Is an electoral alliance to beat the Tories possible in Hampstead and Kilburn?

Green Party members in Hampstead & Kilburn have mandated an approach to Hampstead & Kilburn's current Labour MP, Tulip Siddiq, with a view to a possible electoral alliance, given her narrow majority and Parliamentary voting record on important Green issues such as opposing Brexit and opposing the renewal of Trident LINK.
The Hampstead and Kilburn Constituency covers 7 wards in Camden and three in Brent. Brent wards are Brondesbury Park, Kilburn and Queens Park.
 
Green Party members will ask Tulip Siddiq for support and commitments on key Green issues in order to consider withdrawing their Hampstead & Kilburn candidate, including but not limited to:
  • Campaigning for electoral reform and proportional representation for Westminster.
  • Lobbying Brent and Camden Councils for divestment of their pension funds from fossil fuels.
  • Urging leader the Labour leader and Labour colleagues to support electoral alliances where appropriate, in particular to stand down and support Green candidates in the Isle of Wight and Brighton Pavilion.
  • Regular contact after the election with Green Party members.
Tulip Siddiq has been invited to speak at a Green Party meeting of local members that will take place next week. At this meeting a final decision will be put to Green Party members for a vote.
 
The Greens will also contact the Liberal Democrats in Hampstead & Kilburn with a view to them joining any electoral alliance.
 
John Holmes, Co-Chair of Camden Green Party, explained:
There are a variety of views within Brent and Camden Green Parties on the issue of electoral alliances, and we've had a very healthy debate. We've a terrific Hampstead & Kilburn candidate in John Mansook, and so any decision to stand down won't be taken lightly. We've created a process whereby Green Party members get a say on any final decision, and they will want commitments from Tulip on key Green issues in order to make this a true alliance.
Despite opposition from their respective leaderships Labour and Liberal Democrat members have reached electoral agreements in several constituencies where the non-Tory vote combined would beat Conservatives. UKIP have withdrawn in favour of Brexit Tories in a 'regressive alliance'.

Brent Green Party adopted the following position at their own meeting prior to the joint meeting which selected John Mansook, their Chair, as  Green Party candidate for Hampstead and Kilburn:
Our principled position is that we stand a candidate.  We believe that Green voters are entitled to have the opportunity to vote for their party of choice and a Green General Election campaign will help us build support in our strongest wards for the May 2018 Council elections when we  hope our first Green councillors will be elected. We recognise that some Green voters, faced with the prospect of another Conservative government will none the less make a tactical decision to vote Labour.
Tulip Siddiq signed a letter to the Guardian on Monday calling for the Labour party to stand aside of Brighton Pavilion and the Isle of Wight:
With the progressive vote split, the danger of a Tory landslide and all it means for our country now looms darkly on June 8. It is therefore important to maximise progressive votes and campaigning in some key seats.
She told the Camden New Journal LINK:
It can’t be denied that Caroline Lucas has been a good MP, and I’ve worked with her on several issues including lowering the voting age to 16.
Note: My personal comment would be that there is a danger of voters thinking that electoral alliance deals are a 'fix' by the political parties which are made without reference to them, and that they themselves can make their own tactical voting decisions in constituencies where the parties are finely balanced.

Brent Green Party General Election candidates are not hiding away and refusing to answer questions, instead Shaka Lish (Brent Central) and John Mansook (Hampstead & Kilburn) will be on Kilburn to Kensal Radio tonight on 'Park and Rise' compered by Gemma Dempsey.

If you think Kilburn needs a true opposition voice on Brent Council - Peter Murry is your man

Regular readers will know about the apparent problem that Kilburn's Labour councillors and residents have had with the Labour ruling group on Brent Council.  This has meant that Cllr John Duffy was sidelined for challenging the Council to raise Council Tax last year to help fund vital services including Stonebridge Adventure Playground. In addition he has acted as a one man Scrutiny Committee on the Veolia waste contract and the out-sourcing of litter enforcement LINK.

