Brent Cyclists reveal possible cycling bridge over Neasden Underpass


Brent Cyclists have revealed tentative plans to build a new bridge over the North Circular to provide a safe cycling route between North and South Brent, long an impediment to cycling in the borough. They deserve recognition for their tireless campaigning backed by detailed research on behalf of local cyclists.

Brent addresses air quality in Transportation Strategy but needs to be key issue in GLA campaign

Target Summary - note walking target should be 10% increase in schools with Gold Standard Travel Plans

Brent, faced with a growing population, new schools and several major regeneration areas along with infrastructural projects such as Cross Rail and HS2, as well as ongoing problems of road congestion and poor air quality,  is clearly in need of a long Term Transportation Strategy.

Following feedback from organisations, individuals and Scrutiny Commitee the Plan going before Cabinet  on Monday has undergone substantial changes.

This is a summary of the Objectives from the plan:
Objective 1: Increase the uptake of sustainable modes, in particular active modes.
2.13.    Increasing the uptake of cycling and walking will actively contribute to a reduction in congestion and air pollution and improve the health of Brent residents. Use of public transport or car clubs instead of the private car also contributes to reduced congestion and is important in enabling access to services. Uptake of all these modes can be influenced by effective travel planning measures and infrastructure.

Objective 2: Reduce conventional vehicular trips on the network, particularly at peak time

2.14. This is not about reducing the total number of trips on the network as mobility is highly important for local economic growth and for those residents who struggle to travel by other means, and require motorised travel to facilitate independent travel. However, trips can be re-timed to avoid peak hours or take place in less polluting vehicles.
Objective 3: Support growth areas and town centres to enable acceptable development
2.15.    Brent is expected to see high levels of growth over the next 20 to 30 years, focussing on the growth areas.Adequate transport investment will be required to ensure this development takes place on a sustainable basis, is accessible for all users and does not place undue pressure on the transport networks.

Objective 4: Reduce KSI incidents and slight accidents on Brent’s roads
2.16.    Over the last 10 years roads in Brent have become safer, however there is still considerable amounts of work to do in further reducing accidents to create safe and accessible streets for all users.

Objective 5: Reduce the exposure of Brent residents to particulate matter (PM) and nitrogen dioxide (NO2) generated by the transport network
2.17. It has become apparent that particulate matter and nitrogen dioxide generated by a variety of sources has a significant adverse impact on the health of those who are regularly exposed. A proportion of these pollutants are generated by transport. Reduction in exposure of Brent residents could result in significant health benefits. 
This blog has had several articles expressing concern about air quality in Brent, particularly on the North Circular Road, in Neasden and as a consequence of the Brent Cross development. A further consideration has been the number of Brent schools sited close to major roads.

Air quality monitoring statins in Kingsbury, Harlesden and IKEA on the North circular have been closed.

Clean Air in London  estimates that there are 7,500 premature deaths in London annually due to nitrogen dioxide and particulate pollution as wellas the 3,400 caused by toxic air. Barry Gardiner (Brent North) told the Evening Standard Standard in June LINK:
So far this year 1,337 people have already died as result of air pollution yet the mayor’s proposals will not bring this down to safe levels until 2030.

We need a new national framework of low and ultra-low emissions zones within which London must roll out the electrification of buses and the highest vehicle standards for all new fleet vehicles within four years. We need decisive action now to protect our children not vague promises for 15 years down the line.
Air quality should be a major issue in the upcoming London Mayoral and  London Assembly elections as the Green Party attempted in the 2012 campaign (see video below):
 
 

This is the detail of the proposed Brent  Long Term Transportation Strategy  (LTTS) Objectives on air quality:


