Members of the University and College Union (UCU) are at the receiving end of  a shift to zero hours contracts.  The local branch of the UCU based at the College of North West London have organised this public meeting to discuss the issue with parliamentary candidates for Brent Central.

Agenda for Monday's meeting of Brent Council - the last at Brent Town Hall

Brent Council meets at 7.30pm on Monday at Brent Town Hall. It will be  preceded by a special meeting to confer the Freedom of Brent. This will be the last Council meeting at Brent Town Hall. The next Brent Council Executive meeting will be in the Boardroom at the Civic Centre.

The agenda below includes the decision on continuing Christine Gilbert's interim Chief Executive position until after the 2014 local elections:

Questions will be put to the Executive
7. This report provides a summary of the work of the Overview and Scrutiny Committees in accordance with Standing Order 14 and covers the period since last reported to Full Council in January 2013.

8. This report sets out – through its attached appendix – a proposed revision of the Borough Plan for 2013 – 2014. The Plan and its detailed targets have been the subject of consultation with Executive Members and Partners since March 2013.

9. On 11 March the Executive agreed the Wembley Area Action Plan for public consultation and then, subject to Full Council approval, to submit the draft Plan to the Planning Inspectorate for Examination.  In light of the consultation three relatively small amendments are proposed to enable a sound draft Plan to be formally submitted. Full Council is asked to approve the amendments set out in paragraph 3.3 below and to agree the Plan be formally submitted.  The draft Plan is attached as Appendix 1.

10. The Health and Social Care Act 2012 requires that the Council appoints a Health and Wellbeing Board, the membership of which is largely set out in statute. The purpose of the Board is to assess the health needs of the Brent population and produce a strategy to address those needs and to encourage the provision of integrated health and social care services.
11. The Health and Social Care Act 2012 and the Local Authority (Public Health, Health and Wellbeing Boards and Health Scrutiny) Regulations 2013 which came into force on 1 April 2013 make some changes to the Council’s health scrutiny role and the Council now has a choice about how those functions are carried out by the Council.
12. This report is in two parts; the first part sets out changes recommended following a detailed review of certain parts of the Constitution; most particularly delegations to officers, operation of Full Council, and call in arrangements. The second part addresses recommended changes of a more administrative nature and those arising from changes in the law.

A wonderful facility for children - let's see it widely used

Brent has some resources that deserve to be more widely known and used.  One such is the Brent Play Association on the ground floor of Peppermint Heights (formerly Middlesex House) adjacent to the Grand Union canal and opposite Sainsbury's in Alperton. It is close to Alperton Station. The BPA's John Lyon narrow boat is moored close by.

The Peppermint Heights facilities are  used for holiday and weekend play schemes for children with special needs. However, the facilities would be useful for organisations working with young people during the week including play therapy, art therapy, one to one contact, sensory work, group work as well as for voluntary organisations or community groups wanting a meeting place.
