The Wembley Park Story - Part 3

The third part of Philip Grant's series on the history of Wembley Park


Welcome back to our journey through Wembley Park’s history. If you missed Part 2, “click” on the “link”.

After the failure of the Wembley Tower, the company was renamed the Wembley Park Estate Company in 1906. Its owner, the Metropolitan Railway, had electrified its lines the previous year, and was keen to develop spare land near its stations for housing. New roads to the west of the pleasure grounds had already been laid out in the 1890s, including Wembley Park Drive. This ran from the thatched lodge (built 100 years earlier, at the start of Repton’s gravel drive to the Wembley Park mansion) to the station.

From 1907, the estate company began selling off plots of land to builders, clearing away many of the trees and the existing buildings. The “White House” had been used by a group of Catholic nuns from France since 1905, when they were expelled from their convent under a new French law separating Church and State. They had to leave, so that John Gray’s mansion could be demolished in 1908, to make way for Manor Drive.

In the former pleasure park, the Variety Hall had been leased by the Walturdaw Company in 1907, for use as a film studio. Early cinema film was highly flammable, and the wooden building burnt down in 1911! From 1909, the grounds were used for training camps by Territorial Army forces. Then, in 1912, much of the site became the 18-hole Wembley Park Golf Club.

The Wembley Park Estate got off to a slow start, with some houses being built in Oakington Avenue and Wembley Park Drive by 1910. After a passenger station opened on the Great Central Railway in 1906, there were also plans for a large garden suburb at Wembley Hill, just south of Wembley Park and its golf course, as shown in the advertisement below.

Wembley Urban District Council also had ideas for the former pleasure grounds, and set up a committee to prepare plans for a high-class garden suburb there as well. They had tried to buy part of the site as a public park, but could not agree a price with the estate company. Instead, they bought two fields from a farm in Blind Lane, and in July 1914 Queen Alexandra opened the park, named after her late husband, King Edward VII. The new park was beside the recently opened Blind Lane Council School, which like the road was renamed, Park Lane.

When war broke out, that same summer, all house building work came to a halt. By 1920, housing development in the area was proceeding again at pace, and not just on the former Wembley Park land. The Read family had been farmers in Wembley for centuries, including as tenants of the Pages. In 1922, the remainder of the farm they rented (part of which they had lost for the park) was sold off. John Read, who was born at Elm Tree Farm (near the junction with Wembley Hill Road) fifty years earlier, emigrated with his family to Australia.

One reason for the rapid increase in house building was the efforts of the Metropolitan Railway to promote districts along its line as “Metro-land”, healthy suburbs that gave easy access “to town”. Another reason was the efforts of Wembley building firms such as Comben & Wakeling. The accessibility of Wembley Park to the centre of the capital, and the large size of the former pleasure grounds, was also a key factor in its choice, in 1921, as the site for a huge exhibition.

Ideas for a British Empire Exhibition had come together the previous year, with the promise of Government support. As well as promoting trade, its aim was ‘to enable all who owe allegiance to the British flag to meet on common ground and learn to know each other.’ The Prince of Wales (later King Edward VIII), who was President of the organising committee, was keen that the exhibition should include ‘a great national sports ground’, and work began on this in 1922.

The Empire Stadium was completed in time for the F.A. Cup Final in April 1923, but the rest of the exhibition area was still a building site. Work had been delayed, because sections of the golf course fairways had been fenced off, to provide the first turf for the football pitch. It was thought that the stadium’s 125,000 capacity would be enough, as it was twice the size of the Stamford Bridge ground where recent finals had been played, but around 200.000 fans came to Wembley for the match. The few local pubs nearby did a roaring trade!

Over the next year around 15,000 men, 70% previously unemployed ex-servicemen, laboured to construct the numerous exhibition buildings, and to landscape the 216-acre site. Just as it had been for the stadium, reinforced concrete was the main material used, with thousands of tons of ballast transported down the Metropolitan Railway from a huge gravel pit near Rickmansworth. Most of the buildings were ready when the exhibition opened on 23 April 1924.

The British Empire Exhibition that King George V opened had pavilions representing almost every nation within it, from across the world. Many were designed in the style of buildings from those countries, and housed men and women displaying their crafts and selling their products, as well as performers giving a taste of a wide variety of cultures. The 1924 F.A. Cup Final was an all-ticket event, after the chaos of 1923, and fans could enjoy the newly-opened exhibition.

