Brent to compulsorily purchase Kenton property - more to come?


Residents of Brent will be aware of the number of empty residential properties in the borough and many voices have been raised urging the council to act to bring them back into use for family accommodation.
The Cabinet on Monday LINK will be asked to approve the compulsory purchase of a residential property in Kenton which has a long history of neglect and is currently squatted. The Council claim that the owner has made no determined and ongoing effort to bring the property back into use.
One might expect the Council if the CPO is successful to refurbish the house and add it to the stock of council housing. However, they appear to expect to hand it over to the private sector: ‘Acquisition by the Council and the subsequent sale and refurbishment will achieve a quantitative and qualitative housing gain.’ This doesn't seem to fit with the justification for the CPO in the report which points to the shortage of social housing while the sale and refurbishment will probably add to the over-priced private rental sector:

·      There is a shortage of social housing creating a greater dependency on the private rented sector and increasing the need for the council to make the most of the empty homes throughout the borough. Empty homes are critical in Brent, we are responding to complex needs for housing and working towards increasing this supply by returning empty dwellings to use. 

·      Brent has acute housing pressure, there are over 19,000 households currently on the housing register.
·      Brent has a culturally diverse population and needs a variety of types of homes – for rent and sale, for single people and for families with children. 

·      Current and future need for homes prompts us to make better use of all our existing housing resources, which include empty properties. 

·      Council tax records show that there are 1259 empty properties within the borough of which 859 properties have been empty for 6 months or more. 

·       Empty properties have a significant contribution to make in Brent’s development of a sustainable community, returning them to use helps to increase the housing 
 supply to meet our housing needs, improves the condition of the area and brings increased revenue through council tax. An empty property is a wasted resource especially when there is a need for housing and a shortage of supply

An additional document makes clear that there are risks and costs attached to CPOs where if the issue goes to a public enquiry additional costs of up to £55,000 beyond the purchase price could be incurred. LINK

Temporary application for Cricklewood Superhub withdrawn but battle over permanent use continues

The North West Two Residents' Association have published the following update on the Cricklewood Rail-Freight Superhub LINK:

DB Cargo have told residents that they’re withdrawing their temporary-period application to use the site for aggregates for 18 months. They’re carrying on with the application for permanent use, bringing aggregates in by rail and out by road, plus construction waste in by road to go out by rail.

DB Cargo might once have hoped that the temporary application could be approved before the permanent one was published and objections came in, but that opportunity seems to have passed. They now want to have more meetings to discuss residents’ concerns and say their aim is for the rail freight facility to have no impact on residents’ quality of life.

More than 680 objections can now be read on the Barnet website and that may not include some that were sent by email. There are also some consultee responses in among the online documents.
Transport for London say they’re supportive of the proposal but require a Road Safety Audit, information on how the development helps reduce emissions and confirmation that the development contributes to improving pedestrian and cycle facilities along the A5. (That last is awkward, as the application took the attitude that cycling on the A5 is bad already and can be ignored.)

Barnet’s Transport & Regeneration team raised over 30 concerns and stated that “until the outstanding issues identified above are appropriately addressed the Transport & Regeneration team cannot support the subject planning application.”

They:
  • identify contradictions and inconsistencies in the application
  • find the turning manouevers using both lanes of traffic to enter the site unacceptable
  • suggest better provision is needed for HGVs turning right into the site
  • are concerned that the access road may become clogged
  • question whether surveys on the A5 and at other facilities are applicable or comparable
  • want to know just how many HGV movements are being proposed as the application keeps chopping and changing
  • are concerned that the application considers some nearby junctions but not the three (Geron Way, Oxgate Gardens and Dollis Hill Lane) with the highest rates of personal-injury accidents
  • query if 9 employees is a realistic assumption if there are 4 plots being let out to more than 1 company
  • and more.
Satisfying these concerns and TfL’s may require not only conducting fresh surveys, modelling and calculations but changing designs including some redesign of the A5. We haven’t heard any firm suggestions for when this might be completed and ready for any further consultation, or when the application might finally go on the planning committee’s agenda.

Spurs as both a Property Developer and Corporate Welfare client

I spotted the following blog on  Tottenham Hotspur's ventures into property development and given their stay at Wembley Stadium and our own experience of property developers thought readers might be interested, particularly where there are issues in common.  Thanks to Haringey Defend Council Housing LINK for permission to repost this article:

In a dramatic move, Tottenham Hotspur FC have announced plans for a new property development on land that Haringey Council promised on 9 October to the developer Lendlease.

