Judge rules Brent Council Employment Tribunal Appeal has 'no reasonable prospect of success'

In a letter sent to Brent Council Legal Services on December 4th, the Employment Appeal Tribunal rules that all grounds of Brent Council's appeal against the Watford Tribunal have 'no reasonable prospect of success'.

The Watford Tribunal had found that Brent Council had discriminated against Rosemarie Clarke on grounds of race, victimised her and constructively dismissed her. Controversially the Council decided to appeal and take no action against the personnel involved.

On the Watford Tribunal Judgment, the Honourable Justice Lewis finds that Brent's Notice of Appeal 'discloses no reasonable grounds for bringing the appeal':
This is a carefully reasoned and thorough analysis by the employment tribunal. The tribunal set out the relevant law, made its findings of fact and reached conclusions open to it on the evidence before it.
He finds no reasonable grounds for the appeal against the finding of victimisation. On the race issue and the finding that Rosemarie Clarke was treated differently to a white male he states:
...the tribunal found that there was a material difference, no adequate explanation of the differential treatment had been given and inferred that the reason for the differential treatment was race. The reasons are clear and disclose no error of law.
On constructive dismissal although he found an incorrect reference to the Council pursuing the claimant during a period of sickness Judge Lewis finds that was not the basis of the finding ands states that the tribunal was entitled to reach the additional conclusion that there was a cumulative course of events amounting to a breach of the implied term of trust and confidence.

Technically the respondents could seek leave from the Court of Appeal to appeal Judge Lewis's decision but this would involve more expenditure of council taxpayers' money when the Council is implementing massive cuts to services.

The Remedies Direction hearing, when the amount of compensation is decided, is scheduled for December 22nd, 2014.

Meanwhile Cara Davani and the Human Resources Department, named in the original Judgment, are engaged in the restructuring of the senior management team of the Council and will be implementing cuts in staffing, including 40% reduction in central staffing, as a consequence of the 2015-17 budget.

It is difficult to see how staff can have confidence that this will be done fairly in the light of the above.

The Council has refused an independent investigation into the working practises of the Human Resources Department and the Corporate Management Team and instead set up an narrow internal investigation by Deputy leader Cllr Michael Pavey.

I have recently been contacted by ex-council employees who think that their testimony should be heard although some are subject to so-called 'gagging clauses'. 

Brondesbury Conservatives have joined others including Brent Green Party, Brent Trades Council and Brent Against Racism Campaign in calling for an independent inquiry.

They have tabled the following motion for Full Council on Monday stating:
This Council notes the loss of a recent high profile Industrial Tribunal case involving a Brent staff member.

This Council agrees the following:

1.To regret appealing this Tribunal decision.

2. To terminate with immediate effect the Cllr. Pavey- led inquiry into issues resulting from this case.

3. To recognise the importance of transparency and the need to improve morale amongst Brent staff by holding an independent inquiry.....details to be agreed by Council party leaders.

4.To reinforce our support for the Brent staff code of conduct,notably" provide a working environment that is free from any form of discrimination,unfair treatment,bullying or harassment"

5.To note the irony of Brent holding an anti- bullying week between 17 and 21 November.

Ex Brent Council manager slams decision to appeal Employment Tribunal Judgment and failure to order independent investigation

Christine Collins, who used to be Community Engagement Manager at Brent Council, took to a Soapbox at Wembley Connects tonight to lambast the Council's decision to appeal over the recent Employment Tribunal case and its failure to appoint an independent investigator to review the workings of the Human Resources Department.

Collins told the audience that they may recognise her (she used to be the officer facilitating such events) but that she was now speaking in a personal capacity.

She said that she wanted to talk about the Employment Tribunal findings in a case against the Council which found that:
  • a black staff member was directly discriminated against on the protected characteristics of race
  • the claimant suffered victimisation
  • the claimant was constructively dismissed
Christine Collins said that she had read the full findings and the picture painted of employment at Brent Council over the last couple of years was 'horribly familiar'.

She explained that in the summer she was proud to stand side by side with Brent councillors in Cricklewood to stop a group of racists and fascists from ;marching through our streets to divide our community.'

'Imagine my disappointment,' she went on, ' to learn how these same councillors have reacted to the Employment Tribunal findings.'

