Bug bears with parking on Wembley Event days

The new Wembley Stadium was marketed as a 'public transport' destination with limited private car access.  This letter is reproduced with permission of the Wembley resident who has written to councillors and council officers about some of the current issues to do with Event Day parking in the local :

 

Dear All,

 

First of all I must state that I have no objections to Wembley Stadium increasing the number of events, having lived in the HA9 area for almost 40 years I have learned to adapt and deal with it and experience little disruption to daily life. 

 

It would seem that one of the biggest bug bears to Residents in the area is Parking, so I would ask the council to do a complete overhaul of the Parking Permits and Event Day permits being issued in all wards within the HA9 area, not only for event days, as many now living in what is supposed to be “Car Free” properties have gained permits in CPZ’s and Event Day Permits which renders the system useless.

 

Work with Transport for London, to ensure that reduction of service (206 & 92) and diversion of buses (83,182, etc) that use Empire Way and Wembley Hill Road/High Road is kept to a minimum and if they have to be diverted for a limited time that proper signage is erected along with Traffic Marshals to help people affected to be able to connect with the relevant bus stop, further along the route.

 

Exemptions on closed roads, for Supermarket Delivery, Parcel Deliveries, Medicines, Residents with clear mobility issues for access especially at weekends when people who are working have no other options but to have them when they are at home.

 

Make Parking Enforcement Officers aware of the regulations with regard to Event Day permits etc.

 

I recently queried with Parking Enforcement Officer why they had not ticketed 2 vehicles parked in the CPZ and was told “they have Event Day Permits” I informed him that this did not entitle them to park in a CPZ/Resident Bay and he told me that was not what he had been told and would therefore not issue a ticket.  I can also confirm that these vehicles belong to residents of the “Car Free” flats of Wembley Place.

 

Recently at the Taylor Swift concerts 3 vehicles parked in the CPZ on the street, all were Chauffeurs/Uber Drivers who sat in their vehicles, engine ticking over for over an hour waiting to collect their customers. We never saw anyone from Enforcement and not one was ticketed or told to move.

 

Event Day Permits Abuse of ….

I suggest Brent Council Parking Service looked at websites such as:-

Just Park, Park on my Drive, Your Parking Space,  Parkopedia.

 

As they are valid for 3 years for £15.00! not yearly you missed a valuable revenue stream there!

 

I know of several people who have moved and no longer live in the area, who have retained and renewed their permits, who on Event Days to park in the area when visiting relatives who live in the zone, or who have given their permits to people who would not normally entitled to one, to use over the next few years!

 

The issuing of Event Day Permits to the Residents who live outside the CPZ’s in Tokyngton, Wembley Park, Wembley Hill, and Wembley Central has allowed anyone with a Driveway some with spaces of up to 3 cars, the ability to exacerbate the problem to epic proportions as many now put the permit in their cars park them on the road and rent out their driveway.  Some even park extra vehicles on the actual dropped kerb and block the footpath on to their drive.  In Tokyngton this clearly demonstrates that blocking the road at the Arches/Harrow Road has no effect whatsoever, as most vehicles enter from St Michaels Avenue.  This renders the road closure a complete waste of time and does nothing to alleviate the congestion at the end of an event.

 

I suggest for clarification and entertainment someone from the relevant Parking department put in the dates of the upcoming concerts for Bruce Springsteen and Taylor Swift, see how many are on offer and how many have actually sold out!  The sheer volume of adverts, all outside the CPZs to discover how widespread this is, even Asda Wembley Park advertise on Just Park you can reserve a space for £24 for up to 11 hours.

 

Blocking vehicles from entering the Wembley Stadium area i.e at Ecclestone Place, Triangle/Wembley Hill Road whilst the Traffic Marshalls employed by Wembley are doing a fantastic job of reducing the issues for residents parking and accessing their homes, this has caused an even bigger problem which no one has addressed not Parking Enforcement or the Police, which is the……….

 

Designated Pick Up Points, or rigorous enforcement of…..

 

Allowing Chauffeurs, Black Taxi’s and Ubers waiting to collect their customers from parking on both sides of the street on double yellow lines between Ecclestone Place and the Triangle where the road is blocked, along Harrow Road and Wembley High Road.  Some Ubers and Black Taxi’s were witnessed “Touting”  for business.