7. Reduce the exposure of Brent residents to Particulate Matter (PM) and NO2 generated by the transport network 
.        5.36.  Air quality improvement measures have previously been focussed on the reduction of carbon and CO2 production. However, in recent years it has become apparent that particulate matter and NO2 pose the most significant risks to the health of those exposed to them on a regular basis.
.        5.37.  Evidence shows that fine and ultra fine particulate matter present in air pollution increases the risk of cardiovascular morbidity and mortality. Conventional vehicles are responsible for 41% to 60% of air pollutants in the UK, which have an impact on cardiovascular and respiratory diseases.
.        5.38.  It has been shown that NO2 acts as an irritant, exacerbating respiratory conditions and contributing to premature deaths, particularly in vulnerable members of the population such as those with asthma. NO2 is generated as part of the combustion process that takes place in conventional cars.
.        5.39.  Particulate matter can enter the body through the lining of the lungs and creates inflammation. In particular, particulate matter has been shown to contribute to conditions that have an inflammatory element, such as heart attack and stroke. It is uncertain precisely how many deaths are brought forward by the presence of particulate matter, however, it is estimated to be a significant number.
.        5.40.  Though not all particulate matter is generated by transport, diesel engines do produce significant amounts as does friction on the road surface and other moving parts. 
.        5.41.  Reducing the exposure of Brent residents to both of these substances will directly contribute to improved health and longer life. Though it is not achievable through this strategy to reduce exposure from the transport network to 0 due to the nature of transport and the built environment, there are some measures that are achievable that will both reduce overall levels of air pollution and lessen the exposure of individuals.

5.42.    There are two main ways in which the exposure of Brent residents to this type of pollution can be controlled and reduced. These are reduction in the overall production of the pollutants and avoidance of the pollutants that are still produced.

Reduction

5.43.    All the objectives of this LTTS will contribute to improved air quality through reduced vehicle trips on the network. In particular increased use of sustainable modes and reduced peak-time freight movements combined with greater use of LEVs and ULEVs will contribute to improved air quality. However, there are some specific measures that relate more closely to air quality.
.        5.44.  The Transport Emissions Road Map (TERM) produced by Transport for London in 2014 identifies a number of measures that may be implemented in the boroughs to reduce the production of pollutants. Among these is the introduction of Low Emission Neighbourhoods which identify particular areas as zones in which heavily polluting vehicles are limited or controlled.
.        5.45.  Though the introduction of these would be supported by the LTTS it should be noted that the terms on which they are implemented should be considered carefully to avoid inequitable impacts on residents.
.        5.46.  It must also be considered that the current Transport for London bus fleet runs on diesel, which produces high levels of particulates. There are no current plans for this fleet to be changed for one running on alternative fuels, so this restriction must be considered when introducing restrictions.
.        5.47.  However, due to the large number of bus routes running through Brent and in particular certain strategic corridors Brent will continue to lobby TfL for changes to the local bus fleet to reduce dependency on diesel.
.        5.48.  The TERM also identifies the possible introduction of an Ultra Low Emission Zone covering greater London which would operate on similar terms to the current Low Emission Zone but would enforce tighter emission standards on vehicles entering greater London.
.        5.49.  Though it is uncertain as yet how this will come forward on a London wide basis, the LTTS would support the introduction of a borough-wide low emission zone. This would give Brent Borough Council control over implementation and therefore the ability to mitigate any potential negative impacts on local residents. Further research would be required to take this forward should the opportunity to gain funding arise.

Avoidance

.        5.50.  It has been shown that for particulate matter distance from the source of pollution makes a significant difference to the level of exposure suffered. Therefore, increasing the distance and introducing barriers could help to reduce the exposure of residents to this type of pollution.
.        5.51.  In some areas this may not be achievable due to the constrained nature of the network. However in new schemes and in particular schemes that incorporate a strong element of place making, enabling a greater distance between the road surface and shop fronts and footways would be of benefit to the health of local workers and visitors.
.        5.52.  In some areas is may also be possible to introduce barriers such as plating, that constrains the particulate matter and reduces the amount that reaches the footway and frontages.

Insight into the business of Gladstone Free School: Are they doing it right?

It all started innocently enough. Jim Gatten and Maria Evans, a mum and dad from Barnet, decided to set up a new parent-led secondary school which they hoped the community would embrace. They applied to become a free school, a school independent of the local authority and accountable only to and funded directly by the Department for Education (DfE). They advertised for other parents and members of the community to join them in gathering enough signatures to show the DfE that it would be full for the first 2 years after opening, a box ticking exercise the DfE puts hopeful free school founders through. Off they went with their clipboards to various primary school gates gathering signatures. They got the required minimum of 250 signatures necessary for their free school application but there was never a groundswell of local support. Many parents who signed simply thought that a new school sounds like a good idea, after all, these are parents setting up a school and just need a simple no-obligation signature. No explanation was given as to the implications a free school has on the local communities and it was 2013, before the flurry of headlines of failing and undersubscribed free schools had hit the press.

