Wembley Park planning application to build 31 storey and 18 storey building on Olympic Way college site to be heard at Planning Committee next week

 In 2017 I predicted that the merger of the College of North West London and City of Westminster College as United  Colleges would lead to deals involving their property portfolio but I rather underestimated the extent of change that this would involve. Will property deals follow CNWL and CWC merger?

In Brent the plan involve the sale of both College of North West London College sites (Wembley Park's Crescent House and Dudden Hill's College Park) for housing development with  the profit funding a new college building on Olympic Way/Fulton Road. This was  given planning permission in July 2023 on the site of the Olympic Office Centre, formerly the HQ of Network Housing.

Brent Council was involved via a loan given to United Colleges to help set up the deal. CNWL has already sold its Kilburn site and sold its other Wembley Park building to the Education Funding Agency to provide accommodation for Michaela School.

If your head is spinning perhaps this explanation from Brent Planning Officers will help:

Officers have carefully weighed up the conclusions drawn by the viability assessment and the policy requirement for the delivery the new college facility in order to enable the release these two sites for development. Officers also have attached weight to the benefits associated with the delivery of the new college. Officers consider that the inter-relationship between these two schemes and the delivery of the new college facility is material to the consideration of this application, and a Section 106 obligation will prevent the implementation of these two applications unless the construction of the new College building is going ahead.

 

It is therefore considered reasonable and appropriate for the Council to place weight on the financial contribution that the sale of these two sites will make towards the delivery of the new college building and officers have also evaluated the scheme on this basis. However, it is for the decision maker to determine what weight should be applied to the facilitating role that the sale of these sites play in the delivery of the new college facility.

 

Officers consider that this should be given substantial weight given that the new college facility cannot be delivered without the sale of these sites to the College, not only for financial reasons (as the sale is required to fund the college) but also for planning policy and legal reasons (as Section 106 obligations will prevent the implementation of these two applications, if approved, unless the new college facility is going ahead).

This is rather a lot of pressure on Planning Committee to agree the application, particularly as Brent Council helped facilitate the deal.

The impact of the 18 and 31 storey building on the views from Wembley Park Station and Bridge Road is enormous. It will loom in front of the more distant views along Olympic Way to the stadium as well as from vehicles travelling between Wembley Central and Wembley Park.


 

 The problem will the piecemeal approval of the various Wembley Park applications is that the wider context is not always evident. For example the view below doesn't show the tower blocks under construction at Wembley Park station  along Brook Road, opposite the proposed buildings. In the illustration you can barely see the station itself.

 

The pink buildings in the illustrations are buildings in the pipeline for the approved Fulton Quarter. This the area behind the college building made up of the Stadium Retail Park, McDonalds and the Troubadour Theatre. LINK

The Fulton Quarter will provide 995 homes.

I have tried to show the overall impact by roughly placing the two towers in context below. The numbers refer to the number of storeys in each block.

 


 The viability assessment referred to in the officers' remarks is about how much affordable housing can be supplied and still give the developer a return. The officers make the figures at Wembley Park more palatable by combining the two ex-college sites:

The affordable units classed as intermediate by officers are shared ownership. Not affordable for most Brent residents and the Council itself is aware of the product's shortcomings. See LINK.
 

It is surprising given the magnitude of this application that the Brent Planning Portal LINK states only 6 comments have been received. The only comment actually shown is from Ilford:

I object to this planning application for these two buildings of 18 and 31 storeys in height for various social, environmental, public health and fire safety reasons. For example Wembley has now seen more than enough high density housing schemes in recent years that has put an overall strain on local social infrastructure. Also the townscape has been greatly changed which has had an inevitable effect upon local heritage around here too. This particular housing scheme is also being funded by a private building firm so therefore these flats are highly unlikely to be genuinely affordable to local residents. Fire safety has to be another major consideration in planning terms especially with the tower block fires that we have seen across Greater London in recent years as well.

The application for the Dudden Hill College Green CNWL site will also be heard at the Planning Committee next week, December 11th. I will review that later. LINK

As the proposed buildings will look if approved 

Plans have been published for the development of the site of the College of North West London's Wembley Park site. The development is part of a three phase project which will see Wembley Park and Dudden Hill campuses moving into a new college building further down Olympic Way on the site of the building that was previously the head office of Network Housing. The extensive Dudden Hill (College Green) site will be redeveloped for housing some of which will also be highrise. See those proposals HERE.

