After the July floods urgent action needed on the depleted flood defences of South Kilburn as densification continues - Guest Post

The raw sewage river flooding 'major incident' of July 2021 in  South Kilburn and North Westminster, has meant that scores of residents are still housed in temporary accommodation, claims are being made and homes are being dried-out and repaired. Why did this happened? Who pays now and for future major floods?

Householders should beware that new experiments, regressions, crisis and disruptions  are being knowingly allowed in specific new city zonings. In starting to examine this 'major incident' covering Environment Agency policies, unsound growth area, tall buildings, very large site zonings, local flood authority responsibilities, planning law and emergency planning,  a complex picture of government and political indifference  emerges with baked-in environment/ climate denial in regard to the South Kilburn Estate version of 'build back better' where five times the number of homes it had in the year 2000 are being towered, forced and packed onto the River Westbourne's flood plain by year 2041.

The key strategic decision change seems to have been around 20 years ago when the Environment Agency chose, as does the Greater London Authority and Brent Council, that developers could totally deny the existence of the River Westbourne and its tributaries running underneath South Kilburn. Note that South Kilburn's river delta shape is still apparent today and also how early nineteenth century maps of South Kilburn show these rivers set in dairy farm fields, rivers which though in culverts for over 100 years now are natural and still very much here, live and ever present however much denied by government, agencies and politicians.

Taking the Environment Agencies lead and despite all too apparent on site water facts, for Brent Local Flood Authority the River Westbourne and its tributaries simply do not exist anymore (see clause 6.55 Brent Strategic Flood Risk Assessment 2007). A Strategic Flood Risk Assessment process is meant in law to be a 'live' document yet seems to have been rather abandoned at Brent Civic Centre. How 'live' these rivers become in the major incident investigation of 2021 for South Kilburn 'very large site' will be public knowledge soon.

For example, of neighbouring local authorities: Kensington and Chelsea Strategic Flood Risk Assessment highlights the River Westbourne as its second major flood risk after the River Thames and marks the entire river course and tributaries from Hampstead Heath down to the Thames at Chelsea. Camden Strategic Flood Risk Assessment map helpfully indicates historic flooding of South Kilburn and maps how the south west of Camden drains down into South Kilburn vale in Brent. The City of Westminster Strategic Flood Risk Assessment map helpfully indicates historic flooding of Chippenham Gardens, South Kilburn located north of the Westminster boundary.

Since first being built on in the mid nineteenth century South Kilburn was notorious for its flood risk to homes and this kept the area unpopular with new houses being difficult to sell and poverty  concentrated there. This memory of urban trauma inspired progressive architects and planners post World War 2 to protect and transform this flood risk and literally bad land by building a new public owned estate of housing for 6,000 people, with social and health infrastructure set in an impressive recreational parkland of public owned flood defences where flood water could stand, pool and be absorbed by woodland environments naturally- a major London success much celebrated at that time.

 

The protection/ sustainability long-term problem for this massive public investment however was that all public owned estate community new diverse specific land uses were and remain unregistered at the UK Land Registry and later 1970's phase built large panel blocks were unmortgageable as they had catastrophic build defects baked-in.

 

From year 2010 the South Kilburn Growth Area with its green parkland public flood defences total removal policies and resultant ever increased flood risk being manufactured, led to a deal being struck with Westminster. The then City of Westminster Plan highlighted the South Kilburn Growth Area policy as being a major risk to its residents. 

 

So, to protect Maida Vale/ North Westminster in 2015 a £17.5 million flood defence mitigation scheme was built by Thames Water in the form of two large underground rivers flood sewage storage reservoirs sited within North Westminster. However, July 2021, one month’s worth of rain fell in one hour and the River Westbourne and its tributaries sewage waters rose above ground on to streets and flowed into ever reduced flood protections South Kilburn and then horror on into £17.5 million extra flood protection designed North Westminster homes as well! South Kilburn is become a sinking sink and is now proof positive that rivers sewage flood risk, crisis impact and misery can't be neatly corporate zoned in by design anymore.