North of the artificial lake, that crossed the site from east to west, there were large “Palaces” displaying Britain’s Art, Industry and Engineering. Next to these was a huge amusement park, which as well as thrill rides had full size replicas of a coal mine, and of the recently discovered tomb of the Egyptian pharaoh, Tutankhamen. Many maps were produced to help visitors find their way around the attractions. Today, if you wanted to visit where Huntley & Palmer’s biscuits had been made, you would have to wait until Wembley Library reopens, after the “lockdown”.

Although the map above shows the main railway lines, it gave no information about the other innovations being tried out to transport visitors around the large exhibition site. The Neverstop Railway ran for two miles from the North Entrance. It was driven by a continuous corkscrew underneath the carriages, with the threads distanced so that it moved slowly through the five stations, allowing travellers to get on and off easily, but speeded up to over 20mph in between. Two million people used it, paying a flat fare of six (old) pence, with half price for children. A different system, the Road-Rail train, across the south of the site, was not a success.
You might be surprised to learn that there were also 200 electric buses. The “Railodok” cars had a driver, who took up to twelve passengers on a 20-minute tour round the exhibition. This proved very popular after the King and Queen had enjoyed the experience, driving quietly but safely through the crowds. These buses had a specially built garage, where their batteries would be re-charged – an idea that, nearly 100 years ago, was ahead of its time.

Throughout the exhibition, the stadium was the venue for large scale shows. In July and August, it was the Pageant of Empire, which used thousands of local volunteers, in period costumes, to re-enact events from history. It was staged in three sections during the week, with all three being performed on Saturdays. Those who had come to Wembley from across the Empire joined a finale parade, and the photo above shows the Nigerians rehearsing their part. The animals for the Pageant were kept at Oakington Manor (Sherren’s) Farm. Wembley’s entire police force were called out one night, to round up 50 donkeys which had escaped!
Around 17 million visitors came to Wembley Park for the exhibition in 1924, and a further 10 million when it re-opened for the 1925 season. When the exhibition finally closed, on 31 October 1925, there was no plan in place for its legacy. The company set up to run it had made a loss, and a liquidator was appointed to sell off the buildings and other assets. Some of the pavilions were dismantled, and taken elsewhere to be re-purposed as factories, a restaurant and a dance hall. Attractions from the amusement park were sold to Blackpool and Southend, or just for scrap metal. Did Wembley Park have a future? Yes, it did – please join me next weekend to find out more!

It’s not cricket! (or, I can’t believe it IS butter!)

Sometimes topical events remind me of stories I have come across in my local history research, and the cricket news from “down under” is what has prompted this article.

The Ashes have been at the centre of one of the great international sporting rivalries since the 1880’s. When the British Empire Exhibition (“BEE”) was held at Wembley in 1924, Australia was involved in another rivalry, with Canada, over which was the top self-governing Dominion in the Empire. Both had seven acre sites for their pavilions, on the south side of the artificial lake which ran across the centre of the BEE site. These were side by side, with Australia to the right of the main route from Wembley Park station to the new Empire Stadium, and Canada to the left.





Both countries set out in their pavilions extensive displays of the mineral wealth, timber and agricultural products that they produced, and were available for export, both to the British market and around the world. One of the recent developments, which made possible their exports of meat and dairy products, was ships with refrigerated holds. The display in Canada’s pavilion for 1924 included a novel way of demonstrating this, with a life-size sculpture in butter of the Prince of Wales (later King Edward VIII) in a refrigerated display case.


This exhibit attracted a great deal of attention from visitors to the BEE, and they could even buy a postcard of it. The Prince himself, who was President of the BEE’s organising committee, was impressed by the statue, although he thought that the sculptor had made his legs too fat!

When the BEE re-opened for a second year in 1925, Australia decided that it needed to go one better, with a large scale refrigerated butter sculpture in its own pavilion. Being Australian, they did not follow Canada’s royalist example, but went for a sporting theme instead. The winter of 1924/25 had seen an Ashes tour of Australia by the Marylebone Cricket Club (the official name of the England touring side at that time), which Australia had won by four test matches to one. What better way for the Aussies to celebrate than by presenting visitors to the 1925 BEE with a butter tableau showing the famous England opening batsman, Jack Hobbs, being stumped during one of their victories in Sydney.

Canada had also made a more impressive butter sculpture as part of its refrigerated display for the BEE in 1925. This time it showed the Prince of Wales in his honorary role as Chief Morning Star of the Stony Indian tribe, during one of his visits to their country. You can decide for yourself which of the butter sculptures, Australia or Canada, was the best!