Residents of the South Kilburn Estate, undergoing regeneration with a substantial degree of gentrification, have been fighting the Council on the issue of the HS2 vent to be situated next to St Mary's Primary School on the Estate LINK Again they have received an unsympathetic response from the Council. Cllr Duffy had his own difficulties in trying to involve residents in discussions with the Council. LINK

The Green Party is opposed to HS2 in its totality and in a recent posting on their blog LINK has set out their Kilburn by-election candidate's platform:

Peter Murry will be standing in this Council by-election caused by the death of a Labour councillor.

PETER MURRY has been a Brent resident for over twenty years and during many of these he worked in Kilburn as a lecturer at the College of North West London. He worked for the College in Harlesden, Kilburn and South Kilburn, where he taught on Access and Information Technology courses.

He was an active Trade Unionist in the Universities & Colleges Union (UCU) and is currently the Green Party’s London Trade Union Liaison Officer.

He took early retirement from the College in 2006 for ill health reasons, partly because he suffers from arthritis, which has meant that he has been disabled for almost a decade. This has given him first hand experienced of the problems that disabled people are forced to cope with, especially those faced by people with impaired mobility in using public transport and gaining access to some buildings.

He is also an artist and member of Brent Artists’ Resource.

The key points that he is campaigning on are
  • ·       A cleaner greener Kilburn
  • ·       No more council cuts
  • ·       Defend trade union rights
  • ·       Campaign against climate change

He thinks that the environment and quality of life in London in general, and Brent in particular, need many improvements. More housing at prices that people with average and low incomes can really afford is urgently needed and Brent council should be working to provide this. Its “regeneration” schemes, such as the one on the South Kilburn estate, should produce homes for people not business opportunities for property profiteers. 

It should also take whatever steps it can to drastically reduce the air pollution that causes huge health problems in Kilburn.

As an Eco-socialist, Pete believes that ecological damage and the free market economic policies of British governments are the basic causes of problems such as these. These are not problems caused by local government, or the people of Kilburn, but they have to deal with the consequences.

Attacks on Trade Union rights, such as those currently planned by the government, just make workers into scapegoats for government mistakes.

Climate change needs to be stopped and the quality of life needs to be improved; even local councils can do their bit, instead of just making life worse by cutting services.

Brent Council needs an opposition voice. This is a task that the Green Party can do for the people of Kilburn.

Green candidate Jafar Hassan offers a posiitve choice in Kensal Green By-election


Brent Green Party has selected 28 year old Jafar Hassan, a strategic consultant, as its candidate for the December 17th Kensal Green by-election. Jafar has lived in Brent for 25 years.

Jafar said:
The Green Party came second to Labour in Kensal Green at the last council election so it's vital that everyone in the area goes out to the polls on 17 December to make their vote count. Brent Council needs change and I believe I'm the right person to do that. Whether in Parliament, the GLA or on London councils such as Islington, the Green Party has proved that though few in number we can make a huge difference.

Brent Council is dominated by weak Labour councillors, a divided Conservative opposition, and a single ineffectual Liberal Democrat. The Green Party can win in Kensal Green so I hope that the people here will vote for me  on 17 December.  I will hold the Council to account and put forward positive ideas to fix Brent’s lack of affordable housing, shortage of school places, poor handling of regeneration projects and the cluelessness when it comes to tackling fuel poverty and making homes energy efficient.
The Green Party beat both Liberal Democrats and Tories to come second behind Labour in the  May 2014 local elections.

Brent's Shahrar Ali now Number 3 on Green's GLA Election List

Shahrar Ali, Deputy Leader of the Green Party is now Number 3 on the London Green Party List for the 2016 GLA election following a recount conducted today by Electoral Reform Services, following a request by the London Green Party.

ShahrarAli  said:
I feel honoured and humbled that members have chosen me as one of their lead candidates and hugely excited at the prospect that Londoners could return their first BME Green to City Hall. It’s gratifying, and comes as a huge relief, to finally know the true result of a hotly contested ballot of over 12,000 members held over the summer, that had to be recounted due to discovery of a significant mistake in the count instructions given by us.

Amongst my priorities, I will give voice to tackling the everyday prejudice or downright racism faced by ethnic minorities. Greens will fight your corner, whether combating illicit racial profiling by police or confronting the Islamophobia in our schools and colleges fostered by the government’s Prevent programme.

