Headteachers call for government to reassure EU children in UK of their right to stay

 I have been hearing reports of children from EU countries crying in school the morning after the Referendum fearing that they would be forced to leave the UK. This initiative by the National Association of Headteachers is welcome.

Today (Wednesday 29 June) school leaders’ union NAHT published an open letter to David Cameron calling for assurances to be given to EU pupils. The full text of the letter follows:

Dear Prime Minister,

The vote to leave the European Union has brought uncertainty to many areas of life in Britain, including education.

School leaders are reporting to us that some of their young students are worrying about their future.

Pupils are worried about being forced to leave Britain. They are fearful of a potential rise in racism and community conflict. They are concerned about their prospects in an uncertain and isolated Britain.

It is not just the economic markets that need calming. Our young people need a statement from the government to address their fears.

NAHT strongly urges the Government to give pupils from the EU better assurance that they will be able to complete their school education without interruption; that they and their families remain welcome and valued members of the communities they call home.

Our schools are the places in which we shape our future as a nation. Our teachers and school leaders can help young people make sense of dramatic changes and build their own plans. To do this, we need clarity, swiftly. Please do not ignore the impact of the EU referendum result on the next generation.

Clean air for London - Sian Berry's plans

London needs a comprehensive plan to bring its air within legal limits as soon as possible, using every tool at our disposal, the Green Party mayoral candidate said today.

With air pollution estimated to cause more than 9,500 premature deaths in London every year, Sian Berry lists a wide range of actions that she would carry out as Mayor to comply with air pollution laws by 2020 at the absolute latest.

Immediate measures include enforcement of the existing ban on idling for parked vehicles, a higher congestion charge for all but the cleanest vehicles in Central London, and accelerating the programme of replacing diesel buses with hybrids and electric vehicles.

In the longer term, she will create a much larger Ultra Low Emission Zone, write much stronger car-free policies into the London Plan, commission a cleaner version of the ‘New Bus for London’ and expand the electric car charging network to create 25,000 charging points.

Sian Berry said: 
Sixty years after the Clean Air Act helped put an end to the deadly smogs that came from coal fires and power stations, we are now faced with a comparable problem.

The time for half-hearted efforts to clean up our polluted air and ensure compliance with existing laws is past. If I’m elected Mayor I will immediately exclude the most polluting cars, vans and lorries from central London, and speed up the switchover to make all new buses and taxis zero-emission. I will cancel road-building plans and oppose all airport expansion.


I also believe in telling Londoners the truth, and I will provide warnings about bad air days so people can protect their health by cutting car use and avoiding outdoor exercise.

In the longer term we need an effective new Ultra Low Emission Zone to keep polluting diesel vehicles out of London, along with fair charges on motoring to reduce traffic levels. That’s the only way we can bring pollution down to levels that we can genuinely describe as ‘quality air’.

The full details of her policies are:

