UK Border Agency target Brent station in check for 'illegals'

Monday morning commuters at Brent's Kensal Green station were shocked this morning to find a group of black-clad heavies in the booking office stopping passengers as they tried to get to work.

It was the UK Border Agency doing checks on the immigration status of targeted individuals. I saw a similar raid at Wembley Park station in the evening rush hour about 6 weeks.

I found the sight sinister and disturbing, especially when one young woman was surround by between 6 and 8 border guards questioning her in front of passing commuters who were possible her neighbours.

A threatening and humiliating experience.

This morning's raid sent shock waves around the borough as it appeared to coincide with the controversy around the 'racist van' campaign which told 'illegal' immigrants to 'Go Home or face arrest'. Cllr Butt, leader of Brent Council and ace Tweeter PukkahPunjabi from Willesden Green have been in the forefront of resistance to what they view as a crude campaign by the Tories to win back votes from UKIP. Sarah Teather, Brent Central's Lib Dem MP condemned the racist van campaign and was followed on Sunday by Vince Cable who called it 'stupid and offensive'.

The campaign against the 'racist' vans is proceeding on several fronts as the Home Office pilot project comes to an end. The PCS has taken up the issue with the senior civil servant at the Home Office. A 'letter of intent' on legal action, probably under the Equalities Act,  has been sent by a refugee group in East London LINK and similar action is being contemplated by activists in Brent. It appears that the Home Office may not have sought planning permission for the van hoardings which raises questions of   their legality.

The Twitter campaign against the Home Office and the Promovans group has been supported widely and the trolling of the Home Office 'help line' has produced some hilarious interchanges which expose the 'Go Home' message to ridicule.

David Cameron as the head of the country's first PR government (public relations not proportional representation) as a former PR man may count the Home Office campaign as a success in getting the Coalition's 'tough stance' on immigration into the headlines but it has also served to alienate his Lib Dem Coalition partners.

Back in 1964 as a raw 16 year old I went for a job in the PR department of an advertising agency. I naively told the interviewer 'I like people'.  He instantly replied, 'That is no good. To be a success in PR you must utterly despise people'. I didn't get the job - some years later David Cameron did!

Meanwhile Green Party leader Natalie Bennett has added her voice to the debate in the Guardian:
I don't often agree with Nigel Farage, but he is right that the billboards being driven around some areas with high immigrant populations are "nasty" and "unpleasant" (Anger at 'go home' message to illegal immigrants, 26 July). The government's choice to adopt a slogan similar to that used by racists in the 70s is deeply disturbing, particularly at a time when the Muslim Council of Britain has expressed fears about a "dramatic escalation" of attacks against British Muslims. However, it is predominantly the rhetoric of Ukip that has caused immigrants to be so causally demonised by the government and other political parties. Mr Farage has spoken of "opening up our borders" to 28 million Romanians and Bulgarians, as though the entire populations of those nations were about to uproot themselves and move to the UK.

The government is clearly guilty of scapegoating immigrants for Britain's problems with housing shortages, low wages and unemployment. The fault clearly lies with its own policies, and those of the former Labour government.

PCS union protests to Home Office civil servant boss over racist van camapign

A controversial Home Office immigration campaign is "political, deeply divisive and likely to stir up racial hatred", PCS has told the department's most senior civil servant.
 
The 'Go home' billboard messages being driven around six London boroughs have been met with criticism within the coalition government.

And some users on Twitter are reporting sightings using the hashtag #racistvan and deliberately wasting the Home Office's time with bogus reports.

We wrote to the department's permanent secretary Mark Sedwill on Thursday to say we were "appalled" that the Home Office had sanctioned the initiative.

PCS group secretary Mike Jones said in the letter: "This kind of campaign will only serve to cause more racial tension within our communities."

It's "deeply divisive", he added, and will create "tension and mistrust towards anyone who looks and sounds foreign".

"This is just a political advertising stunt that differs little from the Conservative Party election campaign messages.