 

Government responsibility finally has to be taken and the River Westbourne and its tributaries need to be recognised as existing acknowledged as a real problem again for politicians, public servants, shell company freeholders and developers. Often already off-shored and hard to trace new owners of South Kilburn enclosures/ towers built on former public owned flood defences already will certainly not accept responsibility for the massive costs involved in totally predictable and accelerating future major flood incidents. After all the Environment Agency ‘disappeared’ the River Westbourne and its tributaries in South Kilburn, so that is the current 'live' get out of jail free card/loophole still in place legally for South Kilburn developers. Instead help-to-buy and affordable rent families will have to pay government backed massive repairs loans and forced to pay increased charges. The parallels here with the ongoing inflammable building materials crisis facing leaseholders and tenants since the Grenfell fire disaster are remarkable - a predatory political forward strategy of government by debt in South Kilburn tall building zone? Build back inflammable, build back no health and social wellbeing infrastructure to be retained and build back wetter!

 

Granville New Homes was built on Granville Road Public Open Space which was designed  as a major South Kilburn flood defence and Higgins are building at Chippenham Gardens in 2021, taking part of another flood fence open space.

 

The positive news October 2021 is that half of South Kilburn’s public owned green flood defences still exist and function (hence not all of South Kilburn was flooded), even though in parallel they are also Brent 'site allocations' in the unsound as proposed Brent Local Plan towards 2041 (where flood defences are all to be denied and total destroyed). Strong legal protection of the remaining flood defence system for South Kilburn is still possible, while flood defences already market destroyed can and should be urgently restored to raise flood protection back to where it was back in year 2000 as the humane bare minimum. What is the massive Community Infrastructure Levy already raised inside South Kilburn from private developers for if not also to reduce rather than grow multiple deprivations for people living in this zoned experiment in mega population density?

Join Brent Friends of the Earth on a Climate Change 'Flood and Nature Walk' through Wembley on Sunday September 26th

FLOOD ZONE 1 = low probabality of flood, FLOOD ZONE 2  =  medium probability between a 1 in 100 and 1 in 1000 annual probability of flooding,  FLOOD ZONE 3 high probability having a 1 in 100 or greater annual probability of flood.

NB above are river flooding, in addition there may be surface water flooding.

Brent FoE will be leading a walk following (as far as possible) the course of the Wealdstone Brook and part of the River Brent from Wembley Park Station (meeting at 2pm) to St Raphael’s green space. on Sunday September 26th We will meet at 2pm on Olympic Square at the foot of the Wembley Park station steps.

The possibility of flooding due to extreme weather, both in terms of river flooding and the drainage system not being able to cope with torrential downpours, has become more obvious in the last few years as extreme weather events have increased, with some area of Brent hit by flooding recently.

We will look at natural life along the waterways, (you may be surprised) and consider how the built environment interacts with nature, and the possible dangers posed as climate change threatens to bring more flooding over the next few years. We will pause (at about 3pm) on the bank of the River Brent, near the Monks Park/St Raphaels open space, to launch paper boats with messages about climate change, and what we all need to do about it. Come along and make your own boat to launch! The boats will be caught in nets after their voyage so as not to pollute the river with litter,

Also bear in mind:

  • Children are welcome andd should be accompanied by an adult who will be responsible for them.
  • Wellies optional
  • Assemble at Wembley Park at 2pm. Boats will be placed in the river/or on the nearby grassy area on the St Rapahels bank at 3pm
  • We will have fishing nets to ‘capture’ any boats floated down the river.
  • Participants can choose to break the walk at Stonebridge Park (station and buses)  or do the return walk at their leisure or with the guide.
  • Participants should bring water, snack and any medication they may require.

 There are firm paths throughout the route except for a few metres on the river bank for the boat launch.

FLOOD EMERGENCY: Brent Council fails in its duty to residents

Yesterday, across North and North West London we had thunderstorms and torrential rain. And the torrential is no exaggeration.

Areas which don't normally experience flooding got flooded. I'm not claiming any special case for the part of South Kilburn where I live, I know that other areas of Brent (and elsewhere) had it worse. But I want to use the opportunity to show the poor response of those who are supposed to react speedily to such events.

 

 

Here, water was gushing out of several manholes, so forcefully that it pushed bricks out of the roadway. While some of the kids enjoyed themselves paddling (and even sitting in) the water, many ground floor residents were concerned that the rising levels of water risked entering their flats (and it did in some cases).

