Bob Blackman's record on environmental issues under scrutiny


Bob Blackman, former MP for Harrow East (he is now just a candidate) had his record put under scrutiny publicly last week  near St Anne's Shopping Centre, Harrow on the Hill, when a constituent erected a board displaying his responses to her letters on various environmental issues as well as the Robin Hood tax and TTIP.

It was a novel way to inform voters of his complacency in the face of residents' concerns.

Bob Blackman is a former leader of Brent Conservatives.

Brent Central Tories select Mendoza and declare 'no confidence' in Muhammed Butt

Former Brent Conservative Councillor Alan Mendoza has been selected by the Tories to  fight Brent Central in the General Election. Mendoza topped the poll in a by-election in Preston ward in June 2005.

He was regarded as a 'Young Turk' who presented a challenge to the leadership of Bob Blackman, now MP for Harrow East.

Mendoza  is Executive Director of the neo-con Henry Jackson Society and a supporter of the Conservative Friends of Israel. He has affiliations with many other organisations and when a councillor declared that he was a Freemason.

He has a particular interest in the Middle East and in security issues and was commenting on TV over Charlie Hebdo on Friday LINK

Foreign policy could be come an issue in the General Election, as it was in 2010 over the Iraq war. The views of HJS are likely to be in conflict with those of the other candidates so far selected:

Henry Jackson Society:
  1. Believes that modern liberal democracies set an example to which the rest of the world should aspire.
  2. Supports a ‘forward strategy’ – involving diplomatic, economic, cultural, and/or political means — to assist those countries that are not yet liberal and democratic to become so.
  3. Supports the maintenance of a strong military, by the United States, the countries of the European Union and other democratic powers, armed with expeditionary capabilities with a global reach, that can protect our homelands from strategic threats, forestall terrorist attacks, and prevent genocide or massive ethnic cleansing.
  4. Supports the necessary furtherance of European military modernisation and integration under British leadership, preferably within NATO.
  5. Stresses the importance of unity between the world’s great democracies, represented by institutions such as NATO, the European Union and the OECD, amongst many others.
  6. Believes that only modern liberal democratic states are truly legitimate, and that the political or human rights pronouncements of any international or regional organisation which admits undemocratic states lack the legitimacy to which they would be entitled if all their members were democracies.
  7. Gives two cheers for capitalism. There are limits to the market, which needs to serve the Democratic Community and should be reconciled to the environment.
  8. Accepts that we have to set priorities and that sometimes we have to compromise, but insists that we should never lose sight of our fundamental values. This means that alliances with repressive regimes can only be temporary. It also means a strong commitment to individual and civil liberties in democratic states, even and especially when we are under attack

I grew up with groups like the Socialist Workers Party, in which total power is held by one or two leaders, but the totalitarianism is disguised by window-dressing consisting of branch meetings, annual conferences, meetings of the Politburo and the like. Well, the HJS is like that, but without the window-dressing: there isn’t even the pretence of democracy or consultation. Instead, the organisation operates on the basis of cronyism and intrigue. Sole power is held by one individual – Executive Director Alan Mendoza. He was not elected to the post and is not subject even to formal or technical restraints, nor to performance review and renewal of contract.

Meanwhile the Brondesbury Park Conservatives have put forward a motion for the next Full Council meeting that should also attract controversy:

"NO CONFIDENCE VOTE IN CLLR.BUTT..........BUT HOW DO WE DO IT???? "*
This Council recognises that Cllr.Butt is unfit to lead Brent Council,and notes his actions since taking this post......
1. On becoming Council leader falling out with the previous Chief Executive and costing Brent £200,702 in compensation for loss of office.
2. In May 2014 installing  himself for four years as "Brent's Prime Minister," instead of the usual annual election for leader.
3. Introducing a Kremlin - style Constitution  in May 2014,including a reduction in Council scrutiny from 8 to 1 committees.
4. Presiding over a humiliating Industrial Tribunal case,where Brent was found guilty of race discrimination and yet still continuing with futile appeals....costing thousands .
5.  Damaging dramatically Brent staff relations as a result of the aforementioned I.T.case.
6.  Surrounding himself with a " Mafia - style " group of members and officers at the expense of most Labour members.
7. Losing Cllr.Perrin from his Cabinet within days of the new Council and barring Cllr.Van Kalwala from the Civic Centre.
8. Appalling lack of judgement in the Tricycle furore that happened in the summer of 2014.
9. Wasting more Brent Council taxpayer monies in the so called "independent " Mansfield inquiry into Brent NHS issues.
10. Totally undermining the Mayor of Brent by hogging every conceivable photo- opportunity at Mayoral events.
11. Showing a total lack of leadership in the ongoing budget process with endless consultations,forums,working groups,focus groups instead of showing real leadership.
12. Including the amazing Standing Order 13 in the Council constitution,which eliminates the traditional method of moving a motion of no- confidence.
This Council notes how difficult it is to move a no- confidence vote in Cllr. Butt Standing Order 13 requires 40% of Council members to put forward such a motion to Council some 10 working days before the meeting.In the interests of democracy this Council calls upon Cllr. Butt to remove Standing Order at the Council AGM on 20 May 2015.
A bit odd as Cllr Butt doesn't have the power to remove Standings Orders on his own, surely removal  of SO13 itself should have been a motion that the Brondesbury Conservative 'Provisionals' put to the AGM?