Collins said that she had expected a council committed to fighting racism and supporting diversity in its employment practices, to be horrified by the findings, sympathetic to the member of staff who was treated so appallingly and anxious to ensure that the climate  of fear and bullying was fully and independently investigated.

Instead the council had decided to appeal the decision which would put the staff member through further stress and anxiety. In addition they had decided to appoint 'one of their own to investigate.'

Pausing to look up from her speech and addressing the councillors and residents assembled at  Patidar House she said:
 'I say "Shame on you Brent Council!"'
Concluding her speech Christine Collins called on Brent councillors to accept the Tribunal findings and have a totally independent review of the conduct of Human Resources in Brent Council:
They are happy to take on large numbers of external consultants to carry out reviews of all kinds of things - why not this? If they are so convinced there is nothing seriously wrong, what have they got to hide?
Brent Council leader Cllr Muhammed Butt arrived late to the forum but asked to comment on the Employment Tribunal by Cllr Krupa Sheth, chair of  Wembley Connects, said that the council had to  'undertake due process' in making the appeal and that 'both sides have to be heard',

Challenged by residents with cries of 'nonsense' he became increasingly angry and stumbled over his words. Directly asked if he would order an independent investigation he said 'No' and claimed that Michael Pavey's review would hear from staff and independent consultants.

The audience reacted with derision and calls of 'shame'.

Cllr Muhammed Butt gets a 2 year term taking him through to 2016

Despite a long and sometimes heated discussion nothing much seems to have emerged from the Labour Group discussion on Monday evening.
A compromise was reached on  the issue of annual elections to the leadership and cabinet. Muhammed Butt wanted elections every 4 years and others wanted to keep automatic annual elections.

It was agreed that leader and cabinet would be elected every two years and other posts would remain annual with an automatic trigger.

That makes Cllr Butt and his Cabiner safe until 2016

Brent Labour Councillors must act on racism and bullying tomorrow

Former Brent Council Executive member James Powney returned to the subject of the current race discrimination and bullying scandal at Brent Council on his blog yesterday. LINK

This is what he had to say:
I notice that in a debate on Martin Francis blog some of the commentators appear to be confusing his position and mine.  My original post is here, and Martin has paraphrased it accurately, whilst adding his own view.  Hence the understandable confusion.

My view is that Brent Council had strong rules and procedures before 2012, including appropriate relationships between members and officers.  These were built up over many years since the nadir of the Tory administration in the 1990s, as explained here.  Since 2012, there has been a steady decline in the application of appropriate standards, leading to a situation where accusations of various forms of abuse, including racism and misuse of public money, are flying about.  This is, in my view, the result of the past couple of years where patronage and irrational decision making have increased, scrutiny has declined, and certain individuals appear to have been allowed to believe that they enjoy impunity from accountability.

My view is that it is up to elected councillors to step in and sort this out, whether the abuses are being committed by over mighty officers or whether they are being committed by elected members who are out of control (or indeed whether they are being influenced by people who fit in neither category). Given the composition of Brent Council, that primarily means the Labour Group.

It would be a pity if Labour councillors meeting tomorrow as the Labour Group let personal antipathy towards James Powney (as a member of the old regime), myself (as a member of a rival political party or Graham Durham (well, as Graham Durham) get in the way of recognising the need to deal with this issue.

Up to this point the scandal has not hit national media but any risk assessment of the potential damage to the Council and perhaps the Labour Party's reputation would recognise that the matters needs to be dealt with decisively and action taken.

In the last fortnight I have received emails and phone calls from former and current Brent Council workers about working conditions at the Council, some of whom work at a senior level. They have been told they will be disciplined if they approach Councillors directly and those that have left have had gagging clauses imposed as part of the settlement.

I have inadvertently found myself in the position of being their only outlet because of the Council's actions.  Several have wept on the phone as they recall the effect on their health and emotional well-being as well as the impact on their families.

Councillors should recognise that it is their responsibility to ensure that their employees are treated fairly in an atmosphere free from harassment, bullying and fear.

It is as simple as that.

It is not something they can ignore.

Butt to be rebuffed by Labour Group on Monday?