Coming back to the current Ashes series, with Australia again victorious, many England cricket fans will wonder how different the results might have been if Ben Stokes had not been excluded from the side. Even that aspect has a BEE angle to it, as one of the main purposes of the New Zealand pavilion in 1924, as well as to display its produce, was to encourage good working people from Britain to come to their country and help to build its successful economy further. The NZ province which was at the forefront of this effort was Canterbury, whose team Stokes has been playing for, rather than England.

OF – a little word makes a big difference.

A couple of months ago I was walking along Empire Way, for the first time in a while, when a new street name caught my eye:

Many people, new to the Wembley Park area, might wonder who or what “Palace Arts” is or was, and why a road should be called that. As someone with an interest in local history, I realised that the road is by the site of the former 1924 British Empire Exhibition Palace of Arts building, so why was the “OF” missing from its name?
I wrote a joint email to Quintain’s Wembley Park company and to Brent Council’s street names department, asking whether there was a mistake on the sign, and if not, why the “OF” was missing from the name. Brent replied promptly, saying that Quintain had submitted the naming application in 2015, and that all proposed names are subject to consultation with the emergency services (they sent me a copy of the London Fire Brigade guidelines on street names) before being approved. 
It was a couple of months before I received a full response from Quintain, but when I did it was clear that they had asked for the street to be called “Palace of Arts Way”. Brent had declined to accept that name, and they thought this was because “OF” was not permitted as a word in street names. Having checked the L.F.B. guidelines, there is no mention of “OF”, although it does say that new street names should not begin with “The”. It appears that the reason the name was shortened may be because the guidelines suggest that names of more than three syllables (before the suffix “Road”, “Street” or “Way” etc.) should be avoided.
Guidelines should be respected, but they are not strict rules. No doubt I am biased over this particular name, but surely common sense and respect for the heritage of Wembley Park should allow an extra, two-letter, syllable in this case? Just speak the names out loud. “Palace of Arts Way” has a soft flow to it, and would take no longer to say in a 999 call than “Palace Arts Way”, which has a hard sound between the first two words that forces you to take a short break in speaking them.
Why all this fuss over a little word? What is special about the Palace of Arts which means that it should be remembered in a street name? Let me share at bit more Wembley history with you.
As with much of Wembley Park’s story, it involves the British Empire Exhibition, which was held in 1924 and 1925. Like its larger neighbours, the Palaces of Industry and Engineering, the Palace of Arts (seen here in a postcard from the time) was one of the big reinforced concrete buildings showing off the best that Britain had to offer.

A full range of arts and crafts were on show in the building’s many galleries, including paintings by leading British artists from the 18th century onwards, and furniture in room settings from the same period up to the 1920’s. There was a sculpture gallery, and rooms displaying works by artists from Canada, Australia, New Zealand, South Africa, India and Burma. Other exhibits showed the development of architecture, pottery, paper-making, printing and bookbinding. One room sold works by current artists and craftspeople, with nothing costing more than half a guinea (now 52.5 pence, but worth rather more then), showing that art could be affordable to the general public.
One of the main attractions was Queen Mary’s Dolls House, which visitors had to pay an extra 6d (2.5 pence) to see - more than 1.6 million did so in 1924, with all the money going to charities nominated by the Queen. The project to make this was begun in 1921, with the 8ft 6in x 5ft x 5ft high mansion designed by Sir Edwin Lutyens. Hundreds of companies donated 1/12th scale working models of their products (including piano-makers Broadwoods, who had a works in Kingsbury at the time). Leading artists created miniature paintings to decorate the rooms, and top authors such as Arthur Conan Doyle, Thomas Hardy and Rudyard Kipling hand-wrote short stories and poems in tiny books for the dolls house’s library.

After the Exhibition, the Dolls House was moved to Windsor Castle (where it can be seen today), with money from visitors to see it still going to charity. Although some of the Exhibition’s buildings were demolished after it ended, the Palace of Arts survived. It was used mainly as storage space for Wembley Stadium, and especially for the Empire Pool / Wembley Arena after that was built across the road in 1934 (you need somewhere to put the sections of the banked timber track, that you use for your annual six-day cycle race, for the other 359 days!).