I expect the Kenton Conservative 'Officials' to treat the motion with disdain as they seem comfortable in their role on the Council after being officially recognised by Labour as the official opposition.

Brent North Conservatives have selected Luke Parker who works for IBM. According to the Kilburn Times LINK he wants 'better' schools, will champion small businesses and supports the living wage.

It really does look like there are two distinct Conservative Parties in Brent.

'Benefit thieves' ex-Labour MP launches his campaign for Brent Central nomination

Veteran Labour politician and former government minister Tony McNulty has launched his campaign for  nomination as Labour candidate for the Brent Central seat.

McNulty was Minister for London and Minister of State for Employment and Welfare Reform before having to resign over an expenses claim. He was asked to apologise to the House of Commons and repay £13,837.  The press drew attention to his perceived hypocrisy over his attack on benefit 'cheats' when he had said:
Benefit thieves have to understand that they will not get away with it. Working together with local authorities and the police we have a range of powers to investigate and with the support of the public we bring benefit thieves to justice.
 He lost his Harrow East seat to Bob Blackman at the 2010 General Election.

He is married to Christine Gilbert, Acting Chief Executive of Brent Council,  who was herself embroiled in controversy when it was revealed that her Council salary was paid to her own private company.  The Council recently extended her position until after the 2014 local election.

McNulty has been out regularly on the 'Labour doorstep' with other Brent Labour Party activists and has now sent this message to Labour Party members:



Dear Member,

Brent Central is about to embark on its selection of a parliamentary candidate and I have already written to you explaining why I am seeking the privilege of representing you in 2015. You should receive my leaflet in the next day or so. This is a hugely important selection in a seat that is crucial to the return of a Labour government. Brent Central deserves so much more than another Liberal Democrat MP propping up another disastrous Tory-led coalition.
 

My passion for the Labour Party is supported by my passion for Brent. I know Brent well with roots in the area that go back many years. Mysteries, mavericks and mistresses

The Kilburn Times LINK reports that Carol Shaw, Lib Dem councillor for Brondesbury Park  has defected back to the Conservatives. Shaw hit the national headlines last year when she revealed that she had been mistress of Bob Blackman when they were both Tory councillors.  Apparently the affair began when they were stuffing envelopes together. She subsequently stuffed him in the Sunday Mirror  LINK enraged at his comments on the sanctity of marriage.

Whatever party label she has worn Shaw has always been a maverick and can get on quite a roll denouncing all political parties. She has a good reputation as a case worker and was one of the more responsive councillors to the Save Willesden Green and Save The Queensbury campaigns.

As I reported in a previous blog relationships are pretty tense amongst some of the Lib Dems in the south of the borough and I wouldn't be at all surprised to see another defection, but this time to Labour, by a councillor not intending to stand in 2014. Shaw had said this would be her last term as a councillor but perhaps she will revise that now she has defected. Certainly the present Conservative leadership in Brent could do with a shot of adrenalin - or something more potent!

Blackman and Teather Renege on Election Promises


It wasn't just Sarah Teather who reneged on her election promise to oppose a rise in tuition fees. I shared a platform with Bob Blackman, former leader of Brent Conservatives, at a General Election hustings at Harrow College. He spoke against tuition fees and signed the NUS pledge.  Last night he voted for them as  MP for Harrow East and today attacked yesterday's demonstrations.

He stands exposed alongside Sarah Teather.  Both MPs have a large number of students living in their constituency and can expect retribution.

The Green Party continues to maintain its election commitment to oppose tuition fees.

Let Battle Commence!

Brent Greens are battling for council seats in the Town Hall as well as battling to save it for community use if the proposed Civic Centre goes ahead.