The Brrent Council Labour Group on Monday will be discussing proposals for the Labour leader (and thus at present the Council leader)  and Cabinet to be elected on a basis other than an automatic annual election.

Muhammed Butt after the May elections said that a four year cycle would end the problem of him having to 'look over his shoulder' all the time.

Brent Central Labour Party recently passed the following motion unopposed:
Brent Central CLP believes that because of the benefits in terms of accountability the Leader of the Labour Group and the Cabinet should remain as annually elected positions.
The potential loss of democratic accountability and the loss of ability to exercise some power on an annual basis has been too much for some councillors although there had been talk of introducing some compromise process which would require a certain number of signatories to trigger an election.

Meanwhile disquiet is mounting over the reputational damage the Council and Labour Party is suffering due to the Cabinet's failure to grasp the nettle of the current scandal regarding the Human Resources Department and the personal, business and career relationships between senior council officers.

There has been one Cabinet resignation recently with Cllr Perrin unwilling to explain the reasons for his resignation beyond the usual 'personal reasons' statement.  It would be to his credit if he had taken a principled stand on the Cavani-Corporate Management Team issue and had opposed the decision to spend council tax payers' money on an appeal over the Employment Tribunal's Judgment.

James Powney's concerns expressed on his blog may be dismissed by some as sour grapes from a member of the deposed Ann John team but his concerns are shared by Labour Party members on the Brent Trades Union Council and members of the Brent Labour Representatation Committee who were never Johnites.

Racism findings-Complacent Brent goes for internal review by Pavey rather than independent inquiry

Despite calls by Brent Green Party, Brent Trades Union Council, Brent Againt Racism Campaign, Brent Labour Representation Committee and many individuals on this blog, Brent Council today decided to deal with the findings of racial discrimination,  victimisation and constructive dismissal against it with an internal review.

The review will be led by the Deputy Leader of the Council, Michael Pavey, not someone anyone could claim is independent on this issue. He is extremely close to  Labour Leader, Muhammed Butt.

Pavey will look for 'mprovements in 'policy and practice'.

At the same time, ignoring the depth of feeling aroused in the Brent Council workforce over this issue the Council has decided to appeal against the judgment, telling the Kilburn Times LINK
Following independent legal advice, we have decided to appeal as there ppeal to be legal errors in the Tribunal's reasoning, in particular on the direct race disrmination and victimsation aspects of the judgement.

This does not mean we are complacent. We accept there are impoertant lessons to be learned from this case.
Sorry, this does mean you are complacent and that you have learned nothing from what was revealed about the workings of the Human Resources department in the Tribunal papers and the lies and mismanagement of the Corporate Management Team itself.

Following rumours yesterday that a Labour councillor was resigning over the Tribunal case and the Council's position on it, there was a resignation today - but only 'personal reasons' were stated.

Cllr Keith Perrin (Northwick Park) lead member for Environment resigned from the Cabinet today but will stay on as a ward councillor.

'Positive' stories from Brent Council to drown out racism findings?

A regular reader writes to point out his suspicions of news management by Brent Council
  • The Kilburn Times website published an article about the Rosemarie Clarke tribunal decision on Monday lunchtime (22 September). 
  • This story will hopefully appear in tomorrow's paper edition, which they would have been finalising the content for on Tuesday (23 September), with only a limited space available for Brent Council related stories.
  • Also on Tuesday, Brent Council issued four press releases, each containing a "positive" story.
  • Two of these press releases contain quotes from Cllr. Butt.
  • Cllr. Butt is at the Labour Party conference this week, and unable to deal with important issues, such as what to do about Cara Davani in the light of the Rosemarie Clarke tribunal decision.
Brent Council's Commications Director Cheryl Curling was made redundant in January 2014. Her department was then restructured and expanded from 9 staff to 11. Existing staff had to reapply for their jobs.

How should the community respond to 'Operation Skybreaker'? Brent Against Racism meeting tomorrow

Brent is one of 5 London boroughs currently being targeted in a new Home Office immigration operation, called Operation Skybreaker. This operation will see aggressive and heavy-handed raids on homes and businesses aimed at driving migrants out of the country. It is likely to result in racial profiling (i.e., stopping anyone who looks like they might be a migrant) and a number of “fishing raids” (random raids not based on specific intelligence).