Fryent Way Traveller encampment highlights need for Traveller sites


Rumours circulated yesterday about Travellers moving on to Fryent Country Park. When this picture was taken yesterday there were only a handful of caravans there in the meadow adjacent to the Fryent Way car park.  This meadow is the one used for fun fairs and was the venue for Brent Countryside Day.

There is an official Travellers' site in Brent at Lynton Close in Neasden with space for about 30 caravans but I am unsure whether there are any vacant lots.  Normally a Council officer would visit the unauthorised site and offer accommodation on the official site if it is available.

The Lynton Close site was the scene of demonstrations against evictions in 2008. LINK

The case highlights the change in the law which removed national targets and guidelines for the provision of sites and instead, under the Localism Act, left it up to local authorities to decide their provision.

Brent Greens will fight for the restoration of local library provision





A member of the libraries campaign has suggested that I publish the speech I made at the Preston Library Campaign hustings last week. This is the gist of what I said:

I am speaking primarily as the Green Party spokesperson for children and families, because I am particularly concerned about the impact of the closures on young children. I did child care for a pupil of Preston Park Primary who used the library regularly, did her homework there and always felt secure with helpful staff available. But of course it is not just Preston Library but five others that have been closed.

 I have seen eager children arrive at Neasden Library, only to turn home crestfallen when they realised it was closed for good. Without internet access at home they were dependent on that library to use a computer for their homework.

 Libraries are important for book borrowing, homework and a social space but most importantly are  'local'  - where older children can visit independently, families drop in and elderly people access with ease.

Labour realised belatedly that t the closures were a mistake and this led to a change of leadership and recent attempts to recover lost ground. However the damage has been done and a 'fresh start' cannot make up for that.  We believe in publicly funded, properly staffed, local libraries and will fightfor the restoration of local library provision.

Greens care about the quality of life and not just the quantity of goods. This is important not just in terms of  libraries but in educational provision public spaces and housing where we intend to enhance everyone's quality of life rather than focus on acquisition of goods.

Greens have been consistent in their opposition to the library closures as can be seen from the videos we produced above and from this piece I wrote for 'Voices for the Library' back in January 2011 LINK:

I have been a member of a public library continuously since before I started school (in fact the old Kingsbury Library now replaced). When I move house joining the library is the first thing I do once the electricity and gas are connected and the furniture in. As one of a large family with parents unable to give me a lot of attention, the library was in a sense my home educator, and librarians actually quite important in encouraging me to widen my reading tastes. Without a library I think I would have not progressed much educationally.

Currently I see queues of young and older people outside the Town Hall Library, waiting for it to open, not all just to keep warm but somewhere they can advance their education. Library staff could probably tell you that young children use local libraries after school as a place to do their homework, but also an unofficial safe place to be picked up by their parents when they finish work.

A lot of the youngsters on the Chalkhill Estate use the library, encouraged by the school and by class visits, and there is also a high usage of the internet there, for learning but also for job seeking. This is essential if we are to tackle the gap between those who have access and those who do not. They are fortunate in being near a library not down for closure – although it will be less accessible when it is moved to the new Civic Centre.
However youngster who currently use Barham Park, Cricklewood, Neasden, Tokyngton, Kensal Rise and Preston libraries, all down for closure, will be less fortunate. The proposal for the remaining six libraries to be ‘community hubs’ with other council services located there does not replace the local accessibility of these small libraries.

Brent libraries are also the source of much cultural input including Black History Months events and other activities that bring a diverse community together including language and nationalist test classes. The Town Hall library is currently running a reading club for primary school children and others have homework clubs for children without access to books or computers at home. As the recession bites this will become even more important.

As Greens local libraries are important to because we believe in easily accessible community resources which do not involve car trips. A local library is a place where children of 10 and over can easily walk to on their own rather than rely on lifts from parents – this encourages one area of independence in a period where children are more and more dependent on adults with few opportunities for independent activity.
Libraries even save paper, and therefore trees, through multiple lending of one book rather than individual purchases of many books – and the authors get a steady source of income, albeit it small, from public lending rights.

Call for action on air pollution at local, national and European level


A Green member of the European Parliament has called for increased urgency in the fight for clean air after the World Health Organization (WHO) labelled polluted air as carcinogenic.