"It is exactly the thing right wing racist and fascist organisations such as the BNP, EDL, EVF and others feed off" and use to "stir up racial tension and hatred in these very same London boroughs", Mike said.

We pointed out that, with a reported 500,000 backlog in asylum cases, the Home Office needs more permanent staff to deal with casework, not political stunts.

Natalie Bennett speaks out on immigration as Teather laments the three party consensus

Sarah Teather, Lib Dem MP for Brent Central makes the front page of the Guardian today, with her criticism of the main main parties on immigration LINK:
Teather, whose Brent Central seat is an area of high poverty and immigration, said her decision to speak out was motivated only by concern that all three main parties had "seen the same opinion polls", and were chasing the anti-immigrant vote with no regard for the consequences. She said: "It's got to a stage where you almost can't say anything else. It's almost unacceptable to say anything else, and that bothers me that there is a consensus among the three party leaders.

"It's stifling the rest of the debate, making people afraid to speak. If you get to a stage where there is no alternative voice, eventually democracy's just going to break down."
Coincidently, Natalie Bennett, leader of the Green Party did exactly that yesterday, in a trenchant, principled and informed speech given at the Romanian Cultural  Institute. I reproduce it below and am grateful to Bright Greens for bringing it to my attention LINK:


This month, the Home Office, working under the direction of our Tory-Liberal Democrat Government, put out a report on the impact of immigration. It conducted a survey of local authorities and service providers, and found that the presence of immigrants was likely to lead to longer waiting times at GP surgeries, pressure on the number of primary school places due to the tendency of migrants to have more children than the native-born population and “poor quality, overcrowded acommodation, inflated rents, exploitations by unscrupulous landlords…”

Exactly the same data could have been taken, and looked at differently. Longer waiting times at GP surgeries – that reflects the failure of the government to provide adequate investment in the cost-effective, efficient publicly owned NHS, and the disruption caused by the wholesale, top-down reorganisation of the organisation by the current and previous governments, despite their lack of a mandate for the act.
Pressure on primary school places – the failure to make adequate provision for the known number of children, and the misdirection of money into areas where there isn’t need due to the ideological attachment of the Education Secretary to “free” schools.

Poor quality, overcrowded accommodation and exploitation – Britain’s longterm failure to build adequate housing, particularly social housing, and failure to regulate landlords and letting agents, to the point where protests against their abstractions are growing.

In short, it’s simple, the government is scapegoating immigrants instead of acknowledging its own failings and that of the former Labour government.

They are taking the understandable anger of the British public at the shortage and high cost of housing, at the underfunding of public transport and health services, at struggle to find a school place for your child, and trying to direct that to one group of British people.

It’s pernicious, it’s dangerous, and it needs to be challenged.

You might expect the Labour opposition to be standing up to this scapegoating, but no, instead they are pandering to it. The Labour Party has not apologised for taking Britain into the Iraq War, has not apologised for failing to regulate the bankers, has not apologised for the fact that inequality rose in its 13 years in power – but it has apologised for its immigration policy while in government.

But back to today… The Telegraph newspaper quoted Mark Harper, the immigration minister, as saying of the study: “It emphasises the importance of protecting our public services and taking a robust approach against those who come here to exploit our welfare system.”

I entirely agree with the first half of that sentence – although unfortunately this government is, through its policy of austerity and ideological attachment to privatisation, cutting a giant swathe through our essential services.

The second half of the sentence – well it is a total non sequiteur, since the survey was not about benefits, but worse, much worse, a misleading claim.
We’ve seen much focus in recent months from this government about the claim that immigrants are attracted to Britain by benefits. There is simply no evidence of this claim.

You don’t have to just believe me, you can go to the European Commission, not known for picking fights with member governments, which has accused Home Secretary Theresa May of inventing the problem of welfare tourism without providing any proof that EU foreign nationals are abusing free movement rules to claim benefits.