The land is owned by United Colleges Group, the result of a merger between CNWL and City Westminster College and property rationalisation has been a strategy from the start. The decision on the Wembley Park and College Green development swill be made by Brent Council Planning Committee. In 2019 Brent Council granted a £50m bridging loan to United Colleges to facilitate the move to a new Wembley Park campus. LINK

 The Hill Group who are managing both applications calim that the Wembley Park site will provide 307 homes in two towers (18 storey and 31 storey) and College Green 1,627 homes. Together comprising 84% of the London Plan requirement of Brent Council. LINK

On the Wembley Park site they state 30% of the 'habitable rooms' will be at social rent and 100% affordable. However, the habitable room measure is a slippery concept and not the same as affordable homes as a percentage of the total. I have asked for clarification as elsewhere there is a reference to shared ownership as affordable - which we know it is not.

As the illustration shows there is a big impact on the view along Olympic Way although the proposal claims it does not interrupt the view of the stadium arch. It is certainly the first thing that will hit you looking from Wembley Park station towards the stadium and much more signicant  than the 8 storey CNWL building.

The present building is raised from ground level (as is Michaela on the other side of Olympic Way) as flood protection, so it is surprising to find that basements are planned for the new buildings. Retail, cafe or community uses are planned at ground level.

The one storey temporary Black Sheep Coffee shop on Olympic Way  has recently been granted an extension to 2026 but the plans retain flexibility with the possibility of opening up the site where it faces Olympic Way if the Black Sheep goes.

Vehicle access to the site will be via Wembley Park Drive as at present but the development itself will be car free given its proximity to the station. Readers will note the Wembley Stadium Retail Park buildings on the right of the picture. The Retail Park, McDonalds and Troubadour Theatre (Fountain Studios) are another development site which will comprise 995 housing units in several towers.

On the image, below taken from the 2019 planning application, the CNWL building is bottom left corner. Now substitute an eighteen storey and a 31 storey block to see the scope of that development and the overall context on Bridge Road/Wembley Hill Road.


Finally it is good to see that the application includes a Whole Life Cycle  Carbon Assessment (albeit incomplete) and includes some mitigations to reduce carbon impact. LINK.

Bob Blackman MP invites Suella Braverman to his Edgware fundraiser dinner and gets a noisy surprise

 

Bob Blackman, Conservative M for Harrow East and Monday Club  Joint Executive Secretary, held a fundraising dinner last night in Edgware.

His special guest was none other than ex-Home Secretary and joint-founder of Wembley's Michaela School, Suella Braverman. Both have strong Brent connections with Blackman an ex-leader of Brent Council (and deputy leader in the Lib-Dem coalition) and Braverman (actual name Sue-Ellen) was born in Harrow and brought up in Wembley. Her mother was a Brent Conservative councillor.

Last night's dinner I understand was held to raise funds for Blackman's General Election campaign but amidst Sunak's problems and Braverman's undisguised leadership ambitions, of wider political significance.

The local community, having got wind of the dinner, marshalled at short notice a mass picket outside the restaurant. It was peaceful but noisy.  Some guests entered through the front door on Mollison Way, others came via an alternative entrance as far as could be ascertained. There was no attempt to stop them entering.

Chants and individual speakers objected to Bob Blackman's stance against a Gaza ceasefire, his admiration for Mahendra Modi and support for the exclusion of caste from equality laws.  Suella Braverman's support for Israel and antipathy to pro-Palestine demonstrations and her 'dream' of deporting refugees to  Rwanda deportations enraged the demonstrators who charged them  both with complicity in alleged genocide. 

The crowd chanted, 'While you dine, babies die.'

Those present at the right-wing Fest must have been able to hear the demonstrators and after two and a half hours of chants and speeches a metal grill was lowered over the restaurant windows and entrance.

Despite the noise and anger the protest was disciplined and when a minute's silence was requested for the victims of the Middle East conflict a total silence fell over the suburban street and the demonstrators dispersed without incident.