While Spurs and Lendlease scrap over development sites West of the Spurs Ground, Spurs are losing out over service charges and access to land on the East side of their Stadium, under a separate Lendlease development.

Lendlease were awarded the High Road West site at a Haringey Council Cabinet meeting on 9 October. The Love Lane council estate is to be demolished, and 2,500 high-value new homes built in the area. Lendlease are also the developer on the Eastern side, via the Haringey Development Vehicle.

Cllr Alan Strickland, Haringey’s Cabinet Member for Housing, Planning and Regeneration, promised at a recent Cabinet Meeting to buy Spurs’ land at High Road West, using compulsory purchase orders if necessary.  Will that promise now be carried through, we wonder?

This is the second time that Spurs has appeared as a property developer in its own right in North Tottenham, while continuing to demand ‘Corporate Welfare’ for its new Stadium.
Spurs have a major interest in the Northumberland Park school and the housing estates on the East side of the football stadium, where they are not getting their own way at all.

Their problem is that they expect Corporate Welfare: facilities for free, with added public subsidy.

The Club has a 99 year lease on a makeshift outside broadcast facility in the grounds of Dukes’ Aldridge Academy school , formerly the Northumberland Park Community School.

Spurs has aspirations for a proper, dedicated outside broadcast media facility, and also a Fan Zone, where those without tickets can watch the game on supersize outdoor display screens, and buy food and drink, etc.

Haringey Council, via the proposed HDV, which is to be half-owned and 100% managed by the developer Lendlease, proposes to move the school from behind the Spurs Ground. It is proposed to decant residents from council housing at Haynes Close, Charles Bradlaugh House and Robert Burns House, then demolish those blocks, and then build a new school there (p 1024 of cabinet papers for 3 July 2017, Public Appendices, Items 9 & 10: LINK

This is all to help Spurs out, but would take several years at least. Spurs might be thwarted, even then. A Fan Zone is currently proposed at a new Paxton Square which ‘can provide a robust and flexible paved area that would operate as a fan zone during stadium matches or events’ (p 877).

But this is a tiny area, just a few yards across, pinched between the back of the stadium and new high rise housing blocks, which could be 20 or more stories high (see image on p 1020).  It is more like a Paxton postage stamp. It is not dedicated to Spurs, but would be a public square with other suggested uses as well as the fan zone.  Presumably, makeshift barriers would be needed on match days, and its capacity would be inadequate for Spurs’ needs.

Spurs’ hoped-for Outside Broadcast Space is just an ‘Optionality’ which is ‘associated with the regeneration of Northumberland Park’… ‘The HDV will work with Tottenham Hotspur FC to find a suitable design solution for their outside broadcast space requirements. During the 100 day launch programme HDV will and consider alternative design solutions [sic].’

Nothing too definite, nothing at all on the indicative ground plans, and nothing until after the HDV has been launched.  While the HDV plans to build housing blocks right up to the back of the new Stadium.

For Spurs to have the Fan zone and the outside broadcast space they wanted, some of the developer’s proposed high rise housing could not be built, in a ‘neighbourhood that will target young professionals and creatives who are seeking a vibrant and active place to own or rent in a higher density environment’ (p 875); and p 1024 suggests that new housing built on the school playing fields would include 140 homes for tenants and resident leaseholders moving from Haynes Close/Charles Bradlaugh/Robert Burns.

Spurs wants facilities which would deny to the developer some of their potentially most lucrative residential sites.

Spurs may also have to pay hefty service charges for extra security, refuse and crowd management costs in the public realm on match days (p 945). 

These charges are  something really new – although locals have long complained bitterly about the hidden costs and inconveniences of the Spurs games. 

Spurs have erred badly by  designing a stadium which does not have the external broadcast and external fan zone facilities which they actually need.

    What next?

Maybe Spurs are using their development plan in the West as a bargaining ploy to get what they want in the East.  Maybe they do really want to build in the West. 

But either way, it is the community that will lose out from housing demolitions, and from house price and rent increases, that will drive local people from the area.

We know that Spurs asked Haringey Council and the GLA for £30.5 million towards the cost of the podium at the front of the new stadium, and in April this year this money was seemingly about to be made available from dedicated housing funds: LINK

Brent Council spent £12.7m on temporary workers in 2016-17

Brent Council's contract with Reed for temporary workers (contingent labour) comes to an end next year and officer's recommend a new 'hybrid' contract with Comensura Limited.

