Brent Event Day Parking Enforcement from 8am for a match that starts at 7.45pm today!


Paul Lorber has returned to the issue of Event Day parking restrictions affecting local residents and community activities as restrictions are put in place today for the England vs Spain match.

The notice says that enforcement will run from 8am today until midnight on main roads and between 10am and midnight in residential areas.

The match does not start until 7.45pm.

In an email to Carolyn Downs, Brent Council's Chief Executive, Lorber says:
As someone who helps to run a Community Library in the Wembley area which serves local people - many of whom are disabled and elderly - I find the tone of these emails unacceptable.

The notification does not state the time the soccer match will start and does not make it clear when enforcement against normal parking will be carried out.

This is important as at a public meeting in 2017 the current Leader reassured Wembley residents that enforcement does not start until 2 hours before the start of the event and ends 2 hours after the event finishes.

He did so in response to anger from residents against the Brent Council for allowing growing disruption to their lives by all day parking restrictions/enforcement while allowing a growing number of events at Wembley.

In view of this any tickets issued on easy event for simple parking infringement within the window specified by the Leader of Council should be cancelled. 

Even more importantly the Council should now clarify its Event Day enforcement policy and advise residents clearly and openly.

In addition, as raised in my earlier email to you, the policy of dispensation (granting of parking permits on event days) for local community groups should be reviewed so that they are treated as religious venues so that they too can go about their normal business of serving local people.

I would appreciate your early reply and confirmation that these issues will now be addressed in the interests of and for the benefit of local people.

How Greens will support our local high streets

Paddy Power have now opened a large new betting shop on Bridge Road, Wembley making it the third in the immediate vicinity. It replaces a bar/restaurant that struggled to succeed. I have argued before not against betting shops as such but for policies to improve the diversity of our high streets and thus encourage local shopping and small businesses.

The London Green Party and our Mayoral candidate Jenny Jones have been publicising our policies on these issues today and they may be of interest to those concerned about the impact of parking restrictions in Bridge Road and Preston Road.

The policies include:

1. Using planning policy to ensure that by 2020 all neighbourhoods will have a range of essential local services such as chemists within walking distance, and we will use planning policy to achieve this.

2. Increasing small business representation in the community by ensure micro and small businesses are properly represented on London's Local Enterprise Partnership.

3. Working with boroughs and trade bodies to Encourage Londoners to "buy local" and commission research into "buy local" schemes.

4. Ensuring small and local businesses aren't disadvantaged by congestion and parking and consulting them on the future of the congestion charge and a ‘pay as your drive' scheme, which would reduce time and money spent in traffic jams.

5. Preventing the construction of purpose-built car parks for supermarkets wherever possible and ensure local shops aren't disadvantaged by parking standards.

6. Lobbying the Government to give local authorities much stronger powers to prevent chain stores taking over independent shops, and to control the saturation of certain business types such as takeaways, betting shops and payday loan companies.

Brent to introduce high emissions-high charges parking policy

Tomorrow's Brent Executive is due to discuss a proposed emission-based charging regime for parking permits in Controlled Parking Zones (CPZs).  Currently there is no charge for vehicles below 1200cc registered before 2001 and no charge for vehicles in DVLA bands A,B and C registered after 2001. All other vehicles are £50 for the first permit, £75 for the second and £100 for the third. Visitors' permits are £100 each. The proposal is seen as a way of combating climate change and raising revenue.  In addition to the new charges it is suggested that residents could be awarded a 'permit surrender prize' and car club users could have a free permit allowing them to park in any CPZ in the borough.

The proposed new charges are set out below:

Currently 25% of Brent is covered by CPZs and the estimate of vehicles in each band based on renewals and new permits in July 2010 are (Above Brent Bands):
1-6%, 2-6%,  3-21%, 4-31%, 5-22%, 6-11%, 7-3%

After consultation the charges would be introduced from April 1st 2011 or as near to that date as possible.