So, who do you turn to in this situation?



Thames Water's website says "problems with flooded roads should be reported to your local council." Not much point in trying them then.

Fire Brigade? When I (and others) eventually get through we're told that the London Fire Brigade is overwhelmed with flooding issues and - understandably - they can only come to you if someone is in danger. Luckily, that wasn't the case, but it doesn't help much either.

Kilburn Park tube station was closed due to flooding (as were other stations on the Bakerloo line), but those attending there were London Transport emergency vehicles and staff, so not able to assist us (and probably had their hands full anyway).

Brent Council website said nothing about flooding emergences (it still doesn't), so I text one of our Councillors, telling her briefly of the situation and asking who we should contact. She says to try Brent's out of hours line, which I do. When I eventually speak to someone, I'm told that their emergency out of hours only deals with emergency household repairs, nothing else. Clearly the many other "out of hours" emergencies that can arise are of no concern to Brent. They suggest I contact Thames Water. Pointing out that their advice is to contact the local Council makes no impression.

Yet the Local Government Association's "A Councillor's guide to civil emergencies" LINK says explicitly:

"If a flood happens, all councils as ‘category one responders’ must have plans in place not only to respond to flooding emergencies, but also to control or reduce the impact of a flooding emergency."

Remember when we criticise the government for not having plans in place to deal with the pandemic, despite having carried out an exercise years ago to test readiness? Well, it seems Brent is equally ignoring its duty.

And this document contains much about the authorities responsibilities after the immediate crisis is over. We'll see.


Residents were left to their own devices, clearing blocked drains with brooms, garden forks and even umbrellas. Eventually much of the water recedes, helped by the rain easing off (though not stopping). Some of the problems are clearly caused by the fact that when grass and shrubs are cut back, most of the cuttings are then left to rot. With rain like yesterday's that means they're swept into the drains.

Eventually, after 2230 some of us got a message that we would get a proper response if we rang Brent's out of hours line. It had been taken over by the "emergency response team". Many hours after that should have been speedily done.

 


The flooding caused an additional major problem - as noted above, the water gushing out of some of the drains had caused bricks in the road to rise. It meant that some cars were unable to get out of their parking spaces, and two roads had bricks strewn over them (see photos). The roads looked both dangerous for vehicles which drove over them and who knows what further damage might be caused to the road. Several people got on to several services, including Brent, to say something needed to be done, possibly closing roads until proper action could be taken. Eventually a team - presumably from the Council - did come and take a look, but did nothing and didn't block the road to traffic.



Even from our small part of the borough, there must be lessons drawn by the Council. Scrutiny might like to look, for instance, at how well Brent dealt with the situation. Not just the immediate crisis, but its aftermath. And once again, Brent made no attempt to contact our Tenants and Residents Association. Surely they should be a source of information, both about the extent of the problem and what needs to be done.

Wembley Park Station has its own paddling pool - urgent action needed!


Wembley Park Station has long had a problem puddle outside its Bridge Road exit but with the recent heavy rain the puddle has become a pool.  This was the scene during this evening's rush hour as pedestrians on their way to the bus stops tried to negotiate water a couple of inches deep in places.

Things got much worse when the Jubilee line shut down at Neasden due to a points failure. Passengers poured out of the station to use the alternative bus routes and some walked on the road on their way to the bus stops, the other side of the railings, to avoid getting their feet soaked.  I saw one man with a baby in his arms and holding the hand of a toddler  balancing along the pavement on the road side of the railings who could easily have been clipped by buses pulling up to the bus stop.


When I tweeted about this to Brent Council and Transport for London (above) on February 13th Brent Customer Services replied the next day.
Thank you for bringing this to our attention. We will investigate the cause of the pooling of water in this location.
I don't know if an investigation has taken place but urgent action is required before there is an accident.

Frustration over worsening situation in King Edward VII Park


The above scene was what confronted parents yesterday morning when they attempted to take their children to Park Lane Primary School, Wembley, via the St Johns Road entrance to King Edward VII Park, instead they had to take a detour to avoid the pond.

Since Wembley Matters first raised the issue of the works going on in the park LINK  a notice has been put with a telephone contact for information but a resident contacted me yesterday to say that a promised call back had not happened.