The International Agency for Research on Cancer (IARC), part of the WHO, pointed to data confirming that 223,000 deaths from lung cancer worldwide in 2010 resulted from air pollution. [1]

Air pollution, which is primarily caused by emissions from vehicles, has already been linked to other lung problems as well as heart failure and premature death. In the UK alone 29,000 people every year die because of air pollution. [2]

Despite air pollution’s impact on people’s health the UK Government has been accused of trying to water down European laws which could reduce the levels of the noxious fumes in the air. [3]

Keith Taylor, the Green Party’s MEP for the South East of England and a leading campaigner for clean air, said:
The evidence from the WHO suggests that the risk from air pollution is similar to that from second hand tobacco smoke. Surely then we should expect controls on air pollution from transport similar in strength to those brought in to protect the public from passive smoking. With this new evidence being published it's clear that failing to act on the air pollution problem would be utterly unforgivable. 
Try as it might the UK Government can no longer pretend that the air pollution problem can be ignored, not when the World Health Organisation classify it as a group 1 carcinogen.
It’s time for the EU to adopt stronger air pollution laws that fall in line with World Health Organization guidelines and it’s time the UK Government works on behalf of the health of its citizens and stops trying to undermine this vital legislative programme.
I'll continue to campaign for clean air across and fight against any moves to weaken vital air pollution laws.
Neasden, North Circular Road and Park Royal are areas of Brent which already suffer from air pollution problems and this will be exacerbated by proposals such as the Harlesden Incinerator. Brent Green Party wants to see action at national, London and borough level to tackle the issue.  We believe that within the council a joint approach through the environment and public health departments, supported by transportation and planning, could result in an effective medium and long term solution to the problem.

Iron age pottery found on Blackbird Farm dig


It seems a long step from the Lidl supermarket on one side of Blackbird Hill in Kingsbury and a possible iron age settlement on the other, but that is the possibility revealed by the archaeological dig taking place on the site of the demolished Blarney Stone pub, previously the Blackbird.

This was the site of Blackbird Farm or Blackbird Hill Farm, perhaps also known as Black Pot Farm, which occupied the site on Blackburd Hill for centuries:


Just how long a farm stood there may be answered by the dig which is in its last fortnight. We know it was there in 1597 but not how long before that.  The archaeologists have got back to a packed clay floor which still has to be dated and a 16th century drain.

Most of the rest of the building appears to be 18th century and some post medieval red pottery has been found.

The site is beside the Saxon Eldestrete track which is thought to have run from Westminster, through Willesden and Neasden, to what is now Fryent Country Park and on to Hertfordshire. There are still remains of the track in the country park. It is conjectured that there may well have been settlements off the track. Furthermore, the finding of some Roman remains at the nearby Old St Andrew's Church has even raised hopes of some evidence of a Roman villa but that is really an outside chance. So far in London villas have only been found in the City of London itself or on the outskirts of Greater London.

More will be revealed (perhaps) when the layer so far uncovered is removed to see what lies beneath.

The remains will be recorded and stored in archives before the site is  built on to provide 34 flats, two houses and an underground car park.

Crest Boys' Academy fails Ofsted Inspection and goes into 'Special Measures'

Crest Boys' Academy in Neasden, Brent,  has been put into 'special measures' after being judged 'Inadequate' on all 4 aspects of their June Ofsted inspection: Achievement of Pupils, Quality of Teaching, Behaviour and Safety of Pupils and Leadership and Management.

After a poor Ofsted, Copland Community School is being forced to become an academy. Crest Boys' is already a sponsored academy led by the E-Act chain and has failed despite this status. It has to remain an academy under current law but there may be a possibility of a transfer to another academy chain. Clearly this is a challenge those who make claims for the superiority of academies..

Because Crest is run by an academy chain Brent Council has no direct right to intervene. E-Act is barely mentioned in the Ofsted report but the DfE must surely look at its capacity to support improvement at the school.

The schools decision to seek academy status occurred under the Labour government and was done in order to secure new buildings which are nearing completion.

The situation is further complicated by an approved proposal to open a secondary free school, named Gladstone after the nearby park, in the area. It will offer 120 Year 7 places from September 2014.

