'Offenders' Academies'- brilliant! I did research back in the 80s into Units for Disruptive Children where all the disruptive kids in an area were gathered in one institution. They learnt brilliant new ways of being disruptive from each other in a competitive environment and some ended up being expelled before they all burnt the place down.