As a lifelong Londoner, I would relish the opportunity to represent and serve Londoners’ interests from City Hall. As part of a great Green team, I would tackle the problems faced by ordinary people and the poverty-stricken, whether those marginalised by work which doesn’t pay, public transport that doesn’t come cheap, or by housing that banks on developers and investors at families’ expense. Only Greens are able to offer the radical vision and joined up approach that Londoners desperately need and deserve.
The results of the recount will be officially ratified at the next Green Party  London Regional meeting on 16th November 2015.

Ronald Stewart, member of Haringey Green Party, who originally noticed the count error and raised the alarm,explained:
The quota for the election had been set lower than specified by the London Green Party framework, as a requirement of STV. This gave an incorrect result which did not proportionally reflect the voters’ wishes.

Pavey internal review into Brent Human Resources to be published later this month.

The internal review by Cllr Michael Pavey into possible improvements in policy and practice in he Council's Human Resources department will go before the General Purposes Committee on Thursday January 29th.

It should be available on the Council's website a week before the Committe meeting.

The review is much narrower than the independent inquiry requested by many Brent organisations including Brent Green Party, Brent Trades Union Council, Brent Againt Racism Campaign, Brent Labour Representation Committee and many individuals that would have looked at a wider range of issues.

Since the internal review was set up an Employment Tribunal Appeal judge has found that the Council had no grounds for appeal against the findings of racial discrimination, victimisation and constructive dismissal.

The officers concerned are still in post.

Shahrar Ali: Brent's appeal on race judgment compounds their fairness failure

Brent Green Party's Shahrar Ali slammed Brent Council's institutionalised denial of racism and repeated the party's call for an independent investigation into human resources and other matters at Brent Council in a letter to the Kilburn Times this week:

One could be forgiven for concluding that the problem was institutionalised. In the words of the Judge, “No employer will admit to it [unlawful discrimination] and, indeed, discrimination is often operating at an unconscious level.”

Tribunal finds employee suffered race discrimination, victimisation and constructive dismissal at hands of Brent Council

The Employment Tribunals has announced its judgment in the case of Rosemary Clarke versus the London Borough of Brent and Ms Cara Davani, Brent's Director of Human Resources.

Allegations about Ms Davani's conduct and that of other members of the Corporate Management Team at Brent Council have been the subject of serveral postings on this blog LINK, LINK, LINK   which includes a complaint to Eric Pickles about Brent Council.

Brent Green Party's concern was such that we called for an independent investigation LINK:
Brent Green Party is deeply concerned about recent revelations concerning the Corporate Management Team at Brent Council. We call for an independent investigation of:
1. Corporate Management Team officers being paid through their private companies rather than normal pay roll
2. The contractual arrangements for CMT officers and interim appointments
3. Previous employment and business connections between senior offices appointed by Brent Council on an interim basis
4. The working culture of the Human Resources department
5. Brent Council's Whistle Blowing Policy to ensure that it adequately protects whistle-blowers from harassment and retribution.
During Wembley Matters' coverage of the issue, Fiona Ledden, Head of Legal and Procurement at Brent Council asked me to remove material from this blog. I refused on the grounds of Public Interest.

The Employment Tribunals found:
  • The claimant (Rosemary Clarke) has been directly discriminated against on the protected characteristics of race.
  • The claimant having done a protected act has suffered victimisation.
  • The first respondent (London Borough of Brent) has breached the implied term of mutal trust and confidence.
  • The claimant terminated the employment relationships as a consequence of the respondent's breach.
  • The claimant was constructively dismissed.
Remedies are to be considered as a remedy hearing but meanwhile Brent Council has said it will appeal.

The detailed document reveals much much about the machinations within Brent Council and in particular what it refers to as Cara Davani's micro-management style.

London Green Parties oppose Mayor's Development Corporation in Old Oak/Park Royal

The following  motion, proposed by Brent Green Party, has been passed unanimously by the London Federation of Green Parties.

--> “We call on the London Federation of Green Parties and the Green Party GLA members to oppose the Mayor’s plans to remove local planning powers over the Old Oak/Park Royal area as we believe this undermines local democracy and may further worsen  social and housing inequalities in order to increase private profit.”