The drainage works on the playing field that started last August were supposed to take just 5 weeks at a cost of £350,000. Residents point out that the cost of fencing hire alone must have significantly increased that expenditure and of course a large part of the park is now inaccessible and the drainage is worse than ever.

Inevitably they ask how a cash-strapped council can let this situation continue.

Rise up against the Coalition on Climate Change and Fuel Poverty

There were stirring calls for action on climate change and energy when Brent residents met together at an urgent meeting on 'Energy Crisis, Climate Crisis - What is the solution?' at Chalkhill Primary School, Wembley.

Suzanne Jeffery, from One Million Climate Jobs, said that the Coalition Government had been exposed by the recent floods. The recognition of the connection between extreme weather events and climate change revealed Cameron's dismissal of 'green crap' as particularly ill-timed. In fact the government had locked the country into rising emissions that accelerated climate change through the 'dash for gas' and fracking, and Osborn's collusion with the oil and energy industries in his budget statement. Deregulation of planning regulations and cuts to the Environment Agency had worsened the impact of the highest ever rainfall last month.

With scientists predicting devastating consequences of a failure to act, campaigners had to use this period of heightened awareness to press home the message that there is still, just, time to act. There needed to be investment in renewable energy and a massive programme of insulation and other green measures through the creation of one million climate change jobs. As well as contributing to reducing energy usage and thus carbon emissions, they would also boost the economy.

Ruth London, from Fuel Poverty Action, said that 'climate change is poverty' as people unable to heat their homes or cook their food because of the high costs of energy were impacted by cold and damp and resulting ill-health and strain on relationships. Education was affected when children did not have a comfortable place to do their homework.  Fossil energy is subsidised and renewables are actually cheaper. The London Pensioners' Association had recognised this when they had passed a resolution calling for safe, clean energy.

Government policy meant that Housing Associations were scrapping insulation schemes and that some attempts at market solutions to the problem had been abandoned.  She said that the probloems was built into the nature of the market where the primary purpose was acculumation. The market was the opposite of caring:: 'what's good for thje market has nothing to do with what's good for people'.

Sophie Neuborg of Friends of the Earth said that there was a major crisis with 7 million people paying over 10% of their income to keep their houses warm and this would be 9m by 2016. FoE believed that energy saving measures should be supported from general taxation rather than levies on fuel bills. More incentives were needed to persuade landlords to make their properties energy efficient and hypothecated carbon taxes needed. She called for a revolution in the way energy was produced through community production of renewable energy.

Murad Qureshi, London Assembly Member and chair of its Environment Committee, spoke about the highest rainfall levelo for 250 years, record river flows and rising ground water levels. The Thames Barrier, which had saved London from major flooding, and built by the GLC, would not have been built in current times.

He called for work envisaged for the future on flood defences to be brought forward. The Thames should be seen as an extension of the sea into London to bring home the issue. River restoration was needed in terms of London's hidden culverted rivers to protect the 24,000 London homes at high risk of flooding and there needed to be a stop to the concreting over of gardens that had removed the equivalent of 18 Hyde Parks from the capital.* We have to learn with live with water through adaptation and mitigations. Surveys had shown that 80% of the population were concerned not with housing or transport but with the high costs of gas, electricity and water. 68% had reduced their energy consumption because of the cost and half a million were depednent on food backs.

Boris Johnson had failed to take on the energy companies with EDF failing to deliver on their Olympic promises. The Mayor's retrofitting scheme had failed to meet its target with only 99,000 properties tackled amongst the millions in London.

In the discussion that followed there were calls for mass demonstrations on climate change, re-nationalisation of the energy and water companies on a more participative and response model that previously, action against British Gas in particular, campaigns against pre-payment meters and how they make the poor pay more - including Can't Pay-Won't Pay, pickets of the BBC over their insistence on 'balancing' discussion over climate change giving equal time to the sceptics, demand new housing incorporates solar ppwer roof tiles, and the need to reach out to faith groups about the issue.

* I am disappointed that so much of the Quintain development around the Civic Centre and Wembley Stadium is hard landscaping with potted shrubs. We were promised new parks which I imagined would include grassed areas and flower beds - as well as children's play faciltities.. A question of maintenance costs?