On Leadership and Management the report said:
 Leadership and management are inadequate because the academy is not improving quickly enough. Since the previous inspection, actions taken by leaders and governors to check the progress of different student groups, tackle weaknesses in teaching and behaviour, and to develop the skills of subject leaders have not had enough impact...
Although the Executive Principal and recently appointed senior leaders have a clear agenda for change, improvement since the previous inspection has been too slow. Some leaders lack the skills needed to drive forward rapid improvement and improve teaching. Recently appointed senior leaders have had to take over the leadership and teaching of some subjects, which has placed heavy demands on their time.

 Frequent changes to staffing this year have made it difficult for new systems designed to improve teaching and behaviour to become fully established and to make a difference to students’ learning. This has prevented leaders and managers from promoting equality of opportunity adequately enough.

Until recently the academy’s monitoring of teaching was too generous and teachers’ performance was not checked thoroughly by leaders and governors. Teachers and leaders are now set challenging targets, linked to students’ progress, which they have to meet before they move up the pay scales.
It makes the following comment on the Governing Body
A restructured governing body has been in place since January 2013. The previous governing body did not check how targets were set to challenge and reward teachers, and was not aware whether additional money for students eligible for extra support was spent appropriately. Current governors understand that improvement has been too slow in the past and agree that aspects of the academy’s work are inadequate. They are not satisfied with the academy’s results and are already challenging decisions to make sure that they are focused on raising achievement and made in the best interests of students. Governors fulfil their statutory responsibilities for safeguarding.
 Ofsted will be making regular visits to the school to ensure that improvements are made.

The Crest Girls' Academy, also run by E-Act was  found Inadequate overall  based on an Inadequate judgement for Achieve of Pupils.  Leadership and Management were judged  and Quality of Teaching  Requiring Improvement.  Behaviour and Safety of the girls was judged Good. 

 Achievement was judged inadequate because of insufficient progress of AS students in the 6th Form which is shared with the Boys' Academy and too few gain qualifications at the end of their programmes of study.

Brent Cyclists propose an achievable cycling revolution in the borough

Brent Cyclists have issued an incredibly  thorough and imaginative 'Draft Cycling Plan for Brent' which aims to improve cycling across the borough and cycling links with central London, as well as tackle the major barriers to cycling in Central and North Brent. If their vision is realised it would not just be a cycling 'improvement' but a cycling revolution.

They argue that a 'mini Holland' is required in Central Brent:

The plan required to tackle these barriers to link the communities of mid-Brent with practical cycling and walking routes will be a major piece of work in itself. Brent Cyclists’ suggestions for priority changes needed for the mini-Holland in Wembley and Neasden are as follows:

A)

Alterations to the Neasden north and south roundabouts, to the cycle / pedestrian underpass at Neasden (or complete replacement) and to Dudden Hill Lane, Neasden Lane North and Blackbird Hill to create a viable cycle route to Wembley Park and the north of the borough, from the south and from central London. This will be discussed later under the heading “Jubilee Line Quietway”. This will be a completion of a Quietway using main roads and needs to be entirely segregated. This is a very large scheme in itself.

B)

A new link between Wembley park and Neasden spanning, or going under, the Metropolitan Line to fill in the long gap between the North Circular Road and Bridge Road crossings. This already features in the Wembley area Masterplan, but needs to be a priority step, before extensive redevelopment.

C)

A new link across the Chiltern Line between Wembley Park and the Harrow Road area, at Sherrans Farm Open Space

D)

Extension and improvement of the cycle route on the Brent River Path in both directions. At the north end, quality links to both new crossing A) above and to Bridge Road via North Road. At the south end, an improved, more efficient crossing of Harrow Road and an improved, safer linkage to the Stonebridge/ Abbey Road cycle bridge.

E)

Segregated cycle tracks along Forty Avenue and East Lane, or, where there is insufficient width, mandatory cycle lanes with removal of all parking.

F)

Prioritisation of cycling, walking and buses on Ealing road by removing the north-south through route for cars, forcing them to use Bridgewater Road instead, which is a more suitable route.

G)

Closing the through-route via St Johns Road and Llanover Road to cars to create a bike priority route parallel to the West Coast Main Line and opening up a route through the North Wembley Industrial Estate from there to Windermere Avenue, with appropriate crossing facilities at East Lane, to extend this route northwards.

H)

Linking Neasden Recreation Ground with Welsh Harp Open Space with a new path built in collaboration with the Canal and River Trust (who control the reservoir) which would either use the dam or a new bridge across the Brent. This should also, with the cooperation in addition of Barnet council, become part of a circular leisure cycling and walking route all round the reservoir. Brent Cyclists have already suggested several detailed options for this scheme.

