Copland IEB to recommend ARK takeover to Michael Gove despite overwhelming staff opposition

The Interim Executive Board has written to staff at Copland Community High School informing them that they have decided to recommend to Michael Gove that the school becomes an ARK academy. This follows five strikes by school staff to secure a democratic ballot over academisation and the ARK takeover.

Grahame Price, chair of the IEB says that they have done 'everything required by the Secretary of State' this does not of course involve a democratic vote, or even taking account of the overwhelming opposition of staff. and students.

Dear Staff


The Copland Interim Executive Board has approved the report summarising the activities that took place during the consultation period.  We spent time reviewing the report to make sure it reflects the feedback we received as part of the consultation. We also spent time considering what Copland requires to ensure the long-term improvement that it needs. 


Under Section 5 of the Academies Act 2010 the IEB was required to consult with staff, parents and community representatives on the proposal that Copland Community School becomes an ARK academy in September 2014. We have now done everything required by the Secretary of State, and are satisfied that the best way forward for Copland is to become an academy. We believe that ARK will build on the work already done by the IEB and Dr Marshall to provide leadership, support and focus for the school, using their proven experience to turn Copland into an exciting place to learn. 

The IEB will write to the Secretary of State to make this recommendation.  


The IEB will now work with ARK, to prepare to open the school as an ARK academy in September 2014.  ARK will therefore begin detailed transition planning, including starting a recruitment campaign for the principal of the proposed new academy. The final of the process is the signing of the funding agreement by the Secretary of State and this would confirm that Copland will become an ARK academy.

Copland teachers striking for democracy on Tuesday

Teaching staff at Copland Community School, Wembley, will be mounting pickets lines from 7.30am on Tuesday morning as they strike once again to try and win a democratic ballot, independently run, on the proposed academy conversion. They also stipulate the Interim Executive Board, imposed on the school by Brent Council, should take the ballot result into account.

At present Ark appears to be the only academy sponsor option despite the fact that Cllr Michael Pavey, lead member for children and families, told a public meeting before Christmas that it 'wasn't a done deal' and another sponsor was possible.

Despite requests Ark has still not provided a breakdown of the ehtnic background of its teaching force at the Wembley Park site. See LINK

Staff at Woodfield Special School are also reported to be opposed to plans by their governing body for academy conversion. LINK

4th Copland teachers' strike against Ark Academy takeover

Copland Community School will be closed again tomorrow (Tuesday 17th December) as staff take their fourth day of strike action to oppose the attempt to force them to become an ARK academy. Staff who met today at lunchtime voted absolutely overwhelmingly for the strike to go ahead as the management had obviously not taken the attempts by the Union to come to a negotiated settlement, which could have avoided the strike. (See guest post below). This shows the staff's resolve not to be manipulated and to stand up against the Secretary of State for Education, Michael Gove's drive to privatisation, not even allowing any proper consultation.

Barking and Dagenham councillors have voted unanimously to ballot the parents of any school that is consulting on whether or not to become an academy through choice or by direction. This is a direct challenge to attempts by Gove to force schools to become academies. It's a shame that Brent Council have not followed their example. They should now do so.

There will be a picket outside the school from 7.30 am tomorrow.

'HANDS OFF COPLAND!' strikers tell Ark Academy

Copland Community High School in Wembley was closed today as teachers went on strike against a proposed take over by Ark Academy. Following an inspection visit by Ofsted the school governing body was sacked by Brent Council and an Interim Excutive Board imposed in its place. The IEB is negotiating a take over by Ark Academy and the despite consultation not being completed, a letter has been sent to parents, via pupils, informing them that Delia Smith, Principal of Wembley Ark Academy would head up both schools.

Copland on strike again tomorrow against Ark take over


Staff at Copland Community School in Wembley will tomorrow  hold their third day of strike action against an attempt by Michael Gove and an imposed Interim Executive Board (IEB) to force the school to become an academy. Despite Cllr Michael Pavey, Lead member for Education in Brent, saying 'it is not a done deal' so far there had been no other option but ARK.

Staff will hold a rally outside The Torch pub at 10am  in Bridge Rd, Wembley against ARK forcibly taking over their school.

Stanley Fink, a leading ARK trustee, is the National Treasurer of the Conservative party and a friend of Michael Gove. He supports Gove's and the Conservatives policy, as revealed in the Independent, of handing over state schools to be run for profit. They're not in it for charitable giving. If they want to give Copland money we'd welcome it. Long term they're for taking money out of the system to add to the many millions they already have.