Brent Anti-Racism Campaign will host a meeting with guests from RAMFEL (Refugee and Migrant Forum of Essex and London) and the Anti Raids Network to discuss the community response to this.

Enough is Enough: New Brent anti-racist initiative to be launched on Wednesday


Apart from the antics of the various tiny right-wing groups making forays into Brent to stir up trouble, we have other issues to deal with in the borough involving racism and Islamophobia..

On this blog we have covered the racist 'go home' van, UKBA raids at railway staions and places of work, discriminatory letting policies by estate agents and there are ongoing issues over the use of stop and search and disproportionate exclusions of black pupils from our schools.

To address these issues Brent Trade Union Council and others have called a meeting to set up a new Brent Anti Racist Initiative.  It will be held at Brent Trades Hall, 375 High Road, NW10 2JR.

Cricklewood community, religious leaders & councillors unite against nazi threat

Residents, community associations, faith groups, trade unions and local politicians have united against a demonstration due to be held by an openly nazi group in Cricklewood this weekend.  
 The Rt Rev Pete Broadbent, Bishop of Willesden and Deputy Bishop of London, the North West Islamic Cultural Centre,  Rabbi Aaron Goldstein of the Northwood and Pinner Liberal Synagogue, Brent Trades Council, Muhammed Butt, leader of Brent Council, Andrew Dismore, London Assembly Member for Barnet and Camden and Shahrar Ali of Brent Green Party are among those who have signed a statement initiated by North West London United calling on people to oppose the fascist march on Saturday July 19th, and show them that there is no place for racism in our multicultural community.  

The Brent Labour Group has changed the date of its budget meeting to enable councillors to attend.

The South East Alliance (an offshoot of the Essex branch of the English Defence League) includes Hitler-worshippers and has links to Ulster Loyalist groups. They are vurulently anti-Muslim. They have declared their intention to march to 113 Cricklewood Broadway, which they claim is the UK headquarters of the Muslim Brotherhood. The Metropolitan Police have said that the present occupants have no connection with the Brotherhood.

North West London United is asking everyone who is opposed to SEA’s message of hate to join in a peaceful demonstration this Saturday at 12 noon on Cricklewood Broadway. 
 A spokesperson for North West London United said
Cricklewood is one of the most multicultural areas in the UK and we are proud of our diversity. The intention of this fascist group is to provoke hatred and division, something that has no place in our community. A big presence of local residents to oppose the fascist march on Saturday will send a clear signal that their violent racism is not welcome here.

Calls to support demonstration at Israeli Embassy on Saturday


As the Israeli army mobilises close to the Gaza strip Brent and Harrow Palestine Solidarity Campaign and Brent Stop the War are urging supporters to join the demonstation outside the Israeli Embassy in London at 2pm on Saturday.

The Palestione Solidarity Campaign said

 
Palestinians are currently facing a horrific escalation of racism and violence as the Israeli State pursues a strategy of collective punishment following the abduction and murder of three Israeli teenagers (read PSC's statement>).
 
Today we learnt of the abduction and brutal death of a Palestinian teen – 17 year old Mohammed Abu Khdair in what has been described in the press as a ‘revenge’ attack by Israeli terrorists.
 
Mohammed’s body was found in Jerusalem after a day and evening of Israeli protests that turned into mobs streaming through the streets of the Old City and east Jerusalem chanting ‘Death to Arabs’. Palestinians were pulled from their cars and beaten.
 
Palestinians protesting against Mohammed’s death on Wednesday were met by rubber bullets and tear gas from Israeli police, with a Palestinian TV crew and protesters injured.
 
The Israeli leaders incited the mobs, including Netanyahu, by their calls for ‘vengeance’ against ‘human animals’, and Defense Minister Moshe Ya’alon talked about “settling the score”.
 
Calls for justice for Mohammed’s murder and restraint from our government, are woefully inadequate, given the current situation. The British government must clearly condemn Israel's incitement to hatred and violence. They must take action to end Israel’s crimes, violence, occupation, racism and apartheid – and end its war on Palestinians.