Immediate action:
  • Tighten up the standards on the current Londonwide Low Emission Zone for vans and make sure they are properly enforced through vehicle checks, with enforcement of the existing ban on idling for parked vehicles.
  • Introduce a higher congestion charge for all but the cleanest vehicles in central London, to create a Very Low Emission Zone. This will ensure that where drivers have a choice of vehicle they never bring polluting cars into London and provide a strong incentive for London’s car owners either to give up their vehicles or to change to petrol or hybrid cars as quickly as possible. We will invite boroughs to opt in some or all of their area to expand this zone into illegally polluted parts of inner and outer London.
  • Accelerate the programme of replacing diesel buses with hybrids and electric vehicles, ensuring the entire fleet is moved to these technologies by 2020 at the latest and that the Ultra Low Emission Zone can be extended to all of London without affecting bus services.
  • Maintain and extend scrappage grants and loan schemes for black cab drivers so that all their vehicles are zero-emissions capable by 2018, ensuring there is a suitable charging infrastructure for them to run on electric power in all areas of inner London at least.
  • Join car owners and those affected by high air pollution in bringing legal action against car makers for cheating on their emissions tests and misleading all of us about the pace of change in the pollution caused by our vehicles.
  • Begin consultation immediately on introducing emergency traffic reduction measures to protect Londoners from the worst air pollution days we currently experience.
  • Lobby government for a scrappage scheme for all diesel vehicles, and changes to Vehicle Excise Duty and the new Roads Fund to encourage Londoners to give up car ownership by switching to walking, cycling, public transport, car clubs or at least low- or zero-emission vehicles.
Longer term plans:
  • Begin consultation immediately on a scheme to replace the ULEZ that will cover all of London and be effective in complying with the law. This could be combined with the new traffic demand management scheme we will develop to replace the Congestion Charge. 
  • Put much stronger car-free housing policies in the London Plan to support the trend for lower car ownership in both inner and outer London. This will be supported by our transport policies to improve public transport and make living without a car easier in all parts of our city.
  • Ensure all planning applications are air quality neutral, requiring new developments to reduce air pollution in the most heavily polluted areas.
  • Oppose all road and airport expansion in the South East and London, as well as putting together proposals for City Airport to be closed and replaced with a new city quarter for homes and businesses, working with local authorities, businesses, developers, large and small, along with academic and cultural institutions.
  • Revisit plans for the ‘New Bus for London’ to explore a number of newer, more accessible, higher capacity and cleaner versions of the new design, more suitable for Londoners’ varied needs.
  • Ensure the electric car charging network is properly maintained and funded and aim to expand it to provide 25,000 charging points across London.
  • Develop further electric vehicle charging networks for vans, car clubs and private cars in local areas in collaboration with local councils.
NB Sian will reveal plans to promote walking and cycling in her forthcoming People-Friendly Streets manifesto. This will complement the public transport policies she has already announced – flattening the fare zones, making travelcards fairer for part-timers and allowing interchange between different modes of public transport at no extra cost – which are also designed to reduce private car dependency.

Oakington Manor proposal to become an academy - parents' view sought by teacher unions

The Governors of Furness and Oakington Manor are looking at becoming a multi academy trust. The Unions have sent in a response stating why there should not be an academy trust and asking for an extension to the consultation. We are particularly concerned about this as the Oakington Brent Audit Report of June 2015 said, ‘weaknesses in the system of internal controls’ … ‘put the client’s (school’s) objectives at risk’. It goes further; ‘The key areas of weaknesses related to high value expenditure, income administration, stock management and pension administration’.


Brent insisted on a proper bidding procedure and due diligence regarding ‘high value expenditure’. This is entirely proper. For the Governors to say this as a reason for NOT wanting to stay with the LA is entirely inappropriate. Staff in both schools have asked lots of questions and are waiting for answers. Oakington staff were told to be quiet by the Chair of Governors at their meeting to discuss the proposal. Parents were not happy with the proposal at the parents meeting. Will it help or hinder your child’s education? Analysis of primary school results indicates that academy conversion actually slows progress.

Let parents and staff have their say on whether the school should become an academy. A full debate to hear both sides of the argument and then a secret ballot for staff and parents.

There should be an opportunity for a proper debate with both sides of the argument for and against an academy being equally presented to staff and parents. This should be followed by a properly conducted independently overseen secret ballot, with the same information included. This is the only way that parents and staff’ views can definitely be known.

Green Party condemns Government's 'assault' on children's futures

Responding to a report which has exposed the ‘double disadvantage’ being faced by young people from poor backgrounds, the Green Party has called on the government to tackle the rising impact of poverty on young peoples’ futures.

The report, written by education charity the Sutton Trust, found that less than one in three (29%) white working class boys from poor neighbourhoods are studying past GCSE level. That’s compared to almost half (46%) of working class boys from affluent areas and two in three (68%) of boys from wealthier backgrounds.