If Brent would only go and get the money the ex headteacher spirited away, the whole scenario of becoming an academy would disappear and Copland school would be a flourishing and effective school.

A recent leadership review of Copland carried out in October 2013 showed many improvements in teaching and learning and more robust financial management. Give the school time to continue this good work.

Pavey under pressure at heated Copland debate

Cllr Michael Pavey, lead member for children and families, took part in a heated debate last night on the future of Copland Community High School, which faces forced academisation through a takeover by Ark Academies.

Pavey turned up the heat by stating that Copland had failed all pupils but especially the most disadvantaged for whom education was most important:  Afro-Caribbean , special needs and refugee pupils. That was why he supported academisation. It was his job to make sure Brent children got the education they deserved: 'Pupils come first'. He pointed out that Brent Council did not have the resources to takeover Copland and improve it.

He was immediately challenged by a black member of the audience who said, 'How dare you use the black community to justify your policies. You are not one of us, you do not know our experience from the inside.'

His assertion that 'This is not a "done deal",' brought derisive laughter and he clarified by saying that academisation would happen but that it may not be Ark Academy but another academy chain or provider. When an audience member pointed out that they did not want any academy, Pavey said 'It's the law that it must be an academy' and under closer questioning said he was not prepared to break the law. 'We live in a democracy and the way to change laws is through the ballot box.'

Pavey said that he did not think all academies were great and remarked that Brent has some awful academies.He said that there had been discussions with the Cooperative College over them becoming Copland's academy sponsor but Whitehall had blocked the move. Hank Roberts of the ATL pointed out that this had been before the Ofsted inspection. He challenged Cllr Pavey to demonstrate that it was not a 'done deal' by exploring other possibilities.

Jean Roberts of the NUT, speaking from the floor said the Interim Executive Board (IEB) had put a stop to talks with the Coop, preferring Ark as sponsor. She called on Michael Pavey to look at the Coop as a sponsor because at least it  had emerged from the labour movement. In response Pavey said that he was a member of the Cooperative Party and a passionate supporter but the government had put a stop to its possible sponsorship of Copland.

Roberts gave the example of Snaresbook Primary in Redbridge where a campaign supported by parents, unions and the community, but especially by the local council which was Tory, had succeeded in avoiding being forced to become an academy. She said that the council had never provided that sort of leadership.

Several teachers spoke passionately against what they saw as a politicised attack by Ofsted on the school which Michael Pavey was reinforcing. One said, 'You are Michael Gove in a different suit!' Supported by school students they talked about their commitment to pupils, the hard work they put in and improvements that were already apparent. Pavey said that Ofsted was an independent body and he accepted their report as true.

Jenny Cooper, NUT member and special needs teacher, told Cllr Pavey that it made her angry when it was claimed that teachers were against all change. Of course teachers recognised the need for a change, it is not that they think no change needs to happen but the way  it is gone about. Teachers were opposed to Copland becoming an academy, and particuarly opposed to it becoming an Ark Academy. Academy chains are the fast route to marketisation of schools.

A school student, delivering a powerful speech from the platform, said that pupils had been denied a role in the consultation. They had submitted a petition to the council 7 months ago with no response. The media had made a mountain out of a mole hill with their comments on what was supposed 'light at the end of the tunnel'. Staff gave up their own time to help pupils and understood them. She said that 'unsatisfactory' was an insult to students. Ofsted had come with a mindset and had been biased in advance with an expectation that it was a 'rubbish school'.

One teacher speaking calmly, but clearly controlling her anger, told Cllr Pavey, 'I am working hard. I am working all hours for the children. I don't care what you say - you make the school an academy and I am leaving. You'll have to tell the children it's your fault that I've left.'

Earlier in the meeting, speaking from the platform I had traced the history of academisation in Brent starting from the City Academy which replaced Willesden High School, the Labour and then Lib Dem-Conservative support for the Ark Academy and the competition with other secondary schools that had resulted. Firstly Preston Manor became an all-through school in order to compete, and then, despite earlier denials, went for academy status.  Other secondary schools then followed with the exception of Copland which had always had comprehensive values.

Outlining what would be lost through academisation I spoke about 'post admissions selection' where pupils who did not conform to the school's expectation were spotted and move out through formal exclusion or other means, about the strict discipline which made the school a hostile environment for some pupils, about a teaching force that did not represent the communities from which the pupils come, and a lack of democratic ability which left parents with no recourse to another body to which to appeal.