 

This was the case on all 3 dates of previous Taylor Swift Concerts.  The 18 bus could not pick up at the bus stop, Ambulances were stuck in gridlock and nobody was going anywhere as 2 cars could barely pass on the road.  Sainsbury’s have their delivery at 10.30 pm every night and park in the Bus Lane, which normally is not an issue but on Event day added to the problem. 

 

 

I am able to supply video should anyone from Parking Enforcement wish to view the mayhem this caused and was still causing problems up until 11.30pm over an hour and fifteen minutes after the concert finished.  I will state this is not typical concert behaviour as certain concerts do not attract the fans that use these options, i.e Green Day, and AC/DC.  I have no doubt that the up and coming Bruce Springsteen, Taylor Swift, and Boxing Events will have a same scenario unless serious thought is given as to how to prevent this.

LETTER: We need to complain to London Travelwatch re lack of travel information on event days

 Dear Editor,

Re Wembley Stadium events.
 
We need everyone to complain to Travelwatch, about lack of service, diversions with no signage telling people anything? or where to go and catch the bus, and why they suspend  the service for so long before the event.  
 
Why nothing on TFL website, bus information displays, Wembley Stadium website site - nothing! 
 
Don't even get me started as to why there is no pick up area allocated for all the chauffeurs and ubers blocking the roads - more on that another time.

Who are Transport for London and London TravelWatch and what do they do?

TfL is an integrated transport authority responsible for the day-to-day operation of London’s public transport network.  It also manages London’s main roads.

London Travelwatch is the official watchdog organisation representing the interests of transport users in and around London.  It is officially known as London Transport Users Committee.  It is independent from the transport operators and deals with complaints about services operated or licenced by TfL.  This includes:

  • River boats and ferries
  • Santander cycle hire

It also deals with main line railway services operated by some National Rail Companies.

Brent Council deprives local primary schools of much needed extra funding

The Kilburn Times LINK reports that Oakington Manor Primary School has lost the High Court case brought by Brent Council against the school.  The school had earlier won a Planning Inspectorate appeal against the Council's order to stop letting the school playground out for car parking on Wembley Event Days. The Council decided to invest its (our) funds in taking the case to the High Court  The revenue was used to supplement provision for pupils.

Oakington Manor is now a Multi-Academy Trust with Furness Primary and receives its funds directly from the government rather than via Brent Council.  It does however suffer the same funding deficit experienced by all state funded schools.

Declaring an interest as Chair of Governors at Chalkhill Primary School in Wembley I can also reveal that Brent Council took similar action against us and despite our receiving support from local councillors and Barry Gardiner MP, Brent Council Planning Enforcement took action against us. Local primary schools are in effect also part of Brent Council and so we had one part of Brent Council taking legal action against another part of Brent Council - an action that would deprive the school of additional income at a time of budget cuts and increased costs arising from higher pension and national insurance payments.

Chalkhill lost its case with the Planning Inspectorate and decided not to take any further action because of the legal costs involved.

Ostensibly, the Council's case is based on the need to reduce car use and subsequent pollution and traffic congestion in the area. Readers may think it might be more to do with maintaining its own and partners income stream from parking charges.

Not far from Chalkhill and Oakington Manor, the fee-paying Lycee International at the old Brent Town Hall, is letting its car park on Wembley Event Days. Brent Council argue that this is over-spill from official car parking near the stadium which has been reduced temporarily by the building works in the vicinity.

'Terrorist danger' leads to wider road closures around Wembley Event Days

Local residents are used to local roads being closed for several hours on Wembley Event Days with bus routes curtailed or diverted but Brent Council has now issued a Temporary Traffic Prohibition Order that could closed them from 10pm the day before an Event Day until 8am the day after the event. It is anticipated that the prohibition would not be in place throughout those hours but only as 'required by the police' according to the Council's statutory notice below so we must adopt and wait and see the practical impact of the order which will run initially from February 16th to December 31st 2019

The Order is on the recommendation of the Metropolitan Police and due to 'purposes  relating to damage or danger connected with terrorism.'

There are already concrete barriers at strategic points around the area and a multi-agency committee meets regularly to monitor safety issues including the danger posed by potential terrorism incidents when there are such large crowds in the vicinity of the Stadium and Arena.

Local residents penalised on Wembley Event days

As locals know it is pretty hard getting around the borough on Wembley Event Days with over-crowded public transport, traffic jams, curtailed bus routes and parking restrictions. Many give up moving around the area to go about their normal business, shopping, visting relatives or attending local events.