Increasing support for the Green's refreshingingly open and independent approach is reflected in their ability to compete for ALL seats in the Brent council elections this year with a wide field of candidates representing all walks of life in the borough. This means that every Brent voter will be able to vote Green in both the local and parliamentary election.

We will be campaigning on these main action points:
  •  Real consultation and accountability.
  •  No cuts in local services or jobs.
  • Work to combat climate change through home insulation.
  • Support for local shops and small businesses.
  • Affordable and sustainable housing fit for 21st century.
  • A good local school and safe play facilities for every child.
  • Safeguard the future of the Town Hall for community use.
The Green's positive approach contrasted with the news that Bertha Joseph, erstwhile Labour and Conservative councillor, embroiled in controversy, is now standing as an Independent in Kensal Green and that a lone BNP candidate is standing in Fryent.

Meanwhile Bob Blackman, standing as a parliamentary Conservative candidate in Harrow East, has thrown the Tory campaign into disarray by announcing that he will not be standing for Brent council  and will  resign as leader of Brent Conservatives after the local elections.

Apart from a couple of  other independent candidates the local election is now a contest between four political parties: Green, Conservative, Liberal Democrats and Labour.  Brent Green Party are determined to make the most of this opportunity to transform Brent Council.  Please get in touch to help us with our campaign.


Harrow Students Debate the Big Issues

I had a great time last week at a Question Time style hustings at Harrow College.  I was pitched against Bob Blackman, Conservative (who will resign as Conservative leader of Brent Council AFTER the election); Tony McNulty, Labour; Fred Leplatt, Respect; and Nahid Boethe (Lib Dem). There was a lively audience of 80-100 mainly first-time voters who questioned us on the economy, capitalism and climate change, Afghanistan, BNP, tuition fees and black and asian political leadership. 


Students were asked about their voting intentions before and after the debate. The results were encouraging. Voting intention before the debate in brackets:

Conservative 18% (20%)
Labour 23% (25%)
Liberal Democrat 9% (7%)
Green 23% (9%)
Respect 11%
Other 5% (9%)
Not voting – 7% (18%)
Don’t Know – 3.5% (9%)

The most important issues for the students, listed in order of priority, were: Education, HE Fees, Afghanistan and the Economy.

Bye-bye Bob

More fun and games amongst the Tories in Brent as we head for the elections. The Conservatives already have two candidates in Brent North (one under an 'Independent' label) . Now we have a Conservative group leader in Brent, who isn't standing in the local elections, but won't resign as leader until after the election.

Bob Blackman has announced he won't be standing in Harrow East MP. However this means the Tories will go into the council election fight with a leader who will have his mind on other matters, and who won't be there to pick up the pieces after the election. Will there be moves to replace him before May 6th?
It will mean that Tory candidates will be fighting with one eye on the upcoming leadership battle and jostling for position. Cllr John Detre (Northwick Park) has already thrown his hat in the ring.

Atiq Malik, standing as an Independent in the Brent North Parliamentary constituency (where I am also a candidate) is one of two Conservative councillors (the other is Robert Dunwell) who formed the Democratic Conservative Group, following disagreements over Blackman's leadership. Blackman was also indirectly criticised by Merrick Cockell, Chairman of London Councils, after he failed to win against Navin Shah in the London Assembly elections in 2008. Cockell said then, "Internal divisions have certainly had an effect and if you are not pulling together defeat is what happens."

A month before the election the Evening Standard had reported accusations by black Conservative Party members that they had been treated in an 'insensitive and unsympathetic way' when trying to attend a local party meeting in Brent North.

Blackman survived an attempt at deselection in Harrow East in 2008 because of his 'underperformance' at the Assembly elections. At the time Conservative Home reported that Conservative HQ were 'disappointed' that deselection wasn't successful.

Malik makes it messy for Tories in Brent North

I did a double take when I saw this poster in a local shop - at first I thought it was something from the BNP! It turns out to be a campaign poster for Cllr Atiq Malik who was elected to Brent Council as a Conservative but after falling out with Cllr Blackman, leader of the Brent Conservative Group, formed the Brent Democratic Conservative Group with Cllr Robert Dunwell.

Malik has aroused controversy for his comments on Sharia law and women (Cllr James Powney is engaged in a spat with him on this subject at the moment), was accused of using an assumed name to praise himself as a potential parliamentary candidate for the Tories on a Conservative website, and is carrying out a bitter campaign against Barry Gardiner on expenses.