Judge rules that Michaela School can be named at High Court hearing on alleged prayer ban

 Schools Week LINK reports today the Michaela Free School's request that the school not be named was reject edby Judge Linden in today's High Court hearing regarding a Judicial Review requested on behalf of a pupil.

The Judicial Review is over the alleged banning of Muslim pupils from taking part in prayer rituals at the school that resulted in a public petition with more than 4,000 signatories in March 2023. LINK

Judge Linden said:

I do not accept the that the evidence in this case shows a risk to the lives or safety of members of the school staff or its wider community which would justify holding this hearing in private.

The petition is no longer on the Change.org website but said in part regarding the alleged ban:

A school that prides itself on being “multi cultural” and “multi faith” is treating their Muslim students in this way?? What’s worse is that this school is majority Muslim students and there is no prayer room designated for them. Students have requested for a prayer room which has  been refused by the school and so they have to pray on the floor outside.

 Judge Linden accepted the application for the claimant, a pupil, to be referred to as “TTT”  and another person involved in the litigation, to be referred to as “UUU”.

 

As the hearing is in progress I will not publish any comments until the case is over.

School students concerned that they are being silenced over the Middle East conflict

 Michaela School in Wembley has made an impact on some neighbouring Brent secondary schools which have taken up the 'strictest school' challenge.  There is currently a hot debate on the Next Door website about what constitutes bullying by adults, rather than strict discipline, at Wembley Technology College.

There is a new headteacher at Preston Manor High School whose approach is causing waves amongst students and parents. The current conflict in the Middle East has resulted in complaints that children are being disciplined over their support for the Palestinian cause.

One student said:

We see the bodies of children killed by Israel on the internet and want to speak out. The school is supposed to teach British Values. Isn't 'freedom of speech' supposed to be a British Value?  Isn't it our human right? We are being denied our freedom of speech.

Back in the 1970s and 80s teachers developed educational resources to address racism and sexism so that the issues could be discussed in a safe and open environment. A disciplinary approach with detention or exclusion punishments for views expressed was rejected as it tended to harden and polarise attitudes.

Controversial issues are tricky for teachers but surely it is an education establishment's job, whether school, college or university, to address the issue, rather than silence all discussion?

An article in the Guardian LINK  describes how students at a Luton 6th College are demanding lessons about the context of the conflict in Gaza.

The National Education Union has produced guidance for its members on the Israel/Gaza conflict LINK.

Meanwhile groups of school students across the country have been striking over Palestine and there is a rally at lunchtime today.

 


At the end of October the National Education Union issued a statement on the conflict:

Further to our statement on 14 October, the NEU is distressed and alarmed by the rising death toll of Palestinian civilians, particularly children, caused by Israel’s ongoing bombardment of Gaza. Half of Gaza’s two million population are children and 40 per cent of all those killed in Gaza since 7 October are children. 

According to Save the Children, child fatalities in the besieged enclave since this date have surpassed the annual number of children killed across the world's conflict zones since 2019.

We call on the UK Government and wider international community to work for an immediate ceasefire and ongoing peace settlement that secures the release of Israeli hostages, ends the bombardment of Gaza, and restores the flow of vital humanitarian aid, including food, fuel and medical supplies into Gaza.  

More than 1.4 million people in Gaza have been internally displaced, with some 671,000 sheltering in 150 UNRWA facilities. We decry the attacks on UNWRA schools and hospitals and reiterate the call from the World Health Organisation (WHO) for “all parties to the conflict to take all precautions to protect civilians and civilian infrastructure [including] health workers, patients, health facilities and ambulances, and civilians who are sheltering in these facilities.”

The NEU is committed to challenging racism in all its forms, and we will continue to speak out against the alarming rise in antisemitism and Islamophobia that we are witnessing in the UK and elsewhere. Attacks on, or harassment of, Jewish or Muslim people are abhorrent and inexcusable. Everyone has a right to feel safe in their schools, colleges, places of worship and communities.

We encourage all NEU members to take peaceful action in support of calls for a ceasefire, including joining peaceful protests and contacting their members of parliament.

The strong advice to any parent of a student who has faced expulsion/sanction for advocacy for Palestine is to get in touch with the European Legal Support Center as soon as possible where you will be asked to fill in an incident report. https://elsc.support/

It would be useful to hear about any local schools where a positive educational response has been taken.