Alongside teaching unions and campaign groups, the Green Party has consistently emphasised the link between poverty and poor attainment in education, and called for greater investment in teaching as well as an end to the welfare reforms which have seen inequality widen.

Green Party spokesperson for schools, Samantha Pancheri, said:
The evidence of the damaging impact austerity is having on young people’s futures continues to mount and yet the government continues to wilfully ignore the facts. Quite frankly it’s inexcusable.

From welfare reforms exacerbating poverty, to cuts to education budgets, and the creeping privatisation of the education system, this report confirms that young peoples’ aspirations are being eroded through an assault on their future – an assault that the government has the power to stop.

We should not be surprised that working class children from poor neighbourhoods feel
disenfranchised from education, as the government’s reforms are creating more pressure than ever on pupils to perform well in examinations, whilst simultaneously eroding their prospects to turn this into a meaningful future for themselves.

Whilst this report highlights the urgent need to address the causes of young people struggling through the education system up to GCSE level, it is vital that this is accompanied by widespread efforts to protect Further Education, and ensure that pupils have every opportunity to fulfil their potential.

This is an excellent project which tries to circumvent some of the nastier aspects of the UK government's policies regarding the children of EEA and other nationalities whose parents have been granted the right to reside and are being told this right does not automatically apply to their children.

Brent Council to act on pedestrian safety in Forty Lane traffic corridor

Local residents,  have been in contact with Brent Council to express concern about pedestrian safety at the Bridge Road/Forty Avenue/Barnhill junction and the junction of Forty Lane/Kings Drive and the Asda petrol station and car park. LINK

Children from The Ark Aademy (Primary and Secondary), Michaela Secondary, Lycee de Londres (Primary and Secondary) and Chalkhill Primary all use these crossings.

Brent Council has now sent this response:

Thank you for contacting us with your concerns about pedestrian safety at the junction of Kings Drive and Forty Lane.

I can assure you that pedestrian safety, particularly for vulnerable pedestrians such as children, is a high priority and we are active in introducing road safety measures for the benefit of all road users. Funding has been prioritised for road safety and accessibility improvements to the Forty Lane Corridor between Bridge Road and The Paddocks through our 2016/17 Local Implementation Plan (LIP) submission. A transport study is currently in progress to develop designs to improve pedestrian accessibility and safety, and congestion along this corridor with improvements to the Forty Lane/ Forty Avenue/ Bridge Road / Barnhill signal junction envisaged to commence from Summer 2016, subject to consultation. 

I acknowledge the need for immediate action to discourage motorists contravening the traffic regulations at the junction of Kings Drive and Forty Lane. We shall therefore review the existing signage and road markings to improve compliance and this will include the introduction of camera enforcement signs along with increased enforcement during peak hours to target habitual offenders.

Brent Edinburgh to London bike riders help raise more than £50,000 for Palestinian children




The  Big Ride bikers completed their Edinburgh to London fundraising ride for the Middle East Children's Alliance (MECA) this afternoon at Archbishop's Park, Lambeth. They had cycled 435 miles in 9 days.

Among the more than 200 riders were Kam Datta and Alberto Zerda from Brent.  Kam raised more than £1000 and  Red Spokes, the organisers, hope that the total will reach £60,000.

What is the problem the project is addressing?

Children in Gaza live with the constant threat of Israeli military assault and the ongoing blockade of basic necessities and medical care. There is widespread poverty and a closed environment where people and goods cannot travel freely. The UN estimates that 400,000 children in Gaza are showing signs of severe psychological distress including bed-wetting, nightmares, aggression, phobias, extreme withdrawal or anxiety and difficulty eating, sleeping or speaking.

How will this project solve the problem?

The situation for children in Gaza is an emergency. MECA will use your donations to provide emergency aid to families in Gaza and deliver medicine and medical supplies to hospitals. MECA will support community-based organisations that run creative writing programs, sports teams, art and music classes; to build playgrounds and much more. Meanwhile, The Big Ride is working to raise awareness in the UK about the situation for children in Gaza.