I)

Replacing one or both of the spiral pedestrian footbridges across the North Circular Road at Kenwyn Avenue and the St Raphaels Estate with wide cycling and walking bridges with long, straight ramps. There is enough space in both these locations for this. These bridges must be connected with good, wide paths to the minor roads at either end.
Extensive proposals are also made for North Brent:
A)
A N-S route from Blackbird Cross on the A4140 via Salmon Street, Fryent Way, and
Honeypot Lane. Segregated cycle tracks or mandatory cycle lanes with no parking all the way are needed. On Fryent Way where there is the obvious opportunity to create cycle paths between the existing road and footpaths, and this could be the first part of the scheme. This route requires the collaboration of Harrow in Honeypot Lane, and it should be taken by Harrow all the way to Stanmore. Kingsbury Circle is currently a dangerous interruption on this route and needs either signalising or replacing with a Dutch-style roundabout (which TfL is currently experimenting with at the Transport Research laboratory in Berkshire).
B)
An E-W route on the A4006 (Kingsbury road and Kenton Road). These roads are wide enough for general segregation if the whole width of the road is redesigned. This requires the co-operation of Harrow on Kenton Road, and the route should link to Harrow town centre. Radical changes to the very dangerous Northwick Park roundabout (shared with Harrow) would be necessary, with cycle tracks on the roundabout, and signalisation.
C)
A new cycle path through West Hendon Playing Fields, N-S, along the Brent-Barnet boundary (to link with B) above) and with the existing path through Welsh Harp Open Space and to Birchen Grove, linking with the Jubilee Line route (see later).
D)
The LCN route on Draycott Avenue, Windermere Avenue and Grasmere Avenue needs cutting as a through-route for cars.
E)
A N-S route from Burnt Oak to Wembley is needed. Slough Lane /Salmon Street is already low-traffic due to aggressive traffic-calming, it being easier for cars to use Church Lane for that stretch, but the northern continuation in Roe Green and Stag Lane is too busy. The Stag Lane / Roe Green route needs cutting for motor through-traffic (buses could be allowed). The general traffic on this route should be on the A5 and A4006
F)
An route E-W route from Colindale to Queensbury via Holmstall Avenue and Beverley Drive is needed. Beverley Drive is wide enough for segregated cycle tracks,
G)
Cycling in Roe Green Park needs regularising, with widened paths and a proper link to the road at the Roe Green / Kingsbury Road junction.
H)
Church Lane (B454) is an important link road between Kingsbury and Neasden, but is  hostile to cycling because of high vehicle speeds combined with chicaines created by traffic islands and intermittent parking. The islands and hatching should be removed and replaced by zebra crossings, and on-street parking should be removed and replaced with cycle lanes or tracks.
I)
Old Church Lane (which has one of the better cycle facilities in Brent, a two-way track at its western end already) serves no function in the traffic system and should be closed to motor traffic. It is a cut-through for traffic turning left on to Blackbird Hill, but traffic can make that turn from Tudor Gardens 
These proposals merit serious consideration and would contribute enormously to Brent's Climate Change Strategy by encouraging more people to leave their cars behind and take to their bikes, secure in the knowledge that safe and secure routes are in place. As well as making commuting cycling more attractive it would also increase leisure cycling improving health and tackling obesity.

Brent Cyclists deserve congratulation and thanks for this far-sighted and thorough report which must have required an enormous amount of work by a small voluntary organisation.

Invisible killer in our sights this year


We have several spots in Brent where air pollution is often above recommended safety  levels such as Neasden Lane, Ikea on the North Circular and near John Keble School in Harlesden. LINK

It is good then to welcome renewed focus on the issue with the launch of the European Year of Clear Air.

Keith Taylor the Green  MEP  for South East England joined campaigners and other politicians in launching the Year. With key European legislation up for review this year, and an estimated half a million premature deaths in Europe caused by air pollution, Mr Taylor is calling for the UK government to halt its efforts to weaken existing EU air quality standards..

EU air quality safe levels were set in the 90´s and there have been mixed results since then. While air quality has generally improved the levels of some dangerous pollutants has increased. Currently 95% of city residents in the European Union breathe ozone at levels exceeding World Health Organisation (WHO) recommended levels.