Brent's Shahrar Ali pushes the diversity agenda in first speech as Green Party deputy leader

Shahrar Ali, the Green's Brent Central candidate at the 2010 General Election and a candidate for the GLA and European Parliament, was elected Male Deputy Leader of the Green Party of England and Wales earlier this month.

This is his first speech as Deputy Leader recorded at our Birmingham conference last weekend:


Amelia Womack, elected Female Deputy Leader, and an experienced member of the Young Greens also made her first speech at the Conference. Together with Natalie Bennett they are the team that will take the Greens into the General Election in May 2015 where Greens hope to retain Caroline Lucas' Brighton seat.

Diminishing democracy in Brent - an update

At the time of the local elections the Brent Green Party called for an independent investigation into the following issues in Brent Council:

1. Corporate Management Team officers being paid through their private companies rather than normal pay roll
2. The contractual arrangements for CMT officers and interim appointments
3. Previous employment and business connections between senior offices appointed by Brent Council on an interim basis
4. The working culture of the Human Resources department 
5. Brent Council's Whistle Blowing Policy to ensure that it adequately protects whistle-blowers from harassment and retribution


To which a reader added:
6. Instances of council policies, procedures, standing orders, scheme of delegation etc being circumvented.

Secondly, there is the important issue of the appointment of Chief Executive.  Christine Gilbert's acting role was extended by the Brent Executive  until after the local elections on the recommendation of Fiona Ledden, Head of Legal and Procurement. The report stated:
The recruitment process for a new permanent  Chief Executive should be delayed because the current recruitment process for  three other CEs in London boroughs would limit the quality of candidates, to allow the restructuring of council senior management to go ahead smoothly, and  to ensure continuity and reputation management over the move to the Civic Centre and the 2014 local elections.
No independent investigation has been launched by the new Labour administration and no open recruitment process has started for a permanent Chief Executive.

Brent Green Party backs today's public sector strike

A message to all the public sector unions striking today


On behalf of the Green Party of England and Wales, we would like to express our solidarity with you in your struggle for decent, secure work and fair pay and working conditions.

We believe that public sector workers provide excellent and vital service to our country, and that our public services represent a very significant part of the true wealth of this nation.

The public sector in the UK has, for decades, been systematically attacked. Workers are bearing the brunt of this, and are being expected to pay the price for an economic crisis not of their making.

We recognise that going on strike is the option of last resort, and that the decisions to do so have not been taken lightly. We sincerely hope that this co-ordinated action succeeds in defending your jobs, pay, and working conditions.

How the Greens performed in the Brent local elections



The Green Party stood one candidate in every Brent ward except for Willesden Green, which was where we put in most of our campaigning, where we stood two candidates. We left the third slot free so as to make space for Alex Colas the independent Make Willesden Green candidate.  In the event many voters voted two Green plus MWG . MWG were the single choice of some voters and shared with parties other than the Green Party  in other cases.

The combined percentage vote of the three candidates in Willesden Green was 21%: Make Willesden Green 9%, Sharara Ali 6% and Martin Francis 6%.

The Greens beat both Tory and Lib Dem candidates in Harlesden, Kensal Green and Kilburn. We beat all the Lib Dems in Dudden Hill, Fryent, Kenton, Northwick Park, Preston, Queen's Park, Queensbury and Welsh Harp. We beat all the Tories in Mapesbury and Willesden Green.

Greens were ahead of two out of the three Lib Dem candidates in Barnhill, Brondesbury  Park and Willesden Green and two out of three Tories in Queen's Park.

Our highest percentage votes were in Brondesbury Park, Kensal Green, Mapesbury, Queen's Park and Willesden Green.

Brent Green Party has limited financial and human resources compared with the other parties and therefore had to concentrate on a few wards. However, it is clear that there are many potential Green voters in the borough if only we can reach them through leafleting and personal contact. Our aim must be to substantially increase our active membership and network of supporters while at the same time maintaining and improving our campaigning record.

The Euro election results later today should give us further indications of our potential support.