What is the potential long-term impact of this project?

This project will reduce the children's risk of disease and malnutrition by addressing basic needs for food, medical care and adequate shelter that could impact their development and long-term health. By involving children in creative community activities, the project will also protect children's long-term mental health, making them more resilient against the risks of severe anxiety, depression, aggression and withdrawal.

Pedalling for Palestinian Children - Support Kam's bike ride

I will be taking part in The Big Ride (Edinburgh to London - 435 miles) in August, to raise money for a Palestinian children's charity, specifically aiming to provide emergency aid for the children of Gaza.

After the war last summer the population of Gaza is still living under a siege which prevents adequate access to basic necessities. Green Party members prevented from standing for parliament for Basingstoke on a joint, job-share candidacy

A request by Green Party members Sarah Cope and Clare Phipps’ for joint parliamentary candidacy submitted to Basingstoke and Deane Borough Council on Thursday 9th April was rejected today by the Electoral Returning Officer on the grounds of a ban on job-shares for MPs.

Neither Cope nor Phipps would be able to serve as a full-time MP. Cope is the main carer for two young children, and Phipps suffers from a disability which would prevent her from working full-time. 
Allowing job-share MPs has been Green Party policy since 2012. In 2010 Caroline Lucas, Green MP for Brighton Pavilion, used her first speech as Green Party Leader to call for the post of Member of Parliament to be opened up to job-shares to encourage more women MPs and make Westminster politics more accessible to ordinary people.
Cope, 36, is a mother of two. She has been an active member of the Green Party for over a decade and is the chair of Green Party Women, the women's sub-group within the party.
Cope said:
Allowing job-share MPs would open up Parliament to a much more diverse group of people, including more women, those with childcare and other caring responsibilities and those with disabilities.
At a time when people are disenchanted with 'business as usual' politics, it is an idea which could re-engage people. If voters have the chance to vote for people who are more like them, and who can relate to issues within their lives such as living with disabilities, or coping with caring responsibilities, they may be more likely to engage with the democratic process.
Phipps, 26, is researching gender and health as part of a part-time PhD and job-shares a position on the Green Party Executive. Since 2009 she has suffered from a disability known as idiopathic hypersomnia, a chronic condition which means she sleeps for around 12 hours a day.
It is now almost 100 years since women were first able to vote - yet The Electoral Reform Society predicts that on May 8th only 30% of MPs will be women. At this rate of progress, a girl born today will be drawing her pension before she has an equal say in the government of her country.
It's time our government reflected the people it is representing. Allowing job share MPs is just one way we can change politics for the better.
Phipps and Cope argue that preventing their joint candidature contravenes their Convention rights, including the right to respect for their private and family lives and the requirement of respect for rights and freedoms without discrimination on the grounds of disability. Following the formal rejection of their application for candidacy, Phipps and Cope are seeking legal advice and will be continuing their campaign to become job-share MPs.

Vulnerable children in need of care not cuts, a review of the impact of Council decisions since 2011

During the Kenton by-election in February 2011, Muhammed Butt rang my doorbell and asked me if I was going to vote for the Labour candidate. I responded by saying I wasn't sure, that it was unlikely, and he asked why.  I said was very disappointed with the Council, particularly the Labour group, who appeared to be supporting severe cuts to frontline services, which, in my opinion, would affect the most vulnerable in our community. 



Mo asked me for an example and I told him that I heard the Council were proposing to close 24 Crawford Avenue (a large 6 bedroom house that had a 1/3rd of an acre of play space and is situated in the heart of Wembley).  Incidentally, the house was bequeathed to Barnardos specifically for the use of children in need. It was leased to Brent Council for decades at a reasonable annual rent. 