 The building got a new lease of life in 1948, when the facilities at Wembley were used to host the Olympic Games. The BBC took over the building to provide the broadcasting centre for radio presenters and journalists from around the world who came to cover the Games. It continued to be used as the main base for the BBC’s outside broadcast unit until the Television Centre in Shepherd’s Bush opened in the 1960’s. After that, the ageing structure began to fall into disrepair and, although it was a “listed building”, permission was given to demolish it in the early 2000’s.

For a number of years the site remained derelict, and many local residents will remember the last, forlorn surviving part of the “Palace” alongside Empire Way. The Basilica had been a wing of the original building devoted to religious art. Before this part of the building was finally demolished, several beautiful mosaics were carefully removed, and one of these can now be seen in Brent Museum.

Quintain finally got round to developing this area of their Wembley Park estate around 2013. The blocks of apartments on the site are now called Emerald Gardens, fronting onto Engineers Way opposite the Arena. I admit that “Palace of Engineering Way” would have been too much of a mouthful, but I still think the little road along the back of Emerald Gardens should have been called “Palace OF Arts Way”.

Local historian Philip Grant has sent in this comment on the development plans for Amex House in North End Road, Wembley Park LINK:

A few months ago, on behalf of Wembley History Society, I dealt with an email enquiry about the history of the Amex House site from an agent for the developers.

I was able to tell her that in 1924/25 this location was in the Amusement Park which formed part of the British Empire Exhibition (North End Road got its name because it ran across the North End of the BEE site).

Because of the available water supply from the Wealdstone Brook, this particular area of the Amusement Park was used for the Mountain Water Chute attraction, so much of it was deliberately flooded then!

The Wembley Lion Returns

Local historian Philip Grant and the Wembley History Society are to be congratulated on getting a little piece of the British Empire Exhibition preserved. A preserved lion's head from Palace of Industry, that was demolished by developers last year, has now been erected on a plinth at the junction of Wembley Hill Road and Empire Way. It marks the end of the 90th Anniversary Exhibition at Brent Civic Centre.

Cllr Muhammed Butt, cut a ribbon today to inaugurate the lion and Philip Grant made a short speech. Rather typically for modern Wembley, he was almost drowned out by the noise of building works.

The Lion Will Roar Again in Wembley on Monday

A lion's head corbel, rescued from the demolition of the last of the British Empire Exhibition buildings, is to be unveiled at its new resting place in Wembley on Monday at 12.15pm.  The unveiling coincides with the end of the exhibition 'The Lion Roars - the World at Wembley' at Brent Civic Centre which marks the 90th Anniversary of the British Empire Exhibition.

British Empire Exhibition at Wembley: An Imperial celebration or an urgent makeover? Talk on Tuesday.


Historian Denis Judd will give a talk on this subject at Wembley Library tomorrow (June 17th) from 6.30pm until 7.30pm.

Denis Judd is a Fellow of the Royal Historical Society, Professor Emeritus of History at London Metropolitan University, and currently Professor of History at New York University in London.
He has reviewed and written extensively in the national and international press as well as writing several programmes for BBC Radio 4 and the BBC World Service.

He is also an occasional adviser to the Foreign and Commonwealth Office and is often interviewed for national and international television and radio, including BBC TV's 'Newsnight'.

His published work includes over 25 books covering a variety of historical and military subjects, stories for children, and two novels. Among his most recent books is the highly praised and best selling Empire: the British Imperial Experience from 1765 to the Present (new edition 2011), which will provide the focus for this talk.

Why it’s important to save a Wembley Lion

 The last remaining building from the 1924 British Empire Exhibition (“BEE”), the Palace of Industry in Olympic Way at Wembley Park, has now been demolished to make way for a temporary car park. Despite a campaign by heritage enthusiasts, both local and from further afield, its owners, Quintain Estates, were not willing to leave even a small section of the external walls standing. However, Quintain did go to the trouble of removing the decorative lion head corbels from this historic reinforced concrete building, so that Brent Council could keep some of them as a physical reminder of Wembley’s past.

 Three of the corbels are in a good enough condition to put on display, but the main problems are where they should be “re-homed” and where the money can be found to pay for this. It was hoped that one of the lion heads would go to Brent Museum, but when it was possible to assess them at ground level they were too heavy and awkward for the museum to deal with. Each one probably weighs between one and two tonnes, and they would need to be fixed and supported in a good location if the public are to be able to view them safely.