A black teacher who had attended a discussion about academies with the NUT Black Teachers Group said that the evidence was that black teachers, in the political sense of ethnic minority, were being forced out of academies because their faces didn't fit, they did not match the profile the school wanted. He linked this with Michael Wilshaw's speech to headteachers where he had advocated cracking the whip. He said that the resulting stress and pressure would not help students' motivation. There would be a lack of role models in the academy schools.

A Copland parent, who had been on the previous governing body, told the audience how democratic accountability had disappeared from the school with the imposition of an IEB.  here had been complaints recently that Year11s had been give only 13 days notice of mock examinations that would set out their path for the real exams. English language students had fared worse with only 8 days notice for examination areas last studied in May.  Those studying History had been affected by the end of term break-up of the humanities department (see previous blogs) because during the move their text books and the exercise books in which they had made notes were lost.

His son had been helped y the mentoring department which was available to help the vulnerable, the bullies and the bullied and had been a safe place to talk, had been scrapped.  The student led Gay-Straight Alliance that had received national acclaim had been scraped. The School Anti-Bullying Council had met a similar fate despite the new headship adopting  zero bullying policy.

He said that schools were not all about examinations, they were also about quality of life and preparing young people for a changing world.

In his opening speech Hank Roberts said that the academy issue was all about money. Stanley Fink the hedge fund speculator behind Ark would be welcome to give money direct to Copland School but instead they were helping themselves (as they had in the economic crash) taking public money with an eye on eventually running schools for profit.  Fink was also Tory Party Treasurer and academy chains had people in the upper echelons of Ofsted.

Ark, already with a longer working week, had tried to get teachers to work two weeks longer, but had to give up when it became clear they would not be able to recruit on those terms.

A speaker from the floor summed up the feelings of many asking, 'What faith will young peple have in democracy when they have been treated like this?'

Pavey paves the way for privatisation

At last night's full Brent Council Meeting Cllr Michael  Pavey, lead member for children and families, moved even further towards a pro-academy stance, even though his Labour colleague Krupesh Hirani shortly afterwards castigated the privatisation of the health service.

Pavey read from Ofsted reports on Copland Community High School and Wembley Ark Academy, contrasting the dire nature of the former with the glowing remarks of the latter. What he didn't tell the councillors was that the Copland report was very recent and that Ark's last full Ofsted was in 2010.

He also didn't tell them at the time of the 2010 report Ark Academy only had a few year groups in the primary school and was only just admitting the first cohort of Year 7s in the secondary school. Ark Academy was inspected under the old Ofsted framework and Copland under the new stricter framework.

Copland staff have always been a little sceptical about ‘consultation’, possibly since ex-Head Davies once announced to a full staff meeting (on applying for Trust status) : ‘the consultation period is over’, having omitted to do anything to indicate that it had ever actually begun. So when various Ark representatives, including the Ark Academy Head, Dame Delia Smith OBE, and IEB members fronted a ‘consultation’ meeting for Copland staff last Thursday, no one was expecting them to get a warm reception. And that’s exactly what they didn’t get. Still, as almost all the staff had only ever seen one member of the IEB before, it was, if nothing else,  a chance for them to get a glimpse of this year’s latest  new bosses. Or, as one ‘deleted’ teacher put it: ‘it’s always nice to be able to put a face to your redundancy notice’.

Brent teachers' leader hits out at Ark Academies

Hanks Roberts, Brent Branch Secretary of the Association of Teachers and Lecturers (ATL) has circulated a hard-hitting letter to union members at Copland Community School condemning the plans of the Interim Executive Board, supported by Brent Labour Council, and the DfE, to hand over Copland Community School to Ark Academies.

