Brent Public Safety Team raise significant concerns over safety at proposed K-Pop Festival in Northwick Park

The papers for the licensing of the K-Pop Festival in Northwick Parl released earlier noted that representations from the Brent Council Officer were still outstaning.

Their concerns have now been released via an email to the organisers and reveal significant concerns.

Please see below updated comments from the public safety team.

·       The emergency evacuation I raised my concerns regarding the evacuation towards red gate (Northwick Park station) in the BSAG [Brent Safety Advisory Group) and how you can have 4 exits (50% of the exits) directing approximately half the capacity in this direction, the walk way to the station is very narrow and would cause a bottleneck for the large amount of people attempting to enter in this direction and potentially dangerous situation. It was discussed about using another station and not Northwick park station but I have not seen any amended documentation to support this.

·       The PUDO (Pick Up Drop off) site location I also raised the comment that this could also be an issue in the event of an emergency evacuation this would have vehicles waiting to collect people and would block and or restrict blue light services from gaining access to the event.

·       On the 7th June Wembley stadium have a major event, this may impact on your event (Ingress/egress) what are your plan of actions for this.

·       Have you consulted with the proposed stations about use of their station and the platform capacity? And how many persons will potentially use this as the preferred transport method?

·       In the scenario that your customers arrive the night before you open to camp, how will you manage them and provide welfare?

Serious concerns raised but not a very thorough list - surely they have more concerns than this?

The Labour Administration agreed a year ago to "generate more income" from letting out Parks and Open Spaces across Brent. The proposed use of the Northwick Park Playing Fields and Open Spaces is the direct result of this Labour Policy. No one expected an event for up to 20,000 people which will clearly have a major impact on the residents living nearby, those who visit the hospital and any existing users of the Open Space. Will the Labour Leadership listen to the concerns raised by the Brent Council Public Safety Team? I think it is time to organise a Public Meeting and ask them directly.

I have been working with Friends of Woodcock Park, Northwick Park Residents Association, SKPPRA, Sudbury Court Resident Association & Brent Parks Forum in listing all the objections and concerns for the local community and residents in my Kenton Ward and Northwick Park Ward. Labour are bulldozing this application in order to make money as the Council is in dire straits!

Well done Cllr Hirani for all your studious work on this and especially working with Northwick Park's Labour Councillors. It's a shame they don't work with their residents. Have you all read the shamefully pathetic objection by the Northwick Councillor?

No one has yet advised how much Brent Council will actually earn from renting out Northwick Park for this event and future events - can someone please advise??? Thanks

Brent won't tell you either. Wonder why?

They need to advise exactly what will be earned and what the actual costs will be?

Cost of Brent Council granting the licence inc all the admin and background research work.

Cost of Brent Council inspectors making sure the site is safe.

Cost of Brent Council enforcement officers covering the event on double time at weekends and evenings.

Cost of Brent Council cleaning up and waste disposal. Who's going to ensure refuse is properly recycled?

Cost of Brent Council work to repair any damage to the grass/playing fields afterwards.

Etc, etc, etc.