And as for asylum-seekers, research commissioned by the Home Office concluded that there was no evidence to suggest that they had detailed knowledge about the UK benefits system – when fleeing persecution, they usually go where events take them, and when they do seek out Britain, it is usually because they already have family or friends here. And Britain is not especially a target. In 2011, the UK received 25,500 asylum applicants. France gets twice as many – and Britain is 14th out of 27 when looking at asylum seekers per head of population.

The deconstruction of this report is no academic exercise. It’s a critical issue of political debate in Britain.

The facts of immigration

First, it’s important to set the facts straight. It’s very easy to follow the rhetoric of the government and the rightwing media, and think that immigration is one of Britain’s chief problems. Or that immigration has entirely changed the face and culture of Britain.

A study out this week found that generally, Britons think 31 per cent of the population is recent immigrants. In fact the figure is 13% – representing about 7.5 million people. Black and Asian people are thought to make up 30 per cent of the population, when the figure is closer to 11 per cent.

Turn the lens around, and about 5.5 million British people live in other countries around the globe. So the overall scale of exchange isn’t that far off balanced.
Second, it’s important to acknowledge the contribution of immigrants to Britain. The NHS could not operate without immigrant workers. Our social care system, and our education system are significantly dependent on immigrant workers.

If you measure this in financial terms, migrants make a significant net contribution to their funding through their tax and national insurance contributions. They make a net contribution to the UK economy of £3 billion. Because they are often young, healthy, and skilled, their use of public services is limited – much lower than that of the general population.

But of course their contribution isn’t only through employment, whether they are young or old. The grandmother who moves to Britain to be with her family – she might be providing childcare, or she might simply be providing the solidity, the knowledge, the experience of a lifetime. The partner who moves to Britain to be a “house husband” brings not only time and love, but also the cultural experience of a different life experience. The foreign student brings to their local course a whole host of different experiences, knowledge and skills to their local classmates, to the enrichment of all.

The political climate

So where is this attack on immigrants coming from? Politically, the answer is clear. Recently, I had the “pleasure” of being on Question Time with UKIP leader Nigel Farage.

He said there were 80,000 Romanians in Britain, and that the Metropolitan Police made nearly 30,000 Romanian arrests in the last five years. As a smear, it has clearly been effective, and often used.

Actually the figure for Romanians in Britain is, based on the Labour Force Survey, there are around 102,000 Romanians are Britain. That’s at one point in time, the end of 2012.

The arrest figures are over five years – and are actually less than 28,000. And they are only arrests – not individuals. And they undoubtedly include some tourists, not included in the resident figures. Undoubtedly there are some individuals arrested multiple times – and arrests are not charges, not convictions … and we are talking over five years.

The figures around broadly accurate in each individual case, but their manner of assembly deeply dishonest, deeply misleading, and deeply dangerous.

I am speaking today in the Romanian Cultural Institute – and I know that there is offence and worry in Romania about the way it’s people have been painted in Britain, by Mr Farage, by our rightwing media. I can only apologise.

Yet this toxic, dangerous rhetoric from UKIP is not being challenged – instead it is being pandered to. We have in Britain a “race to the bottom” on immigration rhetoric.

Less than two in 10 people in Britain think that immigration is a problem in their local area, but about three quarters are in favour of reducing immigration. That’s the product of this rhetoric.

Genuine, reasonable concerns, wrongly directed

We need to acknowledge people’s real concerns about their standards of living, the future of their children, the problems of housing, of public services, of unemployment and low wages, but we need to lay the blame where it truly lies, not casually, cruelly, dangerously, blame immigrants.

About one in ten new jobs goes to an immigrant. And we have a minimum wage which should be a floor under a balanced labour market. Yet this is inadequately enforced, too low (well below the living wage level at which it should be set), and firms are being allowed to increasingly use zero-hours contracts and forced casualization to provide jobs that no one can build a life on. This is an issue of labour market regulation, not immigration.

We need to acknowledge too that people, particularly in the South of England, are feeling crowded. The London Tube too often feels like you might imagine a sardine in a can does. Traffic congestion is a huge problem, and a huge health threat. Housing cost inflation is out of control.