North West London United against return of fascist group to Cricklewood


Racists and Fascists are once again targeting Brent. The South East Alliance have said they are returning to Cricklewood Broadway on July 19th after the local community mobilised against them a few weeks ago.

The group are pretending that they are protesting about a Muslim Brotherthood office above a shop despite the fact that the police said the occupants have left, and in any case they were not the Muslim Brotherhood itself.

The real reason is that the racists can't stand the fact that not only is Brent multi-cultural but that the community gets on well together most of the time and people are positive about being part of a diverse neighbourhood. They are prepared to stand up and defend their neighbours and their neighbourhood.

The SE Alliance come from outside the area in order to stir up racial and anti-Muslim prejudice. An adhoc group has been formed called North West London United to oppose them on July 19th. NW London United aims to bring all members of the community together to tell the South East Alliance that they are not wanted here.

North West London United has prepared a statement that they ask people and I have been happy to do so:

The South East Alliance (SEA), a group of racist, Islamophobic thugs is threatening to return to Cricklewood on Saturday July 19th. This group, made up of remnants of the Essex branch of the EDL, includes known fascists and has links to Ulster loyalists. They say they are demonstrating against the headquarters of the Muslim Brotherhood, but since that organisation moved to Austria in April before the SEA came to Cricklewood on 14th June, they clearly intend simply to bring their message of hatred to disrupt Cricklewood’s vibrant multicultural community.
In Cricklewood, as in the whole of North West London, we are proud of our diversity. Here people live and work together, children study, play and grow up together in mutual respect, regardless of faith or skin colour, language or place of birth. We will not tolerate attempts to divide us or stir up hatred. We stood united on June 14th to show the SEA that there is no place here for their racism and Islamophobia. We ask you to join us on 19th July to do the same again.

Greens join those standing up to racism and fascism

Hundreds marched from Parliament Square and rallied in Trafalgar Square today to demonstrate against racism and fascism ahead of the local and Euro elections. Many speakers expressed concern about how, in the wake of Ukip, the three main parties were pandering to racism and xenophobia.  Jean Lambert Green MEP urged everyone to vote for whatever progressive party, although she herself was a Green, to keep the extreme right from increasing their representation in the European Parliament.

Black teachers and pupils and academisation - some issues


Back in the 1970s/80s I was involved in campaigns against racism in London schools. This had many facets including attitudes towards black pupils, disproportionate numbers of black pupils in SEN and Disruptive Pupils units, ethnic differences in examination entrance, a mono-cultural curriculum and not least discrimination against black teachers.

2013 has been an interesting year for the state of UK education, we have witnessed a youtube video go ‘viral’ laying bare all the contradictions and misrepresentations put forth by the current Education secretary, Michael Gove. There has also been independent production of multiple documentaries highlighting the enforced conversion of many schools into Academies even with resistance by teaching staff and the local communities they serve. In most cases the only justification for conversion to Academies have being that provided by Ofsted after a school inspection.

The resistance to Academies is not so hard to understand, how is education a commodity? The body of knowledge to be acquired can be commoditised yes, but the process of learning as well? It does not take much to realise that we all learn at a different paces based on different cognitive, social and other factors, hence why teachers by default are required to differentiate the learning process to give all students the opportunity to progress sufficiently in their learning.

It is therefore wise that we question the impact imposing targets and performance management directives as tools to measure ‘work efficiency’ will be in such an environment for learning. How will these pressures to perform, part and parcel of the Academies model of education, affect teaching and learning in the long run?               Will teachers be working to ensure they meet targets and keep their jobs or take time out to provide for individual learning needs and requirements, not forgetting the longer hours of work and more paperwork to complete by teachers.

Newspaper coverage from outlets such as the Independent has highlighted the despair and low morale of teachers from surveys carried out by organisations such as the National Union of Teachers (NUT), so the main question is, why is the Government not listening? And is it not obvious who teachers will ultimately be exerting such frustrations on, and will it be a positive impact on learning? I strongly doubt it.

Evidence from the US where the Charter schools model provided the inspiration for our Academies, shows that some of these institutions, usually in highly impoverished inner-city areas, are abandoned within a decade by their investors presumably because their investments has earned returns so it is time to move on.