The Council leased the property for decades from Barnardos without any major issues. The unit was registered to provide overnight short breaks for up to 6 children, in addition to providing valuable day care during the school holidays and at weekends for another 6 children. It also accepted lockouts and emergency child protection cases.  Those who benefited from the service were children aged between 5-18 years, who although mobile, suffered from moderate to severe disabilities, including learning difficulties and some with challenging behaviours. In addition to giving children greater opportunities to develop and socialise and through play it also gave families much needed short breaks.



 However, whilst standing in my doorway, touting for my vote, Mo Butt responded absentmindedly. He said, "Oh yes, Crawford Avenue is going to close. Ironically, this was before any official community consultations had begun.  When I raised further concerns about how disappointed I was, he proudly informed me that he was the Deputy Leader of the Council and that I should put my concerns in writing to him.




Months later, the so-called public consultations eventually began and many people put their concerns in writing. Service users took a legal challenge to the high court.  The Council continued to argue that they knew best. That they were building a 'state of the art' unit, which eventually became known as the Ade Adepitan Centre, situated adjacent to the new Villlage School in Grove Park.  Whilst the new build was being built, the Council officially closed Crawford Avenue and merged it with Clement Close, a very small respite unit for children of families who had Profound and Multiple Learning Difficulties (PMLD) and other disabilities, designed for wheelchair users. 



 This effectively meant that the service provision was more than halved for both groups of children, as it wasn't safe for the young people to be booked in together. In addition to this, despite some basic refurbishment, the building was not fit for purpose and many families from Crawford declined to send their children to Clement.  Crawford Avenue was eventually closed in January 2012. Interestingly, months later, a pre-change of use planning application was submitted by someone, who recognised the enormous potential of this property. Sadly, Crawford Avenue (a potential jewel in the crown of Wembley) was eventually sold by Barnardos for about £875,000 and the buyer succeeded in their application to the Council for cessation in lease for the  continued use of building as a children's home.



 Meantime, much community unhappiness developed at Clement Close as staff and service users tried to adapt to many changes in a building that was not fit for purpose.  It also appeared that more serious incidents occurred, including assaults on staff by children and in September 2012 an unhappy vulnerable child absconded.



Such incidents are of concern when you hear councillors and managers say that, 'The impact on the child must be our primary concern'.  From January 2012 to February 2013 staff, children and families endured many changes. In March 2013 Neil Macdonald (Interim Head of Service Children’s Commissioning) delivered reported to the Council on short breaks provision for Children with Disabilities. He confirmed that new Village short breaks centre was now open and had received its first children for respite care on 8 February 2013. 



 He said, "The centre was registered to provide short breaks for up to 8 children, double the capacity of Clement Close. The council was currently exploring how best to use this additional capacity" because of the low occupancy. Something, I understand, they still struggle with, possibly due to the institutional feel and poor design that cannot always accommodate the two different client groups safely.



 As for day care and after school care, I understand this has yet to be provided, despite misleading reports from Mr MacDonald to the Executive Committee.  



Further, Sara Williams (Acting Director of Children & Families) and her team, also reported to the Executive Committee in November 2013, less than a year after the closure of Crawford Avenue, that, 'The lack of appropriate children's residential care homes also hampers the council in its duty to take reasonable practicable steps to secure sufficient accommodation for looked after children where it's their best interest to be accommodated locally.



It really does beggar belief that our leaders can be so short sighted. Where will the  cuts end and what impact will they really have on our community in years to come?

'Lollipop' men and women - a benefit to children and the community


I am publishing the speech made by Michelle Goldsmith at Brent Cabinet,  presenting a petition about the cuts in school crosssing patrols, as a Guest Blog as it raises many pertinent issues.

This petition is asking the Council to review their intention to sack all School Crossing Patrols in Brent.  I appreciate that these are difficult times with huge cuts in funding, but cutting road safety services too far will mean more people being killed or injured. Apart from the human cost, it just doesn’t make financial sense – road accidents can cost millions of pounds so preventing them saves millions of pounds.