But there are also a million empty homes in Britain, whole streets and even suburbs tormented by depopulation in the North of England. The congestion comes not due to immigration, but the failure of regional development policy to spread prosperity across the whole of the UK, not just concentrate it in London and environs.

And there is of course grave concern about Britain’s environmental impact on the world. We’re living a “three planet” lifestyle, when we only have one earth. But was Green Party policy makes clear, what we have to talk about is our ecological footprint – we need to get back within the planet’s limits, but that’s true not just of the UK, but the world.

Immigration cap

The government has established an effective immigration cap – promising that net immigration would be reduced “to tens of thousands” by the end of this parliament. Of course this ignores the fact that it has no control whatsoever over one side of this equation – immigration from Britain, the product of a whole host of individual circumstances.

More, it is promising that those coming into Britain will almost all be “the brightest and the best”.

In a speech this month, Tory MP Liam Fox said the government should “have a really good look at the type of people who will benefit our country and help generate wealth and prosperity”. “Nobody should assume they have the right to come to our country because they have relatives already here” – so there goes the right to a family life, acknowledged as a human right…

And more, there’s an important question to be asked about the value judgements here – is a hedge fund trader, who might have a high income, really more valuable than a carer, an arms company executive really more valuable than a beloved grandma? I don’t believe so – indeed the New Economics Foundation did an excellent study showing that for every £1 they are paid, childcare workers generate between £7 and £9.50 worth of benefits to society. By contrast a city banker destroys £7 of social value for every pound they generate.

The impact of the changes

Net migration fell to 153,000 in 2012, from 242,000 the previous year. The number of immigrants coming to Britain fell from 581,000 to 500,000, while the number of migrants leaving the country was up from 339,000 to 347,000.

But asked by  BBC to explain, the Institute of Public Policy Research think tank said this was “in large part” due to a drop in the numbers of international students, with “considerable economic cost” – estimated at £2-3 billion/year (conservatively).

You might expect the Labour Party to be highlighting, focusing on that cost, that loss of fees for our universities, the loss of opportunities for home students to study with a rich range of fellow students, but no, Labour welcomed the fall, saying the “pace and scale of immigration” had been too high. And shadow immigration minister Chris Bryant added that the government, “is not doing enough on illegal immigration, failing to deport, failing to prevent absconding”.

Family reunion

The tightest of the toughening of government rules has been in family reunion visas – we now have among the toughest rules in Europe.

Any British citizen who wants to sponsor his or her non-EU spouse’s visa has to be able to prove that they earn at least £18,600 a year – 47 percent of the British working population last year would have failed to meet the income level for sponsorship. The amount rises to £22,400 to sponsor a child and an additional £2,400 for each further child.)

By the government’s own estimate, almost 18,000 British people will be prevented from being reunited with their spouse or partner in the UK annually as a result of the new rules.

Pick up your local paper and you’ll often read these stories – individuals who’ve made relationships, formed ties, and are understandly bemused, confused, angered, that they can’t live together as a couple, can’t even care for their children in their home country. We are failing these individuals – failing our society by creating this situation.

These rules are unconscionable. They are unfair and arbitrary. And they must be changed.

Proud tradition of asylum

I live in central London around the corner from the Somers Town Coffee House, once the haven for Hugenot refugees from France, fleeing religious persecution. It’s one visual reminder of Britain’s proud tradition of providing refuge to those who need it, particularly political refugees.

But that reputation today is under threat. It’s a subject that I’ll be speaking on another time, but one statistic is telling – in 2012, 27 per cent of initial asylum rulings were overturned on appeal.

And the Green Party has long campaigned against the failure to recognise gender aspects of persecution. The system also fails to acknowledge the persecution faced by LGBTQ people in many countries around the world.

Global damage

The impact of the rhetoric of immigration, of government policies and policies proposals, stretches far beyond immigrants, prospective immigrants and their families.

Recently the government – the Liberal Democrats to the fore – floated a trial balloon suggesting that visitors (not immigrants) from a number of states, including India, could be forced to pay a £3,000 bond, to be repaid when they left the country.