But what about the wellbeing and development of the child, or does the money matter more? Is this the type of education we want for our children? Or is the suggestion that this is the type of education that children from such backgrounds deserve?

The other disturbing element to the Academies is the lack of Black (in the political sense) staff in senior management positions and as regular staff. Data from the recent Black Teachers Conference suggests that increasingly, non-White staff are being ‘replaced’ with White peers using the same performance management processes that are meant to encourage ‘efficiency’ and ‘high performance’. Rather bizarre?

It is rather disheartening that one of the stated objectives for introducing Academies is to improve standards in inner-city schools yet there seems to be no impetus to keep staff who best reflect the student demographic itself. It is interesting that every year hundreds of non-white individuals will successfully endure and pass teacher-training courses across the country, yet somehow when on the job they are deemed ‘inadequate’…how is this contradiction being addressed by the Government?

And if indeed, we are to entertain the ridiculous notion that non-whites are somehow inadequate in comparison to their white counterparts, then what measures has the Government introduced to ensure that this section of its populace can excel to the ‘desired standards’ once in employment? From the evidence presented at the conference, such ‘enforced removals’ are not strictly for non-whites either, even though they are in the majority. What measures then is the Government or Ofsted implementing to ensure objective measurement of performance rather than what is seemingly subjective judgments informed by nepotistim and/or favouritism?

Entertaining that idea that social standing, class or ethnicity puts one in better stead to educate children is as elitist as it is racist, and utterly preposterous- certainly not a notion to be entertained in a nation priding itself on its democratic values. What will a person from the leafy suburbs of Windsor have in common with a child from the ‘concrete jungles’ of Stonebridge, Brixton or Tower Hamlets?

How will that individual inspire the child to succeed, where is the area of commonality, shared experience and empathetic understanding of the child’s needs beyond the transference of knowledge?

My PGCE at the Institute Of Education clearly outlined the role other pertinent factors play in learning beyond the acquisition of knowledge- how important ethnic, cultural, religious/spiritual and social factors amongst others, played in motivating children to succeed. How can this vision of ‘raising standards’ for these ‘deprived’ children be realised if the only role-models they can find in their school are the cleaners, janitors and meal staff?

What exactly are we trying to get them to aspire to then- just being white and upper-class as the standard of achievement? Suffice to say, we are no longer in the days of empire, the sun set on it long ago, and for the state of education to be enriching for all, it has to grow to appreciate the important roles varied backgrounds and individuals can play in making it an inspiring experience for all involved in the educational transaction. Whilst all these political, economic and social games are being played, we must not forget the most important factor in all this- the children, and ask ourselves is this the best course of action for their future? Is this the future we want for them?

Action on 'colour bar' estate agents


On top of the 266 bus returning from the Harlesden Incinerator protest I spotted a Brent Housing Action picket outside the National Estate Agents. The protesters were drawing attention to the discriminatory practices of the lettings agency revealed by the BBC.  The picket was supported by Kingsley Abrams, Unite executive member, and one of those competing for the Brent Central Labour nomination today.

The office remained closed and barred.

Pickets are set to continue and an official complaint about the racial discrimination is to be made to the police.

Lettings colour bar in Brent - demonstrate tomorrow


From Brent Housing Action. It is unbelievable that something that I remember in London in the 1960s has re-emerged. It appears that we must re-fight battles that we thought we had won.

A BBC Report today exposes the racism in Letting Agencies, naming and shaming two in Willesden that have openly shown they will illegally refuse Black tenants at a landlord's request.

In 1990 a Commission for Racial Equality report "Sorry, it's gone" showed that one in five accommodation agencies in thirteen locations discriminated against ethnic minorities. In this case, it seems all 10 that were tested were prepared to.

Brent Housing Action is calling a picket at National Estates tomorrow (Tuesday 15th October)
12.30 until 2pm, 75 High Road, Willesden Green, NW10 2SU  and we will march to A-Z at the other end of the Willesden High Road.

Willesden is at the heart of Brent, a borough whose history has been shaped by Black people, often through community anti-racist action. Even as the government is stepping up its attack on the non-white population through imposing new racist immigration checks on tenants, decades old racism still persists.

We will raise the issue tonight at Brent Question Time and Council meeting, at the Willesden Connects forum, CNWL on Wednesday night.

