Brent Cabinet amend Tenterden Pavilion community asset transfer

Following representations from residents the Brent Cabinet amended the proposal on the community asset transfer of Tenterden Pavilion and playing fields to Wembley Education Charitable Trust (Lycee  International des Londres Winston Churchill).

The amendment made the granting of the 30 year lease to the WECT subject to them entering an agreement with Forest United (1973) Youth FC, a local charitable football club for its use of the pavilion and grounds during periods when it is not in use by the WECT.

Members noted 'the additional opportunity for community access by other groups, in what will be a significant new local sporting facility.'

Members delegated authority to the Director of Resources to finalise and agree terms of leasehold and associated licence disposal to WECT in consultation with the Operational Director of Environment Services.

Speaking on the proposal Cllr Roxanne Mashari made it clear that if WECT did not reach an agreement with Forest United the proposal would come back to Cabinet.

Welcoming the amendment Cllr Michael Pavey, (Barnhill ward in which the Lycee is situated) said that the Lycee were not good neighbours- overgrown grass on frontage and refusing use as a polling station - while Forest United were good neighbours and had been responsible for kicking off the CAT process.

He pointed out that WECT was based at the French Embassy, not in Wembley.

Residents had asked for the original  proposal to be deferred or rejected. In a letter to the Council written in May, Forest United had asked  that their original bid remained on the table as a viable proposal.  They asked that a project with WECT be 'an entirely joint venture from the start with both parties having an equal say in the process and subsequent build.'  They said that 'security of access to facilities is vital to the long-term growth and sustainability of Forest united.

The amendment did not meet these demands entirely and it is clear that much will depend on the negotiations carried out by Council officers with both parties.

Wembley French School leaves the workers out in the cold

I have been getting comments from locals, who like me live close to the French School now housed in the old Brent Town Hall.

They have seen the security guards standing at the gates in freezing temperatures with no shelter.

One man said to me this morning, 'It is disgraceful. It is a private school with big fees. Can't they provide them with a little cabin or something. It is because they know people need work so they walk over the working man.'

That's not very good public relations Lycee International de Londres Winston Churchill. Especially when you are named after the man who advocated machine gunning the miners during the 1926 General Strike.

Planning Committee and officers in tussle over Lycee swimming pool and Red House

The planning application by Lycee International De Londres Winston Churchill to build a basement swimming pool on the Grade Two listed former Brent Town Hall site is coming up again at Brent Planning Committee on January 13th. LINK

In a surprise move the Planning Committee turned down the application  at its last meeting but must now give reasons for its decision that could withstand appeal to the Planning Committee. Planning Officers stand by their decision and warn:
In making this resolution [minded to refuse permission], Members raised concerns about the development related to reasons highlighted below. No additional material or information has been submitted by the applicant for Officers to comment on. Members are reminded that any appeals are assessed by the Planning Inspectorate and that appeal performance is a planning ‘quality’ indicator. Appeals also involve costs in terms of staff time and legal advice and the appellant’s costs can be awarded if an Inspector considers that a reason for refusal to be unreasonable. The test of unreasonableness is different from not agreeing with the Council’s decision.
The Committee is reminded that both Heritage England and the 20th Century Society were consulted about the plans before officers recommended approval. Officers stand by their original recommendation to grant planning permission but give a formulation to justify refusal if the Committee decides to maintain their position.

The Committee refused planning permission on two counts - one regarding the impact on the view of the building and the other on the impact of repositioning of the bus stop that is currently adjacent to the steps up to the building.

These would be examined by the Planning Inspectorate if the application goes to appeal:

The proposed pool building, by reason of its design, size and siting and, in particular, its location within the principal frontage of the Grade II listed former Brent Town Hall, results in a detrimental impact on the setting of a Grade II listed building, reducing the visibility of the listed building when viewed from the immediate frontage of the property. This is contrary to Policy 7.8 of the London Plan (consolidated with further alterations since 2011) and the National Planning Policy Framework. 

In the absence of specific details of the proposed relocation of the bus stop and shelter, the proposal is likely to result in conditions prejudicial to the free and safe flow of traffic on a distributor road in terms of the proximity of the bus cage to the traffic signals. This is contrary to saved policies TRN3 and TRN4 of the Brent Unitary Development Plan 2004. 
The Planning Committee's less publicised rejection of the much higher value Red House planning application is subject to the same process.  This is the former Wembley Conservative Party Club close to Wembley Stadium station which was sold off  by the Tories and currently occupied by a commercial play facility. Situated between the station and the London Designer Outlet this is clearly a valuable plot and the Conservatives may be kicking themselves over the original disposal. The plans are for two buildings, one yet another hotel, 13 storeys with 312 beds, restaurant, bar, gym and offices and another of 4 storeys for A1-4 and D2 use. The development would involve realignment of the route between South Way and the Wembley Park Boulevard.