In the UK air pollution causes 29,000 deaths and contributes to over 200,000 premature deaths per year. In Mr Taylor’s constituency, the South East of England, the problem of air pollution particularly affects both city dwellers and the thousands of people who commute into London.

Mr Taylor said:
With children and the elderly being hit hardest by poor air quality, and the levels of some noxious pollutants on the rise, we badly need to see strong legislation from the European Union in 2013.”
The UK government has been accused by campaigners of attempting to weaken air pollution legislation. The UK department for Environment, Food and Rural Affairs proposed “Working in partnership with other Member States, we will … amendments to the Air Quality Directive which reduce the infraction risk faced by most Member States, especially in relation to nitrogen dioxide provisions’.

 Responding to this Mr Taylor said
It beggars belief that the UK Government is trying to water down European Legislation that will protect the lives of British citizens. I urge them to back strong laws on air pollution and to improve people’s health.”

Atos abandon wheelchair user in fire emergency

Recently, there have been several  reports of Atos carrying out their fitness to work assessments in buildings which are not wheelchair accessible.

Considering the number of wheelchair users who undergo fitness-to-work assessments, this is only seen as yet another thing to add to the long list of serious problems that disabled people and carers  have with the way the company operates.

The latest story of an inaccessible assessment centre appears to be the worst one yet, with the most serious potential consequences for a severely disabled person. It also illustrates clearly exactly why it is so important that all centres and offices used by Atos should be completely wheelchair accessible.

Geoff Meeghan, 32, has early-onset Parkinson’s disease and cannot walk more than three metres unsupported. He was being assessed by Atos on the second floor of a building in Neasden, North West London. A few minutes into his assessment, the fire alarm went off.

Staff evacuated the building, but left him behind in his wheelchair.

Disabled people are supposed to be asked whether they can exit the building unassisted. Mr Meeghan, for some unknown reason, was apparently not asked this question.

He also said that they were not allowed to use the lift and when they asked a security guard for help, he said he would send some, but no one came. Eventually, another security guard arrived at the scene and stayed with Mr Meeghan and his carers, even though he had been told to evacuate.

Mr Meeghan can tackle stairs supported, he said, but in the “highly stressful situation” he felt it was “far too risky.”

Most shocking of all, it was a real fire. Mr Meeghan said “It wasn’t a drill. We could see the fire engine arriving outside.”

He went on to strongly criticise the company, saying: “I feel like there was a general lack of respect for disabled people at Atos – they make you feel as though you’ve done something wrong by being disabled – like you’re being persecuted.”

An Atos spokesperson said: “This should never have happened and we apologise unreservedly. We will be getting in contact with Mr Meeghan directly. We have since reviewed this case internally with the building security and management team to ensure this doesn’t happen again.”

“This is a DWP building and the fire warden in charge on the day followed the appropriate evacuation procedures and advised that everyone had to leave the building except for a security guard who was asked to stay with Mr Meeghan.”

Mr Meeghan is extremely lucky to be alive after this incident. And this story transpires after we hear of the Atos boss getting a £1million bonus.

It is now hoped that all Atos workers and assessment centres are made aware of this incident at the very earliest opportunity. It is also hoped that all assessment centres used by Atos will, in light of this case, now make every possible effort to provide ground floor rooms to wheelchair users for assessments at all times. At the very least offering respect and safety to the disabled people they are testing.

Seneca chief apologises for Wembley stink

John Carey Junior apologised at the Wembley Connects event this week for the stench that hung over the Wembley and Neasden area for more than a week over the summer, coinciding with the Olympic Games events at the Stadium and Arena.

Seneca,  which has an MRF (Materials Recycling Facility) in Hannah Close, was contrite. The company  has prided itself on its environmental credentials with parent company Careys part-funding the Welsh Harp Environmental Study Centre.

They admitted to management problems as well as technical ones and admitted that the incident led to 5,000 extra tonnes of waste going to landfill. The smell worsened when the pile of waste was disturbed to be shipped out to landfill by a fleet of lorries.

 They blamed the initial problem on the accumulation of organic waste from black bag collections in municipalities other than Brent, where there were not separate composting collections or where there were no facilities for these in flats. The manager responsible had been 'let go', and organic waste was now being turned around within a 24 hour period, rather than festering on site. Odour repressants had been fitted and the odour extracted from within the building.