He says:
So they propose ARK, but don’t worry, there will be a 'consultation'. Really? At the meeting on Monday, to ensure no awkward questions were asked, no questions were allowed at all.
Grahame Price, Chair of the IEB, told us that there was “a strong steerage from the DfE to become an academy.” When he finally agreed to meet union reps after numerous requests in the summer term, he said that there was no choice - the school would become an academy. This was necessary, he said, to turn the school into a good school.
We pointed out Grahame Price's school had been transformed from a "failing" into a “good” school, and it was a Trust not an academy! Clearly becoming an academy is not necessary to being a good school. Equally, being an academy is no guarantee of not being in special measures – Crest academies in Neasden being our nearest example.
If Brent wanted to do something useful for the pupils and staff at the school why haven't they sought to get back any of the money taken from the school by Sir Alan Davies et al?
ARK is run by the ex-joint MD of a News International subsidiary, Lucy Heller, and a handful of multimillionaires including Stanley Fink, Treasurer of the Conservative party, and Paul Marshall, the biggest donor to the LibDems. It was founded by, among others, Arki Busson, a playboy who modestly named the initials of this "charity" after himself - Absolute Return for Kids.
The main aim in life of these hedge fund speculators is increasing their already substantial millions. Any promises from this lot are worthless. When they wanted to build an Academy on the Wembley Park sports ground they promised that local kids would still be able to use the pitches. Needless to say all pitches are now hired on a strictly business footing, with no non-commercial community provision.
ARK staff work longer hours, having to undertake at least an additional 370 directed hours each year. ARK management is even less consultative and collegiate than our present management. Overuse of learning walks is standard practice in ARK academies. Many staff have left or are leaving what was formerly Kensal Rise Primary, now ARK Franklin, because of the restrictive curriculum, expected total uniformity and no creative freedom allowed. Teachers in other ARK academies agree.
A national newspaper is currently investigating concerns over ARK's exclusions policy and admissions in general. Ironically even Ofsted agrees; in their report on Evelyn Grace Academy it states, 'the number of fixed-term exclusions is high relative to secondary schools nationally.' And this ARK academy is judged as only 'satisfactory'.
If anyone consciously supports Copland being taken over by ARK as part of Gove's academy programme they must be bARKing!

ARK Academy: And the dismissal letters went out two by two...

Full union meeting at Copland today as letters go out to those facing the chop next April in the next stage of the cull: only about 50 teachers  took ‘voluntary’ redundancy or otherwise bailed out in the summer. This was not good enough and Targets Must Be Met so some more will have to go. During and after the meeting a number of points were raised including:
·         The fact that the Chair of Ofsted  (which condemned Copland to forced Academy status) is Dame Sally Morgan. Dame Sally Morgan is also an ‘Advisor’ to Ark  Academies. Ark Academies is the business that Copland is being flogged off to*. (This kind of potential conflict of interest is one about which Private Eye magazine has been trying for some time without success to get a straight answer from Ofsted).

·         The reputation that Academies have of a very high staff turnover-rate as a result of poor conditions of service and a bullying management  culture. Reports of teachers on one year contracts only being told on the last day of summer term that their contract was terminated, with no chance even to say goodbye to their classes .

·         The inflated claims of the ‘success’ of the Wembley Ark Academy when they’ve only just got a third year of secondary students in. Even Ian Duncan Smith could manage that, (especially if his school had an ‘Advisor’ who was also Chair of Ofsted). 

·         The inability of Michael Pavey to provide any solid supporting evidence for his decisions regarding Copland other than ones which are inherently compromised by, for example, the historic exceptionalism of Copland’s mismanagement at school and local authority level; events at Crest;  the ability of even Tory Redbridge Council to defend democratic, locally-run education;  and the dubious integrity of an Ofsted organisation which is generally seen as an arm of Michael Gove’s DfE  (with some questionable links to Academy chains). 

·         The timing. The tide is turning against Academies. Sweden is no longer mentioned by Gove because they’ve gone off Academies. Finland never had them despite being praised by Gove. Only half the schools in this country are Academies and comparable countries to ours are dismantling them. Soon they’ll be seen as an historical aberration. Like Betamax. Or Simon Cowell’s trousers.
The mood of the meeting was resolute and determined. Action against the Ark plans and the axing of staff looks like being stepped up.
Next stage of the cull will be Management.

'Consultation': An Anthropologist Explains

As Copland Community School begins its Academy 'Consultation', interested parties, or anyone with a passing interest in cultural relativism, might like to know what this 'consultation' business is all about, and in what ways it differs from  our everyday, common-sense understanding of what consultation might mean.

The first thing to remember is that, in certain advanced societies, 'consultation' is a word with a specific cultural meaning. Put simply, it describes a period of time which begins at a certain point and then ends some time later. The period in between these points is called a 'consultation period'. (Indeed, the ancients used to measure time and age in 'consultations' and would refer to an elder of the village as 'a wise man of four score consultations').
Current custom demands that the 'consultation' must not begin unless and until its subject's outcome has been decided; (and commonly,as in the case of the current Copland 'consultation',  not until the outcome has actually been announced and published to those affected by it). 

 The 'consultation' itself involves various traditional 'consultative' activities and behaviours which are of no more than ritual significance  but which are nevertheless strictly observed, especially by those who have previously decided or approved the outcome, (invariably those of higher status within the group's power hierarchy).

Those occupying lower positions in the  pecking order are also encouraged to take an active part (or 'participate') in these ritual behaviours as tradition has it that this gives them 'ownership'  of the pre-ordained outcome.