The report by Mildred Phillips, Head of Employment Services LINK states:
Temporary workers represent an important part of the Council’s workforce. The use of temporary workers enables staffing levels to be quickly flexed in line with peaks and troughs of overall workloads. Temps are sometimes used to fill vacant posts before and during restructures to manage the risk of redundancies. They are also used where permanent posts are hard to fill.
In 2016-17 Brent spent £12.7million on temporary staff and the report envisages that the new 3 year contract with Comensura would total £38.1million for the period with fees totalling £2.7m over the 3 years - an expected saving of £0.2m. This projection implies that no reduction in the use of supply staff is envisaged although one would expect a Labour council to be keen to give its labour force all the advantages of permanent status.

Interestingly Tower Hamlets Council, currently with Comensura, are moving to Adecco Group Services for their contract. Adecco were unable to fulfil the 2012 contract with Brent Council due to 'shortage of resources', however Comensura may also have its problems.

The Tower Hamlets Cabinet Report (May 2017) LINK states:


Comensura have around 200 agencies within their supply chain. In recent months Comensura have had some issues maintaining their relationship with some of these agencies. This is mainly due to the reduction of agency fees for particular roles whereby Comensura have agreed reduced rates with the Council to deliver further savings. The rates have not always been agreed with the supply chain agencies, who later notify Comensura of difficulties in the supply of particular roles because mark ups are too low. There have been instances where current workers have left because of reduced agency margins. E.g. in the last six months Social workers, Para Legals, Civil Enforcement Officers. This poses a concern for the council in that we may lose certain categories of assignments.

Presumably Mildred Phillips would have checked with her counterparts in other London boroughs when considering the Comensura award.

Two of the documents associated with this report are 'restricted' i.e. the public and non-Cabinet members cannot see them, but it would be interesting to know more about the wages and conditions of workers once Comensura and its supply chain have taken their share of the fees paid by the Council.

Brent Air Quality Action Plan going to Cabinet for approval

Brent Council's Air Quality Action Plan is on the agenda for approval at the next Cabinet on November 13th with a publication date of November 30th. The Council is still working on the details of implementation.

The AQAP contains 20 measures and is aimed at reducing nitrogen dioxide and particulate matter in the borough.

The measures are grouped into 5 themes:

.     Cleaner Transport 

.     Public Health and Community Engagement 

.     Exposure Reduction Measures 

.     Emissions from New Developments and Buildings 

.    Delivery Servicing and Freight
The covering report adopts a confident tone stating:
A huge amount of work is required if we are to succeed in cleaning up and taking care of our natural environment. The good news is we understand the problem, we are determined to fix it, and have a strategy for doing so. As this action plan makes clear, there is much we can and will do, both on our own and in partnership with others, to secure a future for Brent in which our air is as clean as it can possibly be.

Brent Council to proceed with fire safety measures for all its blocks over 12 storeys high


The Brent Cabinet will be asked to approve a fire safety strategy LINK  for its housing stock at its next meeting which will centre on a five year programme of fire safety measures, with a particular emphasis on sprinkers, for all its blocks that are 12 storeys or higher. Standard 4 Fire Risk Assessments would be carried out as part of the programme.

The programme will be at a rate of 3 per year to be completed in 5 years and will be done alongside other improvement works.

The Council is faced with some uncertainty over financing of such improvements as well as what will eventually be recommended by the post-Grenfell Public Inquiry.

The report states:
 
The Chief Executive wrote to Department for Communities and Local government (DCLG) to request Government provide direct financial support to meet the costs that will be incurred. The current position in response to that request is that government will neither fund the additional works, nor change the policy on 1% decrease in rents up to 2020, nor increase the HRA borrowing cap as alternative ways to fund these additional works. However, there have been suggestions that there may be further announcements in the November 2017 Budget.

This means that the £10m costs will need to be financed from the Housing Revenue Account which will  entail cuts in the  Capital Programme of at least £4.5m in 2018-19 and £3.9m in 2019-20 - unless the Chancellor comes up with some proposals in his budget.

As can be seen from the table above leaseholders in the blocks will be expected to contribute towards the costs of the improvement measures. This would raise £0.8m for the 14 blocks of over 12 storeys and £2.8m for all 37 Brent blocks. Average cost per leaseholder would be approximately £6,000.