The Officers again maintain their original recommendation to approve the application, warn about the risks attached to it going to the Planning Inspectorate but give possible reasons for refusal:

1) Design,siting, scale and massing in relation to adjoining buildings
The report and supplementary discussed the relationship to existing buildings, the current masterplan and proposed future changes. Officers consider that the siting and scale issues are generally appropriate to development within the wider growth area and recognise the change in the applicant's ownership. However, if Members are minded to refuse on similar grounds then the following is a possible reason for refusal which concentrates on design issues and the corner location:
The proposal provides an unacceptable response in terms of its design, detailing (including materials) and siting to its prominent corner location and to its relationship to the primary pedestrian route from the High Road, including the legibility of the London Designer Outlet centre, and in the context of the wider masterplan and other development proposals. The proposal is accordingly detrimental to the character and appearance of the area, contrary to saved policies BE2, BE3, BE7, BE9, BE10 of the Brent Unitary Development Plan 2004, policy CP5 of the Brent LDF Core Strategy 2010 and Policies WEM1, WEM2, WEM5 of the Wembley Area Action Plan 2015.
(2) Impact on Wembley Park Boulevard in terms of its width during construction and its future alignment to Stadium Station Square
The report explained the reasons for the realignment of the original route of the "boulevard" to link with Stadium Station Square to the south of South Way. Amendments were sought to the layout of the building to respond to this change and, on balance, the principle issue is the legibility of the route and its attractiveness and design for the function intended. If Members are minded to refuse on this ground then the following is a possible reason for refusal;
The proposal, by reason of the reduced width of the interim “boulevard” during construction, fails to demonstrate that the proposal will not result in conditions prejudicial to pedestrian safety during Major Events at Wembley Stadium. This is contrary to saved policy TRN10 of the Brent Unitary Development Plan 2004.
 As often stated here the Planning Committee has statutory independence from the Council and it is interesting to see how that will be maintained, particularly in the new era following the departure of Andy Donald, previously in charge of planning along with regeneration and major projects.

Planning Committee sinks plans for a swimming pool at the former Brent Town Hall

The Kilburn Times has reported LINK that Brent Council Planning Committee has refused permission for the fee paying Lycee International de Londres Winston Churchill to build a 5 lane swiming pool sunken into the garden area in front of the former Brent Town Hall bulding, adjacent to Forty Lane and the Paddocks.

There were few objections to the plans and the Planning Officers' Report recommended approval  LINK  and continued to do so after members of the Committee visited the site and raised various issues  LINK 

The Kilburn Times quotes a Brent Council spokesperson: “The Planning Committee voted unanimously to refuse the proposal based, in particular, on concerns about its effect on the setting and views of the Grade II Listed Building on this prominent frontage site.”

The refusal comes as a surprise and some local people and schools had been looking forward to the promised public access when the pool was not being used by the French School.

Around the corner there is some uncertainty over the promised community swimming pool, and the extent of public access.  on the site of the former Dexion House. This would be a 2,500 m2 pool in the basement of one of two new buildings which are given over to student accommodation.

Update on The Winston Churchill Wembley French School

Living locally I have been following with interest the redevelopment of the former Brent (and Wembley) Town Hall as, what we have been calling locally, the Wembley French School. It is not clear what the new bus destination that will replace 'Brent Town Hall' will be.

The internal works are nearly complete and most activity is now on landscaping works. One can't help but be struck by the high quality of the work for this private fee paying school in comparison with the 'off the peg' cheap new school build in the public sector as well as free schools in converted buildings with little play space: compare these grounds with Michaela's tiny 'car park' play space benath the building and next to the railway line.

Many of the trees on the site have been kept which provides pleasant shaded areas around the buildings and there has been some new planting and landscaping.

The Lycee International Londres Winston Churchill is due to open on Thursday September 3rd to Years 1-11 and applications are open until Wednesday August 26th.

Lycee International de Londres Winston Churchill produces record 14,000 page views on Wembley Matters

Unique page views on Wembley Matters topped 11,000 yesterday mostly reflecting interest in the story on the 1,000 pupil French School in London opening in Wembley at the former Brent Town Hall.  LINK Hits are normally between 1,500-2,000 a day. More than 14,000 have read the article.

What this means in terms of applications for places at the school remains to be seen.

Wembley's Lycee International de Londres Winston Churchill on target for September opening

This week the hoardings around the Lycee International de Londres Winston Churchill have been taken down and locals are able to see the result of the work that has been going on.  Workmen tell me that the internal work is largely completed and work on the grounds is taking place as well as installation of iron railings on the existing perimeter wall.

The building includes the refurbished Brent Town Hall (before the merger of Wembley and Willesden, Wembley Town Hall) and a new block for primary pupils. The school's website shows the completed site, complete with running track where the Council car park used to be.


One can't but notice that the building looks far more substantial than many recent new school builds in the borough.

The school is due to open on September 3rd 2015 for Years 1 to 11 with Years 12 and 13 starting in subsequent academic years.

The school will offer a bilingual education with 'an Anglo Saxon' ethos and will be fee paying:
2015- 2016 school fees will be as follows:

  • Maternelle: £10,470 / year
  • Elementaire: £9,770 / year
  • Collège: £9,770 / year
  • Lycée: £10,470 / year 

These fees include lunch, insurance and, from Primary onwards, an appropriate tablet device.

There is a non-refundable £90 pre-registration fee per pupil.
If you are offered a place, you will receive an email explaining in detail the acceptance procedure and the Terms and Conditions. A first registration fee of £1,200 per pupil, as well as an advance payment of £1,000 on the first term fees, must be paid to secure the place. These fees are non-refundable.