As 'ownership' of any kind (especially 'private') is a high-status concept in such groups' belief-systems, this can be seductive to the more suggestible members of the group and conformity is further reinforced by the fact that  to point out the fatuity of the 'consultation' is regarded as taboo within the community and can lead to the disapproval or opprobrium of the community elders and their more compliant subjects.

In societies which practise it, the 'consultation' phenomenon is most commonly observed during what is called the 'planning' period, (named thus because it occurs after all the plans have been made).  Members of the public who unexpectedly come upon a group engaged in a 'consultation exercise' ( so called because it involves the expenditure of a great deal of energy to no particular purpose )  are advised to remain at a respectful distance from the participants but can be confident that they are perfectly safe.

Despite the solemnity and sometimes alarming  vigour with which the 'consultation exercise' is apparently being performed, the moment it is over observers may rest assured that life will calmly carry on as if the whole process had never ever actually taken place.

Michael Pavey claims his position on academies has been consistent,

Cllr Michael Pavey has responded to my posting earlier today which accused him of diluting his earlier opposition to academies and free schools.

Here is what he has to say (unedited):
My position on academies has been consistent.

I distrust academies as a dangerous step towards the marketisation of education. But I have always been clear that Copland is a necessary exception. The recent Ofsted report highlighted extremely serious failures at Copland. Extremely troublingly it found that the most disadvantaged pupils were suffering the most. This is unacceptable and profound change is necessary. I wish this could be achieved through local authority leadership, but years of budget cuts have left us under-resourced for a school improvement challenge of this magnitude. An academy conversion was the only feasible alternative to give Copland the fresh start it desperately needs.

Furthermore, I am delighted to be proposing a partnership with Ark Wembley, an enormously popular local school.

The situation at Gladstone is considerably more complicated. I met the campaigners as one of my first acts after becoming Lead Member – and I applaud their work. However it is right and proper that the lead on this is provided by the school Governing Body. Far from cutting them adrift, the Council has provided close support and I fully respect the decisions they taken.

I’ve not changed my views on academies but the world is not as black and white as some would like to assume.

My responsibility is to the families of Brent and their children. I’m always happy to meet any residents to discuss my positions on academies or any other issues. Virtually every time I meet them they are disinterested in discussions about structures and just want to talk about raising standards. Local families want their children to get a top quality education so they can make something of their lives. That is the driving force behind every decision we have taken.”

Pavey backs Ark Academy takeover of Copland and fails Gladstone Park parents

Michael Pavey, lead member for Children and Families, on Brent Council is taking part in a Guardian on-line discussion on education this lunchtime.

Pavey, who replaced Mary Arnold as lead member, made great play of his opposition to free schools and academies when he stood for the role. He wanted to see a much more robust response from the Council.

Unfortunately that opposition has been diluted in office to the extent that in a Kilburn Times statement on the proposed takeover of Copland Community School by the Wembley Ark Academy he says LINK
This is a fantastic opportunity for a new beginning at Copland. Ark Academy in Wembley is hugely popular with local parents.We want Copland to be just as good and just as popular. I warmly encourage local families to get involved (in the consultation) to shape the future of their school.
Parents at Gladstone Primary School thought that Pavey would support their energetic campaign against becoming a forced academy but their initial hopes were soon dashed when he failed to take the lead in putting his weight, and that of the local authority, behind them. In contrast, Snaresbrook Primary in Redbridge has recently avoided forced academisation after their local authority (a Tory one) strongly supported the school and its parents.

Starved of that backing it appears the Gladstone parents have decided that if they have to become an academy they will opt for one with CfBT which of all the options conformed most closely to the school's ethos. One parent commented:
'I would say "no" to academisation but if we must become an academy CfBT is the best choice'

72 in favour, 26 against and 18 not sure.

The Governing Body of Gladstone Park Primary will be making their decision on Tuesday November 12th.

E-ACT scandal should make Brent Council pause for thought on academies issue

As the Ark academies chain announces its takeover of Kensal Rise Primary School, renaming it Ark Franklin Primary Academy and appointing a new headteacher fresh from Dubai, LINK there is news of another academy chain, E-ACT,  which runs the Crest Girls' and Boys' academies in Neasden.

I would hope that the report below will give headteachers, governing bodies and councillors pause for thought before rushing into academy conversions or supporting forced academies. Conversions are often undertaken for financial reasons with governing bodies and headteachers saying they would let pupils down if they did not go for the extra academy funding - instead much of it may end up lining the pockets of the sponsors through high salaries for the chain bosses or 'extravagant expenses'.