Are these ninety year-old lumps of concrete worth the effort? For me the answer is a definite “yes” – at least one of these “Wembley Lions” does need to be put on permanent public display somewhere in Wembley. The BEE in 1924/25 was the event which put Wembley “on the map”, both as a desirable place to live and with its stadium which became world-famous. The lion was the emblem for the BEE and became the symbol of Wembley itself, with the stadium’s speedway team from the late 1920’s, and the ice hockey team whose home was at the Empire Pool (now Wembley Arena) from 1934, both called the Wembley Lions.

A number of Brent councillors and council officers are supporting the idea of putting at least one of these lion heads on display, but most are expressing caution over the possible costs. One of the potential problems, that several council departments need to be involved, has been deal with by the appointment of a “lead officer” (Sue McKenzie, Head of Libraries, Arts and Heritage) to co-ordinate the Council’s efforts. Hopefully the costs can be shared across a number of departmental budgets, as well as funds or practical help from sources other than our Council Tax.

As far as possible locations are concerned, the ideal place for one would be at Brent’s new Civic Centre. It has been built at the southern end of the Palace of Industry site, in the heart of the area where the BEE was held. I have suggested that one lion head corbel should be landscaped into the gardens at its western side, where it could not only be seen by visitors but could easily become an interesting feature that people would like to be photographed beside after weddings or citizenship ceremonies.

Other possibilities include the gardens at Barham Park, which are already home to two of the lion head drinking fountains from the BEE, and where some funds might be available from the Barham Park Trustees. A second strong contender is Brent River Park, on the very edge of Wembley, which has another piece of sculptural reinforced concrete, a flag pole base which was relocated after the demolition of the old Wembley Stadium (originally built as the Empire Stadium ready for the 1924 Exhibition). King Edward VII Park would also make a good home for a lion head corbel, close to the heart of Wembley.

Last days of the Palace of Industry, Wembley


Mark Cummins, Lib Dem councillor for Brondesbury Park, is reported in today's Wembley Observer as calling on Quintain Estates to 'rethink their plans to destroy one of the last remnants of the Wembley Empire Exhibition'. As you can see from the video, which was taken today, the destruction is almost complete and Cllr Cummins is too late.

Quintain estates turned down an appeal from local historian Philip Grant to at least leave one wall of the historic building, one of the first to extensively use reinforced concrete,  in time for celebrations of the 90th anniversary of the British Empire Exhibition which takes place next year.

Brent's lack of respect for our local heritage continues...

Palace of Industry reduced to dust to make way for a car park

The remains of the last building left from the 1924 British Empire Exhibition will be a mountain of dust and cement blocks by the end of this week. Work began last week by developers Quintain Estates to demolish the Palace of Industry to make room for a car park despite pleas by local historian Phil Grant that the building should be reprieved for the 90th anniversary of the BEE that takes place next year. The lion gargoyles have been chiselled out and will be all that remains of the building. The memory of the BEE will live on only  in the names of Empire Way and nearby Empire Court.

More Wembley history takes a knock on eve of anniversary


The Planning Committee this week discussed two Wembley issues which local people have expressed concern about:


Agenda item 7, for 4 blocks of flats (3 x 8-storey and 1 x 5-storey with total of 109 flats) and one pair of 3-storey semi-detached family houses on the former station car park at Brook Avenue, Wembley, was brought forward. It was explained that during the site visit on 9 March it had been pointed out that several people who had commented on the application within the time limit had not been notified of the visit or committee date. 

Investigations had shown that those not notified included two Ward Councillors and the Chairperson of the Barn Hill Residents Association. The committee’s Legal Advisor had recommended that, in these circumstances, consideration of the application should be deferred to the next meeting of Planning Committee. The proposal to defer was put to the committee, and accepted unanimously.

The Chairman, Cllr. Ketan Sheth, told the members of the public present, including around half-a-dozen local residents who had come for this application (two of whom had been given speaking “slots” at the meeting as objectors) that the item 7 application would not now be heard at the meeting. He thanked those who had come for that item for attending, and said that he hoped they would come again to the meeting when it would be considered.

 Agenda item 4, for 1,350 temporary car parking spaces on the former Palace of Arts and Palace of Industry site at Engineers Way, Wembley, was the first application actually considered. Planning Officer Neil McLennan gave some further information on points from the Supplementary Report handed out at the start of the meeting, and said that the recommendation was now to give consent for temporary car parking for five years, rather than three, but with a reduction from 1,350 to a maximum of 510 spaces after three years, unless otherwise agreed by the Council. This would save the applicant from having to make a further application at the end of three years.