New building for College of North West London in Wembley Park approved by Brent Planning Committee - present Wembley Park and Dudden Hill sites will be redeveloped

 

Brent Planning Committee last night approved a new building for the College of North West London on Olympic Way/Fulton Road the site of the current Olympic Office Centre.

 


The building will replace both the current building in Wembley Park at the station end of Olympic Way and the Dudden Hill campus of the college which will be developed for housing.

The current Wembley Park building will be redeveloped alongside the shopping centre, McDonalds and the theatre. The Wealdstone Brook flows within that college site and under Olympic Way.

After the CNWL's amalgamation with Westminster College as United College Group there were a number of property deals. The other Wembley Park building was sold to the DfE and now houses the Michaela School and the fairly new £5.5m Kilburn Centre LINK  building was disposed of.  LINK

Although the applicant's image above shows an open area around the college it emerged that it is likely to be secured by additional measures  given the large crowds using Olympic Way on event days.  Planning officers said that the new building  at 8 storeys would be just 2 metres higher than the Olympic Officer Centre.

The college will cater for 1,630 people including teenage and adult students but, unlike a school, attendance hours will vary,and it will operate at 60% capacity. Neighbourhood CIL will not be payable  by the applicant  but London CIL will apply.

Councillors expressed concern over security, particularly as the college is aiming to cater for more neurodiverse students, and one councillor was keen that there should be a separate entrance for them. The college responded that they believed in integrating such students as part of their inclusion policy.

A number of security features are included in the building such as anti-hostile vehicle devices but Cllr S Butt was puzzled that no accreditation for Secure by Design had been sought when this was the case with other buildings in the vicinity that had been considered by the Committee. Planning Officer David Glover insisted that this was not necessary but Butt warned that if there was an incident in the future the Council may regret that this had not been done. Glover said that the applicant could be encouraged to seek accreditation.

Councillors also asked about the loss of 27 trees as a result of the redevelopment with only one retained. The applicant will provide 41 new trees at ground floor and third floor level.

In contrast to the Mumbai Junction's 500+ objections only one objection had been received to this application and this was about disturbance during the construction period.

Higher level technical skills qualification for adults

Increased quality of Profound Multiple Learning Disability facilities

 

The new campus will provide a whole of year approach to provision and will ensure access to education using multiple entry and exit points which will allow adult learners the opportunity to ‘retrain and return’ to the labour market quickly or progress to higher level qualifications. This meets the identified skills development needs of London Borough of Brent and the Greater London Authority, in a borough with a stated desire through the Local Plan (2022) to improve the skills level of its residents and increase the average wage.

 

The portfolio of provision also aligns with those areas that have been identified by Central

Government including STEM, precision engineering, green technologies, and the built

environment, as well as opportunities in practitioner qualifications in digital tech/communications and science.

 

The new campus will provide an inspiring learning environment that will impact positively on learning, learner outcomes and learner satisfaction. The site will provide for an integrated Special Educational Needs and Disabilities (SEND) provision through an inclusive ’Profound and Multiple Learning Difficulties’ PMLD unit. The housing of this provision in one building with the rest of the student cohort, integrates PMLD students fully into the student body for the benefit of all.

 

Providing this consistent and inclusive approach does create additional servicing requirements as specific pick up and drop off is required as close to the entrance of the building as possible.

 

Through discussion with Brent and TFL officers, it has been agreed to maintain the existing layby on Fulton Way as also permitted within the extant scheme. Within the adopted highway, this layby will be capable of housing two dedicated mini bus shuttles for PMLD students, the college acknowledged that this will create a specific management requirement on the college, especially during a match day scenario. The College commits to working with the Council and Metropolitan Police to ensure that this public benefit does not result in any additional risks during special event days. We expect further details to be provided pursuant to planning conditions

Michaela headteacher's anti-woke rant at National Conservatism Conference

 

 

The new far-right grouping headed by Suella Braverman, worryingly named 'National Conservatism' has recently attracted media attention. Suella Braverman was one of the founders of the Michaela Free School in Wembley and she invited her school co-founder Katharine Birbalsingh to speak at the conference. Braverman, daughter of an exTory councillor in Brent, was the school's first Chair of Governors.