A leading academy chain has been criticised for widespread financial irregularities in an official report. The Education Funding Agency report highlights a culture of "extravagant" expenses, "prestige" venues and first class travel at the E-ACT group. The report obtained by the Times Educational Supplement and seen by BBC News adds that E-ACT spent public money on unapproved consultancy fees. The group currently runs 31 state-funded free-schools and academies around England that have opted out of local authority control.

E-ACT was set up in July 2009 as an independent educational charity and company with the principal purpose of "establishing, maintaining, managing and developing schools colleges and academies". Its director general, Sir Bruce Liddington, resigned last month. The report found that E-ACT's systems of internal financial control were "weak" and lacking "rigour" - and noted that the governance of the group was "unusual". In particular it notes that "the controls around expenses for trustees are weak".

"Expenses claims and use of corporate credit cards indicate a culture involving prestige venues, large drinks bills, business lunches and first class travel, all funded from public monies," says the report. The report says the director general's expenses may not have been "subject to proper scrutiny". "Expenses claims and card payments by senior managers in E-ACT have occasionally stretched the concepts of propriety and value for money. Controls have been lax and some payments have tended to extravagance... however we found no evidence of fraud."

The report also highlights a wider "culture of acceptance of non-compliance with E-ACT's own policies for awarding contracts." The investigation found that hundreds of thousands of pounds of public money was spent by E-ACT on purchases that were not in line with its own spending policies. Many purchases were made by Sir Bruce himself. "Our review of the director general's cost centre indicates that £361,000 has been spent on consultancy fees from 2008-9 with £237,000 of this not having an order," note the authors.

The report also raises concerns that trustees on the E-ACT board were paid for consultancy work, stressing that "payment to trustees is unusual in the charitable sector, where the basic position is that trustees should not benefit personally from their position so that they can exercise independent scrutiny over the charity's operations." ”Around half of the 13 current board members have or have in the past had contracts for service or services provided." The investigation came after the group's auditors KPMG raised concerns that its financial administration was "playing catch-up" with its rapid expansion.

In particular the report notes that some of the group's financial practices were inappropriate for an organisation with a turnover of many millions of pounds and that the boundary between E-ACT and its money-making subsidiary E-ACT Enterprises Limited (EEL) was blurred, with some EEL expenses being paid out of public money.

E-ACT stresses that it has taken swift action to address the report's concerns. Chairwoman Ann Limb, who joined the group a year ago, said: "We have overhauled both the governance and the culture of E-ACT to ensure that this can never happen again. As well as the departure of the director general, the finance director and two trustees have also left the organisation. E-ACT is about educational excellence and the changes we have made will ensure we have operational excellence to support that.

"We are implementing a robust action plan which addresses all concerns raised and are working closely with the Education Funding Agency to ensure these changes are embedded throughout the organisation."

A Department for Education spokeswoman said "Any misuse of public money meant for schools is completely unacceptable. Academies cannot hide from their responsibilities. All their accounts must be externally audited and they are held to account by the Education Funding Agency so any issues of impropriety are immediately investigated.

"That is exactly why the EFA has written to E-ACT requiring them to take swift action to improve financial management, control and governance. We are monitoring the situation closely and will take any further action necessary."

Battle likely at Copland following critical Ofsted report

Following Ofsted's designation of Copland High School as Grade 4 Inadequate and requiring special measures battle lines are being drawn over the possibility that the DfE will attempt to force the school to become an academy.

Unions representing teaching staff are overwhelming in favour of industrial action against any such move. School support  staff have still to reach a decision but they are the group of workers most likely to suffer a deterioration in conditions of service on academisation.

There are reports that Ark Schools, already running the Ark Academy in Wembley and negotiating to take over Kensal Rise Primary, have their eyes on Copland which is the last remaining secondary school in Brent which is neither an academy or faith school. 

Copland governors are unlikely to favour Ark as a sponsor.

The views of parents are mentioned but only 11 parents completed the on-line Parent View and there are 1,487 pupils in the school.