Now it appears to have got harder with Brent Council refusing Barham Community Library, staffed by volunteers,  Event Day parking permits for library events and community lettings that happen to take place on event days.

Paul Lorber asked for what he thought would be routine parking permits for the library and received this reponse from Brent Council:

After consulting our 2015 parking strategy document which is available online at https://www.brent.gov.uk/media/16403337/parking-strategy-2015.pdf, I can confirm that we are unable to issue the dispensations that you have requested. I have attached a copy of this strategy for your convenience. 
I draw your attention to article 3.120, titled “Places of worship and community centres”. therein it states;
“Many places of worship are situated in residential areas. People often use their cars to travel to worship or to attend related community activities, and this can sometimes cause   congestion and/or conflict with the parking needs of local residents and businesses. With the exception of event-day place of worship permits in Wembley (only premises that are not in a CPZ are eligible), no special on-street parking provision is made for places of worship and community centres.”
I believe that this article precludes the library from any issuance of dispensations, or any other special on-street parking provision.  
I have reviewed the public transport options available around the library, I note.
·      Sudbury Town Station is 0.2 miles away (five minute walk) serving the Piccadilly line.
·      Sudbury and Harrow Road Station is 0.3 miles away (6 minute walk) serving the Chiltern Line on the National Rail.
·      Wembley Central Station is 0.7 miles away (14 minute walk) serving the London Overground (Watford DC line), the Bakerloo line and the National Rail serving the London and North-Western Railway and Southern lines.
·      A bus stop serving the 18, 92, 182, 204 & H17 routes is 300ft north-west of the library entrance.

I would encourage visitors to make use of the readily available public transport, as well as walking and cycling, our published strategy seeks to reduce trips by cars throughout the Borough.
I understand that this may not have been the response you were expecting. However, we have a published strategy to seek to achieve a balance between the needs of residents to park, access to local employment and local retail and service providers in addition to the reduction of car trips.

Dear Mr Wild

Thank you for your email.

Firstly I consider it inappropriate for anyone from Brent Council to recommend cycling to anyone until such time as the local roads are repaired. As things state many roads are in such a poor state of repair that they are death traps for cyclists.

Barham Community Library has now been open for almost 2 years and up to now all our requests for permits for events at our Library have been met irrespective of the out of touch policy/document you refer to.

What has suddenly changed?

I am concerned because our Library is attended by many older and disabled people who are often brought by others. Without receiving a lift from a relative or friend who then needs to park locally that person would not be able to come.

This policy is therefore depriving elderly and disabled people for accessing our Library on Event days and preventing us to organise events for our local community for many weekends during the year. How does this approach help to meet the other Council objective to tackle loneliness?

If the intention is for Brent Council and its officers to deprive community facilities the ability to function or for disabled or elderly people to be disadvantaged then I suggest that you clearly state this intent and publicise it - rather than simply hide behind a document which no one is aware of.

Whenever the issue of the Wembley Event Zone was discussed officers and leading councillors reassured residents and organisations that they could always apply for Event Day permits. I cannot recall anyone stating that they were restricted to funerals and weddings only and recall summer BBQs, birthday parties being mentioned too.

The fact that up to now our requests for permits were always granted proves that the above approach was followed up to now. Hence my question - what has changed and who issued instructions to change the approach.

I am copying these exchanges to the Chief Executive so that she can sort out this mess and stop local people and local organisations being disadvantaged in this appalling way just to accommodate Wembley Stadium and their growing number of events.

Lorber told Wembley Matters:
We have been asking for permits regularly and until recently received them for days when the Library was open, or for the Tamil School or even for lets to other groups or individuals for a social/party. One group who regularly uses us for small social gatherings are the  Caribbean Muslim Group made up mostly of older people. They usually finish around 10:30pm and feel safer to go by car with their family. Without the ability to park for their elders or disabled people they will simply give up.

A return bus ride costs £3 - and most people are unlikely to want to spend so much to simply come to a library.

We are not talking of a vast numbers of people and lack of parking spaces or congestion is not an issue for us as Barham Park is some way from the Stadium.

Tge trouble is that the rules are being imposed and enforced by people who do not live here and do not appreciate  the damage their draconian restrictions cause for local people and voluntary groups.
Surely it is wrong that the local council that is supposed to represent the interests of its residents has decided to restrict their lives on event days?