School place vacancies and waiting lists in Brent

School Census Day in October gives a snapshot of the current position regarding school places in Brent. The actual figures change constantly as places are taken up. Brent Council adopted a School Places Strategy recently that includes the aim of having spare capacity in each school to aid parent choice.

This has an impact on schools faced with competition from a populat neighbour.  Pupil 'churn' occurs when a child leaves a school to take up a place at their preferred school where had been on the waiting list. These children are often replaced by children new to the country, sometimes without previous schooling, who present a challenge to teachers.  Such children usually do extremely well in the long-term, aided by the expertise Brent teachers have developed in this area, but as one would expect there is a short-term impact on SAT results. Continuous 'churn' can have a destabilising effect.

Ark Academy Primary had 208 children on its Reception waiting list on Census Day. I predicted that all-though schools would have an impact on neighbouring primary schools when Ark was set up - parents are effectively choosing their child's secondary school when their children are four years old. It is of course easier for large families if all their children are in one school.

However Ark's waiting list is sharply reduced to 21 in Year 1 and 10 in Year 2 when children settle into their schools.

Recently expanded Harlesden Primary and Strathcona - Roe Green, had vacancies in their Reception classes on Census Day as did Carlton Vale Infants and Furness Primary.  Byron Court, which is currently consulting on expansion to five forms of entry had 7 reception vacancies but a waiting list of 18.

Across the borough and age groups there were 153 pupils not in school with the highest number in Alperton ward (33) and Wembley Central (21) with Year 6 children the largest group in each.

The secondary data shows a sharp divide between schools


The waiting lists appear high but these are children in school who would prefer another - not children out of school. In fact the ward data shows no Year 7 child out of school and  only 2 year 8s.

Three secondary free schools were due to open in Brent in September but only Michaela managed to do so. The DfE estates department failed to find Gladstone and Gateway sites but the data shows that they were not necessary in terms of pupils numbers although they may be in terms of parental choice, however there is no clear data on that.

Gladstone School accounts to the end of December 2013 showed an income of £190,056, expenditure of £77,218 and a carry forward of £112,838 - for a school with no pupils or premises.

Cuts may have greatest impact on the most vulnerable says Brent Council budget report

There was a short Twitter exchange during last night's Council Meeting on the possibility of raising Council Tax with some arguing that by freezing Council Tax for five years the Council had undermined its own revenue base.  Others said that the amount raised beneath the 2% limit was so small as to hardly compensate for the loss of government grant made to Councils who freeze the tax. In terms of the amount raised as a proportion of the £54m cuts required it was piffling.

Meanwhile here in Brent full reports have been published for each  potential area for cuts or revenue raising possibilities. In some cases there are soft and hard options given. The latter being ceasing service delivery.  The report to the cabinet makes clear that no decisions are required of the Cabinet at this stage except to go out for consultation on the proposals.

There is a risk that the collective savings will have a significant impact on those vulnerable people who are the greatest users of council services.
Overall, the groups most at risk of being impacted are older people, disabled people, children and people from black ethnic backgrounds.
There would also be a low impact on women, people who do not speak English and lesbian, gay, bisexual and transgender people. There is a risk that disabled people could be severely affected by experiencing a raft of changes from different service areas, even if each proposal may appear to have a limited impact in isolation.

Many proposals will have an impact on staff, especially in corporate services where the majority of the budgets are made up of staffing costs.
Given the scale of staffing reductions, there is potential for these proposals to have a significant impact on all levels of the workforce. The majority of the workforce is BAME and it is important that changes are not disproportionate in terms of their impact. Brent’s Managing Change Policy and Procedure provides a framework to be followed during times of organisational change to minimise the risk of a negative impact on any equality groups. The Managing Change Policy requires that staffing changes undergo equality analysis to ensure that the restructure process is conducted in a fair, transparent and non-discriminatory manner. The Equality Team will review the cumulative impact of restructures on the workforce diversity profile.