The next Brent Housing Action meeting is 7pm, Tuesday 22nd. We are already discussing the Redress Scheme, Trading Standards, Brent Council lettings regulation. We are or will be getting in touch with Brent Renters Campaign, CSHC, Brent Councillors, Black community groups, anti-racists, CAB etc

Cupcakes challenge Coalitions's divide and rule tactics

 

Incensed by the UKBA's recent raid on Kensal Green station. when officers appeared to be stopping and questioning commuters on the basis of their race and ethnicity, local residents today set up a free cupcake stall with a message.

Cakes bearing the slogans 'UKBA sucks' and 'I love Immigrants' were give out along with leaflets and cards informing people of their rights if stopped by the UKBA.

The unique protest soon gained customers, once they had got over the initial shock of something being given away AND being warmly greeted.

Underlying the fun and sugar rush was a serious message:
This community will not standby while people are stereotyped, scapegoated, bullied and victimised.

We will not allow the Coalition, competing with UKIP for the racist vote, to divide and rule us.

Promogroup may not participate further in 'racist van' campaign

Promogroup, the advertising agency behind the Home Office's 'racist vans' publicity stunt appear to have been thrown by the angry reaction to the campaign 

Green Party member David Walker told me this afternoon:
I just called the company.  They are passing my details on to the Home Office.  They said the campaign is close to finishing and they would reconsider carefully if they were asked to extend it or do it again.  I’ve asked for my comments to be noted on their file and I’ve left my name and number with them.
He added that the person he spoke to clearly understood his references to the EDL, mosque attacks etc.

I also spoke to the agency who said that the campaign was almost over. It had started on Monday and would finish soon. The person I spoke to would not give me a quote and said I should take up the issue with the Home Office. 

However, a few minutes later he rang back having read the postings about the van on Wembley Matters. He said  this was 'all very well but "direct action when the vans are seen in the area or we find where they are garaged" sounds a bit threatening'. I did a verbal shrug. He then struggled to say again that the campaign was finishing 'in Brent' and when I tried to pin him down said the last van would be on Saturday - the campaign had been going since Monday.  He went on to say that he wasn't  closely involved, but the agency  had received a 'variety' of calls  including some from immigrants asking for help to go home.

He didn't comment when I asked how many were asking for cabs.

Lorries promoting government racism in Brent condemned


Brent has been chosen as one of six borough for the dubious honour of hosting a campaign that panders to the racists of the EDL and echoes the 'Blacks Go Home' slogans of the National Front in the 70s.

In the 70s I was one of many in anti-racist groups who organised weekend actions removing  or painting over the slogans from the walls and doors of London. The slogans, often aimed at individual homes. as below, were designed to intimidate.


Now it is a government that is funding a campaign with exactly the same aims. It shows, contrary to the multi-racial bliss promoted by the government over the Olympics, that racism is now acceptable.

As a teacher I was very aware of the impact racist and anti-refugee campaigns had on children in our schools, making them anxious and insecure and sometimes ashamed of their status. This campaign will have a similar impact and seems designed to reassure the racsits that the government is taking action but will have the effect of stirring up resentment, suspicion and fear.

The choosing of Brent for such a campaign, when there was that notorious YouTube video about Wembley by a far-right racist group not so long ago is deeply offensive.

Sarah Teather MP spoke out against the campaign saying:
This is the latest in a string of Home Office announcements that are designed to make the government look tough on immigration. But I fear that the only impact of this deeply divisive form of politics will be to create tension and mistrust to anyone who looks and sounds foreign. These adverts are nothing less than straightforward intimidation and … can only have bad consequences for communities like those I represent in Brent, where people from all faiths and races have mixed for decades. We will all be much poorer for it.
Muhammed Butt, leader of Brent Council said yesterday:
Placing these posters in the most diverse borough in the UK is inflammatory and divisive. I have people in my surgeries every week who have been wrongly processed by the home office or who have come from places they simply can't return to and are now going to feel publicly threatened as a result of these posters. It's disgraceful and frankly unwelcome in our diverse and united borough.
I welcome their statements and am keen to discuss what we can do as a community once these lorries of hate are on out streets.