I went on a major Indian evening television show where this was a topic of debate, to explain this didn’t reflect the views of all Britons, and was almost buried under a torrent of anger. Indians were insulted, they were angry, and they were threatening not just not to visit but to withdrew investment flows into Britain. It was unsurprising that David Cameron, who recently visited India with an ‘open for business’ message, quickly reversed the policy, but damage has definitely been done.

Conclusion

In 2011, Green Party conference passed a motion opposing the government’s cap on immigration.

It said we should stop “treating those who are not native to the UK as a problem”. Today, it’s important to restate that.

The approach to immigration of the Tories, Lib Dems and Labour distracts from our real problems – the failure of George Osborne’s policy of austerity, acknowledged now even by that well-known “champion “ of government spending the International Monetary Fund, the deep damage being done to our social fabric by the government’s ideologically driven assault on our public services and the social safety net provided by benefits.

And further more, it is going to have real world, serious, even potentially deadly consequences. The declaring of open rhetorical season on migrants by the majority of our politicians is a signal. It’s a signal to the drunk man in the pub, who wants a target for his abusive tongue, and quite possibly his fists, and is now increasingly likely to find it in someone who is, or he perceives to be, an immigrant. It’s a signal to the irate woman on the overcrowded bus, ready to launch a tirade at a fellow passenger who might be an immigrant.

We have a responsibility to say “enough”. To acknowledge that we need to welcome immigrants, to regard them not as economic pawns, but people, with families, with friends, with feelings – who deserve, and must get respect, and respectful treatment.

Cultural diplomacy begins at home.

Getting social housing in Brent to become harder under new proposals

The Housing Allocations Policy that Brent Council is currently consulting on LINK will have major repercussions for residents wishing to go on the register for social housing in the borough. There will particular impact on extended families, people without leave to stay in the UK, young adults living with their parents, those at a specific income threshold, families in rent arrears in the social housing sector or in homeless temporary accommodation.

The Council will no longer have an 'open' waiting list and in addition to having a housing need residents will need to establish a local connection through residence or work. The 'reasonable preference' criteria will include households in employment in addition those below:

· Homeless people as defined by Part VII of the 1996 Housing Act, including people who are intentionally homeless and those who are not in priority need

· People who are owed a duty under section 190(2), 193(2) or 195(2) of the 1996 Act (or under section 65(2) or 68(2) of the Housing Act 1985) or who are occupying accommodation secured by any housing authority under s192(3)

· People occupying insanitary or overcrowded housing or otherwise living in unsatisfactory housing conditions

· People who need to move on medical or welfare grounds, including grounds relating to disability

· People who need to move to a particular locality in the housing authority area, where failure to meet that need would cause hardship (to themselves or others)
The Council state that legislation forbids it to give assistance to individuals subject to immigration control:
A restricted person is a person subject to immigration control who is not eligible for homelessness assistance because he or she does not have leave to enter or remain in the UK or has leave which is subject to a ‘no recourse to public funds’ condition (s.184(7) of the 1996 Act).
The Council seeks views for when the individual subject to immigration is a member of a wider household:

Note that it is not mandatory to exclude a person subject to immigration control from a household, although a household cannot be regarded as having reasonable preference solely on the basis of the needs of a person subject to immigration control as noted above. The council is minded to adopt this exclusion but views on the point would be welcome.
 The Council its definition of what constitutes a 'household' for the purposes of allocation of accommodation. It excludes the  extended families sharing accommodation that are common amongst some ethnic groups in Brent:

Considered as households:

-A single person without dependents
- A married couple
-An unmarried couple, who can prove that they have been resident together for at least 12 months at time of application and at time of offer.   
-A lone parent and their dependent children   
-A married or unmarried couple with dependent children   
-A civil partnership with or without dependent children
 The following would not usually be considered to be part of a household when considering qualification and priority for housing:
· Anyone subject to immigration control
· non-dependent adult children over the age of 21
· other adult relatives
· non-relatives and lodgers
· Extended family members such as cousins, nephews, aunts and uncles
The scheme excludes the following:
-A young person aged 21 or over and therefore not treated as a child would not normally be considered as part of a household and will usually be disregarded when considering applications for rehousing.
- If there are children aged 21 or over who are living at home, advice will be provided on housing options but they will not count towards any calculation of overcrowding. They will be able to apply for housing in their own right but may be disqualified if they do not fall within any of the priority groups defined in this scheme.
- Given the severe shortage of housing and in particular of larger homes, the Council will consider whether people living in a household could move into smaller homes of their own, thereby creating a separate household. If a household member has already made a separate housing application they will not be included in any new or subsequent applications.
 The proposals introduce income thresholds that will try and shift those in need of housing into the private renting sector (which has grown enormously in Brent according to the most recent census and which Muhammed Butt has pledged to improve in terms of quality) or shared ownership.

The ranges which will be reviewed regularly are set at:

· 1 bed - £35,000 a year
· 2 bed - £45,000 a year
· 3 bed - £ 55, 000 a year
· 4 bed - £70,000 a year
 The Council states that in assessing the number of bedrooms required by a household, the following criteria will apply: 
· One double bedroom for a cohabiting couple
· One double bedroom for two additional persons/children of the same sex and generation.
· One double bedroom for two children of the opposite sex, where both children are under 7 years.
· One double bedroom for two children of the same sex unless one is over 10 years of age and there is an age gap of more than 5 years.
· One double bedroom for two dependents of the same sex over 18 years of age.
· One single bedroom for each person who the Council's Medical Officer considers should have their own bedroom on health grounds.
· One single bedroom for any other person included as part of the household.
· Single people will normally be considered for Bedsit accommodation.
· A couple or single parent with a child under two years of age can be
 offered a one bedroom property.
In addition the Council propose that the following categories will normally not qualify:

· Anyone guilty of serious anti-social behaviour where a possession order is being sought or has been obtained
· Anyone who has assaulted a member of staff where an injunction has been sought or obtained
· Anyone who knowingly gives false or misleading information or withholds information that has been reasonably requested.
· Applicants with an income above the limits set out above
The following will apply to housing transfers:

-Tenants with rent arrears of six weeks or more will be suspended from receiving the offer of accommodation. Consideration will be given to varying this rule in some circumstances including;
-Tenants with urgent management or medical priority in band B or A may be transferred at the discretion of the Rehousing Manager.

-Offers of accommodation may be made despite rent arrears to tenants who need to move because of statutory overcrowding or because of an overriding priority awarded by the Allocations Panel or where a permanent decant is essential

-Tenants moving under the Incentive Scheme subject to the above guidelines may be made an offer with the incentive payment being set of against the arrears
Families in temporary accommodation may also face problems

· Homeless households in temporary accommodation may be advised that, if they fall into rent arrears, their housing register application may be suspended. Applications may be suspended when an applicant either

a) refuses to pay the rent
b) fails to make a commitment to repay arrears or
c) fails to provide supporting information for a Housing Benefit claim.
d) accrues an excessive level of arrears
e) is in arrears such that the landlord is taking action to end the tenancy
· If an applicant falls into arrears, their application may be suspended. The application will remain suspended until the arrears are cleared or an agreement has been reached to clear the arrears and this agreement has been kept to for an agreed period. Depending on the amount of the arrears and the nature of the agreement, discretion may be exercised to review cases and lift suspensions. Exceptions may be agreed to this policy, in particular for those cases in bands 1 or 2.
The Council recognises that private sector tenants on the register may be in difficulty because of the welfare reforms:

The council is not minded to introduce any blanket restriction on cases involving rent arrears, in particular since recent and proposed reforms to the welfare system increase the risk that some households may not be able to cover their full rent and because there are cases in which a move may assist in tackling rent arrears, for example where a household moves to a cheaper home
 There are additional detailed proposals regarding carers and military personnel that can be found in the main document.