The report LINK gives an Inadequate grade to achievement of pupils, quality of teaching and leadership  and management and a Requires Improvement grade to behaviour and safety of pupils. In summary it states:
Her Majesty’s Chief Inspector is of the opinion that this school requires special measures because it is failing to give its pupils an acceptable standard of education and the persons responsible for leading, managing or governing the school are not demonstrating the capacity to secure the necessary improvement in the school.
Ofsted acknowledge the difficulties the school has been through following the allegations of financial mismanagement against the previous headteacher, deputy head and other staff and terms it 'an extraordinary turbulence in leadership.'
Significant weaknesses in the quality of senior and middle management remain. A number of senior staff, subject leaders and pastoral managers are currently absent or subject to capability.
Other background factors have not helped the school including the scandal of its poor buildings:
The building remains in very poor condition. This was also reported in the 2006, 2009 and 2010 inspection reports. Some classrooms provide a completely unacceptable environment in which to teach and learn. The budget deficit has been reduced significantly over the past two years, but still stands at around £1 million. The reduction in student numbers has meant that further budget cuts are necessary. The building and the budget are adversely affecting the school’s capacity to provide an adequate education for students.
Significantly, apart from eliminating the budget deficit and action on the  building, the role of the local authority is scarcely mentioned.The local authority's response to the Ofsted report and any support and improvement plan it puts into place will be of vital importance in resisting forced academy status

Gove's disciple starts consulting on her 'elite traditional' free school

 The Michaela Community Secondary Free School has embarked on a 'consultation' regarding its intention to open at Arena House, opposite Wembley Park Station. 

The person behind the application is Katharine Birbalsingh who was lauded at the Tory Party conference after attacking comprehensive education. Controversially she showed slides of her pupils as part of her attack.

She has used this appearance as a platform to put forward some decidedly odd ideas on the curriculum and is hoping that Michael Gove will follow up his enthusiasm for her right-wing ideas with plenty of tax payers' money for her new school - money that could have been used to support other schools in the borough.

Michaela promise an 'elite traditional' education and there will be a longer extended day with activities including 'competitive' sport, Mandarin, business and financial skills.There will be an emphasis on discipline. I hope Michaela and Ark Academy do not get into a who can be toughest war.

Free schools receive disproportionate funding and it is clear that Arena House will need a lot of costly work before it is fit for purpose. There will be 840 pupils and anyone who knows the building will realise that there is very little space that could be used as a playground. Its position right up against a noisy railway line and adjacent to a busy road is not exactly ideal either.

Emails advertising the consultation have been sent to local schools and consultation meetings will be held at Chalkhill Community Centre, Barnhill Road on Tuesday 26th March (3-5pm) and Thursday 4th April (6-8pm).

If the school does open its 840 pupils will join those of Ark Academy, which is not yet operating at capacity,  the1,000 students who will attend the Brent Town Hall  independent French secondary school,  pupils from the Preston Manor All-through school and children from Chalkhill Primary School in one small area of Wembley.

Birbalsingh, Gove's heroine, to open free school in Wembley Park

 The controversial teacher who attacked the 'chaos' of comprehensive education at the Conservative Party Conference and illustrated her talk with photographs of her pupils, claims to have found premises for a secondary free school in Wembley Park.

Katharine Birbalsingh, who got a standing ovation from the Tories,  lost her job as a consequence of her attack and tried to set up a free school in Tooting but was forced to abandon the plans.

A great fan of traditional education and discipline she is prone to throw away remarks, obscure quotations and huge generalisations. She and Michael Gove are mutual admirers and the Daily Mail worships her.

 In a Guardian interview LINK she discussed her views on education:
But Birbalsingh is adamant: "Teaching is the most wonderful job on the planet." She was devastated, she says, when, after her speech, she was suspended from her job and eventually had to resign. "I was unemployable in the state system. You're just not allowed to speak out. I talked to a couple of heads and the atmosphere was: you've done the unthinkable. I went to see a headhunter and he told me to go under the radar for a couple of years and said failed heads get jobs eventually. And I thought: I'm not a failed head, this is ridiculous."
Birbalsingh insists she has nothing against teachers, nor against comprehensives. "It's the system," she says. Her Penguin, To Miss With Love, is withering about Ofsted, which, in Birbalsingh/Snuffy's (she blogged as Snuffy) view, measures the wrong things in the wrong way. She says standards are in headlong decline so that, to get a C in GCSE English, "you don't have to read a Shakespeare play", whereas in fee-charging schools, "they read one Shakespeare play a year". She believes mixed-ability teaching, used in "about half" the schools, is "political fantasy", and says children should be held back a year if they're failing. She thinks black children misbehave because they know that any teacher who disciplines them is accused of racism. "Black kids," writes Miss Snuffy, "all have that winning ace up their sleeve – the race card ... The kid can literally smell the fear. So the teacher starts to back off."
I am unclear where Birbalsingh's Wembley Park free school premises  are, and whether her school (Michaela Community School) had their eyes on Brent Town Hall, but she seems a very unlikely free school partner for Brent Council given the terms for partnerships the council set out last year.LINK