The Flying Scotsman steamed through Gladstone Park this morning to delight of locals



Dollis Hill residents and steam train enthusiasts were up early this morning to see the Flying Scotsman steam locomotive from the railway bridge at Gladstone Park.

Brent Council claim Cappagh failed to put up promised Advance Warning signage on Wembley High Road works

In correspondence with a local resident regarding the lack of advance notice road signs of regarding major work on the Wembley High Road following a sewer blockage, Brent Council today responded:


With regards to signage, Cappagh, who are undertaking these works on behalf of Thames Water informed Brent Council that they had placed Advanced Warning Signage on the highway. However, when officers attended the location today, they found that was not the case. We have not been given an explanation as to why this signage was not in place but have been given assurance that they will be in place by 4pm today.  

Officers will monitor the site on a daily basis to ensure works are progressing according to plan. We have asked that working hours be extended to reduce the period disruption period. We are fully aware that these works will cause disruption especially on Wembley Event Days and are doing all we can to mitigate the congestion caused.

We have placed information on our website and will update the information as required.
I can only apologise for the disruption these Emergency/Urgent works have caused.

Concrete sewer blockage not our fault say Henley Homes

Contrary to what an informant working at the Wembley High Road site told a Wembley resident LINK Henley Homes gave me the following statement today:
As you are aware Thames Water are currently investigating the source of the concrete in the sewer and will advise in due course.

We can confirm, following our investigations, that Henley are not responsible for the alleged blockage of the main drains near the previous Brent House office building on Wembley High Road.
Henley Homes are the developer of the former Brent House site.

Brent Council criticised for tardy response to Wembley High Road closure

A local resident has condemned Brent Council's slow response to the closure of Wembley High Road for major sewer works. The Council had emailed to say that advance notices of the works would be put in place on November 2nd, the day on which the works would start:
There is no just putting ‘advance notice signs’ in place for tomorrow when the work will be starting then???

I just found this on Wembley Matters website:  http://wembleymatters.blogspot.co.uk/2017/10/concrete-blocking-wembley-high-roads.html   Seems that they knew about this problem on 25th October which would have given Brent Council ample time to get signs and notices placed in all prominent sites before now.
You have clearly not notified residents in the roads off Ealing Road do you seriously not think this will affect us at all – we need to get to work and get children to school too!!! 
  If people cannot get to Wembley Park station they will all be crowding into Wembley Central station – our trains are already hugely busy. 

The roads off Ealing Road are already hugely affected by the traffic grid lock which occurs in Ealing Road on a daily basis, morning and evening, due to traffic trying to get out of Ealing Road into Wembley High Road, this closure is going to have a huge further impact on roads like Chaplin Road and Lyon Park Avenue which are already used as rat runs when Ealing Road is blocked!!!

It will also have a huge impact on buses and therefore commuters trying to get to Wembley Park station to get to work – also 223 and 483 trying to get to Northwick Park Hospital – how many people will miss their hospital appointments?

What about when the football matches are being held at Wembley Stadium during this time – various Spurs matches and two England games.

There should be huge high profile posters at bus-stops and stations and at other prominent places in Wembley Central and Alperton as well as other locations where pedestrians can see them.

And it should be mandatory for bus drivers to warn people of the diversions throughout the journeys while these works are taking place – elderly people might not be aware of the diversions and would struggle to walk back to where they are meant to be going – what about late at night when you are trying to get home and suddenly find the bus is on diversion?

Please note not everyone is constantly monitoring the Brent Council website for news.

Once again Brent Council fail to engage with local residents properly.
The Council responded:
The provision of traffic management arrangements is the responsibility of the utility company. At the time of the blog referred to in your email, dates for the work had yet to be confirmed and so it would not have been possible for the utility contractor to manufacture and erect signing.  


 [You have been informed] of the steps taken to inform the public of the work and that all bus drivers have been informed of the diversion routes. It is inevitably that with works of this nature major disruption will be experienced. The work is essential and cannot be left to a later date to enable further planning and publicity. We will endeavour to encourage the utility contractor to work as quickly as possible to minimise the disruption and I thank you for your patience in this matter. 
The resident fired back:
Sorry but this doesn’t really address the issues raised in my e-mails.