Philip Grant, a member of Wembley History Society, was invited to speak by the Chairman. He handed over some illustrations for the committee, and told them that since the application was made at the end of 2012 he had been trying to persuade the applicant, Quintain Estates, to retain at least some of the external walls of the Palace of Industry building until at least the end of 2014. 

That year would see the 90th anniversary of the British Empire Exhibition, an event which would be of far more than local interest. The Palace of Industry was the last remaining building from the Exhibition, and it was important that visitors for celebration events in 2014 should be able to see the scale and architectural style of one of the original 1924 buildings, and the innovative construction method used for the Exhibition, which was also known as the World’s First City of Concrete.

Mr Grant said that he had been told by Quintain that none of the walls could be left free-standing for reasons of safety. He said that he had asked several times since 18 January for sight of any report showing this to be the case. He had made clear that he would withdraw his objection to the demolition of the walls if he could be satisfied on this point, but had been given no evidence to back up Quintain’s claim. He said that he had recently written to Quintain’s Chief Executive with proposals for just a small section of the walls to be retained, rather than all of the northern and eastern external walls, and referred members to the illustrations he had given them which showed details, and that his proposals would not interfere with the planned parking spaces. 

He asked the committee, if it could not make keeping part of the walls a condition of granting consent, to make a strong request to Quintain to retain the small section of the external walls now suggested.

Anne Clements, Quintain’s Senior Planning Manager, addressed the committee next. She said that temporary car parking on the site was essential to her company’s Wembley City regeneration project, which had been approved by Brent in 2000. The extra parking was needed to meet its commitments to Wembley Stadium, and had to be available before they demolished an existing multi-storey car park as part of the next phase of the project. The latest phase, the London Designer Outlet, would be ready later in 2013, and was already over 50% pre-let, with Marks & Spencer as the lead tenant. This would provide 1,500 new jobs, and steps were being taken to try to ensure that most of these went to local people. The Wembley City regeneration was of major economic importance to Brent, and the Council should continue to give it their full support.

Ms Clements said that Quintain were mindful of the site’s British Empire Exhibition heritage. Several mosaics had been carefully removed when they demolished the last section of the Palace of Arts some years ago, and the lion’s head corbels from the building currently under demolition would be preserved, with some given to Brent. She said that they needed to clear the whole site for car parking, and that, for safety reasons, they were not prepared to accept the risk of leaving any of the walls standing. When asked by one of the members whether there was any survey or report which showed that it would be unsafe to leave the walls standing, Ms Clements said that Quintain’s demolition contractor had said that the concrete was deteriorating and that the whole building should be knocked down.

Several members of Planning Committee then gave their views. Cllr. Ann John said that she must start by saying that, although she had no personal interest in the application, she had known and had many discussions with Ms Clements and other members of the Quintain team about the Wembley City regeneration during her years as Leader of the Council. She stressed the importance of the scheme, and said that she fully supported the application. While she did not blame Mr Grant for trying to keep a part of Wembley’s history, it was a similar situation to when some people wanted to retain the twin towers of the old Wembley Stadium. That would have cost £30-40 million, and would have meant that Brent did not have the new Wembley Stadium.

Cllr. Mark Cummins said that what Mr Grant was now suggesting looked very reasonable, and he hoped that Quintain would try to accommodate his suggestion to retain a small section of the Palace of Industry walls. The British Empire Exhibition was an important part of Wembley’s history, and it should be possible to allow part of its last surviving building to remain standing for the anniversary in 2014. Cllr. Mary Daly, Vice-Chair of the committee, supported this view, and asked Ms Clements to take the feelings of members, on retaining the small section of the walls now proposed, back to her company. Cllr. Sami Hashmi said that he agreed with the comments of Cllrs. Cummins and Daly. 

Making final comments from the Planning Officers, Stephen Weeks said that there was no legal bar to Quintain demolishing the Palace of Industry building, and no condition over keeping part of the walls could be imposed as part of this planning consent. Neil McLennan clarified the wording of the amended conditions to the consent which the Officers recommended. The committee voted unanimously to grant consent, as amended.

The amended recommendations to the conditions on which consent would be granted for temporary car parking spaces on the Palace of Industry / Palace of Arts site, which were approved by Planning Committee were:
Condition 1: Period for which consent given: 5 years (rather than 3 years in original recommendation);
 
Condition 7: Maximum number of parking spaces: 1,350 spaces for the first three years from first use, and 510 spaces for the following two years unless otherwise agreed by the Council (rather than 1,350 spaces in the original recommendation).