Wembley Lycée confirmed by Frenck UK Councillor

Olivier Cadic, UK Councillor for the Assembly of French Citizens abroad, has announced on his blog LINK the acquisition of a Wembley property for the education of French children in London,
I announce the acquisition by the French Education Property Trust (FEPT) site in Brent (near Wembley) to construct the third French secondary school in London! This is a great step forward.  The school is expected to reach its initial goal of creating 1,500 additional places in teaching French in London by the start of 2015. Those involved in the planned  school, who helped make this long-awaited progress, deserve the gratitude of our community.
This does not confirm that the site is Brent Town Hall but the passage in the Executive Report I quoted in an earlier blog and the lack of any alternative sites of a similar size in Wembley seems to indicate that it is the Town Hall.

Planning permission will still have to be sought.  If successful it will mean that there are three large schools in fairly close proximity:  the  Lycée, Ark Academy (4-19 year olds) and Preston Manor All-Through School (4-19 year olds).

Secrecy surrounds Brent Town Hall bidder

The identity of the potential purchaser of Brent Town Hall is the subject of some speculation following the Council's decision to keep many documents secret at the recent Executive that approved sell-off plans.

The disposal of the site is not as straight-forward as first thought. The report to the Executive noted:

The Town Hall land is subject to a number of covenants including a covenant that no part of the land shall be used for any noisy noisome or offensive trade or for the erection of workmen’s dwellings or flats for the housing of the working classes other than such quarters or caretakers lodgings as are usual and necessary in connection with a Civic Centre.

There is the risk that the above covenant could be capable of being enforced by injunction thus preventing the construction and use of the site for a redevelopment consistent with the Town Hall Planning Brief. The appropriation and use of Section 237 powers is required with the object of removing this risk and to facilitate the carrying out of redevelopment scheme.
The application of Section 237 powers would ease the problems although there is still a risk of legal challenge. Another issue is that the site includes open space in the marriage garden that borders The Paddocks. I for one missed the following advertisment in the local press:

The Town Hall site includes a Grade II Listed Building and open space.Public notice of the proposed appropriation to planning purposes of the Town Hall site under Section 122 of the Local Government Act 1972 and disposal of the open space under Section 123 of the Local Government Act 1972 was advertised in the local press on 13th and 20th September 2012. No objections were received

There have been rumours in the past about the possibiolity that the site could be used as a school and the need to address the problem of  'noisome uses' and the inclusion of the public space might reinforce that. The need for getting maximum profit from the site and the proxomity of the Ark Academy  had seemed to make that unlikely but the report includes this intruiging passage - again we don't have sit eof the confidential item in question:

As the Executive is aware from the report considered at its August meeting, the Council is projecting a shortfall of school places and has developed plans to expand primary provision. In addition, proposals to increase secondary provision (where the demand is manifested in later years) will be brought to the Executive for consideration in January.

The Town Hall is not identified specifically as an education site and is not factored into any of these plans, firstly (in terms of secondary provision) because of its close proximity to Ark Academy and secondly because its sale at market value is required to enable the Council’s move to the Civic Centre.

Education uses outside the state-funded sector on this site might have some wider benefits for the local population but their impact would be mainly neutral in terms of their impact on local state education provision.
The last paragraph seems to suggest that there might be the possibility of use by a private school. The Swaminarayan may have decided not to apply for free school status at present but would they be interested in this site?  It is a long way from the Swaminarayan Mandir but is more central and closer to Harrow which supplies many of the pupils. The school told me last month:
The Swaminarayan School is considering applying for Free School status. Whilst we have not found a site, we would wish to locate to a site in the heart of the Hindu community. The excellent education that the school provides at present will be open to all.
Even if free school status is rejected, would they be interested in a prestigious site such as the Town Hall?  Is it 'in the heart of the Hindu community'?

This is pure speculation but I did report back in May 2009 LINK that the Swaminarayan were considering a move to the north of the borough. This would free the present site, which used to be that of Sladebrook High School, as a possible site for a much needed secondary school in the Harlesden area - with the added bonus of the neighbouring Centre for Staff Development becoming free when it moves to the Civic Centre in Summer 2013. As I said pure speculation....

Meanwhile the report approvingly notes that in the bidder's plans for the Grade II listed building::


The key ‘character spaces’ in the existing building are thoughtfully used with minimum design intervention, and the extensions are shown in locations that the brief identifies as being suitable for additional building/enlargement.