Looking forward to the General Election in 2015 the 'Vote for Policies' website  LINK shows Greens ahead of the other parties in Brent Central. People vote purely on policies without knowing which party they emanate from until completion:

Green Party 25.95%
Labour 23.07%
Liberal Democrats: 17.47%
Conservative 14.77%
UKIP 10.51%
BNP 8.23%

The figures for Brent North also put the Greens ahead LINK

Labour 22.74%
Liberal Democrats 16.13%
Conservative 15.12%
UKIP 12.48%
BNP 9.52%

Meanwhile, for any individual their political party  affiliation is a matter of 'best fit'  rather than 'I agree with every item in the manifesto'. I hope that some Wembley Matters readers will take note of this election result and come and join us.

More than ever, we are the alternative.

The Brent Election Green Manifesto - There is an Alternative

We are the alternative, not just in Willesden Green but in every ward across the borough
We will:
· Campaign for REAL accountability
· Fight cuts to local services
· Tackle climate change
· Combat air pollution
· Press for affordable housing for local people
· Oppose bedroom tax evictions
· Support our local schools and oppose their privatisation
· Protect and enhance our local green and  urban spaces
· Press for restoration of  local library provision

Safeguarding local services Brent has already lost millions in funding under the Coalition. The 2015-2016 Brent budget is likely to require cuts that will cause untold damage to the local population. The Green Party is anti-austerity and pro-social justice and so opposed to the Coalition’s attack on the poor and vulnerable. We will oppose any such cuts.



Accountability and Transparency  Many residents have experienced being ignored, bulldozed or mislead by Brent Council. We will make sure the Council is accountable for its  actions and transparent in its dealings with the public. We’ve signed up to Keep Willesden Green’s pledge to submit ourselves, if elected, to recall by 51% of the votes cast in a ward at this election.



Climate Change Greens are working at a national and international level to combat climate change. We will also press for local action including, encouragement of green jobs through a Brent Green Industries zone with start-up subsidies, a programme of energy  efficiency in council and BHP properties including double glazing, insulation and solar panels and a pilot Low Carbon Zone.
Clean Air Air pollution is not just an irritant, but an unseen killer, strongly linked to asthma, lung cancer and cardiovascular illness. Over 4000 Londoners die early each year as a result of it. We will work with Green Assembly members for action at the London level to tackle high polluting vehicles and reduce dependency on cars. Locally we support the London Cycling Campaign’s ‘Space for Cycling’ initiative, will press for better public transport to reduce car use, especially the ‘school run’, and encourage a diversity of shops in our local high streets to encourage ‘walkable’ local shopping.


Housing We will support local developments on viable brown field sites that include at least 50%         genuinely affordable housing and that are accompanied by infrastructure improvements including health and education facilities to support the additional population. We will press for the urgent  delivery of the delayed family housing in the Wembley Quintain development. We will oppose evictions of tenants who have defaulted on rent payments because of the unfair bedroom tax.



Education We would strengthen the role of the local authority and its accountability in terms of school improvement and Special Educational Needs provision and campaign for it to be able to build new schools where needed, rather than rely on the costly and undemocratic free schools and academies. We will support the emerging collaborative arrangements between schools that aim to improve the quality of teaching and learning across the borough.



Green Spaces Brent’s increasing population makes green and urban open space even more important and extreme weather requires flood management for Brent’s streams and rivers. We will defend those green open spaces where they exist and insist on their sustainable maintenance as well as supporting the creation of new pocket parks and town squares. New developments will be required to provide play spaces for children and growing spaces for residents. The new Chalkhill Park has shown what a major impact a green space can make on a community both environmentally and in terms of bringing a community together.



Libraries We will press for restoration of accessible local libraries across the borough.

Brent Greens  have campaigned on library  closures , the loss of the Willesden Bookshop, the forced  academisation of Gladstone  Park Primary School,  the Harlesden Incinerator, the free schools shambles,  protecting the Welsh Harp from over-development , construction of Chalkhill Park, and the  building of affordable housing rather than luxury  housing for overseas buyers. We opposed the cuts in street cleaning that have left our roads litter strewn. We have relentlessly  tried to hold the council to account despite not holding office. We work WITH campaigns and don’t try to take them over. Elected or not, our campaigning will continue.