Malik has jumped in as an Independent candidate before the official Tory selection which takes place at the Pattidar Centre on March 4th. The Tories will be choosing from Madhuri Davda, Louise Hall, Tim Lines, Anjana Patel, Blaine Robin and former mayor Harshadbhai Patel. On the Conservative Home website Malik tells the party that no Tory could beat Barry Gardiner in Alperton, Wembley Central, Sudbury, Fryent and Queensbury wards. Look closely at the poster and you can see Malik lists all these wards as places where he is working for 'all communities' and throws in Barnhill, Kenton and Northwick Parek for good measure - the full set!

Elsewhere on Conservative Home he claims Tories will need a 10% swing to unseat Gardiner but doesn't discuss the impact of his own candidature. The Odds Checker website gives a clue: Labour (Barry Gardiner) is quoted at 1/3, Conservatives at 9/4, Lib Dems (James Allie) at 25/1, Malik at 40/1 and I bring up the rear at 100/1. No odds are quoted for the English Democrats (Arvind Taylor).

WELSH HARP DEVELOPMENT DEAD IN THE WATER?

Following on the opposition of Brent Green Party, Welsh Harp Labour Action Team and the Welsh Harp Joint Consultative Committee to the proposed development of the Greenhouse Garden Centre for housing, Sarah Teather MP,  the Brent Council Liberal Democrat, Conservative and Democratic Conservative groups have all declared their opposition to the scheme.

Sarah Teather has circulated a newsletter in the ward opposing the development and echoing many of the comments made in this blog. The Welsh Harp ward is in the new Brent Central constituency that she will be contesting at the General Election.

The newsletter also contains a petition against the proposed scheme. This adds another petition to those already being circulated by residents and the Labour Party.  The Liberal Democrat group on the council have joined Sarah Teather in opposing the application.

Bob Blackwell, Leader of the Conservative Group told Wembley Matters: "The Conservative Group are totally opposed to any form of housing development on the two sites, both in Brent and in Barnet. The Conservative Group has always supported retaining this open space and campaigned against proposals to develop this area some 10 years ago."  Robert Dunwell, leader of the Democratic Conservative group said that in his considered professional opinion the application should be opposed in principle.

This will all help the campaign against the development ahead of the Planning Committee hearing which is likely to be held on December 16th.  However it is important to remember that as the Committee is a statutory one it is not whipped in the same way as other Council committees. It makes an independent decision, taking into account officers' reports and representations by all parties concerned. Gardiner and Blackman Lab-Con Anti-academy Alliance

Barry Gardiner, Labour MP for North Brent and Bob Blackman, leader of the Conservative group on Brent Council and a coalition partner of the Liberal Democrats, have united to write to London Mayor Boris Johnson to persuade him to refuse the Lib Dems permission to build an ARK City Academy on playing fields in Wembley.

Their letter states:


The local Labour Member of Parliament, Barry Gardiner and the Conservative Deputy Leader of the Council, Cllr. Bob Blackman, have joined together because of our concern about the inadequacies of the case that the Liberal controlled administration on Brent Council have put before you for consideration.

It is our shared view that you should not allow this proposal to pass, at the very least, until certain clarifications and conditions are provided that would make good the deficiencies of the current application. These deficiencies as they relate to the Mayor’s proper concerns are with regard to:

• The transport assessments

• Transport capacity and cost

• The environmental sustainability of the development

• The potential safety risk to the adjacent Metropolitan and Jubilee Lines

ARK HITS STORMY WATERS

The London Mayor, Boris Johnson, unexpectedly failed to approve Brent's ARK Academy planning application on Wednesday. On Tuesday a coalition of objectors, including Barn Hill Residents Association, Wembley Park Action Group, Cllr Bob Blackman, Barry Gardiner MP and myself from Brent Green Party, had met with senior planners to explain our objections and stressed the broad opposition that there was to an academy on the Wembley Park site.
In another development the Government Office for London is also considering the application as it represents a departure from the Unitary Development Plan of Brent Council. They have told us that Brent Green Party's views on the matter will be taken into account when a decision on the referral is made.

Meanwhile John Timms, a drainage expert, has called into question the viability of the site on technical grounds because of its water-logged nature, lack of outlet for excess water and the immense and permanent cost of pumping out excess water. There are serious questions about the viability of a building on the site where the proposed academy is becoming known as Christie's Folly after Watkin's Folly (see photograph). Sir Edward Watkin proposed a London 'Eiffel Tower' and began building one on the site of what is now the nearby Wembley Stadium. It was abandoned after only 155 feet and eventually demolished when it began sinking into the London clay.