Michaela petition now at 4,323 signatories. No comment from school or Brent Council yet. Petition call for Michaela School to provide a Prayer Room for students amid allegations of 'disturbing' treatment of Muslim students

A petition has been launched calling for Michaela School in Wembley, where Home Secertary Suella Braverman was one of the founders and the first Chair of Governors, to provide a Prayer Room for students. By noon Thursday the petition had 4,323 signatories.

The petition makes a number of allegations about the treatment of Muslim pupils in the school and claims that this is disturbing 'Islamophobic' behaviour: 

A school that prides itself on being “multi cultural” and “multi faith” is treating their Muslim students in this way?? What’s worse is that this school is majority Muslim students and there is no prayer room designated for them. Students have requested for a prayer room which has  been refused by the school and so they have to pray on the floor outside.

The petition asks students who have experienced such treatment and concerned parents to get in touch because the petitioner wants to escalate the issue to the 'school board' (Board of Governors) and the local council.

Michaela is a free school so not under the direct oversight of Brent Council, but the local authority does have responsibility for the safeguarding and wellbeing of all children in the borough.

UPDATE: No comment from either by noon today despite social media commentary.

The new Home Secretary's Brent (Kenton and Wembley) connections

This article was published on Wembley Matters in 2020, LINK when Suella Braverman was appointed by Boris Johnson. It was submitted by someone who was at school with her. It sheds some light on the new Home Secretary and her ambitions.


Following Boris Johnson's appointment of Suella Braverman (nee Fernandes) as attorney general (shortly after she attacked judges as unelected and unaccountable) it is interesting to hear from someone who was at school with her in the 1990s:

 

Sue Ellen Fernandes (who prefers to be known as Suella, so as not to be compared to a character in the 1980's TV series "Dallas") grew up in Kenton.

 

Her mother was a Conservative councillor on Brent Council, Uma Fernandes (who, as a candidate for Parliament, managed third place in the Brent East by-election won by Sarah Teather in 2003).

 

By the sixth form at school, Suella was open about her ambition to be a Conservative M.P., and to become Prime Minister, like her idol, Margaret Thatcher.

 

She studied law at Cambridge, and went on to become a barrister, specialising in planning law, but also spending time trying to get selected as a Conservative Parliamentary candidate.

 

One of the roles that helped on her Tory CV was acting as Chair of Governors for Katherine Birbalsingh's Michaela Community School LINK, although her knowledge of planning law did not seem to cover the fact that consent was needed to display a large advertisement over its building in Wembley Park LINK:

 

The advert had to be taken down after a few days - a waste of taxpayers money that could have been avoided!

Suella was elected for the "safe" Conservative seat of Fareham in Hampshire in 2015. Now, at the age of 39, this "aspirational" junior barrister has been appointed by Boris Johnson as the Government's top legal adviser.

 

Heaven help us!

 Seven years earlier I wrote on Wembley Matters about an encounter I had with her at a 'consultation' about Michaela Free School which is quite revealing of her attitude towards the public. LINK

 

Suella is a daughter of former Brent Conservative councillor Uma Fernandes who was a councillor for 16 years and stood in the Brent East parliamentary constituency, and Suella herself stood as a Conservative candidate in Fryent ward. She attended a local Brent primary school, Uxendon Manor, but her secondary education was at Heathfield School in Pinner - a Girls Public Day School Trust establishment.

Risks and opportunities along the Wealdstone Brook in Wembley Park - Part 1 of two looking at the FOE recent 'Flood and Nature Walk'

A press release from the London Mayor, Sadiq Khan, on September 23rd reported on Climate Vulnerability Mapping carried out ahead of COP26. LINK

It said:

The boroughs at particularly high risk, meaning that the risk of both flooding and overheating are very high, jeopardising lives and livelihoods are:

 

  • Hackney
  • Hammersmith and Fulham
  • Islington
  • Brent
  • Tower Hamlets
  • Newham 

 A combination of factor contribute to flooding including over-flowing rivers; reduced permeability due to development, including reduced green space and the paving over of gardens, and drainage systems unable to cope with extreme weather events.