You have the hugely busy bus routes 18, 83, 92, 182, 223, 224 and 483 plus all the other road traffic, including huge delivery lorries and construction lorries, on diversion in an already hugely congested area and yet you can only get road signs in place after the road has been closed when Wembley Matters website shows that the dates of the road closures were known about for sure as early as 28th October?: http://wembleymatters.blogspot.co.uk/2017/10/avoid-wembley-during-november-deep.html

Why have Brent Council only contacted residents in a small area when this is likely to have a massive impact on all residents in Wembley?  

Are Brent Council going to take to ensure signage detailing full information re the bus diversions are put in place at all bus stops on all affected bus routes and at all trains stations on those routes too – who is going to ensure that all bus drivers actually announce information about the diversions on the buses – don’t just say it is down to TFL to do this, please insist that they do this.

To re-iterate Brent Council have a duty of care to make sure that council tax-paying residents are fully informed about road closures like this and they should be making sure that Transport for London keep fare paying passengers and drivers fully informed too.
Brent Council responded:
You will appreciate the sudden and emergency nature of these works has meant a more comprehensive communications programme along the lines you suggest is simply not practicable.



My colleagues accept and have acknowledged the disruption these necessary work will cause.



Our role now is to monitor the works and their impact and to push for a speedy completion.

This did not satisfy the resident who replied this morning:
Neither on the way home last night and nor this morning did I see a warning sign in place at the “Ealing Road junction with Chaplin Road” – can you advise when this will be put in place and confirm all the other signs have now been put in place too.

If these are “emergency” works there must be a way of getting signage in place quicker???  Even some temporary laminated signs attached to metal road signs would have helped – please consider how you can do this quicker in future.

Can you confirm that you will be ensuring that TFL add signs/posters detailing full information re the bus diversions at all bus stops on all affected bus routes and at all trains stations on those routes too – and also ensure that all bus drivers actually announce information about the diversions on the buses – as requested before don’t just say it is down to TFL to do this, please ensure that they do this.

If we have to close down, who will help the disabled in Brent?

Yesterday a 74 year old disabled lady visited our office for her third appointment.  Her main issue is that she lives in a council flat with no heating and is on the third floor in a block with no lifts.  She has to stay in bed all the time to keep warm.  We have had to pass her case onto Brent Start, as we do not know how much longer we can remain in our office.  Normally we would do the work ourselves but we could not be certain that we could complete her case before we had to leave our office.

Brent Clinical Commissioning Group informed us  exactly one month ago today, that they need our office for clinical use but they have not given us any further information and they do not reply to our emails.

This time last year (23rd Nov. 2016) the CCG and the council gave us assurances at 'The Well Being Scrutiny meeting' that they would support us to remain in Brent but they have not been in touch and the councillors do not reply to our emails either. 

The Dementia luncheon club adjacent to our office are still waiting to hear back from the CCG about their future.

Burnley Medical Practice have published on their website that they will start their new contract to deliver GP services from April, 2018.  But before they move in, they have reported that the construction of 8 new clinics will begin in January 2018 on the space currently used by the luncheon club.  A further 4/5 clinics will be based in the area which includes our office.

Burnley also report that they have held several meetings with the CCG and which have included the architects, the planners and others involved in the design of the practice relocation.

But to date, we have not been invited to any meetings concerning our future, nor have we been told anything about Burnley's relocation plans. Like you Martin, I can search and find out relevant information that affects us but it would be nice if the CCG would actually reply to us to officially tell us what is going on.

If we make it to next June (2018) we will have been providing services across Brent for 30 years, so we feel up for a fight, as there are still many disabled people needing our help and if we go who will take our place.

UPDATE Henley Homes deny they are responsible for concrete sewer blockage causing chaos in Wembley

A local resident writes:
Well road closures commenced this morning. After some interrogation I found out that it is allegedly due to Henley Homes and Genesis  Housing, developers of old Brent House site.  Apparently when piling they drilled through a feeder sewer so when they filled with concrete it ran into the main sewer and that has what has caused the blockage.  The main sewer is 7.5 metres down and blocked solid.

On top are three water mains, electrics, gas, telecom, fibre optic.  At the moment they have no idea what they will find as they have just taken up the island created and paid for by Olympic money that had 5 little trees, which have sadly lost their lives.

The reliable source said he anticipated it would take at least sixweeks! (two more than quoted by council) but would not be able to give accurate dates as they have no idea what they will find and what infrastructure may cause them problems until they start digging.

Hey 7.5 metres is a long way down, and then they will have to tunnel through the concrete.  He did say it might whiff a bit when they get close. Urgh!