In response to questions Seneca confirmed that they were seeking a rail connection to transport waste materials (the site is next to the Chiltern Line) and that plans for a biomass plant were planned to go ahead but had been delayed when Seneca's partner went into liquidation.

The Environment Agency in a  briefing dated October 12th and distributed at the meeting said:
We are currently considering our enforcement options. This is  a live investigation and because of legal sensitivities, we are not able to discuss how the investigation is progressing. We will of course keep in touch with people who contact us and ask to be kept informed when we can say more. 

We have received a number of late reports of odour during recent weeks. We would ask that the local community immediately contact us on our 24 hour incident hotline telephone number 0800 80 70 60, if they smell odour which they believe is coming from Unit 2, Hannah Close.
In my contribution I reminded residents that there are a number of waste plants in the area and that Seneca was just across the railway lines from St Margaret Clitherow Primary School and Chalkhill Primary School. The proposed Wembley Stadium Primary would not be far away in Fulton Road. Brent Council had discussed the issue of the accumulation of such ' dirty neighbour' waste firms in the area in its Wembley Plan consultation. The consultation on the plan's preferred options closes on Monday October 8th. Residents who are concerned should go to Brent Council's consultation portal HERE to submit their views.

The consultation closes at 17.00 on Monday.

Now tube bosses kick up a stink about Wembley stench

The Brent and Kilburn Times reports that Jubilee Line bosses are now calling for action on the Wembley-Neasden Stink from Seneca's MRF , following complaints from passengers.

Neasden stink source is Seneca


I can reveal that the stink reported over the weekend between Neasden and Wembley Park emanated from the Neasden recycling yard of Seneca. The Environment Agency has given Seneca until Friday to clear it up but there are warnings that the smell could get worse while this happens.

Seneca, a subsidiary of Careys, was given planning permission by Brent Council for a Materials Recycling Facility on the site, despite concerns about the number of waste facilities in the area. Latterly the Wembley Plan consultation mentioned the impact of 'bad neighbour' waste processing and handling firms in the area on potential redevelopment, including the possibility of a new primary school in Fulton Road.

Seneca is named after the Roman philosopher and politicam 5BC-65AD. One of his popular quotations is...
Be not too hasty either with praise or blame; speak always as though you were giving evidence before the judgement-seat of the Gods.
...so I had better be careful. However it is worth pointing out that Seneca's parent company, Careys, was much praised by ex-Brent Council leader Ann John, when they stepped in to help save the Welsh Harp Environmental Education Centre.



Next year the procurement process will start for a new Brent Waste Contract worth millions of pounds. The contract for waste collection and recycling and street cleaning is presently held by Veolia. The new contract may also include park maintenance.

Green's policy on air pollution menace

 Air pollution is in the news again this week with Neasden Neighbourhood Watch calling for action after Neasden hit the 32 air pollution 'Bad Days' a year threshold.


 The Green Party's 8 points on air pollution are:

1. We will make sure that air pollution is monitored in the right places, and publicise bad results widely, particularly to vulnerable people such as children and the elderly as part of a campaign to improve the public's understanding of the problem.
2. We will require all schools, retirement homes and care homes to develop air quality action plans that lower pollution in their local area and protect children and residents during bad air episodes.
3. We will tighten up the Low Emission Zone standards and make sure they are properly enforced through vehicle checks, with a new ban on idling for parked vehicles. Introduce a Very Low Emission Zone in central London to exclude all but the cleanest vehicles.
4. We will retrofit all buses immediately if the technology is shown to work, and make sure that all new buses are low emission hybrid, hydrogen or electric models within one year of being elected, and that the entire fleet runs on this technology by 2016.
5. We will introduce a pay-as-you-drive scheme, to encourage people out of their cars, and provide the necessary investment in London's public transport infrastructure.
6. We will buy a fleet of low emission taxis for drivers to rent if they can't afford to buy one, and set-up a clean vehicle fund with low cost loans for small and medium sized businesses to replace dirty vehicles with electric equivalents, offering them a discount on pay-as- you-go driving charges so it is cost neutral.
7. We will work with the Government and Network Rail to reduce emissions from trains and planes. Push for the closure of City Airport, and convert it into the first Community Enterprise Zone. We will lobby to ban night flights over London.
8. We will ensure all planning applications are air quality neutral, and require new developments to reduce air pollution in the most heavily polluted areas.