Aware of this, Brent Friends of the Earth last week conducted a Flood and Nature Awareness walk from Wembley Park to Stonebridge Park along the Wealdstone Brook and the River Brent.  This article provides some of the background requested by the walkers.

The top image above shows the catchment area of the River Brent with Wembley at its centre. The lower image is the flood risk of all types captured in the Climate Vulnerability Mapping.  Unfortunately there is no data for the immediate Wembley regeneration area but the 'High Risk' vulnerability is clear. The map is interactive so you can zoom into different areas by following the link.

Finally, a combination of poor historical planning decisions, urban creep and infill development has had a further detrimental impact on the ability of the Borough to hold back the rain where it falls, Thames Water have calculated that there has been a 17% increase since 1971 in impermeable area across North West London, as residents have added extensions or have paved over front gardens. This results in greater volumes of surface water for each rain event entering the system. This effect accumulates further down the system where the increasing volumes create greater pressures on the below ground piped assets, tending to result in overland flood flows, increasing frequencies and levels of discharges at overflows and flooding of peoples properties with contaminated foul and commercial wastewaters.

The amount of impermeable land in the borough must have increased  greatly since then.

  • 1682: A very violent storm of rain, accompanied with thunder and lightning, caused a sudden flood, which did great damage to the town of Brentford. The whole place was overflown; boats rowed up and down the streets, and several houses and other buildings were carried away by the force of the waters.[53]: 39–58 
  • 1841: Brentford was flooded by the Brent Reservoir becoming overfull so that the overflow cut a breach in the earth dam. A wave of frothing and roaring water swept down the river's course taking all before it causing fatalities. Several lives were lost.[54]
  • 1976 and 1977: in the summer Britain saw drought and unusual heat with Water Companies declaring it would take six or seven years for empty reservoirs to recover. The following August, a rainy spell was followed by a day and night of torrential rain that overwhelmed the Brent reservoir — authorities decided to open the sluice gates maximally at time of highest volume and pressure, to avoid costly overflow flooding, having been under general pressure to keep stock water supplies. Later, before the river below overflowed in many sections certain local sewers overflowed, some into homes. The streets, including arterial roads were jammed and local trains blocked. Hundreds of homes and businesses closed for the clean-up, with widespread press coverage.[citation needed]
  • 2007: August saw heavy rain cause a short bout of flash flooding in Brentford and Hanwell on roads, the Hounslow Loop Line and London Underground.
  • 2009: On 30 November, the Environment Agency warned residents of a flooding along River Brent from Hendon to Brentford, after a day of notably heavy rain. Several premises were temporarily flooded in Brentford and Perivale.[55]

Local resident John Timms who has studied the 1977 flood in detail says that in fact the flow of the Wealdstone Brook had already increased significantly before the Welsh Harp sluice gates were opened and had caused flooding in Kenton and flooding followed down river with the draiage system unable to cope.

Laurie Pavitt, MP for what was then Brent South presented a petition to the House of Commons:

With your permission, Mr. Speaker, and that of the House, I beg leave to present a petition signed by 588 of my constituents who seek relief from the acute anxiety that arises especially among the elderly, in my area whenever there is a heavy downpour of rain.

The petition sheweth That 71 households were flooded with sewerage water following the heavy rainfall on 16th and 17th August 1977. That this disaster has caused severe physical, mental and financial distress, and that investigations reveal that these floods were not unexpected, and according to expert engineering opinion the risk of further flooding has been rapidly increasing due to extensive new building developments and drainage systems. Planned and approved alleviation works have not been implemented and the reason given for this failure has been the shortage of finance. At a time of cuts in public expenditure which affect all citizens, the people of Stonebridge have had the additional burden of living through a disaster which has destroyed the contents of the ground floors of their homes, with all the consequent hardship and suffering. Nor will they have the wherewithal to replace their losses, as most families have a weekly wage and live from week to week.

The petition concludes: Wherefore your petitioners pray that your honourable House by legislation or otherwise ensure that:

 

(1) full compensation be paid adequately to restore that which was lost.

 

(2) the Ministry of Agriculture, Fisheries and Food shall, in conjunction with the Greater London Council, seek to implement a satisfactory flood alleviation scheme as a matter of urgency.