Huge problems on High Road traffic, as Ecclestone Place should only be accessible from Wembley Hill Road, and exit via High Road going West.  This was in order to stop it becoming a "rat run" early days but clearly there are a number of drivers who cannot read signs.

It is clear that TFL have not been so pro-active in closing bus stops and informing locals of the changes.  The main bus stop on high road outside KFC was showing diversions on LED display at the stop, but no signs saying 'bus stop closed' at 4pm today.

I would like to see the bill Henleys are going to get from Thames Water if they are responsible. Shop keepers, especially opposite Brent House are extremely upset by the disruption - no customers.  The local newsagent told me at 5pm today he had no customers to charge their Oysters or buy drinks/chocolate etc, no school children, and only made £100 by 5pm.  He wanted to know how he would be compensated.  I told him I had no idea whatsoever. Brent Green Party backs Cllr John Duffy on waste services

Brent Green Party has announced that it backs Cllr John Duffy’s call for a public consultation on improving Brent Council’s environmental services.


A spokesperson said:

‘Leaving aside Cllr Duffy’s difficulties with the Labour Group we believe it is in residents’ interests to review environmental services, particularly waste collection and fly-tipping, with a view to improving efficiency and value for money.

'We know from speaking to residents that their daily experience of Brent as a ‘dirty borough’ littered with discarded mattresses, clothing and much else, is demoralising and degrading.

‘Cllr Duffy has expertise in this area that the Council should utilise rather than ignore.’

Members of Brent and Harrow Palestine Solidarity Campaign, Brent Stop the War and other local activists will be taking part in this march on Saturday marking the 100th anniversary of the Balfour Declaration on November 2nd which built the path for the dispossession of Palestinian rights.

Bus diversions on Wembley High Road starting tomorrow

Transport for London has kindly supplied me with the following information as a result of closure of Wembley High Road between Wembley Triangle and Park Lane due to major works by Thames Water:

The bus diversion for the closure starting tomorrow are:

Routes 18, N18 towards Euston or Trafalgar Square From High Road (Park Lane), left Park Lane, right Wembley Hill Road, left Harrow Road, line of route.

Routes 83, 92, 182, 223 or N83 towards Golders Green, St Raphael's, Brent Cross or Harrow From High Road (Park Lane), left Park Lane, right Wembley Hill Road, left Empire Way, line of route.

Cllr Duffy calls on Brent to remove 'insensitive' littering posters from Kilburn


Cllr John Duffy (Labour, Kilburn) has written the following letter to Carolyn Downs, Brent Council Chief Executive,after a resident complained about the above poster displayed on Kilburn High Road:

Please find attached sign that has been place on Kilburn High Road.

A resident approached me claiming, in her view, that the sign was racist.

Whereas I would not go that far, until I hear the full motive behind the cabinet agreeing the signs, I would say I agree with her general concerns. 

I believe the signs are inappropriate and could be seen as an attempt to stereotype persons of colour as the culprits of crime and it is also conceivable that used a mug shot of a young black man against a background commonly used by LAPD ( who are widely believe to be the most racist American police-force) as offensive to many people. 

I am asking you to remove these signs forthwith from Kilburn - other councillors can make their own minds up. I do not wish to see rows of these along Kilburn High Road as I believe they give the wrong impression to the public about how to care for the environment and who is responsible for environmental crime.  

I am concerned this is another display of the Cabinet devotion to the failed Zero Tolerance policy, which is in fact is a reactionary policy. This policy has stigmatised many innocent residents, because of the bounty hunting approach of issuing tickets and now this dubious awareness campaign.

Bearing in mind you as the CEO accept that the Kingdom Securities contract had no negotiations, equalities training or monitoring concerning the issuing of the 6000 Fixed Penalty Notices. I again ask you to independently audit the FPNs to ensure they were issued fairly and were not issued using the person’s colour or mental health conditions as the main factor.

Ms Downs, I am sure you read the Prime Minster’s race audit, which pointed out "Black people are more than six times more likely to be stopped and searched by police than White people". I cannot help thinking this type of subliminal stereotyping being produced by Brent is not helpful to those who wish to see this figures reduced.

I hope you will confirm ASAP:

(1) Removal of these signs from Kilburn forthwith.
(2) How many of these signs went up and where they went -up.
(3) How much the signs cost.
(2) Could you furnish me with the reason behind these signs, as they make no sense to me as they do even mention the fine.
(3) Confirm you will haves an independent audit of the 6000 FPNs issued