The Consultation specifically asks for views on:
  • The period that should be required to establish a local connection
  • How that should be demonstrated through employment (inc part-time and self-employed)?
  • What othjer factors could be taken into account to establish a local connection?
  • In what circumstances should the Council make exceptions to the local connection requirement?
  • What other groups should not qualify under the scheme?
  • Should anyone subject to immigration control not be considered as part of the household?
  • At what age should non-dependent adult children not be considered part of the household (18.21.25)?
  • Are there other people who should normally be considered as part of an applicant;s household?

CHILDREN TO BE UPROOTED AT SHORT NOTICE RATHER THAN DETAINED

The decision to end the detention of children in immigration centres, more than 1,000 in the last year of the Labour government,  was one of the few made by the Coalition government that I welcomed. The detention of children and the physical and psychological damage done to them was a national scandal.

However the Guardian reports today that the UK Border Agency is launching a scheme to deport families within a two week period, preventing them from having enough time to organise the move, seek legal advice, settle their affairs and prepare their children for the move. The UKBA document leaked to the Socialist Worker expresses fears that ending detention could result in more community campaigns against deportation supported by the media and MPs.

In a previous post  last year I put forward the view that the authorities preferred to detain children because if they attended school there was a possibility of campaigns in their support:

I believe that one of the reasons that detention is favoured by this Government, and previous ones, is that schools as institutions have become highly effective at mounting campaigns against the deportation of pupils as well as supporting their needs. Schools are legally required to support racial equality and often have policies committed to social justice. Refugee and asylum seeker's children establish friendships in the school and their families begin to make links with the local community. These friendships and connections challenge negative stereotypes as refugees and asylum seekers become real people, with names, characters, emotions and histories and earn the respect of the host community.

The Guardian confirms this view:

'Nicola Rea (the author of the document and head of service, asylum, refugee and immigration services),  also raises concerns that children will continue to attend school once a family has been warned of removal, which could cause problems with other children and teachers campaigning to stop the deportation'

Too right!

GOVERNMENT CHILD ABUSE

Despite the Government's policy of Every Child Matters which seeks to ensure the well-being of all children, the Government is itself responsible for abusing one group of children: those held in UK immigration centres.

A report published in Child Abuse and Neglect of 24 children between three months and 17 years old detained in Yarl's Wood Immigration Centre shows that 73% had developed clinically significant emotional and behavioural problems since being detained. None had previously had any such problems. According to the Guardian's review of the findings:
  • Eight children had lost weight since being detained,including a two-year old and a nine-year old who had both lost 10% of their body weight.
  • Three children had regressed and refused to feed themselves or would take only milk.
  • Most complained of recent health problems including abdominal pain, headache, coughing and vomiting. Two required hospital care.
  • Ten out of 11 children seen by a psychologist had begun to experience sleep problems including nightmares and difficulty falling or remaining asleep
  • Four children had bed-wetting, although they had previously been dry for a number of years and two started daytime soiling and wetting, indicators of severe stress.
  • Four children had regressed language skills, including one child who had become selectively mute.
  • All nine parents interviewed reported severe psychological distress, and six out of nine had contemplated suicide. Two were on suicide watch.

In rather deadpan fashion the report concludes that its findings support Australian research which suggested that 'detention is not in the best interests of the child'.

Most importantly the parents and children did not have access to the full range of assessment, support and treatment that they required and which they would have had access to if the children were attending a school.

Brent has one of the highest populations of refugees and asylum seekers and as a Brent teacher I gained valuable knowledge in educating and caring for children who had often gone through the most horrendous experiences. Providing a safe and supportive place for them to talk and work through their experience, as well as access to other agencies, enabled them to benefit from school and because they were the most fluent English speakers in the family, they often acted as interpreters in the family's dealings with the authorities.

Refugee and asylum seeker's children establish friendships in the school and their families begin to make links with the local community. These friendships and connections challenge negative stereotypes as refugees and asylum seekers become real people, with names, characters, emotions and histories and earn the respect of the host community.