 

(3) temporary works and an effective flood warning system be put into operation immediately and that the lowering of the 1126 water level in the reservoir known as the Welsh Harp shall have high priority.

This was the background to our walk which started on the bridge over the Wealdstone Brook on Bridge Road.

Brook Avenue, named after Wealdstone Brook which flows alongside it, is the site of planned tower blocks on the station car park (currently subject to a Public Inquiry) but has also been ear-marked in the Local Plan as a potential site for development between the avenue and the brook.

The modification to the Local Plan both suggests development of the site, including a larger Premier Inn, and enhancement of the brook area:

The Premier Inn site provides the opportunity to provide a more defined edge to Wembley Park Drive/Brook Avenue and introduce an active frontage containing main town centre uses.


The site is adjacent to a mixture of residential and commercial buildings up to ten storeys. Within this context, development that is taller than the existing two storey suburban dwellings will be acceptable to the eastern side of the site, stepping down towards the residential buildings to the west of the site which is identified as an intensification corridor along Forty Avenue.


· A minimum of 8m setback from Wealdstone Brook will be sought. Development will be required to positively contribute to the biodiversity, improve access to the waterway and provide an appropriate landscaped setback which may include public open space.


· The building line should be closer towards Brook Avenue.

The brook flows beneath Bridge Road to  the College of North West London on the south side. Here it emerges into a small green space with mature trees and some landscaping.

 

College of North West London Grounds

The College building is adjacent to a major redevelopment site called the 'Fulton Quarter' which includes the retail park, McDonalds and the former studios, currently the temporary Troubadour theatre. The College site is also due to be redeveloped.

According to John Timms in the 1977 flood this park of the brook reached a height of 11-1/2 feet.

However, the modifications to the Local Plan concentrate on surface water:

The site is in flood zones 2 and 3a and susceptible to surface water flooding. All proposed development will require a detailed Flood Risk Assessment (FRA). Development must be consistent with the recommendations of the Brent Strategic Flood Risk Assessment Level 2.

Due to the site’s location in Flood Zone 3a, the ‘sequential approach’ at site level should be applied to steer more vulnerable development such as residential, student accommodation, hotels, and certain community uses towards areas of lowest risk within the site; north west area and southern edge.


 Associated infrastructure including water attenuation tanks, and the diversion of any utilities and services to accommodate the development.


· Green and sustainable infrastructure should be part of the development process and the development.

Most significantly a paragraph follows in bold  that is repeated for many of the developments, including Brook Avenue,  covered in the Local Plan Modifications, which really requires additional scrutiny. Who in Brent will provide it?


Waste water facilities enhancement Thames Water has indicated the scale of development is likely to require upgrades to the wastewater network. Thames Water will need to be engaged at the earliest opportunity to agree a housing and infrastructure phasing plan to ensure essential infrastructure is delivered prior to the development creating identified additional capacity requirements.

 The Wealdstone Brook is culverted beneath Olympic Way and emerges next to 1 Olympic Way which has recently been converted from office accommodation to housing. Previously, as with the neighbouring Michaela School building, and as planned for the Fulton Quarter, the ground floor was not occupied, presumably because of the flooding risk.

Now the brook meanders either side of North End Road with the attractive low rise Empire and Danes Court contrasting with the high rise developments. Soon we come across an interesting new development that was faced with the problem of potential flooding. It  is on the former Amex site and as you can see from the diagram surrounded on what is almost three sides by the Wealdstone Brook.

 

 


The planners recognised the flood risk:

The NPPF requires the Exception Test to be applied in the circumstances shown in Table 3 of the ‘Planning Practice Guidance: Flood Risk and Coastal Change’. Paragraph 102 of the NPPF makes clear that all elements of the test must be passed for development to be permitted. Part 2 of the test requires the applicant to demonstrate that the development will be safe for its lifetime taking account of the vulnerability of its users, without increasing flood risk elsewhere, and, where possible will reduce flood risk overall.

The flood modelling prepared by the applicant shows that North End Road would be inundated in both the 1 in 100 35% climate change event and the 1 in 100 70% climate change event, which appears to be the only access/egress route. This means that safe refuge within the development is required for future occupants as safe access and egress cannot be achieved. 
 
The finished floor levels of the development have been raised above the 1 in 100 chance in any year, including an allowance for climate change flood extent. This means that floodwater is unlikely to enter the property during a 1 in 100 chance in any year plus climate change flood extent. 
 
The applicant has overcome the EA’s previous objection by submitting an acceptable emergency flood plan framework to the local planning authority that deals with matters of evacuation and refuge to demonstrate that people will not be exposed to flood hazards.

Since the development was completed North End Road has been reconnected with Bridge Road at a very steep junction which in extreme torrential rain could see a flood of water coming down the road.

This development also raises a continuing problem - that of the pastekl drawings of the development versus the harsh reality. The long term plan to utilise and enhance the Wealdstone Brook as a feature was addressed in the application's depiction of a waterside walk. At the time it was unclear whether this would be open to the public - another long-term plan. It was festooned with Private notices when we dropped by. Compare the artists's impression with the reality.



The brook now runs past industrial buildings and another ptential development site named rather anonymously 'Central Place' -. It is between Fulton Road and Fifth Way with Wealdstone Brook to the north. There is a big warehouse and car park occupying the site.


The Local Plan Modification states (NB items in bold:

North of the site is the SINC Grade II Wealdstone brook. The site is recognised as a waterside development, as such, developers will be required to contribute towards restoration and naturalisation of the Brook, improve access to the waterway, provide appropriate landscaped setback, enhance water quality and biodiversity.
· Small sections of the site is susceptible to surface water flooding. The site is also adjacent to flood zone 3a (fluvial and tidal) so an appropriate buffer zone along the brook will remove the developable area of the site of any major risks.

A critical trunk sewer runs through this site which would need to be considered.

A buffer strip of at least 10m wide should be retained for a publicly accessible brook side park to allow for a cycle way/footpath, associated landscaping, tree planting and street furniture as agreed in consultation with the Environment Agency and Brent Council.

Infrastructure Requirements
· Developers would be required to contribute towards restoration and naturalisation of the SINC Grade II Wealdstone brook.
· Further master planning work will provide additional requirements.
· Green and sustainable infrastructure should be part of the development process and the development. 

 
· Thames Water has indicated the local water network capacity in this area may be unable to support the demand anticipated from this development. Upgrades to the wastewater network are likely to be required. Thames Water will need to be engaged at the earliest opportunity to agree a housing and infrastructure phasing plan to ensure essential infrastructure is delivered prior to the development creating identified additional capacity requirements. Public sewers cross or are close to the site. The risk of damage during construction must be minimised. It must be ensured that development doesn't inhibit access for maintenance or the services in any other way.

 There is quite a lot of vagueness in all this and as we have seen pretty plans sometime turn into something much less and there does not seem to be a reliable process, with staff availability low after government cuts,to make sure promises are delivered. 

As a result over concerns over potential flood danger as a result of climate change and severe weather events, now with the addition of Sadiq Khan's warning, I have put two questions to November's Full Council meeting:

In the light of the increased prevalence of extreme weather events as a result of climate change and recent flooding in the borough, as well as a large number of new developments and increasing numbers of paved over gardens, does Brent Council:

 

Intend to work with partners including the Environment Agency and Thames Water to review and revise Brent Council’s

 

1)    Flood Risk Management Strategy

2)    Surface Water Management Plan

 and advise property owners and developers on mitigation measures?

If your house is potentially at risk from flooding here are some key things to remember.

If you are in a flood risk area find out if you can sign up to the Environment Agency's free 24 hour Floodline Warnings Direct service by calling Floodline on 0345 988 1188 (or Type Talk: 0345 602 6340). You can select to receive warnings by phone, text or email.

Keep details of your insurance policy and the emergency contact numbers for your local council, emergency services and Floodline quick dial number somewhere safe - preferably as part of your emergency flood kit.

Know how to turn off your gas, electricity and water mains supplies.

If a flood is forecasted, take valuable items upstairs and take photos for insurance purposes.

Leave internal doors open, or ideally, remove them and store them upstairs.

Outside the house

Move anything not fixed down into a safer location, e.g. dustbins, garden chemicals car oil and similar.

Move your car to higher ground to avoid damage.

Weigh down manhole covers outside the house to prevent them floating away and leaving a hazardous hole.
